Consistent with the conditions of preliminary approval of Phase I, approval is also given with the understanding that the team will submit designs for Phase II for preliminary review at the February 2, 2009 meeting that have a cohesive and urban character, including (1) treating the landscape in a more consistent character based on a clear aesthetic theme with less emphasis on red in the furnishings; (2) clarifying the ownership of the lawn adjacent to Chatham Green to determine if trees and low­growing grass Onstead of lawn) can be planted; (3) studying the area underneath the ramp, and planting the wall behind it; (4) including wayfinding signage, which should be coordinated with DOT; and (5) addressing the paving, as the dark asphalt block is too pervasive, and providing samples to show the color, which should be light, as well as a clear and comprehensive materials plan that specifies all paving, curbing, site furnishings and plantings.

Final approval is conditioned upon commencement of work before January 12,2011 and submission of a minimum of three (3) 8" x 1 0" color archival-quality photographs of the completed project.

RESOLVED That the Design Commission, having considered designs for the construction of a park (Gas Tank Park), including a comfort station, Phase II, 79m Street between Grand Avenue and S?ih Avenue, Queens, submitted by the Department of Parks & Recreation represented by exhibits 6809-G, H, I & L of record in this matter, hereby gives to the same unanimous preliminary approval with the understanding that (1) artificial turf is appropriate in this very limited application (as an active sports field), where DPR w1ll (a) offset any heat gain by using light infill, as proposed, and shading the turf to the extent possible, which should be reflected in all site plans; and (b) utilize the artificial turf for stormwater infiltration by locating it at a lowpoint in the site, as shown, and installing an 18u H gravel base to collect and filter stormwater; (2) vines will be planted to climb the stuccoed fa9ades of the existing building; (3) the placement of the water jets adjacent to the lawn will be studied to ensure that the lawn will not become mud; (4) the maintenance of the plant material will be carefully considered in the slide area; (5) the coping on the comfort station will be pre-cast concrete to match the brick (rather than metal), and if cost Is an issue, the number of openings can be reduced; and (6) revised materials will be submitted for committee review and approval at the schematic level for review prior to developing final drawings. The Commission also reiterates that the siting and design of the memorial should be in keeping with the contemplative nature of the park, and the memorial itself should either be a landscape solution or follow the paradigm of Maya Lin's VIetnam War Memorial, as the City did with the Flight 587 memorial.
