New Delhi ,8th April, 1992 OFRCEMEMORANDUM Subject: Grant of dearness relief to Central Government Pensioners and Pensioners of AI/India Services, etc. The undersigned is directed to refer to this 18.11.1960 and are in receipt of ex-gratia Department's O.M No.42/2/P&PW/91-(E) dated pension of RS.168/-, Rs.170/-, Rs.186/- 11.10.91 sanctioning the instalment of dearness relief and RS.283/- w.e.f 1.1.1986 in terms of admissible from 1.7.91 and to say that the President this Ministry's O.M.No.5(1)1 P&PW/88(E) is pleased to decide that dearness relief shall be paid to the Central Government pensioners! family dated 27.9.88; pensioners to compensate them forthe rise in the cost (iii) The Armed Forces pensioners, civilian of living beyond average Consumer Price Index 608 at pensioners paid out of the Defence the following ratesw.e.f. 1.1.92 in supersession of the Services Estimates, All India Services rates mentioned in the O.M. dated 11.10.1991, pensioners and Railway pensioners; referred to above :- and Pension 1 Family Pension Rate of Dearnesa Relief per month per month (i) Not exceedingRs.17fIJ/- 71 % of pension/family pension (ii)ExceedingRS.1750/-but 53%of pensionlfamily notexceeding RS.3,OOO/- pensionsubjectto-a minimum of Rs 1243/- (iii) ExceedingRs.3,OOO/- 46% of pension/family pensionsubjectto a minimumof RS.1590/- 1.2 Payment of Dearness Relief involving a fraction of a rupee shall be rounded off to the next higher rupee. 1.3 Other provisions contained in this Depart- ment's O.M. No.2/5187-PIC dated 22.4.87 will remain unchanged. 1.4 A ready reckoner showing the dearness relief payable from 1.1.92 onwards in terms of these orders is enclosed 2.1 These orders apply to all Civilian Central GoV!. pensioners!fami Iy pensioners. 2.2 These orders also apply to : (i) The widows and dependent children of the deceased CPF beneficiaries who had retired from service prior to 1.1.1986 or who had died while in service prior to 1.1.1986 and who are in receipt of ex- gratia payment of RS.150/- p.m. in terms of this Ministry's O.M.No.4(1)/87- P&PW(PIC) dated 13.6.1988; (ii) The Central Government employees who had retired on CPF benefits before (iv) The Burma civilian pensionerslfamily pensioners and pensioners/families of displaced Gov!. pensioners from Pakistan who are Indian Nationals but receiving pension on behalf of GoV!. of Pakistan, who are in receipt of ad-hoc ex- gratia allowance of Rs.375/- p.m. interms of this Department's O.M. No.511 185- P&PW dated 17.7.87. 2.3 In the case of retired Supreme Court and High Court Judges necessary orders will be Issued by the Department of Justice separately. 3. The Accountants General and authorised public sector banks are requested to arrange payment of relief to pensioners on the basis of the above instructions without waiting for any further instructions from the Comptroller & Auditor General of India and the Reserve Bank of India in view of letter No.528- TA.11/84-80. IIdated 23.4.81 of the C&AG addressed to all Accountants General and the Reserve Bank of India Circular No. GANB No. 2958/GA-64(ii)(CGL)/81 dated 21.5.81 addressed to the State Bank of India and its subsidiaries and all the Nationalised Banks. 4.
