Winter is here and Christmas is fast approaching. By the time you read this, the trees will have their lights on, Father Christmas will have visited and awarded prizes to the competition winners and another year will be nearly over. So much seems to have happened, and is still happening so there is plenty to read about in this edition of our Parish Newsletter.
We’ve recently been debating, in council, the possibility of reducing the number of issues of our Newsletter. One of the problems we have is that with only four issues a year, the news is sometimes a little ‘out of date’. So we’re planning to remedy this by putting a page of news and information in “The Village” magazine which, as you know, is a monthly publication. There will still be a number of our own published Newsletters where we can give more space to some of the current matters that concern the Council.
This December issue contains information about a whole host of topics, including news about the footpath in Blackwell, planned road safety improvements and the defibrillator in the telephone box saga.

We have been making steady progress with the details of the final draft for our Neighbourhood Plan. Part of this process involves collection of evidence to enable us to make good decisions for our proposed policies. This should be completed by the end of January.
Consultation with all interested parties will then take place in the spring of 2018. Please look out for the publicity about consultation events in your area.

Blackwell Footpath DiversionAt our November Parish Council Meeting Richard Dugdale and Alistair Keen, from Network Rail, advised that the footpath across the railway is likely to be closed on a permanent basis. Other options had been considered but for various safety, financial or practical reasons dismissed.
Footpath users should now walk along Linthurst Newtown and Blackwell Road, and are required to negotiate a bridge, as well as roads without a footpath.
Network Rail and Worcestershire County Council have discussed a possible footpath on Blackwell Road. WCC believe that by altering the centre line of the road, it may be possible to create one on the golf course side. Cllr. Kit Taylor says that a survey has been carried out to ascertain its viability, but it’s an “ongoing situation” and is about “finding the safest alternative.” He also confirmed plans for signs warning motorists of pedestrians.
New Double Yellow Lines in LickeyYou may have noticed the new double yellow lines at the junction by the Trinity Centre to stop parked vehicles blocking the sight line for drivers as they emerge from Monument Lane. The order which implemented the double yellow lines covers “the highway” at that point which includes the footpath! So, parking on the footpath by the double yellow lines is an offence! You could, therefore, be issued with a parking offence ticket. Please be aware that Bromsgrove Enforcement Parking Officers are quite willing to issue such tickets.
Dale Hill/Lane A considerable amount of effort has been put in by a resident to have the speed limit on Dale Hill/Lane reduced from 60mph to 30mph and to have the HGV and Slow signage more strategically placed.
A WCC speed survey concluded that there is no evidence of speeding and that the signs are positioned correctly. Cllr. Kit Taylor confirmed that the pavement would be repaired, and is hopeful that work will be undertaken before the end of the financial year. We are considering if there is anything the PC can do to address local concerns.
Mearse LaneFollowing a speeding complaint from a Mearse Lane resident we have spoken to the police requesting a survey. If there are other residents who also feel that this is an issue here, and you are happy to have your name and contact details passed on to the relevant County Councillor, please do let us know.

Christmas tree recyclingChristmas trees can be recycled at the household recycling centre at Quantry Lane Tip in Romsley, where they are shredded for compost.
Nearer to home, Lickey Hills Country Park also collects used Christmas trees for recycling and use in the park. Simply take your tree to the car park at the Visitors’ Centre in Warren Lane during January.
Lickey Bench and BinWe are pleased to announce the new PC bench and fireproof bin have been erected in the Country Park following an award under the New Homes Bonus scheme.
This replaces our original 25-year-old bench which had given excellent service to visitors over the years. Both are located by the obelisk in the Monument Grounds off Monument Lane, Lickey.
Blackwell TPO defermentLand adjacent to 73 Linthurst Newtown, Blackwell has had a TPO deferred for a second time at the latest BDC planning meeting. There were more very late admissions from the landowner’s solicitors which the committee needs time to review. The TPO deadline is coming soon, so an extra meeting must be called for Councillors to decide on it.

Balancing the BooksThe external auditor Grant Thornton has completed the annual audit for Lickey and Blackwell. The completed Annual Return along with the Auditors’ Certificate is available to view on the Parish Council website.
Blackwell Methodist HallFollowing our approach, Bromsgrove District Council has agreed that the Methodist Hall on Greenhill should be named as a Community Asset. This means that should it come up for sale in future, we will have the opportunity to purchase it for community use.
Introducing our new CouncillorMy name is Sara Woodhouse. I have been living in Twatling Road since 2005 with my husband, two children and two dogs, having previously had a career in London in financial services. I presently work part time as a Company Secretary.
I joined the Parish Council in September this year, as I am interested in making our Parish safer and more enjoyable for our community particularly in the face of the increasing number of cars on our roads, a significant number of which appear to be driven in excess of the speed limit. To this end, I will be joining the Highways team of the Parish Council and am working with other Parish Councillors to improve the safety of pedestrians on Blackwell Road.
I look forward to meeting the residents of Linthurst Ward and discussing the pleasures and challenges facing them. —Councillor Sara Woodhouse

This year the Parish Council chose two different topics for our annual competition; Lickey Hills Primary School’s art work was about `Wildlife in Lickey’ whilst the children
of Blackwell First School designed Christmas cards. Although the number of entries was slightly lower
than last year the standard was just as good and we shall be including winners’ artwork in
the newsletter during the coming year. We think you will be enchanted by
the wild creatures to be found in our parish!
Congratulations to Lily Roberts for producing Blackwell’s first prize winning card design. This has been printed and used as our official Parish Council Christmas Card for 2017. The pictures were on display at our
prize giving and Christmas Tree lighting events which took place on Friday 1
December at the Wheel, Blackwell and at our Christmas Concert at Holy Trinity Church, Lickey on

singing to beat
Research has shown that music can help the working of the brain and improve memory, mobility and life happiness of those with various neurological conditions, such as Parkinson’s and forms of Dementia.
The ‘Singing to Beat’ groups around the country are the brain child of Granville Hancox, of the Canterbury Trust, who works closely with leading neuroscientists. The combination of rhythms, movements and song words help our brains to “wake up” and when followed regularly with a weekly group can lead to a noticeable improvements.
Local resident, Ruth Wood, set up the singing group at Lickey in April 2017. It is open to all with memory loss or a neurological condition, their carers and helpers. The enjoyable social aspect is as important as the singing and there’s no necessity for anyone to have sung before. There is no audition and no-one has to sing on their own – unless they want to!
The Parish Council were pleased to have awarded a grant at the November meeting as a measure of support.
The group meets every Wednesday 2-4pm at the Trinity Centre, Lickey. The modest £3pw includes refreshments.

the phone box defibrillator
There is a defibrillator on loan for use in the phone box on Old Birmingham Road in Lickey to replace the one that was recently vandalised. The Parish Council plan to replace this with a brand new one in the New Year.
There are also defibrillators available for emergency use at Blackwell Club and the Trinity Centre. Anyone who is interested in receiving training on using these machines should contact the Parish Office.

Christmas waste ColleCtions
Residents with a usual Tuesday collection day will not have a collection on Tuesday 26 December, it will be a few days earlier on Saturday 23 December instead. If the weather is adverse, please leave your bin out and it we be collected as soon as possible.
Bromsgrove District Council will have updates on their website and social media. Brown bin collections have ended and will restart in March.
Final preparations are taking place to electrify the railway over the Christmas break resulting in both Barnt Green and Bromsgrove seeing four trains per hour from May 2018.
