CIVIC COMMITTEE Page 4 24 September 2013 7.2 Proposed Additional Requirements for Junior Development Grant Applicants Brief To advise Members of changes designed to strengthen the application process for Junior Development grants, by placing additional requirements on applicants. RECOMMENDATION That the Civic General Committee recommends to Council that the report be received. Introduction Based on the Administration’s experience managing the application process, two changes to the current application form are proposed in order to both strengthen the process and obtain formal feedback on the applicant’s experience of the activity/event that Council has supported. Discussion There has been a trend with recent applications, especially group ones, that the club/school fills out the forms and there is no participation by the individual (parent or care giver) although the program is very much aimed at the individual's "...personal development and growth." (Junior Development Grants - Guidelines refer Attachment 1). Therefore it is proposed to add to the application form a section for the applicant‘s response to the question: “How will your participation in this activity assist in your personal development and growth? Currently there are no follow-up acquittal requirements for applicants once the grant is approved, nor a requirement to provide feedback on their participation in the funded activity/event. Therefore it is proposed to require a financial acquittal form to be signed and returned within six weeks of the completion of the activity/event, together with a photo and written summary (no more than A4) of the success or otherwise of their participation in the event. Conclusion The additional requirements will strengthen the Junior Development grant process and provide a greater level of feedback to Council on program outcomes.

CIVIC COMMITTEE Page 6 24 September 2013 7.3 Community Grants - 2013/2014 Round One Report Brief This report seeks endorsement for the distribution of the first round of the 2013 - 2014 Community Grants. RECOMMENDATION That the Civic General Committee recommends to Council that the distribution of round one of the 2013 - 2014 Community Grants, as detailed in the attached table (Attachment 1), be endorsed. Introduction Council has provided an opportunity for community groups and organisations to apply for a grant through its Community Grants Program. To be a successful grant recipient, applicants and their projects must demonstrate that they meet the eligibility and essential selection criteria as outlined in the program guidelines (refer Attachment 2). Discussion Twenty applications for community grants were received and nine have been recommended as meeting the eligibility criteria for a total of $15,285. Members are reminded that the budget allocated for each round is $22,000. Applications not recommended for approval are: #2 Arthritis SA

Figures do not make sense i.e. application for $1,900 for only 30 participants when Council could purchase 96 concessional tickets for same amount. Will have further talks about possible better value model and invite application in grants round 2.

CIVIC COMMITTEE Page 12 24 September 2013 7.4 Request for Ex-gratia Payment Brief A request has been received from Hon. John Darley for Council to consider an ex-gratia payment to Mr Samuel Woghiren. RECOMMENDATION That the Civic General Committee recommends to Council that the request for an ex-gratia payment to Mr Samuel Woghiren be refused. Introduction Mr Woghiren is 17 years old and attended three interstate basketball tournaments in the last nine months. However the three grant application forms have just been lodged and the Hon John Darley is requesting consideration of a retrospective ex gratia payment (Attachment 1) in consideration of cultural issues which prevented lodgement of the grant applications prior to the events. Discussion The Guidelines for Junior Development grants are specific in terms of the timing of applications (refer Attachment 2):

“4. Conditions Applications must be received before the event/activity takes place”

The Guidelines are also specific regarding the number of applications allowed and under what circumstances:

“(c) One or more application per person per 12 month financial year period can be submitted; provided that the second application applies to an activity/event at a higher level e.g. from state to national.

The Administration notes that: • No documentary evidence of Mr Woghiren's selection for the events has been tendered as

required in section 3 of the application form. • The school is aware of the grant and its guidelines. • Prior to receipt of the attached letter, no advice had been sought on this matter from

Community Services staff. Conclusion It is recommended that this request be refused but Community Services staff will contact Mr Woghiren to facilitate an application for his next proposed tournament in December.

CIVIC COMMITTEE Page 22 24 September 2013 7.5 2014 National Service Day Commemoration - Request for Support Brief The National Servicemen's Association of Australia (SA Branch) have requested Council support with the 2014 National Service Day Commemoration. RECOMMENDATION That the Civic General Committee recommends to Council that it provides a $500 donation and ‘in kind’ support, as canvassed in the report, for the 2014 National Service Day Commemoration. Introduction Council support has been requested to help with the National Service Day Commemoration to be held on Saturday February 15, 2014. Discussion Council currently provides support for a number of commemorative wartime events held by the RSL and associated bodies such as ANZAC Day and the Malaya and Borneo Veterans Day. It is therefore recommended that cash and in-kind support be provided to the National Servicemen's Association to support the National Service Day Commemorations to be held in 2014. Conclusion It is recommended that in addition to the provision of a venue and equipment through the Community Resource Collection, and consistent with the level of support afforded similar events, that a $500 donation be provided towards light refreshments at the National Service Day Commemoration in 2014.

CIVIC COMMITTEE Page 24 24 September 2013 7.6 22 Year Anniversary of Greek Pensioners Inc - Request for Donation Brief The Greek Pensioners and the Aged of Thebarton and Suburbs Inc have requested Council consider a donation in support of their 22nd year anniversary in December. RECOMMENDATION That the Civic General Committee recommends to Council that a donation be considered towards the Greek Pensioners and the Aged of Thebarton and Suburbs Inc. Introduction The Greek Pensioners and the Aged of Thebarton and Suburbs Inc are seeking donations up to $3,000 to support their 22 year anniversary celebration in December (Attachment 1). Discussion The request generally fits under the Donation Program criteria, although it does not appear to: "Demonstrate the urgent and immediate nature of the request." (Eligibility Criteria 3e - refer Attachment 2). If considered appropriate, the level of donation is hard to assess given that a "22 year Anniversary" would seem a minor event in comparison with the normal commemorative events Council supports. While they are asking for "up to $3,000", the Donation program has a maximum of $500. It should also be noted that the Greek Pensioners currently enjoy free weekly use of the Thebarton Community Centre. Conclusion It is recommended that the Committee consider a donation towards this event, and if approved, determine the amount.

CIVIC COMMITTEE Page 27 24 September 2013 7.7 Native Plant Giveaway Program Brief To present a review of the Native Plant Giveaway program, in response to Elected Member concerns and resident feedback. RECOMMENDATION That the Civic General Committee recommends to Council that the changes to the Native Plant Giveaway Program as outlined in this report are adopted. Introduction The Native Plant Giveaway began in 2010 after a similar program was held with West Torrens residents in 2009 (Backyards for Biodiversity) was operated through the Department for Environment, Water and Natural Resources. The program provides native plant packs for residents to help restore biodiversity across the region and promote sustainable gardening, and is held in June each year as part of the annual World Environment Day celebrations. A review of the Native Plant Giveaway was undertaken in 2013, to ensure that the Native Plant Giveaway is delivered in the most efficient manner and remains a valuable community program. The review considered operational aspects, objectives and feedback from participants against the program’s intention to deliver efficient community outcomes relating to biodiversity restoration and achieving Council’s strategic directions. The operational aspects and objectives were reviewed internally, while community feedback was gathered via a survey conducted with participants of the 2013 Native Plant Giveaway event. Of the 300 participants, 153 (or 51%) responded. Key results from the survey include:

• 93% of respondents were satisfied with the plants received • more than half of the respondents were attending for the first time • 51% of respondents, who had participated previously, indicated that 61-100% of plants

from previous events have survived. Background Since 2010 the City of West Torrens has provided 27,000 locally indigenous seedlings to residents through the Native Plant Giveaway, key objectives of the program are to:

• help restore local native biodiversity across the region • raise awareness about water-wise plants and sustainable gardens • promote how native plants can be incorporated into new or existing gardens • deliver Community Plan strategies that “protect and enrich local biodiversity, waterways

and the coast”. Each pack contains a variety of shrubs, grasses, groundcovers, flowers and small trees. During the first three years 250 packs were given away annually, however in 2012 this was expanded to 300 packs due to growth in popularity. In 2013, 300 packs were distributed and contained a mix of 20 locally indigenous seedlings (Table 1). Participating residents can swap a voucher (collected through Talking Points or other promotion points) for a pack of seedlings that they can then plant in their garden.

The total cost of the program in 2013, including the purchase of plants, delivery and staff time on the day, was just under $10,000. Discussion Given that plant stock needs to be ordered by October to ensure delivery of seedlings in June, significant changes to the program cannot be implemented for 2014. Instead, to help reach a wider audience and ensure that the program reaches people who have an interest in environmental programs, some minor changes are proposed for the 2014 event. 1. Changes to pack size In 2013 all 300 packs were distributed, helping to reinstate 6,000 native plants across gardens in the City of West Torrens. 93% of survey respondents were satisfied with the plants received, commenting they liked the variety of plants provided. 2% of respondents indicated they were not satisfied with the plants for reasons such as:

• too many grasses • wanting more flowering plants • difficulty removing seedlings from the tube.

Pack size was determined based on the availability of trays which could be ordered at the time. Acknowledging that survey feedback was only obtained from people who had received plants this year, 79% of respondents indicated 20 as being a suitable number of plants. Some people shared plants with neighbours or friends, or planted them in local parks or reserves bordering their property. 9% of respondents reported the number of plants provided was not enough. This may be due to the fact they have large gardens to accommodate many plants, where as some people were using the plants to re-landscape their garden. Reasons for nominating that there were too many plants include having a small garden.

CIVIC COMMITTEE Page 29 24 September 2013 Given that the program’s aim is to increase planting across the city, and not to the same people or locations each year, it is intended to reduce the pack size to 12 plants, but maintain biodiversity outcomes by ensuring a total of 6,000 plants are ordered. This will allow for expansion of the program without an increased budget requirement. 2. Changes to the voucher system Residents redeem a voucher for a pack of plants on the day. Vouchers are provided in Talking Points before the event, or can be obtained online or from other promotional points. The number of vouchers printed is not limited, so plants are distributed on a first-come-first-serve basis on the day. Participants are forewarned that they may be asked to provide proof of residence on the day (many do bring copies of their Council rates notice); however, to help ensure that the program is more equitable for future events, and to improve the likelihood that seedlings are planted and nurtured within the City, the following conditions should apply: • only one voucher per address • evidence of address will be required e.g. rates notice or current driver’s licence • residents, other than ratepayers, will need to provide written consent from the property owner

to plant the seedlings. 3. Ongoing review There are a number of possible opportunities to deliver the outcomes of the Native Plant Giveaway from 2015 onwards, including: • A system where residents can swap a voucher for plants that are locally indigenous to the

West Torrens area at a specialist nursery throughout the year (pending negotiation with suitable supplier). This would be in lieu of an annual event held around World Environment Day.

• Distribute vouchers to residents at Council’s community education events held throughout the

year. • Residents can only claim the offer once every two years. Further investigations will be undertaken into the feasibility of these changes and a report canvassing them will be presented for consideration in early 2014 (February/March). Conclusion Minor changes are proposed for the 2104 Native Plant Giveaway program (e.g. pack size and eligibility). A further report, canvassing more significant changes will be presented to the Committee in early 2014.

RECOMMENDATION That the Civic General Committee recommends to Council that the request to sponsor the ATSI Deadly Achievers Awards be declined. Introduction The Deadly Achiever Awards will be held on 28 November 2013. Discussion There is minimal information in this application as to what the Awards are, the benefits of the Awards to groups or individuals in West Torrens, proposed recognition of Council, how much is requested, and what that amount would be spent on. Conclusion It is therefore recommended that the request be declined.

CIVIC COMMITTEE Page 34 24 September 2013 7.9 Underprivileged Children's Zoo Day - Request for Sponsorship Brief This report seeks the Committee's consideration of a sponsorship request for an Underprivileged Children's Zoo Day 2013. RECOMMENDATION That the Civic General Committee recommends to Council that the request for sponsorship by United Way South Australia for the annual Underprivileged Children's Zoo Day event be declined. Introduction The Underprivileged Children's Zoo day is an annual event providing an opportunity for underprivileged children to enjoy an event they would not normally be able to attend. Discussion The Annual Underprivileged Children's Zoo Day will be held by United Way South Australia in December 2013 (refer Attachment 1). It will be held to support United Way's objectives of 'meeting the needs of the underprivileged', and will be held at the Adelaide Zoo. United Way South Australia Inc has requested a sponsorship of $500, which will support admission, transport and food costs for 10 children on the day. The application is not specific on how West Torrens would benefit from this program i.e. just how many children from the City would be involved, nor does it specify the criteria or definition for their target group. It is also not clear how Council's support would be promoted. In 2012 Council made an ex gratia payment of $500 towards this event. Conclusion In terms of Council’s Sponsorship Guidelines, the application provides no advice as to how this event provides benefits to the broader West Torrens community or to specific individuals, so it is recommended that the application be declined.

CIVIC COMMITTEE Page 39 24 September 2013 7.10 Camden Classic - Request for Sponsorship Brief An application has been received from the Camden Athletic Club requesting Council sponsorship for the 2014 Camden Classic Carnival. RECOMMENDATION That the Civic General Committee recommends to Council that it provides a $4,000 cash sponsorship and ‘in kind’ support, as canvassed in the report, for the 2014 Camden Classic. Introduction The Camden Athletic Club has written requesting that Council support the 2014 Camden Classic Carnival. In previous years Council has supported this event with sponsorship in the order of $4,000. In the last five years Council has also provided a range of in kind support, e.g. a feature in 'Talking Points', provision of marquees, ground preparations etc. Discussion The Camden Classic has been supported by Council for many years and to date the Club has met its obligations in terms of the sponsorship, the event attracts increasing numbers of spectators and has maintained its place as a significant event in the Athletics calendar. Conclusion It is recommended that Council continue its support of this event with a sponsorship of $4,000 and in-kind support.

CIVIC COMMITTEE Page 43 24 September 2013 7.11 George Street Greek Festival - Request for Sponsorship Brief Correspondence has been received from the Greek Orthodox Community of SA Inc requesting sponsorship of the George Street (Thebarton) Greek Festival on December 14 and 15, 2013. RECOMMENDATION That the Civic General Committee recommends to Council that subject to the necessary approvals being obtained for the street closure, it provides a $3,000 cash sponsorship for the George Street Greek Festival. Introduction The Greek Orthodox Community have written requesting that Council support their George Street Greek Festival in the order of $3,000 (Attachment 1). Discussion This is the third time this event has been held with Council providing a $1,500 sponsorship for the 2011 event and $3,000 for 2012. The smaller amount was recommended in 2011 in recognition of the short notice of the sponsorship application before the event which potentially limited Council’s exposure in associated event publicity. Refer to Attachment 2 for a summary on last year's event. Council is again being offered a joint sponsorship for $3,000 for which it would be acknowledged as last year, on promotional publications, radio and mail-outs plus, be able to erect signage at the event and also the opportunity to have an information stand at which Council services could be promoted. Conclusion This event would appear to satisfy key considerations of the sponsorship program guidelines and it is recommended that Council sponsor this event. However the following should be noted; that at the time of this report’s preparation, a noise management plan (requested by the Administration in response to a complaint from last year's event) has not been received, community consultation about the street closure has not yet occurred, each of which will be required for Council to determine whether (and then how best) to close the street this year.
