This report contains statistical data concerning the operation of the Norwalk Police Department in 2019. I want to remind anyone reading this report, even though there is a focus on numbers, there is much more to our organization than numbers alone. We are a 24/7/365 public service organization with an extremely important mission: to enforce the law and provide quality service to the citizens of Norwalk. Like all organizations people are our lifeblood, we are people serving people. We exist to serve the citizens of Norwalk. Not just in the narrow scope of enforcing the law and investigating crime, but also through daily good works that are motivated by genuine care and concern for all we encounter. We place a premium on quality service, and I am extremely proud of the people that work here providing this. This was the 22nd year for the Norwalk city jail which operates as a 12-hour holding facility. The jail consists of one adult holding cell and three adult housing cells. Captain Smith remains the appointed Jail Administrator. In 2019, 36 prisoners were booked into the city jail.
The Bureau of Adult Detention conducted an on-site inspection of the jail in 2019 to ensure compliance with the minimum jail standards. The city jail was determined to be in compliance. The jail also passed its annual fire and health inspections. The city jail maintains contracts with the Fisher-Titus Medical Center to provide prisoner meals, Spin Dry Laundry for laundry services, and Terminix for on-going exterminator treatments as required by the Bureau of Adult Detention.

Again in 2019, three officers were assigned to staff the Norwalk Police Department detective bureau. The officers currently assigned to the detective bureau are Sergeant Seth Fry, Sergeant Dave Daniels and Detective Zack O’Neil. However, for approximately one quarter of the year the detective bureau operated with two detectives; due to medical leave.
Sergeant Fry is the Officer in Charge of the Detective Bureau, and oversees investigations conducted by the detective bureau. In addition to overseeing the day to day operations of the detective bureau, Sergeant Fry is the Huron County representative for METRICH (METRICH is a ten county, decentralized drug task force that has been serving communities for 30 years). Sergeant Fry is also responsible for scheduling department training for all employees.
Sergeant Daniels is the Juvenile Officer. He reviews all reports involving juveniles. During 2019 Sergeant Daniels reviewed 153 total juvenile cases which include: juvenile traffic offenses, abuse, delinquency, neglect, dependency, curfew, and unruly. Sergeant Daniels teaches D.A.R.E. in the 5th grade classes in Norwalk Public and Parochial Schools and Safety Town to children entering kindergarten. He also presented the “Norwalk Alive” program to 262 eighth graders and sophomores in Norwalk Public and Parochial schools. During 2019, Sergeant Daniels taught 284 5th grade students who graduated from D.A.R.E. and 143 children who graduated from Safety Town. In addition to those duties, Sergeant Daniels is a member of the Special Response Team, Firearms Instructor, oversees the fleet of vehicles, and is responsible for scheduling vehicle maintenance.
Detective O’Neil’s primary responsibilities include drug trafficking investigations and related crimes. Detective O’Neil is responsible for making sure all reports generated by the detective bureau are IBRS compliant and does the weekly QRT visits. He is also a member of the Special Response Team.
Felony cases the Norwalk Police Department investigates are presented to the Huron County Grand Jury. In 2019, the Norwalk Police Department detective bureau indicted 90 defendants. Most indictments contained multiple charges. Several suspects from 2019 cases have not yet been indicted for various reasons, such as ongoing investigations and/or delayed laboratory testing due to laboratory backlogs. The Norwalk Police Department detective bureau also conducted joint investigations with other agencies throughout 2019. These investigations involved drug trafficking, other drug related crimes, juvenile crimes, and child pornography. The agencies assisted by NPD detectives included the Huron County Sheriff’s Office, Willard Police Department, Sandusky Police Department, Erie County Sheriff’s Office, Sandusky County Sheriff’s Office, Mansfield Police Department (METRICH), Sandusky County Drug Task Force, Lorain County Drug Task Force, Akron Police Department and Federal Bureau of Investigation.
The Norwalk Police Department detective bureau continues to investigate drug overdoses to identify the seller of the drug with the goal of filing criminal charges on the suspect. These investigations are lengthy and often do not result in a criminal charge. Patrol officers responded to 54 reported drug overdoses in 2019, which was up from 50 in 2018. In 2019 there were seven (7) reported fatalities from drug overdoses, which is up from five (5) in 2018.
In 2019 the Norwalk Police Department continued participation in a collaborative known as QRT (Quick Response Team) along with the Huron County Sheriff’s Office, the Willard Police Department, Firelands Counseling and Recovery Services, Family Life Counseling and Psychiatric Services, LLC., and Huron County Board of Mental Health and Addiction Services. Detectives are assigned to this duty. The purpose of this is to provide engagement / outreach / intervention to Huron County residents that experience an overdose requiring life-saving interdiction (administration of Narcan or naloxone). The intent of the outreach is to encourage and assist those plagued with addiction in accessing needed services at a qualified treatment center. In 2019, QRT expanded from once a week to twice weekly. This is an effort to provide resources more quickly to those who need help.

2019 Major Cases
» In January 2019, investigated a fire with assistance from the Ohio State Fire Marshall and the Norwalk Fire Department on Olde Orchard Loop. Matthew Fisher was arrested and charged with arson and attempted murder of his family. He is currently in the Huron County Jail and is awaiting trial.
» In March 2019, the Norwalk Police Department began investigating Arlene Brush as a missing person. The detective bureau took over the investigation and began doing follow-up, to include a search of her residence. During the search warrant it was learned she believed in conspiracy theories and wanted to live off the grid. She was found deceased on March 24, 2019 in a field between Christie Avenue and Shady Lane Drive. The investigation showed no foul play was involved and she died as a result of a diphenhydramine toxicity (Benadryl overdose).
» In March and May 2019, Joseph Bursley and Robert Sams Jr. were found guilty of engaging in a pattern of corrupt activity, a felony of the first degree and numerous counts of drug trafficking. Joseph Bursley and Robert Sams Jr. were sentenced to 10 years and 4 ½ years in prison respectively.
» In April 2019, the Norwalk Police Department received a report of a burglary at the St. Mary’s Church Rectory. Detectives were called in to investigate and the Ohio Bureau of Criminal Investigation was contacted to process the crime scene. Detectives were able to view surveillance footage and identified the perpetrator as Ryan Justice. Ryan was convicted and is currently serving 4 years and 11 months in prison.
» In July 2019, investigated a fire with assistance from the Ohio State Fire Marshall and the Norwalk Fire Department on Walnut Street. One person perished in the fire. The fire was determined to be accidental and most likely started from a grease fire in the kitchen.
» In September 2019, investigated a robbery at Miller’s Market. The perpetrator got away with over thirteen thousand dollars in U.S. Currency. A suspect was developed in the days following the robbery. Austin D. Collins of Akron, Ohio was identified as a

» suspect and was subsequently arrested. He has been indicted by the Huron County Grand Jury on charges related to the robbery.
» In November 2019, Michael Foster was arrested by the Federal Bureau of Investigation in Indiana. This was the result of a joint investigation between the Norwalk Police Department Detective Bureau and the Federal Bureau of Investigation. Mr. Foster was found to be pandering obscenities of minor children through the social media app, SnapChat. Mr. Foster has been indicted by a federal grand jury in Tennessee.
Expenditures and Seizures
» Expenditures for 2019 were $ 20,334.27 (includes the below amount for drug testing).
» Expenditures for testing drug investigation samples were $ 5,360.00.
» Expenditures are largely due to the purchase of illegal substances and related investigations.
» Reimbursement from METRICH was $ 12,535.00.
» $ 11,455.70 was turned over to the Norwalk Police Department (Law Enforcement Trust Fund). This was largely from seized money that was found to be from illegal gain and reimbursement from drug testing fees.

During 2019 the crime prevention unit released several press releases and public service announcements. Some of these releases were related to: » counterfeit currency being passed » how to avoid scams and current scams » how to prevent thefts from motor vehicles
Much of what was done in 2019 has been done in previous years; however, a constant reminder to the public on how to avoid being the victim of a crime, coincides with the mission of the Norwalk Police Department. The Norwalk Police Department’s Facebook page has been a great resource and allows us to disseminate information to the public in real time.
Below is a list of talks, presentations or events done specifically for crime prevention in 2019:
» Active shoot safety presentations were given to organizations.
» Continued the use of our Drug Turn-In Box located in the lobby of the police department, allowing the public to get rid of expired or no longer needed medication.
» Took part in the National Drug Take Back events which were coordinated through METRICH, a 10 County Drug Task Force. The drug turn-in box and the Rx take back events provided residents of the City of Norwalk an opportunity to safely discard old, unwanted or unneeded prescription medication. It also prevents these prescription drugs from being used by the wrong person and also prevented these medications from entering our water supply.
» The Norwalk Police Department’s Drug and Crime Tip Line was used. This was advertised on the department’s Facebook page and also channel 15. This line allows citizens to call and leave anonymous information 24/7/365. This is monitored by the department’s detective bureau.
» Station tours were given to various civic organization and children’s groups to include: Girl Scouts/Brownies Boy Scouts/Cub Scouts Safety Town 4-H groups

» ASK (Alcohol Server Knowledge) training was hosted in collaboration with the Huron County Health Department. The free training was offered to all liquor permit holders and their employees in Huron County.
» Fingerprinting of children was done at festivals and Walmart.
» Presentations were given to senior groups on how to be safe and how to avoid being victims of crime, particularly financial crimes.
» Presentations were provided on cellular phone and social media safety involving juveniles.
» Members of the Norwalk Police Department assisted in several Kid Gun Safety classes.

2019 Year End Report
2019 saw several changes to the makeup of the Norwalk Police Special Response Team. Officer Nicholas Weber resigned from the police department and transferred to a position with the Tiffin Police Department. NCEMS Medic, Joseph Micheletti, also resigned from his team duties as his duties with NCEMS have changed. We were able to add Officer Justin Majoy and Officer Justin Fulton to the team. Both Officer Majoy and Officer Fulton have completed a Basic Swat/Tactical Operator school through the Ohio Tactical Officers Association. We will be looking to add another medic to the team in 2020.
The team currently is comprised of 10 Norwalk Police Department Officers and one North Central EMS Medic.

The Norwalk Police Department once again served as one of the host agencies for the Ohio Tactical Officer’s Training Conference for advance training at the Kalahari Convention Center, in Sandusky, Ohio. The attending officers received countless hours of advanced training including the conference free of charge.

X-ray Alpha Advanced Rifle and Pistol Applying Digital Forensics to Investigations Fatal Choices: What We Know About Violent Actors, Actions and Target Selection
The team responded to two (2) activations/call outs during 2019.
» The team was activated for a report of an armed suicidal female subject who barricaded herself inside her residence. The subject was seated in her living room with a loaded firearm next to her. After 90 minutes of negotiating an action plan was put into place. The plan called for utilizing a fire hose from a fire truck to distract her while the team entered and secured her and the firearm. A member of the team was given instructions on how to use the hose and nozzle. The water pressure from the hose was adjusted to 70 psi as to not inflict injury to the subject. The water team and entry team were put into place. The subject was sprayed with a burst of water from the fire hose and the entry team breached the door. The subject was stunned by the water and was pinned to the ground. The firearm was secured. The firearm was fully loaded and had a round chambered with the safety off. The subject was not injured by the water or from the entry team. The subject was transported to the hospital for further treatment.
» The second activation came by the way of a mutual aid request by the Huron County Sheriff’s Office for a barricaded subject in Willard, Ohio who was threatening to kill subjects in a house and the responding police. The team assembled and traveled to Willard, Ohio. A perimeter was already set, and an arrest plan, immediate action plan, and a surrender plan was put into action. The Norwalk team would be responsible for initiating each plan when needed. After an hour of negotiations, the subject came out of the residence and surrendered. The Norwalk team employed the surrender plan and cut the subject off from being able to retreat into the residence. The subject was taken into custody without incident. A combined team from Norwalk and the Sheriff’s Office made entry into the residence to perform a protective sweep and to locate and check on the welfare of the subjects inside the residence.
The team will continue to train in 2020 to provide a rapid and skilled response to critical incidents.

2019 Year End Report
The American Legion Post 41 and the Gaymont Nursing Center helped restart the Norwalk Police Department Canine Unit in 2017. The Norwalk Police Department acquired Canine Joker in 2017. Canine Obie was acquired from Willard Police Department the same year. Canine Joker was assigned to Patrolman Timothy Skinner on February 1, 2019. Canine Obie passed away on February 2, 2019 following an unexpected illness. The Norwalk Police Canine Program has been very fortunate in having great support from the American Legion Post 41. A new K9 cruiser was ordered in the fall of 2019. The new cruiser is expected to provide valuable service for the Canine unit for many years to come.

» Assigned to Patrolman Timothy Skinner.
» Canine Joker and Patrolman Skinner have obtained dual purpose certifications to include narcotics detection, tracking, apprehension and building searches.
» Certified in narcotics detection on March 1, 2019.
» Certified in tracking, apprehension, building searches, and obedience on June 21, 2019.
» Certified for special Purpose Canine Unit (tracking, article search, marijuana, cocaine, heroin and methamphetamines).
» Holds certification for Patrol Related Canine Unit (apprehension, K-9 control and K-9 searches).
» Averages 8-10 hours of training in obedience, narcotics detection, tracking, apprehension, and building searches per week.

» 6/27/2019 Vehicle traffic stop. Positive alert on the driver’s side door. Did not locate anything in the vehicle. Driver admitted there may have been narcotics in the vehicle in the recent past.
