ACCIDENTS

In the case of any accident, report it immediately to the supervisor on duty. They will take the necessary precautions such as CPR or First Aid. Your job is to keep all unnecessary people away and assist the supervisor as instructed. Under no circumstances are you to move, touch, or attempt to move the injured person(s) unless instructed to do so by the supervisor. After your shift you may need to help the supervisor fill out an accident report.

As an official you should…

• Make a quick mental note of the status of the game. • Calm the injured participant. • Send another player or co-worker to contact the supervisor. • Do not attempt to make a diagnosis of the injury. DO NOT attempt to move the injured player. • Keep other participants cleared away from the area. • When the supervisor arrives, focus on regaining control of the game and the participants. You are now

responsible for crowd control and anything else that the supervisor appoints you to do. • Confer with the other officials as to the status of the game. If it cannot be agreed or determined as to

the proper status of the game, then hold a private conference with both team managers and come to a conclusion. Make a note of it on the score sheet.

Documentation of Injuries and Accidents If an injury occurs in your sport, it should be documented regardless of the severity. It is the responsibility of the Intramural Supervisor to complete an injury report form with the assistance of the injured participant. These forms should be submitted with other paperwork daily.

Emergency Procedure for Accidents/Injuries

In the event of an accident or injury to a participant, employee, or visitor the following steps should be followed:

1. Assess the situation

• Is the scene safe for you and the rest of the staff?• Control the situation – ask bystanders to remain back• Determine the seriousness of the injury• Do not move the injured person• Do not leave the victim unattended. Send a bystander to get help if there are no other

staff members present.

2. Securing Additional Assistance

• Contact campus police:• (617) 373-2121 [non-emergencies]• (617) 373-3333 [emergency]• Campus safety has a direct link to 911 and will send personnel immediately - Give the dispatcher the following information - Your name and job title - Your exact location - The nature of the emergency, and condition of the injured party - Telephone number of where you are calling from - Answer any and all questions asked by the dispatcher• Do not hang up until the dispatcher hangs up• Have someone meet the emergency personnel at the main entrance

3. Emergency Situations - call x3333 if:

• Victim is unconscious or in-and-out of consciousness• Victim has a suspected head, neck, or back injury• Victim has severe external bleeding or suspected internal bleeding• Victim has trouble breathing• Victim has a seizure• Victim has a suspected fracture, dislocation, or is in severe pain

BASICS OF GOOD OFFICIATING

Officiating requires total focus on the game, block out the distractions. A good official will hustle to stay in every play. Make timely and firm calls which leave no doubt. Have confidence, never second guess your abilities because of an earlier mistake. As an official you must be in control of your emotions at all times. As a program, we expect you to officiate in an honest and unbiased manner.

Knowledge of the RulesKnowledge of the rules is absolutely essential to good officiating. Maintaining this knowledge is equally important. Knowledge of the rules as written in the rule book is obviously important, however, proper application of this knowledge to the game situation is imperative to good officiating.

Good JudgmentGood judgment is the ability to see a situation and to respond appropriately. Because most calls made by an official are judgment calls, good judgment is imperative in the make up of a good official. Good judgment consists of at least three components: - Position - the ability to get in the proper position to best see the game play develop. - Perception - the ability to look at a situation and ascertain what is truly taking place. - Experience - is the best teacher of good judgment.

Consistency and FairnessCaptains and players often mention “inconsistency” as the most frustrating quality an official can pos-sess. Consistent interpretation and application of the rules are probably the most important qualities of an official. Be fair to both teams. Consistency and fairness do not mean attempting to equalize the rule interpretations (number of calls) for both teams, but rather interpreting each situation as a distinct, separate part of the game. Previous calls should have no influence upon the current situation under consideration. Consistency and fairness mean calling a play in the last minutes of the game, the same as you would have called it at the beginning of the game.

DecisivenessOfficiating requires the ability to make instantaneous judgments. In order to minimize the amount of controversy generated by these decisions, they must be made with a great degree of decisiveness. Each decision is always open to the interpretation of the players, therefore, the good official will “sell” a call when necessary. Sell a call by giving a firm blast on the whistle and using proper hand signals. Calls are always subject to criticism, however, the “call” that is made decisively minimizes the contro-versy. Calls should be made in a manner that will leave little doubt in the minds of players, captains or fans as to the correctness of the decision.

ComposureGames can be played at a high emotional level. The official must stand as the steadying force in a con-test. Officials must make decisions without regard for the score, its effect on the players or the out-come of the game. The official exhibits their poise by remaining calm and in control.

GENERAL POLICIESEthicsStudent employees are responsible for their own actions. Each employee should perform their duties honestly, objectively, without bias, and with pride and dedication. The Department of Campus Recre-ation will not tolerate any unethical behavior or any form of harassment. Immediate termination will result.

Consistency To coordinate a major intramural sports program effectively, it is absolutely essential that we be con-sistent in all of our efforts. All rules, regulations, policies and procedures must be uniformly enforced. Participants expect to be treated equally, and no special treatment is warranted for any individual or group. When you are consistent, you contribute to the overall seamless operation of this program. Do not jeopardize staff credibility through inconsistency. If you are unsure about a policy, regulation, or rule, take the initiative to find out what the policy is before giving out incorrect information.

Managing Risk All employees are expected to be diligent in providing and maintaining a safe playing atmosphere for par-ticipants, spectators, and employees. Risk management requires employees to make a visual, and perhaps physical inspection of the playing surface for obstructions, holes, broken glass, water on the court, etc. Players should also be checked for prohibited or dangerous equipment. Make supervisors aware of any safety issues that exist, and be sure they are fixed, or see that play is moved or halted until the issue is resolved. Supervisors will make decisions based on weather, but be sure to point out areas of concern. Do not let play continue if safety issues cannot be resolved. Have a supervisor write up a report and notify facility staff and participants of the staff’s decision.

Duty to ActAll employees have an affirmative responsibility to respond (in line with whatever trainings/certifications they have received) to any injuries or emergencies that may occur during their shifts. No employee may “opt out” or refuse to assist in such a situation.

Staff MeetingsAt the beginning of each semester a staff meeting will be held. All employees, returning and new, must attend. Attendance is also mandatory at all trainings, in-services and meetings during the season. All meeting dates will be posted in advance.

Communications/MemosAll communications will be e-mailed out, with some items also posted online on the secure staff web page. It is the employee’s responsibility to regularly check these for notices and updates.

Advancement Good employees will be eligible for advancement throughout the Intramural program. Advancement will be determined by the professional intramural staff after consultation with the appropriate supervi-sors.

SchedulesThe Intramural work schedule will be e-mailed out on a weekly basis.

Page 16: NORTHEASTERN UNIVERSITY · 2017-06-20 · • Exercise good judgment and common sense when performing duties. • Do not be late and never miss a scheduled shift. • Share the good

15

Promotion and Scheduling PolicyThe Intramural Program has established the following policies for scheduling and promoting of the staff: • Priority will be given to returning officials in good standing by seniority • Priority will be given to officials that have attended all clinics and meetings • Priority will be given to those officials who demonstrate dedication to the program. • The final placement of the intramural staff will be done strictly at the discretion of the Intramural Director and/or the Coordinator for Intramural Sports.

“Calling Out”Due to the nature of our work, it is crucial that employees make every effort to report to work. Calling in sick is not customary in our line of work. If an employee is suffering from a minor ailment (cold, headache, etc.), it is expected that they will report to work. Once at work, if the ailment worsens, they may work with the supervi-sor to arrange for a substitute.

Inclement WeatherIntramural Sports will continue to play during most incidents of inclement weather (rain, snow, etc.). Staff will be notified in the event conditions necessitate a cancellation of any scheduled games.

Day Off RequestsThe schedule is published each week on Thursdays by the Intramural Sports Coordinator, covering games the next Monday through Sunday. Requests for time off must be received by the Coordinator by 12:00pm the Wednesday prior to the affected schedule. (E.g. a request for Saturday, September 23rd would be due at noon on Wednesday, September 13th). Please note that Intramural Sports plays on most holidays, and that these days must be requested off like any other day

SubstitutionsEmployees are scheduled according to their submitted availability, and are required to work their posted work shift(s). If you are unable to work and did not properly submit a request for time off, it is your responsibility to find a substitute from the appropriate list of individuals. There is a staff directory with contact information for all staff. Each party involved in a shift cover should notify the Intramural Office.

Officials’ EvaluationsThe performance of each official will be evaluated on a regular basis. Evaluations will be conducted by supervisors, the professional staff, and senior officials. These evaluations will be used to improve your performance as an official and as a learning tool. Officials are encouraged to discuss their evaluations with me or with their supervisors at any time. The criteria will include: mechanics, positioning, competence, hustle, rules knowledge and professionalism.

Employee of the SemesterThe Intramural Department has established “The Employee of the Semester” program to reward dedicated and outstanding service. The Graduate Assistant and each Supervisor may vote. The Intramural Director reserves the right to make the final determination of this award. Winners will be presented with a Northeastern Sweatshirt and have their picture posted in the Marino Center.

Employees Participating in Intramural Sports As Intramural employees, a common bond exists that separates our group from others who participate in intramural sports. Any individual who is actively involved as both an Intramural Staff Member and a player is expected to keep their individual level of sportsmanship at a consistently high level, as they are a representative of the Intramural program. Specific to Intramural Sports, any intramural official, scorekeeper or supervisor will be put on probation, suspended or terminated if they commit any offense against the Intramural Code of Conduct, or an act of poor sportsmanship.

No more than two intramural staff members may participate on an intramural team. This policy may be waived at the discretion of the Intramural Sports Director.

20 Hours per Week An employee can work no more than 20 hours per week. It is the employee’s responsibility to notify the profes-sional staff if they are approaching this limit, especially if employed elsewhere on campus.

TrainingAll employees will be required to attend meetings and training sessions throughout the semester, as needed. These trainings are mandatory, and ought to be treated like any other assigned shift for an employee.

Cell Phone UsagePersonal calls, outgoing or incoming will be allowed only in cases of emergency. We pay you to officiate our intramural games and execute our policy – not to talk on your phone. All cell phones are prohibited in the Marino Center.

Personal BelongingsAll personal belongings must be locked in a locker during your shift. A lock may be obtained by presenting your Northeastern ID to the equipment attendant. This is the only way a lock may be obtained. When not working all employees must enter the facility in the same fashion as all participants. Bags are not allowed upstairs in the Marino Center.

Other Peoples Property The intramural staff is not to accept the personal property of others for safekeeping or storage in intramural offices, equipment areas, or any other locations. Officials are responsible to secure their own personal belongings.

Valid Northeastern Husky Card Participants must present their valid NU Husky Photo ID at all games. Any player using an assumed name or ID shall be barred from further competition that season and will be referred to OSCCR. The team that was using the illegal player will forfeit any game which the participant has played or attempted to play in, and may be removed from further competition. This includes participation by Intramural Staff members, or individuals known to the Intramural staff.

ForfeitsA forfeit will be declared if a team cannot field the required number of eligible players by the designated game time. All managers will be instructed that game time is forfeit time. It is the duty of the acting supervisor to determine if and when a forfeit shall be declared.

A contest will also be forfeited if any violation of a rule occurs as stated in the Intramural Sports Code of Con-duct.

EjectionsPlayers that are ejected from an intramural competition, for any reason, are to be ejected from the building or site where the competition is being held. This is primarily the responsibility of the supervisor on duty. To avoid further confrontation, it is advised that if an ejected player refuses to leave that a member of the facility staff, or the facility supervisor be asked to intercede. The game will not restart until the ejected player leaves the immediate playing area.

Fights/Taunting/ThreatsAny player that is involved in any sort of altercation or fight must be ejected from a competition. Players that taunt opponents or engage in threatening behavior must also be ejected from a competition.

This Intramural Program is designed to be a place for safe, fun, and enjoyable competition for all levels of ability. Players who act in unsportsmanlike or dangerous manner must be ejected.

Blood on UniformWhen an official observes a player who is bleeding, has an open wound, or has an excessive amount of blood on his or her clothing, the official will temporarily stop the game in the same manner as the official would have temporarily stopped the game for an injured player, except that the bloody player must leave the game. Once play has stopped under this rule, the player may not re-enter the game until the official declares the player eligible, the clock has run, and a substitution opportunity has occurred. A removed player is expected to receive appropriate treatment on the sidelines before returning to the game. The player involved shall not return to the contest until the bleeding has stopped, the open wound is covered, or an excessively bloody piece of clothing is changed and disposed of properly. An excessive amount of blood on a piece of clothing means the clothing is saturated so that the blood would transfer to another player or the blood would soak through to the skin.

Jewelry PoliciesJewelry is not allowed to be worn by any participant during an Intramural event. This includes any rings, watches, necklaces, earrings, bracelets and any other such similar jewelry. The following pieces of jewelry are permissible but must be secured to the body: medical bracelets and religious jewelry. The officials and supervisors on duty have the authority to disallow any participant from participating that they feel would endanger the person wearing the jewelry or their opponents until it is removed.

EMPLOYEE DISCIPLINE POLICIESIt is vital to this program that we have both dependable and dedicated employees. This employee discipline policy has been developed to ensure that all employees are held to a consistently high standard.

First Late ShiftIf an employee is late to a shift they will be verbally warned by the Supervisor on duty. They will be signed in when they arrive and a notation of this first offense will be included in their personnel file.

Second Late Shift If an employee is late for a second time they will be required to meet with the Intramural Director. If an equitable situation cannot be reached, the tardy employee will be dismissed.

No Show = No Job !!!In the event an employee does not report for a scheduled shift, it is considered a missed shiftand the absence is reported to the Intramural Director. Termination will result if a satisfactory explanation is not obtained.

Three Strikes Policy1st Offense-Verbal Warning and explanation regarding an observed performance problem2nd Offense- Written warning from Intramural Director or Coordinator to correct a continuing performance problem, or an immediate and significant concern.3rd Offense- Termination of employment due to ongoing or serious performance problems.
