3. Aim of Workshops.
a. The aim of the IDWS workshop is to enable ScWS by agreeing and drafting storylines that will be used during the execution. It will consist of planning an effective Phase 1118 "Execution" in order to (IOT) challenge the planning delivered by Allied Rapid Reaction Corps (ARRC) during their Core Planning Process (CPP) to achieve their Primary Training Objectives (PTOs).
b. The aim of the ScWS is to develop and script injects to be introduced into each incident during LOLE 20. It will consist of scheduling and setting the conditions for effective conduct of Phase 1118 "Execution" IOT challenge the planning delivered by ARRC during their CPP to achieve their PTOs.
4. Objectives.
a. IDWS Objectives.
(1) Ensure common understanding of the ARRC Operation Order (OPORD) and how it influences the Exercise Design.
(2) Determine incidents (fulfilling their corresponding storyboards) in the predetermined event structure that will challenge the tactical level campaign plan.
(3) Develop incidents, taking into account the LOLE20 MEL/MIL Strategy Workshop (SWS) outputs and based on an analysis of the ARRC OPORD, Scenario documentation, Opposition Forces (OPFOR) campaign and the Training Objectives (TOs).
(4) Ensure Incidents focus on the tactical level, covering all PTOs adequately.
(5) Establish a framework to be utilised during the ScWS, synchronizing incidents in time and content, including key injects, required actions and Intended Storyline Outcomes (ISO).
(6) Synchronise Exercise Design (Training Audience (TA) actions/ tasks (executed by the Response Cells)) and MEL/MIL Incidents in order to maintain a consistent and realistic flow of activities for Sub-phase 1118.
(7) Determine a Scheme of Engagement consolidated draft to be refined in the ScWS.
(8) Complete a MEL/MIL Scripting Master Plan, to guide scripters during the upcoming MEL/MIL ScWS.
(9) Maintain synchronization of all developed databases (Joint Theatre Level Simulation (JTLS), Logistic Functional Area Systems (LOGFAS), Intelligence Functional System (INTEL FS) and Joint Targeting System (JTS).
(10) Recommend slight improvements to scenario modules (only at the tactical level, in order to add the required granularity). If necessary, adjust the OPFOR plan.

(11) Clarify different Information Management repositories for the MEL/MIL planning.
(12) Identify external additional support required for the LOLE20 MEL/MIL ScWS.
(13) Integrate ARRC (Deputy Event 1 Manager) and the Slovenian representative (Deputy Event 2 Manager) in the JFTC MEL/MIL planning procedure as well as in the LOLE 20 MEL/MIL process.
(14) Integrate TACT (Transformational Activities) into the MEL/MIL planning.
b. ScWS Objectives.
(1) Develop a MEL/MIL Script in Joint Exercise Management Module (JEMM) in accordance with the Scripting Plan established during the IDWS.
(2) Complete Storylines and related Injects with expected Outcomes, Actions, and Reports and Returns (R2).
(3) Ensure the Storylines and related Injects trigger ARRC staff work and meet the PTO's.
(4) Synchronize Events/ Storylines/ Injects to ensure a steady and realistic flow of activity during the Exercise.
(5) Populate STARTEX detailed positions and information availability in CAX systems (Modelling & Simulation led).
(6) Develop the engagement matrix with the combat effectiveness ratios.
(7) Ensure the Evaluation Team planning is aligned with the scripting development.
(8) Integrate TACT into the MEL/MIL planning .

b. Outputs for IDWS:
(1) Incident List- Storyboards with all PTO adequately covered.
a. Personnel attending both WS (reference Enclosure 1) must be able to represent their commanders' intentions/ concerns.
b. Personnel attending both WS must not be part of the TA unless they are Trusted Agents. The Chief MEL/MIL can grant exceptions before registration for the event.
c. JFTC encourages HQs to send the same representatives to both WS and, where possible, those intended to take part in the Exercise Control (EXCON) structure during Sub-phase 111B. This approach will improve the completeness and continuity of the final products.

d. JFTC requests the attendees to fully prepare themselves for the WS, familiarise with the documents depicted previously as INPUTS (Paragraph 4.a & 4.c.). Documents referred to in Paragraph 4.a. will be available via JFTC NS Electronic Data Management System (EDMS) workspace: https://nip.jftc.nato.int/edms/exelole20/public/Forms/Allltems.aspx
e. As soon as they are available all documents referred as INPUTS will be uploaded in JEMM Documents area.
f. Not later than (NL T) 31 July 2020, every HQ shall submit a list of personnel participating in the MEL/MIL IDWS, or MEL/MIL ScWS, or both in order to ensure an NS account is available to enable correct WS distribution. This list must include rank, name, surname, organisation/ HQ, phone number, and functional area of expertise. Submit the required information to LOLE20 MEL/MIL Manager, L TC Sudimak via (unclassified or classified) email at: [email protected]
g. Each participant shall complete the Epidemiological Questionnaire (pages 5 & 6 of enclosure 5). Completed questionnaire and the screening certification should be send to the addressee mentioned in Enclosure 5 no earlier than (NET) six (6) days prior to entry into Poland. It is also recommended to carry a hard copy of the questionnaire and the screening certification during the travel to Bydgoszcz, Poland.
7. Administrative Instructions.
a. For administrative purposes the following dates are provided:
(1) 31 AUG 20: Travel date for IDWS.
(2) 1-5 SEP 20: IDWS.
(3) 5 SEP 20: Travel back after 1300 (local time) for those attending only to IDWS.
(4) 5 SEP 20: Travel day for ScWS.
(5) 6-15 SEP 20: ScWS.
(6) 15 SEP 20: Travel back after 1300 (local time) for ScWS.
b. Due to the simultaneous execution of the LOLE 20 Core Planning Team Meeting #3 at JFTC from 8-10 SEP, it is imperative personnel register for both MEL/MIL Workshops and CPTM (if applicable) on the JFTC on-line registration system, WAFER.

REGULATIONS FOR EXCON MEMBER TRAVEL COST REIMBURSEMENT
1. The Resources Policy and Planning Board (RPPB) approved the policy in PO (2014 )0805 dated 18 December 2014 for the Common Funding (CF) eligibility of the travel cost for Non-NCS augmentees to Exercises. This reimbursement applies to both military & civilian augmentation from NATO Nations and NATO Force Structure in support of Joint Force Training Centre (JFTC) during preparation and execution of LOLE20.
2. By default, JFTC will only reimburse the airfare. Other means of transportation can be reimbursed on exceptional basis if recognised as cost effective and approved by the JFTC Branch Head, Budget and Finance. Local duty transportation in Bydgoszcz will be provided by JFTC free of charge within the prearranged scope.
3. Travel in support of evaluation is not regarded to be a part of PO (2014 )0805.
4. Terms & Conditions (T&Cs):
a. The SME support provided must be specifically requested by JFTC in accordance with this Invitation to the Main Events List/ Main Incidents List (MEL/MIL) Incident Development Workshop (IDWS) for LOYAL LEDA 2020 (LOLE 20) and MEL/MIL Scripting Workshop (ScWS) at the JFTC.
b. The supporting entity will provide a request for reimbursement with a cost estimate to JFTC not later than 1 August 2020. JFTC will assess cost effectiveness and affordability and will commit funds accordingly.
c. JFTC will subsequently issue a Purchase Order (including an amount not-to-exceed to the Supporting Entity). This Purchase Order is the only formal financial commitment for JFTC to reimburse cost.
d. The supporting entity will issue an invoice in accordance with the T&Cs below and with a reference to the applicable Purchase Order Number.
e. JFTC will only reimburse the following:
(1) Documented travel cost for the support actually provided to support ODE MEL/MIL development.
(2) Lowest available economy air ticket to/ from Bydgoszcz at a maximum ceiling of 500 EURO for each return ticket.
(3) One group claim for each purchase order from the supporting entity to JFTC BUDFIN, submitted as soon as possible, but no later than 30 days after the attendees' Workshop (MEL/MIL Incident Development Workshop or/and Scripting Workshop).

(4) Invoices containing all payment details (bank account and sort codes) required for the execution of international financial transactions.
(5) Claims supported by a list of travelers who have actually participated in the event, together with copies of their air tickets or other verifiable proof of payment of the air tickets claimed.
(6) Claims certified by the Financial Controller/ Head of Finance of the supporting entity verifying that the claim contains only eligible transportation costs.

JFTC ADMINISTRATIVE INSTRUCTIONS
1. Registration. JFTC requests attendees to create a User Account and complete the on-line Registration Form with all required data at our Web Application For Event Registration (WAFER), available at: www.events.jftc.nato.int. The registration should be completed NL T 15 August 2020. If not all requested information is available, the form should be completed with all known data and updated later (but NL T 15 August 2020).
2. Accommodation. Attendees can book hotel rooms through JFTC Protocol and Conference Support (PCS) POC, LTC Markus Joschko at telephone: +48.261.411.474, mobile phone: +48.601 .247.328, Ms Katarzyna Wizner at telephone +48.261.411.482 or via unclassified email [email protected]. Once successfully registered, attendees will receive an e-mail with further instructions and a reservation number. Confirmation of the reservation and payment are an individual responsibility, payment must be done in Polish currency or via credit card. If an individual fails to confirm the room by 22 August 2020, the booking will be cancelled. The following hotels are available:
a. Holiday Inn Hotel(****) 338 PLN (approx. 80 EUR) per night, including breakfast, Wi-Fi and VAT. Parking is available at 35 PLN (approx. 8 EUR) per day.
b. Mercure Hotel(****) 340 PLN (approx. 80 EUR) per night, including breakfast, Wi-Fi and VAT. Parking is available at 49 PLN (approx. 11 EUR) per day.
3. Transportation. Transportation from and to the Bydgoszcz Airport to JFTC/hotels will be provided as will be a daily shuttle bus between the hotels and JFTC. Attendees who do not use the Bydgoszcz airport or the appointed hotels are responsible for their own transportation to and from the hotels and JFTC. Further details on how to get to Bydgoszcz are available on the JFTC website under the "Organization/How to get to JFTC".
4. Location. Loyal Leda 2020 (LOLE20) Main Events Listi Main Incident List (MEL/MIL) Incident Development Workshop (IDWS) will take place from 1 to 5 September 2020. Loyal Leda (LOLE20) MEL/MIL Scripting Workshop (ScWS) will take place from 6 to 15 September 2020. Both events will occur in building 5 of the Joint Force Training Centre, located at ul. Szubinska 2, 85-915 Bydgoszcz, Poland.
5. Security. In order to get access to the training facilities (Security Class II Area) as well as to classified documents and/ or CIS, external personnel who is a staff member of a NATO military or civilian body, a national military or civilian body of a NATO Nation or contractors who are nationals of a NATO Nation, are required to provide a valid proof of NATO SECRET Personnel Security Clearance or above. The Security Clearance Certificate can be sent via FAX (+48 261 411579) or email ([email protected]) or uploaded as electronic version during event registration NL T 22 August 2020.

Hand carried baggage will be subject to inspection. Mobile phones, smart watches, fit bands, photographic and video equipment are not allowed into Security Class II Area and must be stored in the lockers in the lobby. Duty laptops and storage media (USB sticks, hard drives, etc.) brought in order to be used during the event will be checked and registered by Communications and Information Systems (CIS) Security during the inprocessing.
6. Status of Forces Agreement. Under Article 3 of the NATO SOFA, military personnel are not required to obtain a visa to enter Poland while travelling on official business provided that they possess a valid travel order and their national identification card. Although not required under NATO SOFA, it is recommended that military personnel also bring their passports.
7. In-Processing and Costs. The in-processing will be conducted upon arrival at JFTC. The optional cost of lunch is 20 PLN (about 5 EUR) per day. Mandatory administration fee for coffee corner is 10 PLN (about 2.50 EUR) per day. An Ice-Breaker is planned for 1 September (LOLE20 MEL/MIL IDWS) and 6 September 2020 (LOLE20 MEL/MIL ScWS), cost: 35 PLN (about 8 EUR). All payments will be made individually during the in-processing with credit cards or cash in PLN only.
8. Transfer of Briefings/ Documentation. In line with the security regulations, the files to be used during the conference can be uploaded by JFTC Central Registry (CR) once storage medium has been registered/checked by JFTC CIS Security. However, participants are requested to save files to the JFTC EDMS (https://nip.jftc.nato.inUedms/exe-lole20/Limited/Forms/Allltems.aspx) under area "Exercise Planning Events" and Sub-Area "20200706 LOLE 20 MEL/MIL Incident Development WS"). Contact the event Deputy Chief MEL/MIL if unable to access JFTC EDMS.
9. Dress Code. The dress code during the conferences will be national daily duty uniform.

The coherence of the AJliance and rts readines.s to respond in the wake of a crisis remains
of utmost importance for Poland. Therefore In consideration of the operaUonel needs of
Allied, Partnership For Peace end other partner countries forces, according to the
regufations of the Council of Ministers from 19 June 2020 on establishing certain
restrictions, orders and prohibitions in connection with the occurrence of en epidemic on
the temtory of the Republlc of Poland, Allied Partnership For Peace and other partner

while performing their duties.
