Preamble,AcknowledgementsandCredits

TheMinistryofEducationispleasedtopresentthefiftheditionofIndiaRankingsfortheyear2020basedonthe

National InstitutionalRankingFramework (NIRF).The fiftheditionof IndiaRankingsbuildsuponprevious four

annualexercisesundertakenbetween2016and2019withconsolidationandimprovements.

TheFirstandSecondMeetingsoftheImplementationCoreCommittee(ICC)forIndiaRankings2020,constitutedby

th rdtheMinistryofEducation(seeAppendixI),wasconvenedundertheChairmanshipofSecretary(HE)on5 and23

Sept.2019respectivelyatMHRD.During theMeeting, itwasresolved to inviteapplications forparticipation for

ranking institutionsunder two additional subject domains, namely,Agriculture andDental from2020onwards.

However,while rankingof institutionsundersubjectdomain “Dental”wasundertaken thisyearconsidering the

requestreceivedfromtheDentalAssociationofIndia,rankingofinstitutionsunder“Agriculture”subjectdomainwas

not undertaken as desired by the Indian Council of Agricultural Research (ICAR).Moreover, based on feedback

receivedfromindividualsandinstitutions,NAAC-accreditationscorewasconsideredasanextendedparameterunder

“Perception”forrankingunder“University”withappropriateweightage.

Therankingexercisefortheyear2020continueswiththepracticeofprovidingacommon“Overall”rankinadditionto

a separate rank forUniversities anddegreeColleges, anddiscipline-specific ranks inEngineering,Management,

Pharmacy,Law,MedicalandArchitecture.

IndiaRankingscontinuestobeacolossalandachallengingexercisethatrequiresexpertswithin-depthknowledgeof

highereducationsysteminIndia,tenetsofdatascienceanddatacrunching.TheMinistryishappytoputonrecordits

appreciationfortheNationalBoardofAccreditation(NBA)foritscontinuedzealandfortakingleadershippositionin

executingthetask,undertheguidanceoftheImplementationCoreCommittee.TheNIRFTeamatNBAtogetherwith

theteamofitspartnerinstitute,i.e.INFLIBNETCentreatGandhinagarhaveplayedapivotalroleintheexecutionofthis

task.

Thepracticeofpre-registrationofinstitutionsthathadparticipatedinIndiaRankingsinpreviousyear,wascontinued

this year also. Moreover, new institutions were invited to participate in the ranking exercise through an open

advertisement.A totalnumberof3771unique institutionsrespondedandoffered themselves forrankingunder

“Overall”,category-specificordomain-specificrankings.Inall,5805applicationsforrankingweremadebythese3771

uniqueapplicantinstitutionsundervariouscategoriesand/orsubjectdomains.

IndiaRankings2020continuedwiththeconsolidationprocessandismovingtowardsmaturityaswebuiltuponthe

NIRFparametersdefinedin2015throughexperiencegainedovertheyearsandfeedbackfromthestakeholders. In

theprocess,effectiveandefficientbenchmarkshavesuccessfullybeenestablishedtoassessperformanceoftheIndian

academicinstitutionsinthehighereducationspace.Changesinmetrics,parametersandnormalizationalgorithms

wereintroducedovertheyears,althoughthebasicframeworkwaskeptintact.Asaresult,therankingofinstitutions

has largely remained consistent, especially amongst first 25 top ranked institutions, over the years, although

individualranksmighthavechangedbyafewslotsinsomecasesduetoperformancevariationsacrossinstitutionson

some parameters. India Rankings is successful in identifying top institutions of higher education in “Overall”,

“Universities”and“College”categoriesaswellasindomain-specificrankingsinEngineering,Management,Pharmacy,

Law,Medical,ArchitectureandDental.

TheMinistryofEducation(MoE)ispleasedtoannounceIndiaRankings2020.WeareindeedgratefultoShriRameshth

Pokhriyal,HonourableMinisterforHumanResourceDevelopmentfore-releaseoftheIndiaRankings2020on11 June

2020whichwastelecastedliveontheTwitterhandleofShriRameshPokhriyal,HonourableMinisterofHumanResource

Development(https://twitter.com/DrRPNishank).

TheIndiaRankingshassuccessfullyinstilledthecultureofcollection,compilationandcurationofdatarequiredfor

rankingofinstitutions.Applicantinstitutionsarenowcarefullymaintainingdatapertainingtotheirfaculty,students,

placement,infrastructure,expenditureonlibrary,laboratories,equipment,operations,etc.Thiscultureisimportant

forinstitutionsthemselvessinceanalysisofthisdataprovidesthebigpictureoftrendsandpatternsthatcanbeused

forevaluatingandstreamliningprocesses,creatingefficiencies,andimprovingoverallstudentexperience.Whileat

institutionallevel,thedataanditsanalyticscanhelpinassessinginstitutionsthemselvesagainstinternalbenchmarks,

atthenationallevel,thedatacanserveasabaseforanalysisofthestatusofhighereducationinstitutionsinthe

country.

ThisisthefifthconsecutiveeditionofIndiaRankingsofinstitutionsofhighereducationinIndiainvariouscategoriesth

andsubjectdomains.TheNationalInstitutionalRankingFramework(NIRF),launchedon29 September2015bythe

MHRD,isbeingusedforthiseditionaswellasforthepreviousfoureditionsofIndiaRankingsreleasedeveryyearsince

2016.Unlikeotherrankingsinthepopularmedia,IndiaRankingsdeploysobjectivecriteriaandmetricswithfactual

datagatheredfromapplicantinstitutionsthemselvesaswellasfromthirdpartysources.Severalimprovementsin

datacollectionformats,metricsandcomparisonmethodologywereadoptedandputinpracticeforIndiaRankings

overpastfiveyears.

Besides,sourcingdataonvariousparametersfromapplicantinstitutions,thirdpartysourcesofdatahavealsobeen

used,whereverpossible.Scopus(ElsevierScience)andWebofScience(ClarivateAnalytics)wereusedforretrieving

dataonpublications,citationsandhighly-citedpapers.DerwentInnovationwasusedforretrievingdataonpatents.

Dataretrievedfromthesesourceswassharedwiththeinstitutionsfortransparencywithaprovisiontogivetheir

inputsincasetheyarenotagreeabletothedataretrievedfromthirdpartysources.

Itcanalsobeobservedthatpublic-fundedinstitutionsincludingCFTI'sandafewcentrallyfundeduniversitieshogthe

mostofthetop-ranksinalmostallcategoriesofrankings.Moreover,asignificantnumberofstateandprivatelyfunded

universitiesandinstitutionsappearintop100ranksinvariouscategoriesofranking.

ItisimportantthatthecredibilitythattheIndiaRankingshaveearnedismaintainedwithcarefulattentiontodetails.

Asamatterofpractice,100institutionsarerankedinOverall,UniversityandCollegecategorieswhereasrankingis

keptrestrictedbetween20and75institutionsinallotherdomain-specificrankings,i.e. Architecture,Pharmacy,

Management,Law,MedicalandDental.However,numberofEngineeringinstitutionsthatarebeingrankedhasbeen

increased from100 to 200 from2019 onwards. Itmay further be noted that all data for ranked institutions is

meticulouslyverified,inconsistencies,contradictionsandoutliersarescreenedandidentified,whichrequiresalotof

diligence,patienceandtactfulhandlingofinstitutionswhomightfeeloffendedwithdirectandbluntquestionson

validityofdatasubmittedbythem.Itrequiresalotofpatienceineducatingindividualinstitutionsonthequality

requirements on the data submitted by them.NIRF Teamhasmade extensive use of triangulationmethods for

detecting aberrations, contradictions and inconsistencies and effecting corrections in consultation with the

concernedinstitutions.PersistentemphasisonaccuracyofdataonpartofNIRFhasyieldedpositiveresultswith

changeintendencyofinstitutionstopresentinflatednumbers.Withcontinuingimprovementinreliabilityofdata

frominstitutions, itwouldbepossibleforNIRFteamtoconcentrateonrefiningexistingrankingparametersand

metricsandpursuitforadditionalparametersthatcanbedeployedforrankingofinstitutions.Moreover,itwouldalso

bepossibletobring-inlargernumberofinstitutionsintotheambitofrankingswithanultimategoalofrankingevery

deservinginstitution.

Therankingframeworkevaluatesinstitutionsonfivebroadgenericgroupsofparameters,i.e.Teaching,Learningand

Resources(TLR),ResearchandProfessionalPractice(RP),GraduationOutcomes(GO),OutreachandInclusivity(OI)and

Perception(PR).Ranksareassignedbasedontotalsumofmarksassignedforeachofthesefivebroadgroupsof

parameters.Performanceofranked institutionscanbeseenonanyof the fivebroadgroupsofparameters.A5-

dimensionalviewofinstitutionsacrossthe5broadgenericgroupsofparametersprovidesrelativestrengthsofthe

institution.Moreover,positiveandstrongcorrelationisobservedbetweenrankofinstitutionsbasedonallfivebroad

genericgroupsofparametersanditsrankonthebasisof“ResearchandProfessionalPractice(RP)”.Moreover,thetop8

to10rankedinstitutionsinEngineering,Overall,ManagementandPharmacyretainedtheirranksbetween1and10

inIndiaRankings2017-2020notnecessarilyinthesameorder.

1. Background

TheprocessofframingNationalInstitutionalRankingFramework(NIRF)beganonOctober9,2014withconstitution

ofa16-memberCoreCommitteeunderthechairmanshipofSecretary(HE),MinistryofEducation(MoE).Thetermsof

reference of the Committee were to suggest a reliable, transparent and authentic National Framework for

performance measurement and ranking of institutions of higher education and to recommend institutional

mechanisms,processes and timelines for implementationof theNational InstitutionalRankingFramework.The

frameworkwasgivenafinalshapesubsequenttointensediscussionsanddeliberationsduringaseriesofmeetingsof

theCommitteeandexchangeswithpeersandstakeholdersmainlythroughonlinediscussions.

AcommonOverallrankingwasintroducedforinstitutionsthathaveaminimumof1,000studentsfromtheyear2017

onwards in addition to the category-specific and domain-specific rankings so as to provide a common view of

comparable institutions across categories and disciplines. This practice is being continued for past four years

includingthecurrentyear. Intheyear2016,rankingswereannouncedforUniversitiesandforthedisciplinesof

Engineering,ManagementandPharmacy.In2017,inadditiontothesefourrankings,theOverallranking,andranking

ofGeneralDegreeCollegeswereintroducedforthefirsttime.Intheyear2018and2019,whilecontinuingwithabove

mentioned six rankings, three domain-specific rankings in the fields of Law, Medicine and Architecture were

introduced.Intheyear2018-19,rankingwerecarriedoutforthreeCategory-specificRankings(Overall,Universities

andColleges)andsixDomain-SpecificRankings.In2020,theNIRFcontinuedwithalltheninerankings,inaddition

onemoredomain-specificrankingwasalsocarriedoutforDentalinstitutions.Agriculturalinstitutionswerenot

rankedthisyearasdesiredbyIndianCouncilofAgriculturalResearch(ICAR)astheyhaveinitiatedtheirownranking

foragricultureinstitutions.

ThespiritoftheRankingFrameworkandParametersoriginallyidentifiedbytheCoreCommitteeandusedforIndia

Rankings for past four years is being retained for the year 2020. A few changes have beenmade based on the

experiencegained in theprocessof rankingof institutions inprevious fouryearsand further tweakingofa few

parametersandmetricsbasedonthefeedbacksoughtfromheadsoftheinstitutions(seepoint4below).

2. NIRF Parameters for Ranking of Institutions of Higher Education

The NIRF provides for ranking of institutions in five broad generic groups of parameters, namely: i) Teaching, Learning and

Resources; ii) Research and Professional Practice; iii) Graduation Outcomes; iv) Outreach and Inclusivity; and v)

Perception. Fig. 1 provides an outline of the various sub-parameters for each of the five generic groups. Some of the sub-

parameter (such as public perception, earnings from patents, etc.) have been dropped due to serious questions of reliability or

consistency of data provided by the participating institutions..

TheNIRFenvisagedseparaterankingsfordifferentcategoriesandsubjectdomains.Assuch,category-specificand

domain-specific frameworks were drafted for every category and subject domain based on the broad

recommendations of the National Institutional Ranking Framework. Frameworks for Universities, Colleges,

Engineering,PharmacyandArchitecturewerereleasedin2015.Frameworksfornewdomainsandcategorieswere

draftedatthetimeoftheirinductionforranking.TheMinistryalsoappointedanImplementationCoreCommittee(ICC)

tooverseeimplementationofrankingsunderoverallNationalInstitutionalRankingFramework(NIRF).

Thefinalrankingframeworkhasidentifiedbetween16-18parametersorganisedinfivemajorgroups.Severalofthese

parametersarecommontothoseemployedgloballyandserveaspointerstoambienceforteaching,learningand

research.However,thereareafewIndia-centricparameters,reflectingaspirationsoftherisingnumbersofouryoung

peopleenrolledinhighereducationinstitutions.Country-specificparametersrelevanttotheIndiansituationinclude

regionaldiversity,outreach,genderequityandinclusionofdisadvantagedsectionsofthesociety.

Byandlarge,IndiaRankingscontinuestogivealotofemphasistocollection,verificationanduseofreliabledata,

unlikeglobalrankingsthatgivesdis-proportionateweightagetoperception,NIRFreliesonrankingbasedondata

whichismoreobjective,especiallyinalargehighereducationsystemlikeIndia,whereperceptiondataalonecanbe

quitemisleading.Although, thetaskofcollection,verificationandauthenticationofdata froma largenumberof

institutions,ischallenging.

3. MetricstoComputeRankingScores

The framework for rankingof institutions isavailableon theNIRFWebsite (https://www.nirfindia.org/) in the

RankingDocuments forvariouscategoriesanddomains.Thesedocuments identifytherelevantdatarequiredto

suitablymeasuretheperformancescoreundereachsub-parametermentionedaboveandenunciateasuitablemetric

thatisusedtocomputeascoreforthesub-parameter.Thesub-parameterscoresarethenaddedtoobtainscoresfor

eachindividualparameter.Theoverallscoreiscomputedbasedontheweightsallottedtoeachofthefivebroadgroup

ofparameters.

i) NAAC-accreditationscoreasanextendedparameterunder“Perception”forUniversityCategoryonly;and

ii) InManagementdomain,MDPwerealsoconsideredalongwithEDPinFootprintsofProjectsandProfessional

Practiceparameter.

Besides,parametersandmethodologyforrankinginstitutionsundersubjectdomain“Dental”wasdevelopedafresh

undertheoverallNationalInstitutionalRankingFramework(NIRF).

InordertoencouragelargerparticipationinIndiaRankings,allinstitutionsthathadappliedinthepreviousyear,were

pre-registeredforIndiaRankings2020andwereinvitedtoparticipateintherankingexercise.Inaddition,other

institutionsdesirousofparticipatingintheIndiaRankings2020wereinvitedtoregisterontheNIRFWebportal

throughapublicadvertisement.AllinstitutionswererequestedtosubmittheirapplicationsonlineforOverallranking

aswellasforrankinginoneormoredisciplinesalongwithrelevantdatainaprescribedformatby14thDec.2019.

Table 1 provides number of institutions that were pre-registered as well as those who registered themselves

voluntarily.Table2and3providesnumberofparticipatinginstitutionsindifferentcategoriesanddomainsandtheir

geographicaldistributionrespectively.

Basedonourexperienceofrankinginstitutionsinpreviousfouryearsandfeedbackreceivedfromstakeholders,the

followingtwoadditionalparameterswereintroducedforIndiaRankings2020withappropriateweightage:

Intheabsenceofareliableandcomprehensivedatabasethatcouldsupplyallrelevantdatarequiredforcomputingthe

scoresforranking,registeredinstitutionswereinvitedtosubmittherequireddatathroughanOnlineDataCapturing

System(DCS).Publications,citationsandHCPpertainingtoresearchoutputofapplicantinstitutionswereretrieved

fromScopus(ElsevierScience)andWebofScience(ClarivateAnalytics).Dataonpatentpublishedandgrantedwas

takenfromDerwentInnovation.Moreover,numberofpapersthatappearedinthetop25percentileofcitedpapersin

theworldforagivendisciplinewastakenassub-parameterforevaluatingresearchperformanceofinstitutions.

Datacapturingsystemsoughtthedetaileddatainaformatthatfacilitatedcomputingtherankingmetricsforeach

parameteraswellasforcheckingconsistencyofdata.Detailednoteswereprovidedtoexplaineverydataelementto

helpinstitutionstocomprehendeachdataelementandprovidecorrectdata.Attemptsweremadetokeepthedata

entrytoaminimum.Dataoftheprevioustwoyearsinrespectofthefaculty,waspre-populatedintheDCS,with

provisionforchangeswithsuitableremarks/reasonsforthechanges.

6.2. SourceofData:InstitutionsandThirdPartySources

DataCapturingSystem(DCS),FeedbackSystemandthePerceptionCapturingSystemweredeveloped foronline

capturingofdata fromapplicant institutions, feedback frompublicand institutionalperception(fromPeersand

Employers).Asmentionedearlier,thedataonpublications,citationsandhighlycitedpaperswereretrieveddirectly

fromthird-partysources.Abriefdescriptionondatacollectionanddatacapturingisgivenbelow.

6.3.1.OnlineDataCapturingSystem(DCS)

6.3.DataCollectionandDataCapturing

Helpdesksweredeployedtoresolvegeneralandtechnicalissuesfacedbytheapplicantinstitutionsduringtheentire

executionprocessofIndiaRankings2020.

6.3.2.Publications,CitationsandHighlyCitedPapers(HCP):WebofScience(WoS)andScopus

Twosetsofcitationdatabaseswereusedassourcesforretrievingdataonthenumberofpublications,citationsand

highlycitedpapersfortheregisteredinstitutions.Thesecitationdatabasescompriseof:i)ScienceCitationIndex

Expanded (SCI-Expanded), Social Sciences Citation Index (SSCI), Arts & Humanities Citation Index (A&HCI),

ConferenceProceedingsCitationIndex-Science(CPCI-S),ConferenceProceedingsCitationIndex-SocialSciences&

Humanities(CPCI-SSH),BookCitationIndex–Science(BKCI-S),BookCitationIndex–SocialSciences&Humanities

(BKCI-SSH),EmergingSourcesCitationIndex(ESCI)andCurrentChemicalReactions(CCR-EXPANDED)hostedonthe

Web of Science platform; and ii) Scopus. These sources of publications and citations cover all disciplines

comprehensively.

Thesedatabasesweresearchedtodeterminethequantitativeproductivityofalleligibleapplicantinstitutionsthat

registeredthemselvesforranking.Thesearchincludednumberofresearcharticlespublishedandcitationsreceived

bytheminaspanofthreecalendaryears,i.e.2016,2017and2018.Acommontimewindowwasusedtoobtainthis

datacoveringashortspanoftwoweeksinthemonthofFebruary2020toensurefairness.

6.3.2.1SearchStrategyforRetrievingResearchPublications,CitationsandHighlyCitedPapersfromWoSandScopus

Allpermutations, combinationsandchanges in thenamesof institutionswereusedwhile searching forarticles

publishedbyfacultyandresearchersinthedatabasesmentionedabove.Sincesearcheswereconductedusingnames

ofinstitutions,articlesthatdidnothaveinstitutionalaffiliationsoftheirfacultyandresearcherswerenotretrieved.

Anonlineplatformwasdevelopedtocapturetheperceptioninputsfrompeersandemployers.Alargenumberof

peers(subjectexperts)wereinvitedtosubmittheirperceptionfeedbackonapplicantinstitutionsinaprescribed

format.

Someprivateuniversitieshaveseveralconstituentcollegesandinstitutions(eitherinthesamecityorindifferent

cities)thataretheirintegralpart.Informationwassoughtfromtheapplicantinstitutionanduniversitiesaboutsuch

constituententities.Publicationsandcitationsreceivedbysuchconstituententitieswerecreditedtotheapplicant

institutionafterdueverification.

6.3.2.3 OnlinePerceptionCapturingSystem

Severaluniversitieshostotherresearchinstitutionswithintheirphysicalpremises.Carewastakentoensurethat

creditforpublicationsandcitationsaregiventotheconcernedinstitutions. Manualcheckingofretrieveddatawas

doneincases, i)wheretwoinstitutionswithsame(orsimilar)names, ii) institutesthatsharethesamephysical

premise;andiii)multipleinstituteshavingthesamenameinthesamecity,forexampleGovernmentColleges,DAV

Colleges,etc.

Many variations in the names of universities and institutions, their physical locations and their spellingswere

discoveredduringthesearchesinthedatabases.TheNIRFhastakeneverycaretobeaccurateonthiscount.Moreover,

thedataonhighly-citedpaperswereretrievedfromWebofScienceanddataonField-weightedCitationwasobtained

fromScopus(ElsevierScience).Dataonpatentsgrantedandpublishedforeachinstitutioninthelastthreeyearswas

retrievedfromDerwentInnovation.

6.3.2.2 RestrictingRetrievalofArticlestoaGivenDiscipline

Searchesforpublicationsandcitationsweredoneinthetwodatabases,namelyWebofScience(ClarivateAnalytics)

andScopus(Elsevier),forapplicantinstitutionswithoutanysubject-wiseanddiscipline-wiserestrictionsforthe

Overallrankingofinstitutions.However,subject/discipline-specificsearchesweremadeforallotherdiscipline-wise

rankingsintheinterestofuniformityandfairness.Carewastakentodesigntherestrictionsoastogetthewidest

possiblecoverageofsub-disciplineswithineachbroaddiscipline.

Stakeholders(thatincludedpublicorotherindividualsorentitieshavinganinterestinoneormoreinstitutions)were

invited to give their feedback through “Online Feedback System” from10th to 20th February 2020on the data

submittedbytheinstitutions,throughapublicadvertisementinthenewspapersandothermedia.Thecomments/

feedbacksoreceivedwereauto-transmittedthroughanemailwithoutdisclosingtheidentityofthestakeholdertothe

concernedinstitution(s)fortakingnecessaryactionattheirend.

6.5.1. ScoutingforOutliers:CommitteesofDomainExperts

6.4OnlineFeedbackSystem

6.5DataVerification

Committeesconsistingofacademicexpertsexaminedthedatasubmittedbyinstitutionsundereachofthefivebroad

generic groups of parameters, for every category / discipline. These Committees examined the data on various

parametersminutelyand identifiedoutliersandanomalies for further scrutiny. Institutionswhosedata seemed

exaggeratedorhadanomalieswerecontactedtelephonicallyandviae-mailtoconfirmorcorrectthedata.Whereit

EachinstitutionwasaskedtonominateoneoftheirseniorfunctionariesasanodalofficerfordealingwithNIRF

matters.Thesenodalofficerswerecontactedtocleardoubtsortoattendtothefeedbackandanomaliespointedoutby

theexpertcommittees.Nodalofficerswerealsocalledinperson(wherenecessary)tointeractwithmembersofthe

committeeandverifytheirdata.Forincreasedtransparency,anadvisorywassenttoeachinstitutiontouploadthis

dataontheirownwebsitefordisseminationtothepublic.Forallthetop-rankedinstitutions,thelatestversionofthe

correcteddatabasedonfurtherinputsfromtheinstitutionswasmadevisibleontheNIRFportal.

Thedataonpublications,citationsandhighlycitedpapersweresharedwitheachapplicantinstitutionfrom9thto

14thMarch,2020.Applicantswereinformedthatthedatawascapturedbetween25thto31stJanuary,2020forall

institutions.

6.6InclusionsandExclusions

TheNIRFwebsiteandNIRFguidelinesprovidesbasicqualifiersforaninstitutiontoparticipateinIndiaRankings2020

forOverallrankingaswellasfordomain-specificandcategory-specificranking.Forexample,aninstitutionshould

haveatleast1,000studentsenrolledforvariouscoursesatundergraduateandpostgraduateleveltoparticipatein

Overallranking.Institutionsarealsorequiredtohavegraduatedaminimumofthreebatchesandqualifyforminimum

FacultyStudentRatio(FSR)asmentionedintheNIRFMethodologydocumentforrespectivecategoryanddiscipline.

Data for India Rankings 2020 under category-specific and domain-specific ranking was taken from applicant

institutionsunderfivebroadgenericparametersand16-18sub-parameters,dependinguponagivencategoryora

subjectdomain.Moreover,dataonpublications,citationsandpatentswastakenfromScopus(ElsevierScience),Web

of Science (ClarivateAnalytics) andDerwent Innovation. Besides using this data for ranking of institutions, the

combinedcollectionofdataforalleligibleinstitutionsoffersauniqueopportunityforanalysisandtogetinteresting

anduseful insights. Someof the important observationsbasedon a simpledata analysis are givenbelow. India

Rankingsconsidersdataforthreeyears.Assuchdataquotedhererefertothree-yearperiod,i.e.2016to2018.

7.1Teaching,LearningandResources

6.5.3. VerificationofDataonPublications,CitationsandHighlyCitedPapers

Engineeringeducationhaswitnessedaphenomenal growth in India in thepast twodecadeswith thousandsof

engineering institution, inprivate sectorandwell as inGovernment sector, coming-up inalmostallpartsof the

country.Assuch,disciplineofengineeringisselectedforanalysisoffacultydatatogetabiggerpictureofhigher

education institutions in India. The discipline is also undergoing a major challenge in terms of quality and

employabilityofitsgraduates.

6.5.2. CommunicationwithNodalOfficers

Whilesignificanteffortsweremadetoauthenticatethedata,thefinalresponsibilityfortheaccuracyofthesubmitted

datalieswiththeconcernedinstitutions.

7.VisualizingDataBeyondRankings:AdditionalInsights

wasfeltnecessary,theywereaskedtosupporttheirdatawithdocumentaryevidence.Severale-mailsweresent,and

telephoniccallsweremadetovariousinstitutesforverificationofdataondifferentparametersandsub-parameters.

yearperiod,i.e.2016to2018.

Table9andFig.8summarisesthetotalnumberofpublicationsforvariousdomainsandcategoriesofIndiaRankings

2020.TheTableprovidesacomparisonofresearchpublicationsoftop100institutionswiththerestoftheeligible

institutionsinthesamedomain/category.Itisinterestingtonotefromthefirstrowthat70.21%oftheresearch

publicationscomefromthetop100institutionsin“Overall”categorywiththeremaining855participatingandeligible

institutions contributing only 29.79% of research publications. A similar conclusion can be drawn for all other

categoriesexceptforColleges.ThedataseemstofollowthefamousPareto’sprinciple,inthesensethatmostofthe

researchisbeingconductedwithinthetop100institutionsineverycategory.Onthepositiveside,itappearsthata

large number of general degree colleges, are active in research and publications activities. However, there is a

significantoverlapamongstvariouscategories/disciplinessincemostoftheinstitutionsareapplicantforrankingin

multiplecategories/domains.

InformationTechnologyandPsychology–whichmaynotbelongtomainstreamManagementdiscipline,andtherefore,

excludedfromconsiderationhere.

Table10andFig.9summarisetotalnumberofhighlycitedpublications(HCP)forvariouscategoriesandsubject

domainsofIndiaRankings2020.TheTable10andFig.9provideacomparisonofHCPoftop100instituteswiththerest

oftheeligibleinstitutesinthesamediscipline/category.Asincaseofpublications,78.72%oftheHCPcomefromthe

top100engineeringinstitutionswithremaining907participatingandeligibleengineeringinstitutionscontributing

only21.28%ofHCP (row3). Similarobservationscanbemade in caseofOverall category.However, in caseof

ManagementandPharmacy,92.64%and91.75%HCPisattributabletothefirst100institutionsrespectively.

Asausefulpointofreference,Table11andFig.10showtherelativenumbersofpublicationsfromIndiaascomparedto

publicationsofdifferenttypesofinstitutionsamongstthetop100rankedinstitutionsintermsofresearcharticles

publishedinthisdomainrevealsthatIITstakethelion’ssharewithnearly36.59%oftheEngineeringpublicationsto

theircreditfollowedby21.46%bydeemed-to-be-universitiesand18.12%byNITsasshowninTable13andFig.11.

Thereis,atthesametime,agoodsprinklinginallcategoriesofparticipatinginstitutes.Thisclearlyaugurswellforthe

researchproductivityintheengineeringdomain.

Table14andFig.12indicatethatamajorpartoftheproductiveengineeringinstitutionsarepartoftheIndiaRankings

2020thataccountsfor83.44%oftotalpublications.Thisdemonstratesthehigh-qualityparticipationandaspirationof

qualityinstitutionsfortheNIRFranks,whichisverygratifying.ItseemsfromthisFigure,though,thatasignificantpart

ofresearchfraternity(16.56%)maybeunrepresented.Thisconclusion,however,islikelytobefaulty,sincetherearea

beentakenfromstandardindexingandcitationsources,viz.,Scopus(ElsevierScience)andWebofScience(Clarivate

Analytics).Perceptiondatahasbeencompiledfrominputsfromemployersandpeers.NIRFTeamhasdonelimited

validationofdata.NIRFalsoprovidedanopportunitytothegeneralpublicthroughpressadvertisementandthrough

web-portal, togive feedbackonthequalityandaccuracyofdatasubmittedbydifferent institutions.Queriesand

The National Board of Accreditation (NBA) was the primary agency that was given the overall responsibility of co-ordinating

and executing the Ranking work in consultation with the Implementation Core Committee, constituted by the MHRD. NBA

invited applications for registration of institutions for ranking in various disciplines and the overall ranking. It coordinated

with its collaborators to execute all aspects of the ranking work.

The Information and Library Network (INFLIBNET) Centre was responsible for development of NIRF Web Portal including

data capturing system, perception capturing system, the feedback mechanism and the ranking platform. The Centre also

provided and verified data on publications, citations, patents and top 25% highly cited papers. The Centre also deployed

technical help desk at its premises.
