Welcome and Introduction of Board Members, Liaisons and Guests - Chair Theresa Cruz called the meeting to order and welcomed everyone. II. Updates: A. Approval of January 2019 Minutes – A motion was made by Dr. Suzanne Ryan, seconded by Mr. Dan Lonnerdal, and approved by all. B. Approval of 2019-2020 Board Meeting Dates – A motion was made by Ms. Deborah Coelho, seconded by Dr. Suzanne Ryan, and approved by all. C. Membership Committee – Ms. Deborah Coelho announced the appointment of three new voting members (effective September 2019): Mr. Dan Fogarty, NHLBI; Dr. Seema Nayak, NIAID; and Dr. Blake Warner, NIDCR. The newly appointed voting members will be invited to attend the May 2019 meeting of the Board. III. NCI Feasibility Study – Ms. Melissa Porter reported that the NCI sponsored a feasibility study (conducted by ICF, Inc.) to examine the need for, cost and sustainability of re-opening a child care center at NCI Frederick and extended the study to include NCI Shady Grove. The information presented by Ms. Porter regarding the feasibility are included in the attached PowerPoint slides. DATS will continue to assist the NCI to address the feasibility study’s recommendations. A. The market analysis indicated there are child care spaces available to NCI staff near both Frederick and Shady Grove locations. Accordingly, opening a child care facility at either location was not recommended. NCI is considering ICF’s recommendations and exploring options given the current and projected future demand for child care that is high quality, convenient, accessible, and affordable. B. Employee awareness of available resources is lacking. Susan Cook and Deborah Coelho both stated that awareness of available ORS and OHR services presents a key challenge. Theresa Cruz and Kate Winseck reiterated the Child Care Board’s commitment to finding ways to advertise and market the ORS child and family resource and referral service. DATS will partner with the NCI to address the feasibility study’s recommendations. C. Donna Siegle expressed NCI’s interest in being represented on the Child Care Board. IV. online registration option; and outreach efforts, including a new infographic and informational webinar. The information presented by Dr. Jiang is included in the attached PowerPoint slides.
A. Dr. Judith Walters asked about the financial assistance available to Fellows through the NIH-sponsored child care centers. ECDC employs a sliding scale for families enrolled at the center; POPI matches what is offered by FEEA and 100% of participants in their program are Fellows.
B. Susan Cook encouraged use of the Child Care Subsidy program and looks forward to seeing the impact of the new changes on the program and families who are participating.
V. Upcoming Board Initiatives – Ms. Tonya Lee presented information from the March 7, 2019 meetings about two upcoming initiatives. The information presented by Ms. Lee is included in the attached PowerPoint slides.
A. Life@NIH 2020 Survey – Starting in May 2019, the Child and Family Programs team will begin working with the Office of Quality Management to develop the survey. Purpose of survey is to gauge awareness of and satisfaction with ORS child and family programs and services; results will help in directing ORS/DATS future efforts. Plan to reach out to other stakeholders, e.g., NIH Child Care Board, Aging and Adult Dependent Care Committee, Health and Wellness Council, EAP, Transportation Branch. Innovative Programs Committee will represent the Child Care Board on the project.
B. Work and Family Month – October 2019 – Work-life activities will be presented throughout the month, including Work-Life Wednesday webinars and the October 22, 2019 WorkLife@NIH Information Fair. A variety of groups will be invited to the Fair, including the AADCC, EAP, EDI, HWC, Nursing Mothers Program, OHR, and ICs. The Communications and Outreach Committee will support the Child and Family Programs team on this project. Ms. Lee announced that she and Dr. Kristin Dupre were looking into obtaining a sponsor for the event, which will be announced at the May meeting.
VI. Review progress of 2018-2019 Work Plan – The Innovative Programs and Wait List committees are the last two committees to report to the Board on their progress; reports will be made at the May meeting. All Committee chairs are asked to submit their draft 2019-2020 Work Plan items by early May.
