SINGING OF APRIL SHOWERS BRINGS MAY MONSOONS – At South Barber’s Grade 7-12 Spring Con-cert, the Junior High Girls Ensemble dust off their umbrellas to sing about “April Showers” with a perfor-mance as cute as rain is welcomed. When Choir Director Boram Shin planned this song she and the girls prob-ably had no idea they would actually need their umbrellas after the long drought. The Kiowa area received approximately 14 inches of rain the last month and a half. Flag Day will be held June 14 just before sunset at 8:52 p.m. (weather per-mitting). The flag retirement ceremony will be conducted at the Barber County Veterans Memorial (located at the cor-ner of Highway 160 and South Main Street) Medicine Lodge, Kansas, with the ceremonial burning of the United States flag following at the Medicine Lodge Stockade (located at 209 West Fowler Street) Medicine Lodge. Local VFW Post #7625 will conduct the ser-vices.

Many businesses and individuals have had U.S. flags that have become

too tattered and worn to display. The staff at the Medicine Lodge Stockade Museum have been collecting these tattered flags from the Medicine Lodge and Barber County community, allow-ing the U.S. flags to be disposed of re-spectfully and properly on a very im-portant date, Flag Day, Sunday June 14.

The public is invited to attend this free community event that is being made possible by the VFW Post #7625 and the Medicine Lodge Stockade Mu-seum. If you have any questions please feel free to contact the museum by call-ing 620-886-3553.

Thursday night after graduation. Board President Terry Graham called the meeting to order with

the following members present: T.J. Rockenbach, Allison Armbruster, Roger Allen and Aaron Smith. Others present were: Superintendent Glen Elliott, Principal Shane Feely, and Minutes Clerk Tamre Bohn.

The board was in executive session 35 minutes for the purpose of discussing the acquisition of real estate. Returning to open session, the board authorized the superintendent to submit a sealed bid for acquisition of rental property as discussed.

Kelsey Yarbrough received board approval as kindergarten teacher for the 2015/2016 school year. A Northwestern Oklahoma State University graduate, Yarbrough is originally from Woodward and taught in Alva two years, the superintendent said.

A quote of $1,990.50 from Bruce Papon was approved for guttering on the teacherage.

The board approved a basketball camp to be held for the elementary students by the OK Lady Soldiers.

Regarding purchase of a used custodial pickup, the board tabled the agenda item until a future meeting.

The meeting adjourned at 9:15 p.m.

your facility is going to comply with City of Alva Ordinance 2014-046,” the letter states.

Dunham told the council, “I have not had any kind of response back from them.”

Councilmember Wes Miller asked City Attorney Rick Cunningham if he had reviewed the information. “We haven’t received any information from Integris at this stage,” said Cunningham. “I asked Joe Don to make that request. We do not have a response.”

Cunningham said based on what the city knows at this time it appears the clinic “falls under the ordinance.” He said the ordinance would require Integris to make their application and do a feasibility study.

“It would appear that the city should proceed to notify them they are either in violation or potential violation of the ordinance, and they need to comply,” he said.

Miller asked how the city would do that, and Cunningham recommended a written notification. Councilmember Bo Hannaford asked if the city could put a time frame on the response. Miller asked what a reasonable time frame would be.

“They’ve had a written request for just general information that they’ve not responded to,” said Cunningham, “but I would think 15 to 30 days for a response.”

He pointed out that if Integris tried to open their clinic, enforcement of the ordinance is the responsibility

He referred to sections of Ordinance No. 2014-046 (which became effective in November 2014) that require new hospitals and healthcare centers or facilities to apply for a permit with a filing fee of five percent of the capital cost of the facility.

There had been some talk in the community about Integris opening a clinic. In mid-April ads were published in the local paper seeking office staff for the clinic. It was to be located in offices formerly occupied by Dr. Greg Pinegar.

Donna was born on January 25, 1926, to Donald William and Irene Wilcox Campbell on the family farm south of Jet and passed from this life on May 16, 2015, in Oklahoma City. She married David C. Smith and to this union four sons were born: Ed, D.C., Bill and Craig. David and Donna farmed in the Jet area. Donna cooked and helped with the farming and running cattle. She also worked ten years as a medical aide at Cherokee Manor. Donna was a member of Jet Christian Church.

Those who preceded Donna in death include her husband, David and parents, Donald and Irene Campbell.

Survivors include her four sons, Ed Smith and wife, Barbara of Stillwater, D.C. Smith and wife, Michelle of Tulsa, Bill Smith and wife, Sandra of Oklahoma City and Craig Smith and wife, Becky of Jet; grandchildren, Chris and Jenny Smith, Shandee and Wade Harrell, Shelli and Chuck Liston, Shannon and Clay Martin, Trevor and Allyson Smith, Travis and Becca Smith, Tracy and Josh Gatlin, Andrew and Jessica Smith, Coby Smith and Adam Smith; twelve great grandchildren; two brothers, W.D. Campbell and wife, Wanda and Dean Campbell and wife, Mary Etta; four sisters, Myrtle Ellen Shaklee, Norma Lea Zander and husband, Eddie, Linda Lou Zander and husband, Larry, Dixie Claflin and husband, Larry.

Roberta Simon McNulty, daughter to William R and Gelia L Simon of Cherokee, was born August 15, 1930, on the farm in Lambert, Oklahoma. Roberta made her home in Phoenix, Arizona. She passed away January 26, 2015, at the age of 84 years, 5 months and 11 days.

Roberta is survived by one sister, one son, two daughters, four grandchildren, six great grandchildren and many loving friends.

VERDA MAY SPICER DIELKIOWA, Kansas – Verda May Spicer

Diel was born on a farm three miles north of Hazelton, Kansas, on December 4, 1917, and passed from this life on May 14, 2015, in Kiowa, Kansas. Her parents were Clyde (J. C. L.) and Ella Reynolds Spicer.

Verda loved her childhood days on the farm with three brothers, Jimmy, Harold and Donnie, and two sisters, Margaret and Lavone. Verda attended seven years in Maple Grove Rural School. She attended the eighth grade and high school in Hazelton, Kansas, graduating in 1935. She attended Alva and Pittsburgh teacher’s colleges. She taught five years in Barber and Harper county rural schools. Her first year, she taught Sunny Side Rural School in western Barber County in the Gyp Hills. She rode ‘Ole Bess’ to cross the hills to school. She loved this as she loved riding horses most of her life.

Verda married David “Bud” Diel on July 20, 1941, in her parents’ farm home. They lived on an Oklahoma farm 50 years in Alfalfa County. They then moved to Kiowa in 1990. Bud passed away in 1991. They celebrated their 25th anniversary with Verda’s brother, Don, and Bud’s sister, Rosa, having married in 1941 also. They had one daughter, Marla Clydine. She passed away in 1958 at the age of 12 years, having cystic fibrosis. The late Paul Diel, Bud’s brother, made his home with them after their mother passed away when Paul was 10. Paul passed away in 1989. Their home was opened to many nieces, nephews, cousins and friends. Verda was baptized in the Hazelton Baptist Church at an early age. Then, together with Bud, Verda and Marla joined the congregational church in 1946. She was a member of Pilgrim Daughters, O.E.S., Delpha Club, Sew and So Club, Historical Society, General Store and

The school board terms of these two women do not begin until July 1, so unfortunately they will not be in on this first part of the search process for a new superintendent.

a day after the regular May meeting of the South Barber Board of Education Monday night, the board held a special meeting.

The meeting was called to accept the resignation of Superintendent Brad Mor-ris, effective June 30. He was a teacher and coach at USD 255 since 2005 and was of-ficially hired as superintendent in January 2009. He was mentored for the position under then-Superintendent Bob Hightree who then retired in the summer of 2009 and served as a consultant to the district on an as-needed basis for a while.

Morris told the Newsgram he accepted the position of assistant superintendent at Wellington Schools beginning for the 2015-16 school year.

The other agenda item was the board’s discussion and development of a plan to hire a new superintendent. Morris said the board might want to use the Kansas Asso-ciation of School Boards (KASB). He said the cost would be $3,750 plus mileage. KASB would meet with the board and get the characteristics they seek in a superin-tendent. KASB would interview and screen candidates for the board.

Eppler told the Burlington commencement crowd that as a kid she was called a nerd because she was too tall and liked science.

She urged the graduates to adopt her “NERD code.” Never give up; Encourage; Respect; Do your best.

Elaborating on the acronym, Eppler said she was told she would “never” be Miss Oklahoma, or “never” get in to medical school. She challenged the graduates to love people as part of encouragement. She said to respect every person.

Eppler said she worked four jobs to get through college. One of those was packing CDs. “I was the best CD packer,” Miss Oklahoma said. “Do everything to the best of your ability.”

She told the graduates, “Get ready. Life from here on out is up to you.” Eppler used two types of bricks to make her point. Strong red bricks or gray crumbling bricks.

The Timberlake Elementary gift-ed and talented students celebrated a successful inaugural year with a lunch party on Thursday, May 14. They had met each Monday since November as an after-school pro-gram. During the year they worked on several projects. The biggest one was a Microsoft PowerPoint pre-sentation describing their interests, likes, dislikes and goals in life. They were each given a DVD with every-one’s presentation on it during the lunch party.

The students also made a Prezi presentation researching a subject of their choice. They studied number systems, emphasizing binary code. They learned how binary is used in computers as translated into ASCII code. They also dabbled in ASCII art and HTML. A special celebration with a pizza 菟ie was held the Mon-day before spring break, which was a few days before a historical Pi Day that occurs only once per hundred years. The actual Pi Day happened on March 14.

Students were helpful in putting together a multimedia presentation for Timberlake Elementary’s morn-ing assembly by researching old year-books from Helena-Goltry, Jet-Nash, and Timberlake. They found pictures of relatives and faculty members to create a history of the school for the assembly. The students also took an after school trip to the Jet Museum to further learn about the school and community’s past.

The Timberlake Elementary gift-ed and talented students are com-prised of fourth, fifth and sixth grad-ers. They are under the direction of Angie Amundson.

Members of the Burlington FFA recently competed in the career development events during the 2015 Oklahoma FFA CDE competition at Oklahoma State University on April 25.

The eighth-grade team of Collin Botta, Sadie Crusinbery, Caitlin Flackman and Gavin McCullough won fourth place in the State FFA Agronomy CDE. McCullough received fifth high individual honors.

The ag sales team won fourth place in the State CDE Contest. Members participating were Jonathan Armbruster, Ethan Barron, Caleb McCullough and Tanner Rieger.

Sarah Garvie, Abbie Newman, Alysson Stewart, and Rebecca Bonham won fourth place in the State Farm Business Management CDE Contest.

The food science team won fifth place in the State CDE Contest. Members participating were Jaden Allen, Marshall Burnet, Kelsi Smith and Abi Trujillo.

a long-term commitment. There’s good and bad with both options.

Kiowa’s contract with Western Farmers (WF) expired and is in a renewal time period, Law explained. He said WF is unbundling to show the individual costs of bringing electricity.

Ultimately Law said this could mean an approximately six percent increase in cost to the city if they continue with WF. In turn that would be passed on to the consumer. That’s why the council seeks the best options for residents and businesses.

AEC’s contract with Kiowa doesn’t expire until 2019. Law said both parties (the city and AEC) will negotiate an agreement based on WF’s actions.

“Our costs are going up if we don’t do something,” Kiowa City Administrator Nathan Law told the council at their regular May meeting.

Prior to the regular 8 p.m. council meeting last Monday, at 7 p.m. the council heard from Greg Wright, a consultant the city hired from Energy Management Group in Topeka. He’s advising the council on their options. Those options are staying with the current supplier, Alfalfa Electric Cooperative (AEC) through their supplier Western Farmers who will charge higher rates, or joining a Kansas Pool, often with See Council Page 46

The Freedom Gates Boys Ranch at Hazelton is having a fundraiser at the community building July 12. The council is donating use of the building.

City surplus vehicles were sold at the meeting to those who had submitted bids earlier. Those individuals had the right to increase their bid at the meeting. The buyers were Daniel Countryman and Garry Countryman, who purchased a total of three vehicles.

Fifteen of the city’s electric poles will be replaced at the discretion of Jason Cloyd. The average cost is $2,000 per pole and will be paid from the electric fund.

The council approved the purchase of a John Deere 2930M lawnmower with a bagger from Prairieland Partners in Anthony at a cost of $8,287.44. Watson voted no.

The purchase of new dumpsters, as recommended by city superintendent Gary Johnson, received council approval.

Doris Herman said she is unable to continue cleaning the community building. The council directed Law to find a replacement. The council thanked Herman for her years of service.

Law prepared an in-depth video of the multitude of storm ditch issues in Kiowa that was watched at the meeting. There’s standing water, erosion, silt and other problems.

The council agreed to let a backpack food for students project be housed in the community building this summer from June 1 to Aug. 1. This was at the request of Gayle McNett who is in charge of this Faith in Action project.

Lion’s Club Memorial Brick Sidewalk

Sadly, Kiowa’s Lion’s Club disbanded May 6 after 83 years of service in the community. Law said members want to construct a memorial concrete sidewalk in Progress Park as their final project. The sidewalk would begin at the intersection of Ninth and Coates and proceed into park through the gateway. .

The memorial bricks are available for anyone to purchase for $25. There are three lines that will hold 13 characters per line.

Watson said the Masons will take over supporting the scouts. Any money remaining from the Lion’s Club will go the the Boy Scouts.

Other City of Kiowa BusinessCity insurance premiums decreased

by $859 this year, due mainly to lower worker’s compensation claims. Cost of insurance this year is $54,379, which the council approved. This is for property, liability, auto, worker’s comp, etc.

Regarding a public Fourth of July celebration in Kiowa, if a fireworks display were to be held at Ellis Field, the council agreed that $500,000 event liability

The electricity option conversation continued about 40 minutes into the regular meeting time. Wright will continue researching options for Kiowa and bring them back to the council.

This May meeting was when newly elected council members took their seats. Council members Russell Molz and Bill Watson, who won reelection again, took the oath of office. Brian Hill, who served one term and then stepped down, was reelected this spring and also took the oath.

Valedictorian Kyle Ellerbeck thanked everyone including the “supporting community” and “the teachers for pushing us.”

Ellerbeck shared the longtime piece of advice, “If you don’t at first succeed, try, try again.”

He advised underclassmen to realize, “High school is a very short time of your life.” The valedictorian also emphasized to them “Google is your friend.”

As he introduced the graduates and had them turn their tassels, Superintendent Elliott described this class as having “exceptional students” who competed at state in many activities. He said to the BHS Class of 2015, “The teachers gave you the tools and your parents gave you a gift.”

Ross said the Class of 2015 experienced obstacles and great opportunities. He urged his classmates to go with courage and conviction into the future. Nevertheless, the graduates will probably always remember their class motto, “Who says we have to grow up?” a quote by Walt Disney.

Recalling her time as a science teacher, Eppler told students, “Say thank you to your teachers. It’s a thankless job.”

“When I arrived tonight (before commencement), I saw a close-knit group that loves and cares for each other,” Eppler said. “Throw your hats as high as you can tonight!”

More than 80 Aline-Cleo Elementary School students, grades pre-K through six, gathered in the school’s gymnasium to celebrate its new safe room. Oklahoma City’s News 9 storm tracker Marty Logan gave a severe weather safety presentation to students as part of the assembly.

Logan, a retired lieutenant from the Woodward Fire Department, has been tracking storms for News 9 for more than 20 years. He instructed students about safety related to floods, lightning, tornadoes and shelter and quickly gathered their attention talking about the previous night’s storms.

The shelter was delivered to the school in mid-March.

In early April, voters in the Aline-Cleo Public Schools District approved a bond issue that will help fund an additional safe room to provide a safe place for every student, teacher and staff person. Superintendent Barry Nault said the additional shelter will be in place before the start of the next school year.

Eventually Hannaford said, “I make a motion to charge our business manager to send a letter to receive proper information and application from Integris Health Clinic in compliance with our Ordinance 2014-046.” Miller seconded, and the motion passed unanimously.

Steve Valencia was the only council member not in attendance.

Most of the crowd, including four or five representatives of Integris and several from Alva’s Share Medical Center, stayed for the remainder of the city council meeting, including two executive sessions which kicked everyone out into the lobby.

Just before the meeting concluded, Mayor Parker announced the usual time for remarks from the public limited to two minutes. Not one audience member spoke.

10:42 p.m. Information, respondent advised there was water crossing the roadway ¾ mile south of Driftwood on 58, stated you can not see the water until you are right up on it, ODOT was advised.

respondent called in a trailer that was left in the road with a welder on it, respondent was worried someone wouldn’t see it and hit trailer because it was in the road, trailer is located at Greer and between 530 and 540 in the westbound lane, it is actually west of 520, looks like it was pulled to the road from a house, could not reach possible owner, individual stated they do not have a welder and owners son will be there in about 15 minutes, advised deputy, trailer is a single axle with a blue and gold welder with cover, welder is being put up.

10:20 a.m. Reckless driver, was advised by CPD that they took a call stating that a white pickup was heading south toward Helena by the curves and was all over the road, informed Helena officer, Helena officer informed county that a white Ford F150 was off the road about 20 feet 3 miles north of Helena and was not occupied.

12:15 p.m. Information, respondent advised an employee has gone MIA in the middle of the night, truck, credit cards and tool missing, wants deputy to come out, deputy advised and en route to Carmen.

5:20 p.m. Minor accident, respondent advised his wife hit another vehicle on N 3rd St in Carmen, no injuries, vehicles not blocking the road, notified OHP, deputy advised and en route.

advised she is concerned by a pack of very vicious dogs, she doesn’t know the exact address of where she is at, 911 advised on GPS it looks like she is on Central St, respondent needs help, advised her husband is on his way but isn’t sure where he is headed from, advised deputy, 911 advised her dad and brother showed up and got her away from the dogs, deputy advised when he is done at the high school he will go look for the dogs at large.
