EB will liaise with Holy Trinity soon, she will suggest some suitable dates. EB 6. Northwood Good Neighbours. We have received three nominations. Extracts from the minutes of the meeting held on Tuesday 12th February 2019 at the Family Room, Northwood Methodist Church, Oaklands Gate, Northwood

ACTION

1. Apologies for absence.

2. Minutes of the meeting on 11/12/2018 were approved. There was no meeting in

January 2019.

3. Matters Arising from the minutes, not dealt with elsewhere.

a) TE to follow up on AE and CCTV

b) HARA. MG volunteered to attend the March meeting. Meetings take place on the

3rd Monday of the month.

“The project team are organising another consultation event in the next few weeks and

will be advertising this to residents shortly”.

12. Newsletter.

RP reported receipt of 14 small ads plus a half page advertorial. She ran through the list

of items received, promised and being chased up. Copy deadline is Friday 15th February.

13. Comments on Sub Committee Reports, which are in the appendix.

13a Woods & Open Spaces

There will be no Ruislip Woods Festival this year as the site is close to the access works

for HS2 and local roads are subject to sporadic closures.

There is a new signed walk through the woods, the Yellow Walk. Leaflets available from

the library, and possibly at the AGM.

13b Environment

It was generally agreed that the litter situation is no worse than usual. Has the new

resident who commented on the litter reported it?

AE to ask TfL about whose responsibility it is for cleaning Station Approach.

13c Health

It has been reported in the press that Hillingdon Hospital has one of the worst records

for maintenance in the country. There is a substantial backlog of work to be done.

13d Planning

LBH is conducting a review of the Northwood Town Centre Conservation Area (CA). TE

and others will be walking round the CA on Wednesday 27th February.

PG requested that all trees with a TPO are replaced when removal is necessitated; this is

an enforcement issue.

13e Traffic and Highways

PG reported that the light at the pelican crossing in Copse Wood Way is not working and

a sign is down in Northgate.

13f Finance

One suggestion for using NRA funds is to install a Green Gym in one of our parks. LBH

has installed many such gyms; we should apply to them for Chrysalis funding.

There may be progress on installing the Clock. Cllr Lewis to report back soon.

13g Police

OWL could have some way of differentiating URGENT messages from others.

My Northwood News contacted PG about Northwood Police Station closure.

Suzanne Gillman is a trustee of the Architectural Heritage Fund which helps turn

buildings into community spaces; she will look at the criteria re. the police station.

The station is now registered as being owned by the Met Police.

No designated Police Hub as yet.

13h Schools Liaison

DP has had a meeting at Northwood College with their Head who advised a Community

Liaison officer is due to start soon. DP will discuss with that person when in post.

DP will find a student to serve on the Police Ward Panel.

13i Membership

More residents have registered to receive NRA email alerts.

Three new Road Stewards are needed.

We could take leaflets into the sales offices for new developments.

13j Business Membership

Subs are decreasing as membership reduces.

Alternatives in High Street is closing.

Farmhouse Pizza in Station Approach has closed.

TE asked if we could let Business members advertise on our website.

HL thought we could invite them to add a strap-line to their listings on the website.

The website received 646 visits from 583 individuals in January.

14. AOB.

a) TE proposed having a summer event in the town centre. For March agenda.

b) EB suggested having a Big Lunch. This is a national project started by The Eden

Project Communities; Fairfield Church holds one each year in Northwood Hills.

Environment Report

Hillingdon Council has been asked to replace badly broken paving slabs outside 39 Murray Road.

The slabs were broken by contractor vehicles as so often happens when renovation work is

undertaken.

Tony passed me 2 pictures, one of dumped estate agent signs near Mount Vernon Hp gate A and the

other of pavement clutter by Ducks Hill traffic lights – both items were passed onto the contact centre

for attention.

The new resident that remarked on the litter in Northwood village that appears regularly as dumped

rubbish either well ahead of bin collection times or a day or so after collection rounds, made the point

that Northwood appeared dirtier than two other local towns where the couple had lived previously.

Just walking around in the past month I passed one bed that had been tossed out in Lingfield Close,

numerous black plastic bags dumped on the pavement in the village centre, discarded dink cups and

sandwich wrappers in the gutter etc etc. Most of this debris occurs to the left side of the Waitrose

front entrance down beyond Wenzels, and also in Station Approach. Surely it can’t all be muck from

fast food outlets, there has to be other contributors! The question posed by the newly arrived

residents was, “is Northwood generally this dirty”.

Maybe we need a campaign on the matter under a banner,

Health Report

A campaign to recruit volunteers was launched, during Christmas time, to tackle loneliness and isolation in

the elderly Northwood residents, using the channel of Nextdoor Northwood Website. A good response led to

2 meetings and the 3rd one is planned for 17th February 2019. The idea is to recruit volunteers to befriend

elderly neighbours, indulge in acts of kindness for just 1 hour per week doing simple chores like shopping

for them or providing lifts or escorting the elderly to group meetings or gatherings.

We have managed to develop contact with Ms. Angela Flux, Manager of Living at Home Scheme

(Northwood), who is keen to have input from volunteers particularly as drivers or serving at luncheon

meetings or befriending.

At Northwood Live at Home scheme, they want to enable older people to stay living independently in their

own homes for as long as possible, with the best possible quality of life.

Through befriending, lunch clubs, assisted shopping, activity and friendship sessions, outings, escorts to

appointments and much more, MHA's Live at Home schemes across the UK help to tackle loneliness and

isolation in people over 55 – helping them to lead fulfilled lives and remain as active members in their local

communities.

The scheme's activities programme is designed and led by its members and volunteers to ensure that they are

providing the practical and social support which those they serve need. They can be contacted to see how

they could be of service to someone in Northwood living at home. They expressed their gratitude to

Northwood Residents Association for the generous contribution for the Coach for the outing for its

members.

I have asked Councillor Seaman-Digby by email to call in the application and he has confirmed by email that he will. My comments opposing the application: I have read the supporting documentation. The NRA remains concerned that the use is too far from agricultural use and questions whether diversification schemes under DME19 includes storage as being within the meaning of “renewable energy”. Indeed, the supporting document states it does not. There is also concern at what might actually be stored at the site. Secondly, the traffic generated will be by way of large vehicles which will be travelling, presumably from motorways outside the area, through shopping (Ruislip) and residential (Ducks Hill Road / Breakspear Road) streets and have an adverse impact on them. Although the supporting statement offers comfort on lower than full use initially, and then building up, for the purpose of the decision it needs to be assumed that full use will be made of the storage facility that would be provided. It is considered the proposed use goes against DME19 and would also set a precedent to intensify or extend this storage use on the farm. For the reasons, given the NRA opposes the application and advocates its refusal. Petition submitted on 17th January 2019

eastern side garden of the property from the front to the rear. The development consists of timber supports and side rails, decking and steps down to the lawn, and measures 5m deep and 2.9m high with a gently sloping pitched roof. A clear polycarbonate roof protects the area from the weather (Application for a Certificate of Lawful Development for an Existing Development)

refused retrospective consent on appeal, but the applicant is seeking to overturn that on what appears to be a technicality. The applicant is using one decision by another planning authority, and not decisions from a higher authority, and so question the validity of that as a precedent. The Gatehill Farm Estate is an Area of Special Local Character, yet several of the surrounding properties see the extension because of the way the area undulates, and are adversely affected, as well as being seen from the highway. The extension is out of character with the surrounding area, and also comprises some 50 sq m which well exceeds the DMP A1.34 general guide of 30 sq m The reasons for the refusal by the Council and the Inspector on appeal appears to be well-founded.

I presented for the lead petitioners on 30th January 2019 against the planning application for 31 Frithwood Avenue, as they

couldn’t attend – Councillor Raymond Graham took me – My objection and the schools were quoted in the planning officers

report, so that was useful to know. Application refused.

I objected to application for 18a Elgood Avenue (on Gatehill Estate) at the request of Susan Howells.

Traffic & Highways – February 2019

Northwood Traffic Survey

It has been difficult to summarise the views of committee members as they are varied and diverse, ranging from do nothing, through accept the recommendations in the Study, to ask for major changes. It needs also to be stated that comments were only received from five committee members, by no means a majority. Comments, as follows in blue, have been passed on to Cllr. Lewis, who immediately passed them on to Cllr. Burrows. Section 2, Client Requirements 2.2.2 Three traffic signal stages are mentioned for the Rickmansworth/Green Lane junction, Stage 2 being “Rickmansworth Road northbound with right turn indicative green arrow (unopposed right turn into Green Lane)”. In fact, this stage is very rarely operative, once in a blue moon comes to mind, meaning that this becomes a very dangerous turn. A significant number of vehicles travelling south on Rickmansworth Road regularly appear to ignore the red lights, leading to many “near misses”. I estimate that I have a close shave there about once a week while attempting to turn right into Green Lane. The introduction of a permanent right turn filter (Stage 2 above) may alleviate this. Although this problem was highlighted during the walk around with a Council officer, it appears to have been ignored. Section 3, Data 3.4.3 Northwood Resident’s Association (NRA) suggest that peak traffic times in Northwood are 08.00 – 09.00 and 15.00 – 18.00 (not 07.30 – 8.30 and 17.00 – 18.00 as used in the study). These times could make a significant difference to the results and apply to the whole area. Section 4, Site Meeting Notes Green Lane/Dene Road 4.1.1.1 Quote “the volume of traffic was observed off-peak” – the problem is during the peak. No mention is made of difficulties caused by vehicles turning into the Green Lane car park, mainly during the peak morning period 4.1.2.1 Quote “the volume of traffic was observed off-peak” – the problem is during the peak. Rickmansworth Road south of the Green Lane junction 4.1.13 As many as nine vehicles have been seen parked for lengthy periods in Rickmansworth Road on the side of the Montessori school – double yellow lines should be extended south-east beyond Copse Wood Way. The proposed extension of 10m is not enough. The above are major points regarding the Study, but we would welcome the opportunity to discuss all the recommendations prior to any action and expenditure.

Out of Ward Road woks for HS2 The planned 8 week closure on Breakspear Road South (BRS) has slipped again. In a recent meeting HS2 stated that the work will start on 24th May, but other HS2 people say it may be June or July. They also expect to close BRS again in 2020 or 2021 to lower the road under the HS2 line. 33kV power cables have to be laid between Rayners Lane and West Ruislip to supply the tunnel boring machines. It has been suggested that these cables could run along the Met line, but this has been rejected by TfL. Therefore they will be routed along local roads, avoiding main roads where possible, probably working in 50m stages, over several months, possibly starting around Sept. 2019. At some stage this will involve Ickenham Road between Ruislip High Street and West Ruislip, hopefully not when BRS is closed.

19-02 NRA- Police Report Police Station As you may already be aware the Police station is now completely closed to the public. The station itself is being readied for closure although an exact time line keeps moving. I have no information about how the station will be sealed or whether a hoarding will be placed around it. No one seems to know. Nor what is happening to it. I have asked the SNT to ensure that notices are prominent and that the phone box can still be accessed. Again no news on that. New SNT personnel I met with our new Safer neighbourhoods team Sergeant Jim Last and he seems very keen and professional whilst admitting a little inexperience at community policing. He lives nearby and spent most of his recent years in response teams. This means he comes to us with fresh eyes and ideas. We also have a new PC, Dan Ashworth who knocked at my home recently just to introduce himself. He made a significant arrest after just a few days of working in Northwood so we hope his enthusiasm will continue. PC Dave Bell and PCSO John Usher continue to make up the rest of the team. AGM Both Sgt Jim Last and PC Ashworth have signalled they will attend the AGM. OWL The number of Northwood residents signed up has increased and now stands at 310. That is still way below what we need so any ideas or help are welcome. I understand Sgt Last intends to get the PCs out and about and knocking on house doors to introduce themselves and get OWL sign ups. Burglary Unfortunately recent figures suggest a huge increase in Northwood for November 2018. There were 14 recorded burglaries compared to just 4 in November 2017. The police had sent a number of warnings that an increase may occur but this is too significant to just ignore. Sadly the new Sgt is unable to give me answers as he has only just joined us. I will asking the question again at the next Ward panel. Gazebo The ongoing story of the Gazebo runs on. After many frustrating months of PCSO John Usher getting the run around from MPS I contacted Insp Rob Bryan who has responded quickly. It would appear that the MPS have no idea about who supplies them and they suggest we buy our own and have signage that is not necessarily Met Police logo. If anyone has knowledge of a good supplier I would be grateful to get contact details. Hillingdon Police Crime Survey The results of this have just been released via OWL. I hope you have seen it but if not it can be viewed via link below. Hopefully we can encourage more residents to take part in future. If we look at the Northwood figures the highest rated concerns are two we usually have from the ward panel, Burglary and dangerous / careless driving. Drugs is a new one and speeding is low on the list.
