All proposal submitted against AFOSR announcements must be submitted through www.Grants.gov
Postal service if, Grants.gov is down. The proposal must be accompanied with ticket form grants.gov starting the reason for rejection.

Document why pre-award costs are necessary and essential for the research proposed
Grants Officer prior written approval for your research for pre-award costs
