AldineImprovement District
The Texas Legislature create d theAldine Improveme nt District in Jun e 2001 to
enh ance th e physical, social, and economicwell-being of Aldine. Over the past three years, the
district has initiated a number of programs toaccomplish that mission.Facing one of the most pressing and expansive issues in
Aldine, the district sought a nd won a Texas Water DevelopmentBoard Grant to perform a $445,000 water/sewer study and ma ster
plan to provide san itary waterand sewer service to more than11,000 area households andbusinesses. Substantiallycomplete in spring 2004, themaster plan n ow guides theboard in implementation andwill facilitate bu y-in from
potential partners such as the city of Houston, local MUDs, andHarris County.
In addition, the district launche d a ma jor Clean Upcampaign with a multi-faceted media push and variouscommun ity activities. The campaign was designed to educateresidents and busine ss owners an d encourage community pride.Through on going efforts, this team is redu cing litter, graffiti,abandoned vehicles, hazardous materials, heavy trash, andillegal dum ping th roughout Aldine.
The Aldine Improveme nt District’s Environme ntal an dUrban Design committee is curren tly working with Texas Pa rksand Wildlife to facilitate constru ction of a thre e-mile hike a ndbike trail nea r Keith Weiss Pa rk, which will enhan ce mobility,recreationa l opportunities , and s afety. Ongoing efforts ar e alsounde r way with th e Harris County Flood Control District tomitigate are a flooding and increas e recrea tional facilities inbuy-out properties and retention areas.
Attracting new bu sines s to Aldine is yet another aspect of the district’s m ission. Taking action to draw n ew companies tothe area, the board of directors passed a resolution supportinga local Freeport Tax Exemption, a critical designation forfabricators and m anufacturers seeking to set up shop near BushIntercontinen tal Airport.
Finally, the district has committed its elf to improving ar easafety and se curity. One of its first projects was to initiate the
renovation of a law-enforceme nt s torefront complete withdistrict offices a nd commu nity meetin g rooms. Substan tiallycomplete in October 2003, this facility now offers th e s pace an dtechnical capacity to double th e n um ber of officers working inthe Aldine area.
After less th an four years of operation, th e AldineImproveme nt District h as taken direct action to im prove Aldine’swater/sewer infrastructure, transportation, environment, publicsafety, and economy. Through partne rships a nd planning, thecommun ity may expect more from this body as it seeks to makeAldine a safer, cleaner, and more prosperous place to live, work,and play.
Greater Greenspoint DistrictSituated a t the cross roads of two of Houston ’s m ajorInterstate 45 an d the Sam Houston Parkway, Green spconvenie nt access to the entire city. With Bush Interairport just minu tes away, the a rea also offers accessworld. While a prime location ha s a lways been Green
main s elling point, the area has em erged with a n ewdynam ics that ha s Greenspoint poised for continu ed the foreseeable future.
“Our continue d vision for Green spoint is of a wehigh quality commu nity, integratin g regional, metropnational and international commercial development wstable, desirable, residential neighborhood,” said Jacpresident of the Greater Greens point District.
Created by the Texas Legislature in 1991, the Disprovides s ervices related to u rban design, public saferecreationa l developmen t, transportation plann ing, prelations a nd e conomic development. District se rviceand beyond those routine ly provided by local governm
Public art, attractivelandscaping, graffitiabatement, s peciallighting, distinctivesignage and m ore frequent clean-ups andmowings ar e just a few of the ben efits enjoyed by Grproperty owners .
Examples of the District’s m ost recognizable conto the commu nity are the re cent completion of the hlandscaped interchange at the Sam Houston ParkwayInterstate 45, and the creation of the Public Safety CGreen spoint Mall. Anothe r valuable contribution camDistrict’s e ffort to form an other organ ization that alsthe area’s interests. The Greater Greenspoint RedeveAuthority (GGRA), which provides financial incentivdevelopers who include public amen ities in their pronow anoth er powerful force in this commun ity.
“Green spoint is a th riving activity center with trefuture growth potential. Strong comm un ity partner s,well-established ma nagem ent district and th e a vailabundeveloped land and incentives made possible throGGRA make this a rea a prime location for mean ingfudevelopment,” said Sally Bradford, executive directorthe GGRA.
The GGRA, which oversees the area’s Tax IncremReinvestment Zone, is a partnership between the CitHouston, Harris County, North Harris Montgomery CCollege District, and Spring and Aldine ISDs. The GGreimbu rses qualified developers who include pu blic wsuch a s stree ts, sidewalks, parks, landscapin g or othinfrastructure improvements in their projects.
This financing tool has en couraged exciting devein th e commu nity. Multifamily hous ing was tra nsformthe redevelopment of more than 5,000 apartments, thproject of its kind in the nation. Otherprojects recently announced by the GGRA include theconstruction of a four-lane bridge on Ben mar Drive th at willopen th e s treet to West Hardy, a re vitalization project onAirline Drive between West Road and Aldine Bender, and a
partners hip with the Greater Greens point District to build a2.5 mile tra il system along Green s Bayou.
The District and GGRA look for partnership opportunitiesthat bring lasting community impact because partnership is thekey to Greenspoint’s success. The District facilitates goodrelationships by offering a variety of resources to help organiza-tions work together to be active partne rs in s hapin g the are a’sdevelopment a nd its future . In addition to providing enh ancedservices for the area, the District assists new and potentialproperty owners with:

Reliant Stadiu m, Toyota Center and th elight rail system. These items enhancedour image as an interna tional city that ha s the
wherewithal and the amenities to support majorevents. So in 2004 Houston ser ved as host to theSuper Bowl and the Major League Baseball All StarGame . The selection of Houston as th e Super Bowllocation gave the Green spoint econom y a directboost. The Wyndha m Greenspoint Hotel was select-ed by the NFL as on e of the h ost hotels for the Su perBowl team , the Carolina Pan thers . This resulted in
a win-win s cenario for Green spoint’s h ospitalitysector. It is estima ted that the Super Bowl gener at-ed $1,000,000 in publicity for the Green spoint ar ea.This media coverage introduced Greenspoint to anaudience of over 10,000,000 people.
The North Houston Greenspoint area continuesto be a thriving business community with morethan 1,000 busines ses a nd 50,000 employees.Green spoint’s location at the interse ction of I-45and Beltway 8 allows for easy access to BushIntercontinen tal Airport, hotels, retail, housing, busser vice, and fiber optics. It is locate d close to someof Houston’s finest master planned communitiessuch as Kingwood and The Woodlands.
More tha n 86,000 people call the Green spointarea h ome. Single-family developers such a s KBHomes, and othe rs, recently added 700 new homesin thre e ne w area su bdivisions. Additionally,Dickson Partners has developed the master-plannedcommun ity Remington Ranch. This six-year project,which began Sum mer 2004, will add 2,100 newhomes to North Houston.
The Texas Departmen t of Trans portation(TxDOT) recently completed the last of a serie s of major infrastructure improvements , the $35 millionproject that provides direct conne ctions between
Interstate 45 and the North SamHouston Parkway and the HardyToll Road. In addition to impr ovingtraffic flow, the intercha ngesfeature $600,000 of landscaping, acoordinated e ffort between th eGreate r Green spoint District and
TxDOT.The 41,000,000 square feet of industrial market in the NorthHouston Greenspoint area e nded2003 with a vacancy rate of 11%.Much of the leas ing activity hascontinued to be sustained byBush Intercontinental Airport’saggressive $2.8 billion expans ionwhich su pported growth indomestic air freight traffic of 26%over 2002 levels.
As the Houston economy
begins to regain strength, jobgrowth continued to sh ow improve-ment through 2004. Advancing jobgrowth is always a positiveindication that th e ne ed for officespace will improve. Old Town SpringOld Town Spring is a turn-of-the-century comm unity with
