Union Minister for RD&PR Emphasises Timely Training ofPanchayati Raj Functionaries by NIRD

Shri Vilasrao Deshmukh, Hon'ble Union Minister forRural Development & Panchayati Raj and the Presidentof General Council of NIRD visited NIRD on 11 June2011 in connection with the 59th General Councilmeeting of NIRD. Before the General Council Meeting,the Minister inaugurated the modern auditorium ofNIRD. Shri B.K. Sinha, Secretary, Rural Development,Shri Mathew C. Kunnumkal, Director General, NIRD, Dr.Arvind Mayaram, Additional Secretary & FinancialAdvisor, Ministry of Rural Development, Dr. M.v. Rao,Deputy Director General, faculty and staff of NIRD werepresent on this occasion.

The Hon'ble Minister, in his inaugural address whileappreciating the achievements of NIRD in research andtraining, congratulated the special initiatives of theDirector General of NIRD towards transforming NIRDinto institute of international repute. The Hon'ble

Minister hoped that thismodern auditorium couldbe an appropriate venuefor organising veryimportant internationaland national trainingprogrammes. The Ministerfurther advised that theNIRD training programmesfor Panchayati Rajfunctionaries should beappropriately designedand planned in such away that all the electedrepresentatives of

Panchayati Raj Institutions could be trained in the firstyear of their tenure. The Minister also appreciatedDirector General, NIRD for aptly naming the auditorium"VIKAS", which symbolically reflects the mission of theMinistry of Rural Development.

The Hon'ble Minister on this occasion released thefollowing publications.

Working Group on Decentralised Planning in Agriculture Meets at NIRDThe third meeting of the Working Group onDecentralised Planning in Agriculture for the 12th FiveYear Plan was conducted at NIRD, Hyderabad on 25June 2011 in collaboration with the PlanningCommission, Govt. of India. The agenda for the meetingwas to

1. Review the process of Decentralised Planning inAgriculture & Allied Sectors up to now, and alsoduring the 11 th Plan period.

2. Identification of bottlenecks in the preparation andimplementation of Decentralised Plans.

3. Scope and possibility for Convergence of Schemesand Sectoral Coordination.

4. Need for modifications in the process ofDecentralised Planning.

5. Way Forward and Setting Instruments.

This meeting was chaired by Prof. R.S. Deshpande,Director ISEC, Bengaluru, & Chairman of the WorkingGroup. Or V.v. Sadamate, Advisor (Agri.) PlanningCommission, Govt. of India in his keynote addresshighlighted the crucial issues to be addressed and themeasures required for facilitating and sustaining theprocess of Decentralisation at the different levels ofPanchayat Raj. The Members of the Working Groupformed into four sub-groups earlier discussed theissues in depth related to their sub-themes. The draftreports of the sub-groups were presented by therespective coordinators of the sub-groups and the draftreports were expected to be fine-tuned based on thesuggestions and recommendations of the membersattended. This programme was coordinated by Or B.Chakravarty, Prof. & Head (CPME), NIRD and MemberSecretary of the Working Group.

Promotion of Rural Entrepreneurs under RSETls

A training programme on Management of RSETls forBank's Nodal officers was conducted on 2-3 June, 2011at NIRD, Hyderabad, for those banks which have 5 ormore lead bank responsibility in the country. Thetraining programme was inaugurated by Shri MathewC. Kunnumkal, IAS, Director General, NIRD. The two-day training began with a presentation on best practicesof RSETI Canara Bank by Shri C.M.N. Moorthy, DirectorRSETI, Hassan, Karnataka. Prof. Suresh Bhagavatulufrom IIM Bangalore delivered a talk on 'Promotion ofRural Enterprises - Policies and Strategies' and Prof.Manoj Mishra from EDII Ahmedabad spoke on'Approaches of EDII for Rural Enterprise Development'.

Shri R. Subramanyam, IAS, Principal Secretary, RuralDevelopment and Panchayati Raj, Government ofAndhra Pradesh also interacted with the participants,sharing the experience of setting up of RSETls inAndhra Pradesh. Dr. M.V. Rao, IAS, Deputy DirectorGeneral, NIRD guided the deliberations. Theparticipants held group discussion and each groupmade presentation on the second day in the presenceof expert panelists. Shri G.C. Pande, Principal, StateBank Institute of Rural Development was also one of theexpert panelists. The issues of fund management inRSETI and construction of RSETI building were alsodiscussed during the programme. The roles andresponsibilities of Nodal Officers were also identified.Other points of discussion included the staffing patternat the corporate office, staffing pattern at RSETls,outsourcing of resource persons, preparation oftraining calendar, etc. The programme was attended by30 delegates representing Head Offices of 18 banksand 11 local Head Offices of State Bank of India. Theprogramme team consisted of Project CoordinatorRSETI Dr. R. N. Hegde, RSETI Mentor Shri O. N. Bansaland Project Managers Ms. Chanini Lokho and Ms. NiniaJulia of NIRD .

Research Methodology for Rural Development Professionals

The Centre for Human Resource Development, NIRDorganised a ten days (June 06 - 15, 2011) programmeon 'Research Methodology for Rural DevelopmentProfessionals' (RMRDP) at NIRD, Hyderabad under theCourse Director, Or Gyanmudra and Co-courseDirectors Or P Satish Chandra and Or RP Achari.

This was a basic course on principles and experientiallearning wherein the participants analysed andunderstood the nature and genesis of ResearchMethodology as well as learned the process andprinciples of different methods.

Themain objectives of the programme were

• To provide an orientation on various methods andtechniques of social research in rural areas

• To discuss a few select statistical techniques fordata analysis and

• To equip the participants to develop researchdesigns and undertake studies in rural areas.

Twenty seven participants representing Government,academic organisation and NGOs from all over thecountry attended the course.

Apart from the experienced senior faculty from NIRD,few eminent speakers were invited. Or BC Muthayyaformer Deputy Director General, NIRD spoke aboutimportance of social science research. Dr. VishnuVardhan Rao from National Institute of Nutrition,Hyderabad spoke about Primary and Secondary datacollection: Problems and ways out. Or Manju fromJaipur University spoke about tips of report writing. OrHaragopal from Osmania University dealt with

Regression, inequality, ratio and ANOVA, highlightingthe importance of statistical analysis. Duringparticipants' reports presentation and valediction, ShriSomesh Kumar, IAS, emphasised the role and duties ofa researcher especially in the field, critically analysed allthe presentations and gave feedback.

The content of the course included-

•• Introduction to Social Science Research

• Approaches and types of Social Science Research

• Formulation of Research Design

• Sampling Techniques

• Statistical Techniques in Social Science Research

Data Collection: (I) Sources of Secondary Data (ii)Techniques of collection of Primary data - Schedulesand Questionnaires, Participant Observation, CaseStudies, Interview Process, Scaling Techniques andAttitude Scales, Participatory methodology.

Data Processing: Problems in processing of qualitativeand quantitative data, preparation of code book andcoding

Data Analysis-Measures of central tendency invariability, t-test and analysis of variance, correlationand regression, multiple regression analysis.

Role of computers in analysis of social science researchdata

• Interpretation and generalisation

•• Method of preparing research report.

The participants were taken to Chavella Mandal ofRanga Reddy district for field visit. During field trip,participants interacted with the villagers, collected thedata on various rural development schemes. Theparticipants were divided into four different groups andwere given different topics to study in the field. Thetopics were: Impact of Mahatma Gandhi National RuralEmployment Guarantee Scheme, Impact study ofWatershed and IndiraAwas Yojana (lAy), and Self-helpgroup for women empowerment. All the four groupshad submitted their reports and finally presented theirwork on the Valediction day.

Training on Database Applications for Orissa Officials

The Director of Agriculture and Food Production,Government of Orissa sponsored seven trainingprogrammes to be held at NIRD, Hyderabad. Oneamong them is training on Database Applications inManaging Agricultural Development Programmesduring 27 June to 1 July, 2011, which was organised by

the Centre for Information Technology atNIRD. The main thrust was to make theAgriculture Officers understand Databaseconcepts and its applications inagriculture, and demonstrate some on-going innovative programmes like e-Sagu,RKVY, In DG Portal and functioning ofFarmers Call Centre.

As many as 22 senior/middle level officersinvolved in agriculture developmentprogramme implementation were deputedforthis programme.

On the concluding day Dr. M.v. Rao, IAS,DOG, NIRD interacted with the officials andadvised them to be more pro-active in theirapproach and in leveraging ICT to derivemaximum benefits.

The programme was coordinated by Dr. P. SatishChandra and Shri K Rajeshwar of CIT, NIRD and ShriMahendra Nath Swain, Deputy Director, Agriculture, hasled the team from Orissa side.

Training Programme on Web Technologies at NIRD Jaipur Centre

A Training Programme on Web Technologies and WebDesigning for Information Dissemination was organisedby CMRD during June 27-July 1, 2011 at NIRD JaipurCentre.

Different topics covered during the programme includeintroduction to web technologies and Internet, conceptsof HTMLlDHTML, ASp, CSS, software used in designing

the websites like FrontPage,Dreamweaver, Photoshop,hosting, maintenance andsecurity of website, promotionand evaluation of websites, etc.The programme laid emphasison practice sessions to enablethe participants to have hands-on experience in designing thewebsites using varioussoftware.

A total of 28 participants from13 states including AndhraPradesh,Bihar, HimachalPradesh, Karnataka, Kerala,Maharashtra, Madhya

Pradesh, Orissa, Punjab, Sikkim, Uttarakhand, UttarPradesh, and West Bengal representing DRDAs, ETCs,NGOs and library and information field participated inthe programme.

Dr. Anil Takalkar, Associate Professor (CMRD) and Dr.T.Rama Devi, Documentation Officer (CMRD) organisedthe training programme .

TOT on SGSY/NRLM at SIRD, Kottrakara

A training programme on Planning and Implementationof SGSY /NRLM was held at SIRD, Kottrakara, Keraladuring 13-17 June 2011. Altogether 44 persons fromKerala comprising senior government officials, NGOs,panchayat representatives who are associated withSGSY attended the programme. The programme wasdesigned in such a way that the participants can planand implement SGSY/NRLM in the State vis-a-vis theycan be good trainer also. During the programme,various topics like capacity building, Kudumbasree'srole, social mobilisation, poverty issues, innovativeproject identification and development, monitoring andevaluation, gender issues, marketing aspects, etc. werecovered by citing examples from the State and thecountry.

Inaugural addresswas delivered bySri K.B. Sankaran,Director, SIRD whoreiterated theimportance of self-help groups toeradicate povertyfrom the country.The sessions weremainly dealt by Dr.Shankar Chatterjee,NIRD faculty and

few guest speakers from NABARD, NGO and otherdepartments were invited as resource persons. As apart of training programme, an NGO viz., Shantigramwas visited on 16 June 2011 which is located nearThiruvananthapuram. The NGO is involved in workslike development of weaker sections by forming SHGs,promoting income generating activities, educationaldevelopment, etc. The Director of the NGO explainedthe activities about his organisation to the participants,followed byfield cases.

The course was conducted by Dr.Shankar Chatterjee,Sr. Asst. Prof. (CPME), NIRD and Dr Leela Kumary, Sr.faculty of NIRD.

Action Research on Flexible Labour GroupsLaunched by Director General, NIRD

Shri Mathew C. Kunnumkal, IAS, Director General,NIRD launched the Action Research Project titled"Formation of Flexible Labour Groups for EnhancingAccessing to Employment and StrengtheningLivelihoods in Kerala", on 28.6.2011 at KILA, Thrissur.The project was taken up in collaboration withGovernment of Kerala, KILA and SIRD in Koratty GramPanchayat of Thrissur district and Nedumpana GramPanchayat of Kollam district in Kerala.

Prof. N. Remakanthan, Director, KILA, in his welcomenote, briefed about the agenda and need of flexi groupsin Kerala. Shri Mathew C. Kunnumkal in his inauguraladdress briefed about the concept of flexible labourgroup. He said, the labour shortage problem in Kerala is

on the higher side but the educated youth in the stateare not willing to enter into the semi-skilled activities. Inthis context, NIRD and Kerala State planned to conductaction research to tryout the possibility ofinstitutionalising flexible labour group concept on pilotbasis. He requested the Gram Panchayats to own upthe study so that replicable models can be evolved.

The floor then was opened for discussions andsuggestion on the strategies of institutionalising thegroup in the respective Gram Panchayats. At the end ofthe discussion, the floor agreed to go ahead with theplan and also decided to form a steering group at theGram Panchayat level to coordinate the actionresearch .

Prof. Breman Delivers a Special Lecture at NIRD

Prof. Breman, Visiting Professor in India (Institute ofEconomic Growth, Delhi) and Indonesia (AgricultureUniversity, Bogor) delivered a lecture on "The GreatTransformation in the Setting of India" in the SpecialStudy Forum held on 16 June 2011 .

Prof. Breman delivered thelecture based on hisextensive and long-termresearch work on

••..~':..al unorganised labour force,especially from Gujarat andwestern India. During hislecture he dealt with issueslike embedding economy inthe society, labour circulationetc. He also interacted withthe faculty over a questionand answer session.

Shri B N Yugandhar, IAS. (Rtd.), Honorary VisitingProfessor, NIRD chaired the Special Study Forum. ShriMathew C Kunnumkal, IAS., Director General along withDr M.v.Rao, IAS., Deputy Director General shared theirviews on the lecture delivered.

Programme on Geo-informatics Applications by NIRD Jaipur Centre

Shri H.K. Solanki, Assistant Professor, NIRD JaipurCentre, conducted a training programme at DindayalUpadhyay State Institute of Rural Development,Bakshi-ka-Talab, Lucknow, Uttar Pradesh as an oft-campus programme of NIRD Jaipur Centre. Theprogramme was on "Geo-informatics Applications forWatershed Development" and was held during 20-25June,2011 .

Twenty three participantsfrom Department of Land

'"-,,,.,',,,, Development and WaterResources, Uttar Pradeshand Department ofAgriculture, Uttar Pradesh.Otticals attended training,were practically dealing withthe watershed execution inthe field. Two Participantswere from NGO sector.

From SIRD, Lucknow, Or.Vardani and Dr. S.K. Singhcoordinated the programme.It was a practical basedtraining using open sourceQuantum GIS software along

with free available datasets to practice and distributefurther. A need was shown for precise contour in fieldbecause the vertical interval of contours available byusing survey of India Toposheets and cartosat1 stereodata are not suitable to fulfill the practical demand atfield watershed level.

Training Programme onPromotion of Entrepreneurship in Agriculture at NIRD

The above programme conducted during 20-24 June2011, is a sponsored programme by the Government ofOrissa on "Capacity Building of Extension Personnel(Group A) under 2nd Green Revolution-RKVY-Subscheme -2010-11." The participants are 25 in numberand they are from the Department of Agriculture, Govt ofOrissa. The essence of the programme was to promoteprofitability in agriculture through linkages and valuechain which are to be seen as part of the farming andwhich can be promoted either by individuals or throughgroups. Some of the topics covered were, the schemes/programmes to promote entrepreneurship inagriculture, public-private partnerships, institutions topromote entrepreneurship such as e- choupal, agri-clincs, etc, and empowering rural entrepreneurs, fieldrealities. The group projects and case studiesgenerated lot of discussions and triggered somepositive response among the participants for

implementation of these learnings in their area of work.The programme was organised by Dr. Ch. RadhikaRani, Faculty CAS & OM.

Or V Madhava Rao, Head(CGARD) & Professor &Head(CIT) i/c was invited by the Lal Bahadur ShastriNational Academy of Administration(LBSNAA),Mussoorie, for addressing the Middle and Seniorlevel Policy Planners working in Government andPublic Sector Organisations, as a Resource Person,to talk on ''Technology and Innovations for RuralDevelopment", on June 20 and 21, 2011, at theAcademy.

Or.K.Jayalakshmi, Professor & Head, Centre forPanchayati Raj presented a paper on StrengtheningCapacity Building for Administrative and PoliticalFunctionaries :Indian Experience at theInternational Conference "In Search of BetterGovernance: Challenges and ProspectsKathmandu, Nepal" (June 28-July1,2011),organised by the Department of PublicAdministration & Organisation Theory, BergenUniversity, Bergen, Norway and Central Departmentof Public Administration, Tribhuvan University,Kathmandu, Nepal.
