Azerbaijan would never start war knowing its future 25 years ago
YEREVAN. - If 25 years ago Azerbaijan knew what the situation will be after quar-ter of a century, it would not start a war, said Armenian presidential candidate, in-cumbent President Serzh Sargsyan, during the meeting with voters in the administra-tive district of Nork in Yerevan.
“We will continue the works, as we did until now, opposing to claims and tricks, and consistently spreading the truth around the world. We have been able to do this to a large extent in the past few years,
and if 25 years ago Azerbaijan knew what the situation will be, it would not start the war,” the president said, adding that Azer-baijan also does not know what the situa-tion will be in 25 years, otherwise it would have behaved peacefully in the negotia-tions and would not attempt to blackmail.
He noted that the possibilities of the Ar-!"#$%#&'$("&)#%#*$%++,&%-"&$#."-$/-&0/&12"--baijan.
“By that, I mean bribing, waste of funds on illogical actions. The fantasy of Azer-baijan has exceeded all boundaries. They have gone as far, as proclaiming Yerevan an Azerbaijani territory,” noted President Sargsyan. “Armenia intends to continue to work consistently and our Diaspora indis-pensably contributes to the process.”
According to him, Armenia may not seem particularly active in terms of propaganda, but in the negotiations the Armenian side is the one to agree with the proposals.

Russia rearms Armenia for its own purposes?Karine Ter-Sahakian
Decision on development of military-technical relations came as natural follow-up of closure of Gabala radar station in Azerbaijan.

PanARMENIAN.Net - According to Pu-tin’s order, the Russian government will sign an agreement with Armenia upon completion of the negotiations. The Rus-sian military base is deployed in the Ar-menian city of Gyumri in line with the bi-lateral agreement signed between Moscow and Yerevan in 1995. The Protocol on the Russian military based stationed in Ar-menia envisages, in particular, extension of the term of its disposition from 25 to 49 years with further automatic prolongation for 5-year- periods. The base is intended to serve for peace-keeping mission and poten-tial aggression control in cooperation with Armenia’s Armed Forces.
The decision on development of military-technical relations came as natural follow-up of the closure of Gabala radar station in Azerbaijan. Russia desperately needs a reliable and possibly strong ally in South 31)01')'% &#% 01'"% .4% (.$"#$&1+% .5"#'&6"% &#%the region, be it war against Iran or attack on Nagorno Karabakh. In either case Rus-sia will have to intervene, not because of liking for Armenia but the urge to maintain in presence in South Caucasus at any cost.
It is also worth noting that the highway communication between Russia and Geor-gia is already restored, and Tbilisi is likely to further attempt to expand its contacts with Moscow. The two will not recognize each other yet, but Ivanishvili’s govern-ment seems to be quite optimistic. Actually, if it were not for Abkhazia and South Osse-tia, things would go smoother perhaps, but Georgia will have to be settling Saakashvi-li’s reckless schemes for quite a while.
Expansion of the military cooperation with Armenia came as unpleasant surprise

In addition, the religious factor should also be taken into account; Shia Azerbaijan cannot pos-sible make friends with Israel, nor even be-come its strategic ally.
However, these are Ilham Aliyev’s “statehood games”; nobody cares for them except himself, in fact. There was nothing special in Vladimir Putin’s order but the fact that it was voiced ahead of the presi-dential vote in Armenia is far more impor-tant here. Of course, Russia is not going to interfere into the process of elections anyway; it has lots of its own problems to settle. However, both Moscow and Wash-ington are content with the current presi-dent. Most likely, prior to the beginning of the election campaign the U.S. will issue a statement indirectly voicing its support to Serzh Sargsyan.
Also, it is worth mentioning that the 3,7&'$&1#%0.)#$7&"'%.4%$,"%7"2&.#%!1<%=#-%themselves in a more favourable situation in view of the wave of anti-Islamic moods worldwide. In fact, Armenia and Georgia may get some preferences from all inter-ested parties which are fed up with burnt vehicles, demographic boom and expan-sion of Islamic fundamentalism.

A writer in Azerbaijan who should have been the pride of his country is presently in mortal danger, and the threat emanates from the President of the country, who is a post-Soviet autocrat. The title of “People’s Writer” of the Republic of Azerbaijan and the associated state award have been re-scinded, his author’s pension has been can-!"##"$%&'($&)*+&,*-"&'($&+.(&)'/"&0""(&12"$&from their jobs.
This writer is Ekrem Eylisli, an author, scriptwriter and dramatist who adopted the great Soviet writer Maxim Gorky’s phi-losophy of the fraternity of peoples at Max-im Gorky Literature Institute in Moscow, dedicated to that great man. He is presently 34&5"'2+&.#$%&'&62.#*1!&,2*7"2&680#*+)"$&*(&many magazines and newspapers. He was elected to the parliament in 2005. His liter-ary life had begun in 1959 with poetry, and continued with stories, plays, scripts and novels. He has also translated many works by humanist writers such as Gabriel G. Marquez, Turgenev and Chinghiz Aitma-tov into the Azeri language. His plays have been performed in many former Soviet cit-ies including Yerevan.

They were co-trainees in the NATO-sponsored « Partner-ship for Peace » program in Budapest.
Melahet Ibrahimqizi –an Azeri parlia-mentarian who had been a part of the del-"9'7*.(& B.,(& *(& 7.& :(C'2'& 7.& 7'#C& ,*7)&parliamentary chairman Köksal Toptan (**), CHP leader Deniz Baykal, MHP leader Devlet Bahçeli, as well as various AKP func-tionaries, and eventually to block the move altogether when a protocol was signed in 2009 between Armenia and Turkey to nor-malize relations and open the border– now tries to extend the lynch campaign to Tur-key as well, saying in an aggressive speech delivered in the Azeri parliament that Ey-lisli insults not only Azerbaijanis, but the Turkish nation as a whole. Demands were even made in that parliamentary session that the writer be subjected to a DNA test and that he should be deprived of citizen-ship.
The reason for all this is the publication of Eylisli’s latest novella “Stone Dreams” in the Russian literary magazine Druzhba Narodov (Fraternity of Peoples). The no-vella has not even been published in Azeri yet. An enraged mob gathered in front of Eynisli’s home in the capital Baku, shout-ing “Shame on you, traitor!”, and burning his books, and his portraits with a cross printed on his forehead.
The novella tells the story of two Azeri men who tried to protect their Armenian neighbours from ethnic violence. It also mentions pogroms against Armenians in Sumguit and Baku cities in a vein of consci-entous criticism. The novella was actually 1(*+)"$& *(& DEE3%& 087& !.8#$& .(#5& 0"& 680-lished 5 years later in Russian.
It is interesting to note that an Armenian writer also dealt with the Armenian-Azeri !.(B*!7& *(& '& !.(+!*"(7*.8+& 7.("& F'7& '0.87&the same time— and was awarded a prize in the Republic of Azerbaijan. The Writers Union where he was a member reacted to his acceptance of an Azerbaijani award (though not to his writing of the story it-self), whereupon the writer resigned from the Union in protest. For three days in February, 1988, the Azerbaijani city of Sumgait became the arena of pogroms against the Armenians. The Sumgait tragedy was a brutal, organ-ized attempt to block a political solution to the peaceful demands of the Armenians of Mountainous Karabagh, over 1000 km away from Sumgait, which is deeply with-in Azerbaijan proper. These events marked the beginning of a premeditated plan to depopulate Azerbaijan of Armenians, and %L%,(3"66C'.?'23##)",#'",&'E%>#9
The book is a compilation of interviews conducted by Armenian journalist Samvel Shahmuratian with Sumgait survivors im-mediately after events in February 1988, while the memory was fresh. These tes-timonies give painful answers to critical questions. What happened in Sumgait? Why was the impending slaughter not averted? Why did measures to halt the mas-sacres come too late? Why did the events not receive complete analysis and coverage by the mass media, the government, and judicial bodies? The answers to these ques-tions come from the victims themselves, in halting painful narratives.
In 1988, the Nagorno-Karabagh Auton-omous Oblast was a small, 4400 sq. km. (1699 sq. mi.) Soviet enclave with a popu-lation of approximately 153,000, of which 80% was Armenian. It is central to Armeni-an cultural and historical identity. Since its transfer by Stalin to Azerbaijan in 1921, the government of Azerbaijan pursued a pol-icy of economic and social discrimination and political repression, making life intol-erable for its citizens in a variety of ways. In the 1960s and 1970s, the government of Nagorno-Karabagh petitioned the central Soviet government several times for relief from these conditions, without success.
The advent of Mikhail Gorbachev and his policies of glasnost and perestroika en-couraged the people of Nagorno-Karabagh to call for self-determination within the existing legal framework and within the jurisdiction of Azerbaijan. Starting in 1987, they signed petitions, held vigils, conduct-ed hunger strikes, demonstrations, rallies and general strikes. Massive marches took place in Stepanakert and Yerevan. On Feb-
ruary 26, 1988, Gorbachev tried to calm the situation by asking for a moratorium on the demonstrations for one month, after which he would announce a new policy regard-ing Nagorno-Karabagh. The Armenians agreed to suspend their protests.
A wave of anti-Armenian statements and rallies swept over Azerbaijan. This cul-minated in three days (February 27-29) of unhindered mass pogroms against the Ar-menians living in Sumgait, a city of some 250,000 inhabitants, miles away from Na-gorno-Karabagh.
The perpetrators who broke into Arme-nian homes were aided by prepared lists containing the names of residents. They were armed with iron rods, stones, axes, knives, bottles, and canisters full of ben-zene. According to witnesses, some apart-ments were raided by groups of 50 to 80 persons. Similar crowds, up to 100 people, stormed the streets.
There were dozens of casualties and 53 murders - most of those were burnt alive after being assaulted and tortured. Hun-dreds of innocent people were wounded and disabled. Many women, including ad-olescent girls, were raped. Over 200 apart-ments were raided, dozens of cars burnt, numerous shops and workshops looted. Mobs hurled furniture, refrigerators, TV sets, and beds from balconies and then burnt them. The direct and indirect results of these atrocities were tens of thousands of Armenian refugees.
The army arrived in Sumgait on Febru-ary 29; however, it limited its activities to shielding itself against the ravaging Azer-baijani mob that threw stones at the sol-diers and did little to protect Armenians.
