BRIEF DESCRIPTION OF SERVICES PROVIDED:The US Foreign Trade Zone Program was created by special legisla-tion of the US Congress in order to stimulate international trade andcreate jobs and investment in the United States. Companies maybring foreign and domestic merchandise into zones for a variety ofpurposes, including storage, testing, relabeling, displaying andmanufacturing and for the eventual purpose of entry into US com-merce or for exportation from the United States. All Customs dutiesand federal excise taxes are deferred while merchandise is in a zoneand, in many instances, these duties or taxes can be substantiallyreduced or eliminated through zone use. Subzones may be estab-lished for use by individual manufacturers. New Foreign TradeZones were recently approved at the Global Transpark and also inthe Triangle area.

BRIEF DESCRIPTION OF SERVICES PROVIDED:The Internaltional Visitors Council/World Affairs Council (IVC/WAC) is an independent, non-partisan organization that promotesunderstanding of world affairs, citizen-to-citizen diplomacy, and therecognition of North Carolina as an international center of eduction,culture, and business.

IVC/WAC plans itineraries for approximately 1,000 foreign digni-taries each year, enabling them to interact with Triangle-area citizensand businesses. The visitors travel under the auspices of the UnitedStates Department of State; however, IVC also plans programs forvisitors sponsored by other US government agencies, corporations,and private organizations.

IVC/WAC also plans and implements programming associated withthe World Affairs Councils of America (hosting international speak-ers and related events), the German Marshall Fund (the MarshallMemorial Fellowship), and the Bureau of Educational and CulturalAffairs, US Department of State.

meeting the needs of society

Six centers operate within the Kenan Institute from three locations:Chapel Hill; Charlotte; and Washington, DC. The institute offices in Chapel Hill also house the UNC-CH Officeof Economic Development, the NC Global Center, and the MBAEnterprise Corps. Center activities include action programs, appliedresearch, business-government outreach, education and training

programs, and publications. These centers provide forums forongoing interaction between business, academia, and governmentaround issues related to the institute’s core mission. An affiliatedentity, the Kenan Institute Asia, headquartered in Bangkok, Thai-land, supports mutually advantageous cooperation in Asia through abroad range of programs, addressing that region’s developmentneeds while reinforcing long-term United States business, educa-tional, and technological presence.

Through the activities and programs of the Center for EmergingMarkets, based out of the Institute’s offices in Washington, DC, theinstitute supports small and mid-size North Carolina and UScompanies interested in expanding into the promising emergingmarkets of the world. The center has developed a reputation as aleading practitioner in US export promotion and trade with emergingmarket countries, integrating export promotion with developmentcooperation. The center works with other Kenan Institute initiativesuch as the MBA Enterprise Corps and the Urban Strategies Center,as well as with North Carolina agencies and organizations, to buildcommercial linkages with emerging markets. It has expanded itsexpertise beyond environment to include private infrastructure,telecommunications, and education/health technologies.

Additional support for job-generating small and mid-size NorthCarolina and US companies in their global expansion efforts is alsoprovided by the international business and policy research andanalysis conducted by the institute’s Center for Global BusinessResearch (CGBR). Complementing the activities of the CEM, theCGBR assesses industry-specific opportunities for US companiesand conducts policy studies aimed at providing practical solutions toproblems faced by business and government in promoting US privateenterprise.

It provides acommunity forum for international issues, offers citizen access tolocal government officials, and works with local international organi-zations to promote public awareness of Charlotte’s ethnic diversityand international connections.

BRIEF DESCRIPTION OF SERVICES PROVIDED:The North Carolina State Ports Authority owns and operates deep-water seaport terminals in Morehead City and Wilmington, as wellas inland intermodal terminals in Charlotte and Greensboro. TheNorth Carolina ports enjoy a strategic location in the center of theNorth and South Atlantic shipping lanes. The North Carolina ports’proximity to the large international business community in NorthCarolina offers distinct advantages to shipping lines. Customers alsorecognize the cost effectiveness of operations at the North Carolinaports, as well as the cost savings on inland transportation betweentheir location and the ports.

The Port of Morehead City offers services for breakbulk, roll-on/roll-off, and bulk cargoes. The Port of Wilmington offers servicesfor containerized, breakbulk, roll-on/roll-off, and bulk cargoes. Theintermodal terminals at Charlotte and Greensboro are adjacent to railramps and offer direct truck service for both loaded and emptycontainers between Wilmington.

Customers of the North Carolina ports can enjoy an additionalbenefit for companies who pay North Carolina income taxes andincrease their cargo volumes over the North Carolina ports. The taxcredit is based on certain fees for cargo imports and/or exportsexceeding the average of those fees paid on imports and/or exportsfrom the state ports terminal at Morehead City or Wilmington forthe last three years (inclusive of the current tax year).

The SBTDC provides managementcounseling and educational services to help business meet challenges,manage change, and plan for the future.

The SBTDC’s International Business Development (IBD) programprovides service to those companies needing assistance with exportfinancing.

IBD supports the SBA’s export working capital loan guaranteeprogram via one-on-one client counseling and referral to the SBAexport finance officer in Charlotte (see US Small Business Adminis-tration on page 28 of this guide).

IBD also serves as North Carolina’s City/State (or local) Partner forthe Export-Import Bank (Ex-Im Bank) of the United States(www.exim.gov), representing the bank in a business developmentrole. Ex-Im Bank is an independent US government agency thathelps finance the overseas sales of US goods and services. IBD stafftravel to the various regions of North Carolina on a regular basis, callon companies and banks regarding Ex-Im programs, make presenta-tions on export financing, and schedule appointments for Ex-ImBank representatives from Washington, DC, who visit the stateapproximately once every six weeks.

BRIEF DESCRIPTION OF SERVICES PROVIDED:Financing assistance:n SBA Export Express is a loan program lenders can use tohelp small businesses with a streamlined and expedited loanreview and approval process for SBA guaranteed loans of up to$150,000. Loan proceeds may be used for most business pur-poses, including: participation in a foreign trade mission;transaction-specific financing; general lines of credit for exportpurposes; and term loans for working capital and fixed-assetfinancing.

n SBA’s International Trade (IT) Loan Program assists smallbusiness exporters that require working capital or fixed-assetfinancing. Under the IT loan program, the SBA can guaranteeas much as $1.25 million in combined working capital andfacilities-and-equipment loans. The working capital portion ofthe loan may be made according to the provisions of the ExportWorking Capital Program (below).

n SBA’s Export Working Capital Program (EWCP) encour-ages lenders to offer export working capital loans by guarantee-ing repayment of up to $1 million or 90 % of a loan amount,whichever is less. A loan can support a single transaction ormultiple sales on a revolving basis. Designed to provide short-term working capital to exporters, the EWCP is a combinedeffort of the SBA and the Export-Import Bank. The two agen-cies joined their working capital programs to offer a unifiedapproach in support of export financing. The EWCP uses a 1-page application form and streamlined documentation usuallywith a 10-day or less turnaround. Pre-qualification is also avail-able.

Export assistance:

n SBA’s Office of International Trade (OIT) helps smallbusinesses enter and succeed in the global marketplace throughcounseling, training, publications, and business developmentinformation. Its mission is to expand employment and incomeopportunities for small businesses through exports of U.S. goodsand services. Matchmaker Trade Missions are also co-sponsoredwith the U.S. Department of Commerce, to link U.S. firms withpotential foreign buyers.

n Export Trade Assistance Partnership (E-TAP)

Assists small business owners to become export-ready andcompete in global markets. The program consists of four distinctsegments: partnership, training, counseling and internationaltrade shows or missions. The ultimate goal is for U.S. smallbusinesses to participate in trade events in the country or coun-tries with the greatest market potential for the businesses’ exports.

n Trade Mission OnLine is a database for small businessesseeking to export their products. Foreign firms and U.S. busi-nesses use this to find U.S. business partners or suppliers fordirect product sales, licensing or franchising agreements. TheSBA will also use TM OnLine to recruit for foreign trademissions and to provide trade leads to registered companies.

n TradeNet is a one-stop site for exporting resources. It is aportal or electronic toolkit that guides exporters, particularlysmall and medium sized enterprises, to many government andindustry information contacts, and services.

the network of several hundred World Trade Center fran-chises worldwide using WTCA On-line, a state-of-the-artweb site for traders.

n Educational seminars: Provided companies with timelyinformation on foreign opportunities and market entrystrategies as well as keeping them abreast of important globaltrends and international trade issues such as e-commerce.Speakers were drawn from leading international manufactur-ing firms, service providers, the public sector, and regionaluniversities.

n Speaking engagements: Provided programs for K-12 publicand private schools, community colleges, business and civicorganizations.

n Delegation management: Assisted state government inorganizing selected missions and receiving foreign dignitar-ies. Disseminated information weekly through “TradeAlert.”

n Support to partners: State secretariat for the North CarolinaWorld Trade Association, administrator for the TriangleChapter of NCWTA, office site of Latin American Re-source Center, office site and administrator of the TriangleWorld Affairs Council. Site for meetings, conferencemanagement expertise, and financial responsibility.

n Special projects: Grant-funded market development activitiesfocused on environmental and telecommunications services,in partnership with the state trade and USEAC offices; theKenan Institute for Private Enterprise; UNC-CH; Washing-ton, DC; and Asia. The WTCNC is leading a project incooperation with the City of Durham aimed at encouragingminority-owned firms to go global.

n Referrals: Responded to numerous calls from within the stateand from overseas. WTCNC excels at putting people oflike business minds together. Responds appropriately to re-quests for: (1) help in identifying local service providers; (2)information about the state’s businesses; (3) access to state of-ficials; (4) information on careers in international trade; (5)overseas market information; (6) international trade data; and(7) international contacts.

n Trade Research: Individualized research provided by staffand university-level interns.
