OFFICE OF THE OUTAGAMIE COUNTY CLERK TO THE VOTERS OF OUTAGAMIE COUNTY AND PARTS OF CALUMET (VILLAGE OF HARRISON & CITY OF APPLETON) & WINNEBAGO (CITY OF APPLETON) COUNTIES [Note: City of New London publishes separately – County information is listed in this Notice]: Notice is hereby given of a spring primary election to be held in Outagamie County and parts of Calumet (Village of Harrison & City of Appleton) & Winnebago (City of Appleton) Counties on Tuesday, February 16, 2021, at which the officers named below shall be nominated. The names of the candidates for each office, whose nominations have been certified to or filed in this office, are given under the title of the office, each in its proper column, together with the questions submitted to a vote, for a referendum, if any, in the sample ballot on page 3.

INFORMATION TO VOTERSUpon entering the polling place, a voter shall state his or her name and address, show an acceptable form of photo identification and sign the poll book before being permitted to vote. If a voter does not have acceptable photo identification the voter may obtain a free photo ID for voting from the Division of Motor Vehicles. If a voter is not registered to vote, a voter may register to vote at the polling place serving his or her residence, if the voter presents proof of residence in a form specified by

law. Where ballots are distributed to voters, the initials of two inspectors must appear on the ballot. Upon being permitted to vote, the voter shall retire alone to a voting booth and cast his or her ballot except that a voter who is a parent or guardian may be accompanied by the voter's minor child or minor ward. An election official may inform the voter of the proper manner for casting a vote, but the official may not in any manner advise or indicate a particular voting choice.

Where Optical Scan Voting is UsedThe voter shall fill in the oval next to the name of the candidate of his or her choice for each office for which he or she intends to vote. To vote for a person whose name does not appear on the ballot, the voter shall write in the name of the person of his or her choice in the space provided for a write-in vote and fill in the oval next to the write-in line.

On referendum questions, the voter shall fill in the oval next to "yes" if in favor of the question, or the voter shall fill in the oval next to "no" if opposed to the question.

When using an electronic ballot marking device (“ExpressVote” or “ImageCast Evolution-ICE”) to mark an optical scan ballot, the voter shall touch the screen or use the keypad to select the name of the candidate of his or her choice for each office for which he or she intends to vote. To vote for a person whose name does not appear on the ballot, the voter shall type in the name of the person of his or her choice in the space provided for a write-in vote. On referendum questions, the voter shall touch the screen or use the keypad to select "yes" if in favor of the question, or the voter

shall touch the screen or use the keypad to select "no" if opposed to the question.

Spoiled BallotsIf the voter spoils an optical scan ballot, he or she shall return it to an election official who shall issue another ballot in its place, but not more than three ballots shall be issued to any one voter. If the ballot has not been initialed by two inspectors or is defective in any other way, the voter shall return it to the election official, who shall issue a proper ballot in its place.

After Voting the BallotAfter an official optical scan ballot is marked, it shall be inserted in the security sleeve, so the marks do not show. The voter shall insert the ballot in the voting device and discard the sleeve or deliver the ballot to an inspector for deposit. If a central count system is used, the voter shall insert the ballot in the ballot box and discard the sleeve or deliver the ballot to an inspector for deposit. The voter shall leave the polling place promptly.

A voter may select an individual to assist in casting his or her vote if the voter declares to the presiding official that he or she is unable to read, has difficulty reading, writing or understanding English or that due to disability is unable to cast his or her ballot. The selected individual rendering assistance may not be the voter's employer or an agent of that employer or an officer or agent of a labor organization which represents the voter.

FEBRUARY 16, 2021

NOTICE IS HEREBY GIVEN, that at an election to be held in the School District of Shiocton on Feb-ruary 16, 2021, the following Resolution Authoriz-ing School District Budget to Exceed Revenue Limit of the School Board will be submitted to a vote of the people:

RESOLUTION PROVIDING FOR A REFERENDUM ELECTION

ON THE QUESTION OF WHETHER TO APPROVE AUTHORIZING THE SCHOOL

DISTRICT BUDGET TO EXCEED THE REVENUE LIMITS

FOR NON-RECURRING PURPOSES

WHEREAS, the School Board of the School District of Shiocton, Outagamie County, Wisconsin, (the "District"), hereby adopts the following resolution: "Resolution Authorizing the School District Budget to Exceed the Revenue Limits for Non-Recurring Purposes" in order to authorize the District budget to exceed the revenue limit specified in Wis. Stat. § 121.91, Wisconsin Statutes by the following amounts in the school years specified: $1,525,000 in 2021-2022, $1,700,000 in 2022-2023, and $1,875,000 in 2023-2024 (the "Revenue Limit Resolution"); and

WHEREAS, the School Board deems it to be desirable and in the best interest of the District, in order to finance the costs of general operations, including maintaining the educational programs of the District for the 2021-2022, 2022-2023 and 2023-2024 school years, for non-recurring

purposes, to direct the District Clerk to submit the Revenue Limit Resolution to the electors for approval or rejection at the regularly scheduled election to be held on February 16, 2021; and

WHEREAS, this Revenue Limit Resolution must be approved by the electors for the District to be authorized to include the additional revenue in the School District budget each year for the 2021-2022, 2022-2023 and 2023-2024 school years.

NOW, THEREFORE, BE IT RESOLVED, by the School Board of the School District of Shiocton as follows:

1. Board Resolution. The Board of Education for the School District of Shiocton supports exceeding the revenue limit specified in Wis. Stat. § 121. 91, by the following amounts in the school years specified: $1,525,000 in 2021-2022, $1,700,000 in 2022-2023, and $1,875,000 in 2023-2024, for non-recurring purposes, such excess to be used to finance the costs of general operations, including maintaining the educational programs of the District for the 2021-2022, 2022-2023 and 2023-2024 school years.

2. Referendum Election Date. The District Clerk is hereby directed to call a referendum election to be held in the District at the regularly scheduled election to be held on February 16, 2021, for the purpose of submitting to the qualified electors of the District the proposition of whether this Revenue Limit Resolution shall be approved or rejected. Further, that the School District Clerk shall prepare the requisite notices and provide election officials with all necessary election supplies, including ballots, if and to the extent required by Wis. Stat. § 121.91(3)(c).

3. DPI Notice. Pursuant to the provisions of Wis. Stat. § 121. 91 (3 )(a), the District Clerk shall notify

the Department of Public Instruction of the date of the referendum election and shall provide the Department with a copy of this Revenue Limit Resolution within 10 days after its adoption, and shall further certify the results of the referendum to the Department within 10 days following the election.

4. Filing of Resolution. The District Clerk is directed to file this Resolution, ballots, and any other necessary election supplies with the official or agency responsible for preparing the ballots for the election no later than 70 days prior to the election on February 16, 2021, as required by Wis. Stat.§§ 121.91(3)(c) and 8.37.

The referendum ballot will ask District electors: Shall the School District of Shiocton, Outagamie

County, Wisconsin be authorized to exceed the revenue limit specified in Wis. Stat. 121.91 by the following amounts in the school years specified: $1,525,000 in 2021-2022; $1,700,000 in 2022-2023; and $1,875,000 in 2023-2024, for non-recurring purposes, such excess to be used to finance ongoing operational expenses to maintain current educational programs of the District?

Explanatory Statement and Effect of Vote:The referendum election ballot will ask District

electors to vote "yes" or "no" on the referendum election question as set forth above.

A ''yes" vote is a vote to approve the School District of Shiocton to exceed the revenue limit specified in Wis. Stat. 121. 91 by the following amounts in the school years specified: $1,525,000 in 2021-2022; $1,700,000 in 2022-2023; and $1,875,000 in 2023-2024, for non-recurring purposes, such excess to be used to finance ongoing operational expenses to maintain current educational programs of the District.

A "no" vote is a vote to deny the School District of Shiocton the authority to exceed the revenue limit specified in Wis. Stat. 121. 91 by the following amounts in the school years specified: $1,525,000 in 2021-2022; $1,700,000 in 2022-2023; and $1,875,000 in 2023-2024. for non-recurring purposes, such excess to be used to finance ongoing operational expenses to maintain current educational programs of the District.

In the event a majority of the electors voting vote ''yes", the District will be authorized to exceed the revenue limit specified in Section 121.91, Wisconsin Statutes, by $1,525,000 in 2021-2022 school year; $1,700,000 in 2022-2023 school year; and $1,875,000 in 2023-2024 school year; for non-recurring purposes, to finance ongoing operational expenses necessary to maintain current educational programs of the District; if a majority vote ''no" on the question set forth above, the District will not be so authorized.
