Notes : -' (1) A person in possession of a permit to board a ship or aircraft is permitted to enter a Restricted Areawithout any other permit in order to proceed direct to andfrom the ship or aircraft. He isnot permitted to entera Baggage Hail. .
(2) A person in possession of apermit to board a ship is not permitted to go on board until one hour after.the ship has docked. ; ;
Part IV—APPLICATION FOR A PERMIT
5. Except in special circumstances, every application for a permit must be made in writing to reach theappropriate issuing authority at least 48 hours beforethe time it is required to be used and the name(s) of
, the applicant(s) and the reason for which the permit is required must bestated.
Part V—Typses OF PERMITS AND PERSONS TO WHOM THEY ARE ISSUED
. 6, Temporary Permits.—Temporary permits are valid only for the date(s) stated thereon. Theywill beissued to :— .
. (a) Persons, not more than 2, meeting or seeing off a passenger. ‘These permits will normally not beissued for persons to enter Baggage Halls. Where they are issued for persons to board ships the limitwill be 50 persons for any oneship. :
- (b) Persons having bona fide specific business to transact, e.g., persons clearing goods for themselvesot agents duly authorised in accordance with Customs and Excise Notice Né. 4. (Government NoticeNo, 694 of 1959).
: (c} Parties organised. for some special occasion, e¢.g., sightseeing’visits, farewell or dinner parties. Inthese cases a block permit may be issued by special arrangement with the issuing authority, but the priorapproval of the proper Collector of Customs and Excise must be obtained.
' (d) In addition to any permits issued under (a) to (c) above, permits maybeissued to :-—
' (é) Persons, normally not more than 3, meeting or seeing off a Very Important Person (V.LP.) 5
(ii) Persons, normally not more than 2, meeting or seeing off an invalid who requires assistance ;
_ (iii) One person only meeting or seeing off a child under the abe of 12 years whois travelling un-_ accompaniedorin the charge of a person whois notrelated to him ;
(iv) Oneinterpreter meeting or seeing off a passengerWho cannot speak English.
: 7, Permanent Permits.—(a) Permanent permits arewalidfor a period not exceeding 12 months expiringon 30th June each year. Except where the Board otherwise directs, there shall be affixed to every permanentpermit a photographofthe person to whomit is issuéd, the photographto be supplied by that person.

than 25_years of age, and must be holders of theCambridge Overseas or West African SchoolCertificate with credits in Elementary Mathematics,

Alternatively, corresponding -achievements in the General Certificate of Education(Ordinary Level) or Junior Technical Certificate ofthe Yaba Technical Institute will be acceptable.
‘Candidates with the above minimum qualificationswill be expected, before interview and: selection, totake a further qualifying test covering ElementaryMathematics, Physics and General Knowledge.
4. Conditions of service-—-Selected candidates will.be sent to the Yaba Technical Institute to do two *theoretical courses of nine months each session,sandwiched with a fifteen months period of practicalwork between the two theoretical courses. At the -end of the first 9 months at the Technical Institute, .
_ officers ate expected to pass the Sessional Examina-tion, otherwise their appointments will be terminated.On. completion of the second theoretical course of 9 -months (2 years and 9 months) the final examinationwill be taken and successful officers will be promotedto the post of Assistant Technical Officer on ScaleC(T) 1, 2, at,the minimum point (£468 per annum).

‘Applications are invited from suitably qualifiedcandidates for the post of Driller, Ministry of Works,Eastern Nigeria.
2. Scale of salary.—C(T) 4—£1,032-1,164 plus’contract addition of 20 per cent. Entry point in thescale is dependent on experience.
3. Oualifications.—Candidates should have had atleast 10 years’ experience on drilling operation,preferably for water in tropical and sub-tropicalcountries. At least 5 years of this experience shouldhave been on supervisory capacity.
4. Duties——He should be able to maintain andcatry out minor repairs on a driller rig capable of
going down to 1,000 feet. He should also havegreat flair for training his subordinates as an import-ant aspect of his duties will relate to on-the-jobtraining ofNigerians.
5. Other Conditions ofservicej—(i) The post is oncontract. Gratuity of £37-10s will be paid for eachcompleted period of three months’ satisfactoryservice. Inducement addition of £270 will be pay-able to expatriate officer.
(zi) Rent is payable at 84 per cent of basic salarywhen an officer is occupying Government Quarters.
(iit) Outfit allowafice of£60 is payable to expatriateofficer on first appointment.

5. Other conditions of service-—(i) The post ispensionable, except where contract termsare offered,
the case of new entrants appointment would .be on probation for 3 years. Expatriate officers areappointed only on contract. Inducement additionranging from £180-270 is payable to expatriateofficers. Gratuity of £25 will be paid to contractofficers for each completed period of three months’satisfattory service on salaries below £1,000 or£37-16s for salaries exceeding £1,000.
