Dear stakeholder, STATUS OF ENVIRONMENTAL AUTHORISATION FOR THE PROPOSED 400kV TRANSMISSION POWERLINE STRETCHING BETWEEN THE MAHIKENG AREA IN SOUTH AFRICA AND THE NORTH OF GABORONE IN BOTSWANA (DEA REF NO.: 14/12/16/3/3/2/1025) As a registered Interested and Affected Party (I&AP), please be advised that the decision by the National Department of Environmental Affairs (DEA) to grant an Environmental Authorisation (EA) for the abovementioned project on Wednesday, 4 July 2018, has been appealed (by the South African Heritage Resources Agency (SAHRA)) and the authorisation has been set aside by the Minister of Environment Affairs. The reason for the Minister’s decision was that a Desktop Palaeontological Assessment (DPA) requested by the SAHRA was not completed in time to be included in the Environmental Impact Report (EIR). Please see attached DPA and Final Comment. The aforementioned documents will also be available to view and download from our Public Participation website (you will need to register), at: https://www.aurecongroup.com/public-participation The aforementioned report has now been completed and is included with this notification, together with comments thereon from the SAHRA. Registered I&APs are hereby invited to review, consider and comment on the DPA report. The DPA will be included as an addendum to the Final EIR, to be re-submitted to the DEA for decision making, and the recommendations made therein will be included in the Environmental Management Plan (EMP) and Heritage Management Plan. To this end all references to a Heritage/ Archaeological specialist’s walk-down to facilitate the siting of the pylons prior to the start of construction will also provide for a Palaeontological specialist. You are provided 30 days to submit any comments on the additional information (from 16 January 2019 until 15 February 2019). Dear Stakeholder, We would like to inform you that the Amended Environmental and Social Impact Assessment Report for the BOSA project is available for comment from 5 December 2019 until 27 January 2020. This amended ESIA Report is now available for public comment for a period of 30 days, excluding the December holidays. In 2018 Environmental Authorisation was granted for the proposed 400kV transmission powerline stretching between the Mahikeng area in South Africa and the North of Gaborone in Botswana. The project entails the installation of 210 km of 400 kV transmission line to link the Isang substation near Gaborone in Botswana and the proposed Watershed B substation near Mafikeng in South Africa, of which 145.8 km is in South Africa and 63.7 km in Botswana. The application for environmental authorisation is for a 1 km wide corridor. The South African Power Pool (SAPP) appointed Aurecon South Africa (Pty) Ltd (“Aurecon”) to conduct the ESIA process. The ESIA process must meet national requirements in Botswana and South Africa. Aurecon is managing the overall ESIA process to ensure compliance with the funder, DBSA/IFC, requirements. Subsequent to the authorization, the section closest to the proposed Watershed substation had to deviate from the authorised zone to align with the Pluto line that will join the substation from the east. Please see the attached letter for more information regarding the amendment. Hard copies and CDs of the amended Environmental Impact Assessment Report are available from 5 December 2019 to 27 January 2020 at the venues below and electronic copies of the report can be downloaded from http://www.aurecongroup.com/en/public-participation.aspx - Listed under Public Participation.
