Strategy of the Romanian Government • Government Decision № 1221/2011 for approving the strategy

of the Romanian government for the inclusion of Romanian citizens from Roma minorities for the period 2013-2020

• The aim of the government's strategy is to provide socio-economic inclusion of people from Romanian Roma minority through the application of integrated policies in the field of education, employment, healthcare , housing provision, culture and social infrastructure.

Working Group Cernavoda • established with a decision of the

City Council Cernavoda № 38 from 25.02.2013.

• analyzes, plans, organizes and implements sector activities in the plan with the measures specified in Government Decision № 1221/2011.

• aims at establishing the basic needs and priority areas for action in accordance with the government's strategy, based on the process for facilitating the community, organized by local experts.

SWOT Analyses - EDUCATION low participation in pre-school and

school education; increasing dropping out of schools,

permanently , temporary or absences ;

low level of education, illiteracy rate is rising;

lack of training or qualification; lack of training or retraining

programs for Roma; poor performance of programs for

preventing school dropout among Roma children;

low participation in the labor market, lack of professional qualifications, discrimination, lack of personal documents, poor health;

uncertain financial situation: income from social benefits (state allowances for children, aid for supporting the family, heating subsidies or income from occasional employment);

lack of funding for projects aimed at creating jobs for Roma;

lack of incentives for the revival and practice of traditional crafts that meet current market demand.

hygienicconditions, problems with housing provision and nutrition, poverty, low income, problems with access to healthcare services

Poor level or even lack of sanitation; high risk of diseases ;

Exclusion of Roma from the health insurance system: no access to a general practitioner ( GP) or fully/ partially subsidized medicine , no request forms for free consultation with a specialist;

increased number of births among minors aged between 14 and 18 years.

improvised dwellings, built illegally, with small rooms unsuitable to live in , lack of the minimum required hygienic conditions, no connection to public services;

development of poor marginal areas underdeveloped or nonexistent

infrastructure of public utilitiesin poor marginal communities with a majority of ethnic Roma

extremely poor hygienic and social conditions;

small number of Roma who have their own home;

low capacity of the municipaldwellings.

SWOT ANALYSIS - CULTURE preserving,

developing and strengthening the cultural identity of Roma minority: language, customs and heritage;

organizing events to celebrate the "International Day of the Roma" (April 8)

SWOT Analysis - CHILD PROTECTION • Initiating programs for prevention and combating

discrimination faced by Roma children, and promoting the results of the partnerships between NGOs and the local structures for child protection;

• Organizing campaigns for preventing abuse and neglect of children, or any event that may cause separation of the children from their families ;

• Organizing campaigns for raising public awareness about

children's rights and problems, and the families at risk

SWOT Analyses

Justice and social order • Organization of street actions in the region of Cernavoda to identify

children and adults involved in begging. Inter-institutional cooperation for their social and professional reintegration ;

• Initiating and conducting programs for legal, civil and preventative education, in cooperation with representatives of Roma minority, including :

- Classes informing about the Road Traffic law in schools and kindergartens;

- Combating violence and antisocial behavior, both in and out of the schools ;

• Conducting information programs for identifying and solving the cases which involve discrimination.

inclusion of Roma in the targeted vulnerable groups, covered by the local social work plan;

lack of effective dialogue and cooperation between the Roma community and the local authorities ;

Poor utilization of public financial resources for developing the social dwellings fund ;

lack of integrated programs for Roma inclusion ; lack of procedures applied at local level to help Roma

receive their identification documents.
