The Director of Higher Secondary Education, Thiruvananthapuram has submitted the Notification for the Higher Secondary Examinations 2009 for approval to Government vide his letter read above.

2. Government have examined the above Notification and hereby approve the Higher Secondary Examination Notification March - 2009.

3. Government are also pleased to order that the Director of Higher Secondary Education is empowered to approve the Higher Secondary Examination notification from the next year taking care to dovetail it with SSLC and other examinations so that major examinations will not clash.

Sub:- Higher Secondary Examinations, March 2009 – reg.

The Board of Higher Secondary Examinations, Kerala will conduct the following

Examinations in 2009.

1. The Second Year Higher Secondary Examination - March 2009

2. The First Year Higher Secondary Examination – March 2009

3. The Second Year Higher Secondary SAY/Improvement Examination - June 2009

4. The First Year Higher Secondary Improvement Examination – August 2009

1. TIME TABLE

The Second year Higher Secondary Examinations, March 2009 will be held from

11-03-2009 to 24-03-2009. The Time Table is given in Appendix-1. The Practical

Examination for the Subjects with Practicals will be conducted from 24-02-2009 to

07-03-2009. The Time Table for practical examination will be made available by the

concerned Schools.

2. VARIOUS EXAMINATIONS

(i) EXAMINATION UNDER THE NEW SCHEME (TERMINAL EVALUATION- TE)

New Scheme Examination will be based on the curriculum and syllabus prepared in

accordance with the Continuous Evaluation and Grading System (CEGS). Candidates who

were admitted to the Higher Secondary Course in the Academic year 2005-2006 or later shall

appear for the examination in New Scheme. The pattern of examination is given in

Appendix- 3.

(ii) EXAMINATION UNDER THE OLD SCHEME (THEORY EXAMINATION -TE)

Candidates who were admitted to the Higher Secondary Course between the Academic

year 2001-2002 to 2004-2005 shall appear for the Second Year Higher Secondary Public

examination in Old Scheme. The pattern of examination is given in Appendix- 4. Old

Scheme Examination will be based on the curriculum and syllabus prescribed for the Second

Year Higher Secondary Examination, March 2006.

(iii) PRACTICAL EXAMINATIONS (PRACTICAL EVALUATION -PE)

The Practical Examinations (PE) will be conducted from 24.02.2009 to 7.03.2009.

Details regarding Subjects with Practical Examination and pattern is given in Appendix-3

and Appendix-23.

3. ELIGIBILITY

Candidates who are eligible to appear for the Second Year Higher Secondary

examination are classified into four.

(i). SCHOOL GOING CANDIDATES

All candidates from Government/Technical/Aided/Un-aided (recognised) / Arts /

Schools who were admitted to First Year Higher Secondary Course in the Academic Year

2007-2008 and candidates who had registered for the Higher Secondary Examination, March

2007, and March 2008 and subsequently cancelled the registration/ completed the course but

did not register for the Higher Secondary Examination, March 2008 are included in this

category. They are eligible to appear for the Second Year Higher Secondary Examination,

March 2009 under the New Scheme provided.

(a) They had secured D+ or above Grade for all subjects of the First Year Higher

Secondary Common Examination.

(b) They had undergone Continuous Evaluation (CE) for each subject.

(c) They had completed the Second Year Higher Secondary Course by securing not less

than 75% attendance. Shortage of attendance below the prescribed minimum can be

condoned in deserving cases based on existing rules. Applications for condonation of

attendance of deserving candidates who had secured 65% to 75% attendance should be

submitted to the concerned Regional Deputy Director, Higher Secondary Education

with necessary enclosures as stipulated in the Higher Secondary Examination Manual.

In the case of deserving candidates who have secured only 50% to 65% attendance the

application with necessary enclosures should be submitted to the Government through

the Director of Higher Secondary Education. The format of the application for

condonation is provided in Appendix-22. Other details are available in the school.

(ii) OPEN SCHOOL CANDIDATES

Candidates who were admitted to the First Year Higher Secondary Course through

Open Regular/Open Private in the Academic Year 2007-2008 and candidates who had

registered for the Higher Secondary Examination, March 2007, and March 2008 and

subsequently cancelled the registration/ completed the course but did not register for the

Higher Secondary Examination, March 2008 are eligible to appear for the Second Year

Higher Secondary Examination, March 2009 under the New Scheme provided.

(a) They had secured D+ or above Grade for all subjects of the First year Higher Secondary

Common Examination.

(b) They had undergone Continuous Evaluation (CE) for each subject. They must have

submitted the assignments and projects as part of Continuous Evaluation (CE) with in

the prescribed time.

(iii) COMPARTMENTAL CANDIDATES

New Scheme candidates who had appeared for the Higher Secondary Examinations of

previous years under the grading system but failed to attain D+ Grade for any subject can

register only for those subjects for which they failed to attain D+ Grade. They will be treated

as Compartmental candidates. Such candidates cannot improve the scores obtained for

Continuous Evaluation and Practical Evaluation. The score once obtained for CE and PE will

be the final score and will be carried forward from their previous appearance. They need to

appear for the theory examination only.

(iv) OLD SCHEME CANDIDATES

Candidates who were admitted to Higher Secondary Course between the Academic

year 2001-2002 to 2004-2005, but failed in any subjects can register for those subjects alone

for which they failed. Such candidates need to appear for the theory examination only. The

marks obtained in the Practical Examination just preceeding the March 2009 Examination

will be carried over and reckoned for the examination. Old scheme candidates should submit

along with their application for registration for the Higher Secondary Examination, copies of

self attested mark lists of all their previous appearances at the Higher Secondary

Examination.

(v) Candidates registering for the Higher Secondary Examination for the first time should

register for all subjects. Attendance for the Practical examination in all subjects is

mandatory for such candidates. Candidates who absent themselves for the practical

examination of a particular subject will be treated as absent for that subject.

4. GUIDELINES FOR CLASSIFICATION OF RESULTS

(i) A candidate under the New scheme should attain atleast D+ grade in all subjects to

become eligible for higher studies.

(ii) For securing D+ grade a minimum of 24 scores should be obtained for TE for subjects

without Practicals and a minimum of 18 scores should be obtained for TE for subjects

with Practicals in the Higher Secondary Public Examination.

(iii) For securing D+ grade for Biology separate minimum of 9 scores or above should be

attained for Botany as well as Zoology.

(iv) For securing D+ grade for Music separate minimum of 12 scores each should be

attained for TE as well as PE.

(v) For Subject wise distribution of scores See Appendix-6 and for Grade range related to

scores, See Appendix-7.

(vi) For candidates appearing for the Higher Secondary Examination under the Old scheme,

a minimum of 35 marks should be secured for each subject for passing the Higher

Secondary Examination. For subjects with Practical Examination, a separate minimum

of 21 marks should be secured for Theory Examination for a pass in that subject. In the

case of Music, separate minimum of 12 marks should be obtained for Theory

Examination, 18 marks for Practical Examination and 35 marks in aggregate.

The First Year Higher Secondary Examinations will be held from 11-03-2009 to

24-03-2009. The First year Higher Secondary Examinations will be based on the curriculum

and syllabus prescribed for the First Year Course and prepared in accordance with the

Continuous Evaluation and Grading System (CEGS). There will not be any practical

examination for the First year Higher Secondary students. The Time Table of the

Examination is given in Appendix-2 and the pattern is given in Appendix-5.

1. ELIGIBILITY

(i) SCHOOL GOING CANDIDATES

Candidates from Government/Technical/Aided/Un-aided (recognised) / Art Schools

who were admitted to First Year Higher Secondary Course in the Year 2008 are eligible to

appear for the First Year Higher Secondary Examination, March 2009 provided.

(a) They had under gone Continuous Evaluation (CE) for all subjects.

(b) They had completed the First Year Higher Secondary Course by securing not less than

75% attendance. Shortage of attendance below the prescribed minimum can be

eligible to appear for the First Year Higher Secondary Examination, March 2009 provided,

(a) They had undergone Continuous Evaluation (CE) for each subject, by submitting the

assignments and projects as part of the Continuous Evaluation (CE), in time.

2. GENERAL RULES RELATING TO THE FIRST YEAR HIGHER

SECONDARY PUBLIC EXAMINATION

(i) Candidates registered for the First Year Examination alone shall be eligible for

promotion to the second year course.

(ii) Candidate who have appeared for the First Year Examination and completed the

Second Year Course alone are eligible to appear for the Second Year Examination. .

(iii) The scores obtained at the First Year Examination shall be carried forward to the

Second Year and the combined scores of first and Second Year Examinations and

grades thereupon shall be shown in the certificate issued at the end of Second Year

Examination. The eligibility of a candidate for higher studies shall be determined

by the combined scores and grades there upon obtained by the candidates in the

Second Year Examination.

(iv) For Subject wise distribution of scores, see Appendix-8

Candidates belonging to the following categories can apply for the SAY/Improvement

Examination.

(i) School going/Open school candidates who have appeared for the Second Year

Higher Secondary Examination, for the first time in March 2009 and who failed to

become eligible for higher studies can appear for this examination. Such candidates can

register only for those subjects for which they failed to attain D+ or above grade

inorder to improve his/her grade in those subjects.

(ii) School going/Open school candidates who appeared for the Higher Secondary

Examination for the first time in March 2009 and achieved D+ or above grades for all

six subjects and thus became eligible for higher studies can appear for this examination

to improve the grade of any one subject.

(iii) For subsequent appearances a candidate need to appear only for the Terminal

Evaluation (TE)/Theory Examination of that subject. The CE Scores and PE Scores (in

the case of subjects with practicals) of the March examination of such candidates shall

be carried over to the subsequent appearances. A candidate need not appear for

practical evaluation at subsequent appearances.

Candidates who have registered for the First Year Higher Secondary Examination,

March 2009 can register for this examination upto three subjects, for improving his/her grade

in those subjects.

1. DATES FOR SUBMISSION OF APPLICATIONS WITH PRESCRIBED FEES

Duly filled up applications along with necessary enclosures and Examination fees at

the rate mentioned should be submitted to the concerned Principals on or before 15-11-2008.

Fine of Rs.10/- should be remitted for all applications submitted after15-11-2008 and upto

22-11-2008. Fine @ of Rs.5/- per day should be remitted for all applications submitted after

22-11-08 upto 29-11-2008. Applications can be submitted after 29-11-08 to designated

centres in each district (names of designated centres will be intimated later) with a superfine

of Rs. 500/-. Applications duly recommended and forwarded by the concerned School

Principals alone will be received at the designated centres. Such Candidates can write the

Higher Secondary Examination, March 2009 only at the designated centres allotted to them.

The last date fixed for submitting the application with super fine is 29-12-2008.

2. GUIDE LINES REGARDING SUBMISSION OF APPLICATION FOR

REGISTRATION

(i) Candidates are required to submit application in the prescribed form with in the

prescribed date to register for the Higher Secondary Examination.

(ii) Duly filled up applications should be submitted to the Head of the Institution in which

the candidate is studying/studied. For format of the application form, See Appendix-

24 A passport size photograph should be pasted in the space provided in the

application form. The photograph should be attested by the concerned

Principal/Authority.

(iii) The self-attested photocopy of Secondary School Leaving Certificate is to be attached

to the application.

(iv) Subsequent appearance candidates should submit along with this application self

attested copies of the Higher Secondary Certificates of all their previous appearances

at the Higher Secondary Examination.

(v) Open school candidates should apply only in the centre allotted to them.

(vi) No change of centre will be allowed.

(vii) Candidates should not send applications directly to this office. As

Regarding the Second Year Higher Secondary Examination, the Heads of institutions

should ensure that no candidates other than those who had applied through the school

are permitted to appear from their school as compartmental candidates.

(viii) New Scheme (Grading) candidates who had under gone Continuous Evaluation

(CE) alone can register for the Examination. The Principals should ensure that

all candidates registering for the Higher Secondary Examinations (New Scheme)

have attained Continuous Evaluation (CE) scores for all six subjects. Hall Tickets

of candidates who have not attained CE scores for all the six subjects should be

returned to the Directorate for cancellation of their registration of Higher

Secondary Examination.

(ix) Open School candidates shall submit their applications for Higher Secondary

Examination in the prescribed form along with the Private Registration

Memo/Attested copy of Identity Card issued by The Kerala State Open School,

remitting the prescribed fees to the Principal of the school where they had submitted

their application for private registration.

(x) Open school candidates registering for the Second Year Higher Secondary

Examination should submit attested copy of the marklist of the First Year

Examination (Std. XI).

(xi) Open school candidates should submit a certificate regarding the candidate’s

eligibility issued by the District Coordinator of the Open School along with the

application for registering for the Public examination.

(xii) Candidates will not be permitted to appear for any subject under Part II or Part III

other than those they had chosen at the time of private registration.

(xiii) Application forms and Hall Tickets will be distributed by the School authorities.

Application form for registration for the examination shall be common for Regular,

and Open School Candidates and the format of the application is available in the

Department portal (www.dhsekerala.gov.in).

(xiv) The entries in the application form should be made very carefully. It is the duty of the

Principal to verify Name (Correct spelling and initial), Date of birth, Optional subjects

and Languages of the candidates and make corrections, if necessary.

(xv) The Heads of institution must collect duly filled up application form along with

examination fee from the candidates and should strictly comply with the instructions

given by the Secretary, Board of Higher Secondary Examinations in this regard.

(i) The details of candidates should be recorded using the software CaRe 2009.

(ii) Using the software, a print out of the list should be taken and displayed in the notice

board for verification by the candidates. Corrections, if any, reported should be

effected.

(iii) The corrected, ‘candidate details file’ generated by using the software should be

uploaded to the Higher Secondary Examination portal before the last date fixed for the

same. Candidate details in no other form will be accepted.

(iv) Once the candidate details are uploaded by the school any further corrections like

addition or deletion of candidates, name correction etc. cannot be made at the school

level ie. by the Principals. However before the closure of the portal by the Directorate

the Principals must down load the candidates details uploaded by them to see whether

all data have been correctly uploaded. If any corrections are noted at this stage or if

any additions or deletions are to be made the same shall be intimated to the

Directorate in writing immediately in the form included as in Appendix-12.

The concerned School authorities should download the admission ticket from the

portal and distribute the same to the candidates atleast three days before the commencement

of the examination. The candidates, on receipt of the admission tickets must scrutinize them

and get the defect, if any, rectified then and there.

(i) Examination fee for each year Rs. 125/- (for first

appearance only)

Fee for one subject for Compartmental

Candidates (With or without Practical) Rs. 30/-

Fine for late remittance. Rs. 10/-

(The details regarding remittance/amount of examination fees is also provided in

Appendix-10.)

(ii) Examination fees at the rate mentioned above should be collected from the candidates

and remitted in the treasury before the prescribed date specified for the same.

(iii) The amount once remitted as examination fees will not be refunded or adjusted towards

the fee for a subsequent examination on any account.

(iv) Fees should not be collected from School going, SC candidates for three consecutive

chances and for five consecutive chances in the case of ST students. It is the

responsibility of the Principal to get the fee due from such students reimbursed from

the SC/ST Development Department and remit the same to the relevant head of

account in the Government treasury.

(v) The Open School candidates of SC/ST/OEC categories are not exempted

from remitting examination fee.

(vi) Fees remitted prior to the date of this notification will not be entertained.

(vii) Receipt should be issued using the school fees receipt book for every item of fees

collected.

(viii) Chalan receipt (original) for fees remitted should be kept in the school.

(ix) Details of fees collected in form included in Appendix-11 should be forwarded to this

office by post.

(x) Separate forms with the class (Class XI/XII) mentioned in the right hand top corner

should be used for this purpose.

Candidate who failed to attain D+ or above grades in the First Year Common

Examinations conducted till date can register for the First Year Higher Secondary

Examination, March 2009. Such candidates should remit Rs.30/- irrespective of the papers

for which he/she appears in the examination and register for the examination. The

examination fee collected from each candidate shall be apportioned in the ratio 17:13. The

amount of Rs.13/- per registered candidate should be remitted to Government Treasury under

the specified head of account for Exam fee and the balance amount of Rs.17/- per student

should be utilised for various purposes connected with the conduct of Examination. The

answerscripts of these candidates should be kept under separate custody and valuation done

in the school itself. The result of such candidates should be published in the school before

15-05-2009. The answerscripts of such candidates should not be sent to CV camps.

These candidates will not be allotted any register numbers and their details need not be

uploaded to the Higher Secondary Portal along with other First year students.

DUTIES OF CHIEF SUPERINTENDENTS

i. The Chief Superintendent shall be responsible for the smooth conduct of

examination and he/she shall see that all instructions issued in this regard are

strictly followed.

ii. Chief Superintendents shall supervise and control the Deputy Chief

Superintendents, Assistant Superintendents and other staff appointed for the

conduct of examinations in a centre and shall make all necessary arrangements for

the conduct of the examination.

iii. Chief Superintendent is responsible for the maintenance of all the registers

(Appendix-10) prescribed in connection with the examination.

iv. Chief Superintendent is responsible for the maintenance of accounts of all

examination materials.

v. The monogram of the Chief Superintendent should be affixed on all pages of

examination answer books and additional sheets. The monogram shall be so

prepared that it shall not reveal the identity of the school.

vi. Chief Superintendent shall open the question paper packets in time and distribute

the right question papers to the candidates as per instructions in this regard.

vii. The written answer scripts shall be under his/her custody and he/she shall send it

to the name address of the Camp Co-ordinator concerned by Registered Parcel as

per instructions in this regard. He should send the consolidated absentee statement

to the Secretary and subject wise absentee statement to the CV camp concerned.

The consolidated absentee statement shall also be uploaded to the Higher

Secondary Portal on the last day of the examinations.

viii. Chief Superintendent shall be responsible for the timely disbursement of TA/DA

and remuneration for the persons engaged for examination duty as per rules.

ix. Chief Superintendent shall maintain all accounts of expenditure in connection

with the examination and forward the bills to the Directorate immediately after the

examinations are over.

APPENDIX-14

DUTIES OF DEPUTY CHIEF SUPERINTENDENTS

i. Deputy Chief Superintendent shall act under the control and supervision of the Chief

Superintendent and render all assistance for the conduct of examination as per rules.

ii. Deputy Chief Superintendent shall act as the Chief Superintendent in the temporary

absence of the Chief Superintendent.

iii. Deputy Chief Superintendent is competent to report directly to the Secretary, on any

relevant matters for preserving the sanctity of the examination.

Explanation: a) Violation of examination rules by the chief superintendent

/invigilators/any other person in the Examination centre

b) Opening of question papers not meant for that days examination

c) Issue of wrong question papers to the candidates

d) Any other relevant matters

In the above cases the Deputy Chief Superintendent should send a report directly to the

Secretary on the same day that the event occurred, by fax/speed post/telephone.

iv. Deputy Chief Superintendent shall check the seating arrangement in the examination

halls and ensure that the arrangements are as per guidelines.

v. Deputy Chief Superintendent should verify all the question paper packets before the

commencement of the examination each day. He/She should see that question papers

of the Higher Secondary Examinations are kept in a separate safe with locker facility.

vi. Deputy Chief Superintendent shall be present at the time of closing and opening of the

locker containing question papers and shall sign in the register for entering the date,

day and time of opening/closing the safe containing question papers.

vii. Deputy Chief Superintendent shall be present at the time of opening the question

paper packets and follow the rules in this regard.

viii. Deputy Chief Superintendent shall visit all rooms when the examination is in progress

and ensure that the Assistant Superintendents are performing their duties as per rules.

APPENDIX-15

DUTIES OF ASSISTANT SUPERINTENDENTS

i. Assistant Superintendents shall discharge their duties as per instructions from the Chief and

Deputy Chief Superintendent

ii. They shall be responsible for maintaining discipline and decorum in the examination hall.

iii. They should put their initials in the additional sheets issued to the candidates.

iv. They shall identify the candidate as per hall tickets and see that no copying is carried out by

the candidates in the examination.

v. They should see that no candidate is admitted to the examination hall after 30 minutes from

the commencement of examination and no candidate leaves the examination hall before 30

minutes from the completion of the examination.

vi. They should see that the right question paper is distributed to the candidates.

vii. They should see that the candidates are writing their Register numbers correctly in figures

and words in the space provided for the purpose in the facing sheet of the answer book. The

Register Number written by the candidate should be verified with the Register Number in the

Admission ticket and should see that the register number is written in no other place in the

answer script.

viii. They should maintain the accounts of the main answer books and additional sheets issued to

the candidates in the room. The acknowledgement of the candidates should be obtained while

issuing the additional sheets. They should ensure that the sheets already issued are completely

used before issuing additional sheets

ix. They should see that all the supporting documents as per rules prescribed for the examination

are maintained.

x. They should ensure that the candidates are seated in such away that there is no chance for

copying or other malpractices. Seating arrangement should be noted in the seating

arrangement register.

xi. They should ensure that the candidates receive no external help and candidates are not

indulging in any kind of malpractices. Any such incident should be reported to the Chief

Superintendent/ Deputy Chief Superintendent and steps as prescribed in these rules should be

initiated.

xii. They should ensure that the candidate fills the column earmarked for filling the total number

of pages in the main answer book.

APPENDIX-16

INSTRUCTIONS FOR THE CONDUCT OF PRACTICAL EXAMINATION

i. On receipt of appointment letter external examiner should confidentially intimate the chief superintendents of

the centres assigned to him/her the date and time of examination in that centre and should conduct the

examination on the specified date.

ii. Chief Superintendent should make all necessary arrangements and make available all necessary materials for the

conduct of Practical Examinations in consultation with the External Examiner. The Principal should appoint an

Internal Examiner and Lab Assistant to assist the External Examiner, if required.

iii. Practical examinations having 3 hour duration should be conducted in two sessions (Forenoon and after noon)

and Practical examinations having 1½ hour duration should be conducted in 3 sessions in a day

iv. Question papers and blank mark sheets (Appendix – 13, 14) for entering marks will be supplied to the Chief

Examiner by the Secretary. The Chief Examiner will supply the same to the External Examiners. The External

Examiner should conduct the Practical Examination as per the instructions given by the Chairman/Chief

Examiner and the sole responsibility of correctness of the evaluation of the performance shall rest with the

External Examiner.

v. The mark sheets should be prepared in duplicate as soon as the Practical Examination is over and put in a cover

and sealed. Marks should be entered in figures and words in black ink. In the case of single digit mark, a

hyphen should be put on both sides of the digit. Register Number of absentees should be marked in red ink as

ABSENT.

vi. The cover containing original mark sheets should be put in a cover and sealed. The cover should be

superscribed as CONFIDENTIAL and sent by speed post on the same day or at the latest by the next working

day without fail in the name address of the Secretary. The Expenditure in this regard may be met from the fund

allotted for the conduct of examination in the centre.

vii. An Examiner should keep the duplicate copy of the mark sheets and other materials under his/her safe custody

in sealed covers, which should be destroyed only after one year from the date of publication of results or

otherwise instructed.

viii. As soon as the examinations are over the external examiner should hand over all the practical answer scripts to

the chief examiner concerned on proper receipt.

ix. Examiners should keep the marks awarded to the candidates strictly confidential.

x. Admissible TA/DA and other remuneration as per rules (Appendix – 15) will be disbursed by the Principal of

the centre. Examiners are eligible for duty leave for the days of Practical Examination. Duty leave will be

sanctioned by the Principal of the parent school on production of duty certificates from the Chief

Superintendent/Principal of the Examination Centre.

xi. If an Examiner is not in a position to attend the work due to any unavoidable circumstances, such as serious

illness, death of close relative etc. he/she should immediately intimate the fact to the Chief Superintendent of the

centre to which he/she is posted as well as to the Chief Examiner for making substitute arrangements.

APPENDIX-17

INSTRUCTIONS TO THE CANDIDATES APPEARING FOR THE HIGHER

SECONDARY EXAMINATION

i. Candidates should take their seats in the examination hall at least five minutes before the

commencement of the examination. Candidates presenting themselves more than half an

hour after the appointed time will not be admitted to the examination hall. Candidates

who are undoubtedly suffering from infectious disease of any kind will not be admitted.

Candidates should bring with them to the examination hall, on each day of the

examination, their hall tickets for verification by the Assistant Superintendent

concerned, both for theory and practical examinations.

ii. Candidates are prohibited from writing upon their admission tickets or question papers.

They are also prohibited from writing their name on any part of the answer books.

iii. Candidates are permitted to write the examination either in English or in Malayalam

iv. Candidates should write their register numbers in words as well as figures in the space

provided for the purpose on the outer cover of the answer books. They are strictly

prohibited from writing their Register Numbers on any other page of their answer book

and additional sheets.

v. Candidates are prohibited from bringing into the examination hall any book or portion of

the book, manuscripts or paper of any description, mobile phones and any device used for

outside communication. Candidates are also prohibited from communicating with or

copying from one another, and communicating with persons outside the examination hall.

vi. Candidates are permitted to use ordinary calculators and standard Clarke’s Table for

subjects having calculations (Scientific Calculator will not be permitted).

vii. Candidates will be allowed to leave the examination hall only after 30 minutes of

commencement of examination and 30 minutes before the completion of the examination.

Candidate who leaves the room during the period allotted for a paper will not be allowed

to return within the period.

viii. When a candidate has finished writing, his/her answer books should be handed over to the

invigilator present in the hall. He/she should not leave the hall leaving the answer book

in his/her seat.

INSTRUCTIONS FOR PACKING ANSWER SCRIPTS

i. Before packing the answer scripts the Chief Superintendent should ensure that

the candidates have written their correct Register number in the column

allotted for the purpose.

ii. The answer scripts should be arranged register number wise and packed 13

numbers in each C.V cover in the case of the subjects except Botany and

Zoology. Botany and Zoology papers should be packed in 20 numbers in

separate C.V.covers.

iii. The total number of scripts and the Register Numbers should be correctly

written on the C.V.cover. The Reg. No. of absentees falling with the range of

register numbers of answer scripts pact in the CV cover shall be noted on the

particular cover.

iv. The answer scripts should be packed and sent by Registered post to the name

address of the Camp Co-ordinator in the respective C.V. camp as per the

instruction from the Secretary on the day itself if possible or on the next day.

Retention of answer scripts in the centre for more than the minimum time

required for despatch will invite

punishment to the person responsible

v. The answer scripts of physically handicapped/blind/deaf & dumb/candidate

having neurological disorder should be sent in separate covers superscribed

“Physically handicapped / blind / deaf and dumb/neurological disorders” as

the case may be and the order granting concession to the above category of

candidates and the nature of the concession given to the candidate should be

noted on the answer script as well as on the C.V cover by the Chief/Deputy

Chief Superintendent and attested by them.

vi. The consolidated absentees’ statements should be sent in the prescribed

proforma to the Secretary and subject wise absentees’ statement to the

Centralised Valuation Camps concerned. This should be prepared with utmost

care.

APPENDIX-19

AWARD OF GRACE MARKS

Grace marks are given to the winners in Youth Festival, Sports Meets and for exemplary

performances in the NCC. The team of candidates who had participated and won in National Science

Congress is also eligible for grace mark just like in Youth Festival, NCC, Sports etc.

(a). YOUTH FESTIVAL

Grace marks are given to the winners in the State Level Higher Secondary School Youth

Festival as given below.

i. First Place - 5% of the maximum marks for each paper (including

theory and practical)

ii. Second Place - 4% of the maximum marks for each paper (including

theory and practical)

iii. Third Place - 3% of the maximum marks for each paper (including

theory and practical)

Application for Grace marks for achievements in Youth festival can be submitted in White

paper, attached with photocopies of Admission tickets and merit certificates attested by the Principal.

Grace marks will be given to the candidates for their achievements during their first year

study only if they participate at least in the district level during the second year study.

(b). SPORTS

Grace marks are given to candidates for their achievements in the sports and games as

detailed below.

I) STATE LEVEL

First Place - 5% of the maximum marks for each paper (including theory

and practical)

Second Place - 4% of the maximum marks for each paper (including theory

and practical)

Third Place - 3% of the maximum marks for each paper (including theory

and practical)

ii. NATIONAL LEVEL

First Place/Winner (Gold Medallist) - 15% of the maximum marks for each paper

(including theory and practical)

Second Place/Runner Up - 13% of the maximum marks for each paper

(including theory and practical)

Third Place - 11% of the maximum marks for each paper

III. INTERNATIONAL LEVEL

Participation only - 20% of the maximum marks for each paper

(including theory and practical)

Director, Higher Secondary Education, will decide percentage of grace marks for Winners,

Runner up and Third place holders in International participations.

4. GRACE MARKS FOR NCC CADETS

10% of the maximum marks for each paper is awarded to NCC Cadets as grace marks on

satisfying the following four conditions.

i. The candidate should be in the rank of Corporal or above.

ii. The candidates are holders of A, B or C certificates.

iii. The candidate must have represented any one centrally organised camp.

iv. Application for grace marks for NCC is submitted in duplicate, one copy

to the secretary, Board of Higher secondary Education and the other to Deputy

Director General, NCC

5. CONDITIONS FOR AWARDING GRACE MARKS FOR PERFORMANCE IN

YOUTH FESTIVAL, SPORTS MEET AND NCC

i. The benefit of eligible grace marks will be extended to the candidates only in any one of

the 3 levels (viz., State, National or International) during the course of study.

ii. Grace marks are given to a candidate for his/her first appearance only and not for his/her

subsequent appearances in the examination.

iii. Grace marks will be given for each subject. No transfer of grace marks will be made

from one subject to another for those who have secured pass marks for each paper.

iv. Grace marks shall be distributed in the case of students who have deficiency of marks for

a pass in a particular paper so as to help them to make up the deficiency. The remaining

marks shall be distributed equitably among all the subjects.

v. Grace marks will be awarded to candidates after effecting the moderation declared by the

Board of Examination. Candidates coming within the limit of moderation after the award

of grace marks will also be given the benefit of moderation.

vi. Grace marks will be given to the candidates irrespective of whether they pass or fail in the

examinations. Those who are absent for the examination will not be awarded the grace

marks for that examination or for subsequent examinations.

vii. A candidate who has secured the maximum marks for a paper is not eligible for grace

marks for that paper and those marks will not be transferred to any other paper.

viii. The individual grace marks will not be shown separately in the certificate.

ix. The maximum marks that can be secured after awarding grace marks will be decided by

the Director of Higher Secondary Education.

x. The application for award of grace marks for Youth Festival should be submitted to the

Director, Higher Secondary Education.

xi. The application for award of grace mark for sports should be submitted in duplicate, one

copy to the Secretary, Board of Higher secondary Education and the other to the Director

of Public Instructions (DPI).

xii. The grace marks for sports and games are awarded on the basis of the recommendation of

the DPI.

APPENDIX-20

CONCESSIONS TO PHYSICALLY HANDICAPPED AND MENTALLY RETARDED CANDIDATES

Physically handicapped candidates will be given 10 minutes grace time per hour of

examination, according to the gravity of the handicap/disorder, if the following conditions are

satisfied.

i) Application for concession should be submitted in white paper with a photograph of the

candidate, supported by medical certificate issued by a medical board, which include a

specialist in physical medicine and rehabilitation or orthopaedics.

ii) The photograph should highlight handicap or defect of the candidate as far as possible

and the specialist doctor should attest it.

iii) Physically handicapped candidates who are unable to write with their hands will be

provided with the services of a scribe and extra time of 15 minutes per hour, if the

medical board specifically states that the candidate is unable to write on his own. In the

medical certificate from the medical board it should be clearly stated that the candidate

examined deserves extra time and service of scribe.

iv) Handicapped candidates who cannot move their hand freely will be exempted from

drawing diagrams and geometrical figures, provided, it is so certified by the medical

board in the medical certificate. Marks for diagrams will be given proportionately based

on the marks secured by them.

v) Mentally retarded candidates and candidates having neurological disorders shall be given

20% marks secured by them, additionally on producing medical certificate from medical

board that includes a psychiatrist in the case of mentally retarded candidates and a

neurologist in the case of candidates with neurological disorders.

vi) For candidates having physical or orthopaedic handicap plus visual and or hearing

problems, mental retardation etc the respective specialist must be present in the medical

board, which certifies the handicap.

vii) Requests for the above concessions should reach the concerned Regional Deputy

Director, Higher Secondary Education at least 3 months before the commencement of the

examination. Original medical certificate from the medical board and attested photocopy

of the same must be submitted along with the application. Original medical certificate

will be returned after verification, to the candidate.

APPENDIX-21

CONCESSIONS TO DEAF AND DUMB CANDIDATES

Deaf and dumb candidates will be given 20% of marks secured by them additionally subject

to their producing a medical certificate in original from a medical board comprising an ENT

specialist. An attested copy of the medical certificate should also be attached with the application.

Candidates will be exempted from appearing for the languages for which exemption is given in the

SSLC Examination.

CONCESSIONS TO BLIND CANDIDATES

Blind candidates are eligible for extra time/service of a scribe subject to the following

conditions.

i. Medical certificate in original from the head of the department of Ophthalmology or from a

person not below the rank of an associate professor of Ophthalmology of a medical college in the

state or from the district ophthalmic surgeon, detailing the visual handicap should be enclosed

along with the application. An attested photocopy of the medical certificate should also be

attached with the application. Candidates with visual handicap of 20 – 49% will be given 10

minutes extra time per hour of examination. Candidates with visual disability of 50 – 79 % will

be given extra time of 15 minutes for every one hour of examination. Candidates with 80% or

more visual disability will be permitted to avail the services of a scribe in addition to the extra

time of 15 minutes per hour of examination. Candidates with visual disability upto 19% will be

treated as normal.

ii. Applications for concession, in plain paper, should be submitted 3 months before the

commencement of examination to the concerned Regional Deputy Director, Higher Secondary

Education. Educational qualification of the scribe whose service is hired in all the above cases

should be below Plus Two level, ie, the scribe should not have passed Higher Secondary or

equivalent examinations. The details of the proposed scribe should be forwarded to the Regional

Deputy Director, along with the application for the services of scribe. The Principal shall appoint

Scribe after verifying his identity and qualification.

iii. The Principals of the Higher Secondary Schools shall ensure that physically

handicapped/mentally retarded/blind students are not admitted to batches with subject

combination involving Practicals, which the student concerned are unable to cope with due to his

handicap/retardation. The Chief Superintendent should write the order number granting

concessions noted above clearly on top of the answer scripts and such answer scripts shall be

forwarded to the valuation camps in separate CV covers with the inscription “Answer Script of .
