M U M B A I L O C A L SAN OPPORTUNITY TO SAVE LIVES

JAN 2010

Page 2: No more deaths on tracks

THE LIFE LINE OF MUMBAI

7 million people per day

4 minutes time interval

Famous for their peak hour rush “14-16 passengers per sqm”

Page 3: No more deaths on tracks

KEY PROBLEM:

“Too many people are falling off the train”

900+ die annually due to falling of Mumbai locals*( 166 killed in Mumbai terror attacks of Nov’08 )

( 209 killed in Mumbai train blast of July’06 )

The problem is serious and some immediate measures to curb this continuos daily toll needs evaluation.

*Facts provided by the rail authorities is response to a RTI filled by the “The Times” (an international newspaper) for the year 2008

Page 4: No more deaths on tracks

PROBLEM CAUSE :

1. Open Door travel not preventing the falling2. Insufficient capacity forcing overflow - “falling of people”

Carrying 4500+ passengers when designed for 1700 passenger

SOLUTION:Option 1: Evaluate “Close Door Travel”Option 2: Increase Capacity

Page 5: No more deaths on tracks

Option 1 : “Close Door Travel”

Do you think it is possible ?

Page 6: No more deaths on tracks

Option 1 : “Close Door Travel”

Implementation possible only when designed capacity and demand are comparable or demand is less than capacity.

Reality is 4500+ people occupying space designed for 1700.

A theoretical solution not implementable under current circumstances.

Page 7: No more deaths on tracks

Option 2 : “ Increase Capaci ty”

Can we make it possible ?

Page 8: No more deaths on tracks

Option 2 : “ Increase Capaci ty”

How to increase ?

Feasibility ?

Past Experience ?

Page 9: No more deaths on tracks

How to Increase Capaci ty ?

Increase Length -“add more bogies”

Increase Frequency -“decrease time between services”

Increase Connectivity -“lay more tracks”

Increase Standing-space -“re-design bogie internal space”

land acquisition, track laying, new infrastructure creation ?

Bogie internal space re-designing.

The short implementation timeline merits a detailed evaluation to “Bogie Re-design” option !

INCREASE CAPACITY:PAST EXPERIENCE

Singapore and Melbourne in 2008 re-designed bogies to increase capacityIn a passenger feedback survey done in Singapore after the re-designing it was observed:“9 out of 10 people on the platform and 7 out of 10 people in the train prefer to get on the train versus getting a seat.”

The need of the hour is to consider initiatives which can increase capacity many folds in a short duration.

International experience of the “Bogie Re-design“ and its success makes it even a stronger contender for serious consideration in the Indian context

EVALUATE: BOGIE RE-DESIGN

Page 13: No more deaths on tracks

BOGIE RE-DESIGN . . .THE MATH BEHIND IT !!

Bogie re-design to increase capacity is done by increasing the standing space

Economics of increasing capacity by increasing “standing space” is in the numbers below:

Seating Space: 2 pass/sqm (passengers per square meter)

Standing Space: 5-7 pass/sqmSuper dense crush load (mumbai special) : 12-14 pass/sqm

Next slide provides detailed insight on capacity increase impact !

PRAYER

Bogie re-design alternatives need to be given serious consideration on urgent basis as a measure to save lives daily

Falling off train is killing more people than the heinous terrorist acts

Sitting is a luxury when others are falling off

“There is enough for everyones need, but not enough for everyone greed”

Presentation has been made from information in pubic domain news, articles, research etc. let not the discrepancy in details if any make you loose the bigger picture presented.

Request to please circulate to the concerned authorities who can benefit with this insight and influence a positive outcome.

Thank You - A fellow commuter of Mumbai locals- A lucky person who fell yet survived- An un-lucky who lost someone to the fall
