Ο Δομημένος Διάλογος είναι μία σημαντική πτυχή της Ευρωπαϊκής

Στρατηγικής για τη Νεολαία, καθώς είναι ένα μέσο εμπλοκής των νέων

στη διαδικασία λήψης αποφάσεων για θέματα που τους απασχολούν

άμεσα. Ακόμη, είναι ένας τρόπος να φέρει κοντά τους νέους με τα

αρμόδια σώματα χάραξης πολιτικής για τη νεολαία. Μέσα λοιπόν από

διαβουλεύσεις που διενεργούνται σε εθνικό και τοπικό επίπεδο σε κάθε κράτος μέλος

της Ε.Ε., συλλέγονται οι απόψεις των νέων σε συγκεκριμένα θέματα κι έπειτα

συνοψίζονται σε ένα κοινό έγγραφο. Στη συνέχεια, ακολουθεί η Ευρωπαϊκή Σύνοδος

Νεολαίας η οποία πραγματοποιείται στην Προεδρεύουσα χώρα του Συμβουλίου της

Ε.Ε. και τ’ αποτελέσματα όλων των διαβουλεύσεων υποβάλλονται στο Συμβούλιο

Υπουργών της Ε.Ε.

Η θεματική προτεραιότητα κάθε 18-μηνου κύκλου εργασίας Δομημένου Διαλόγου

καθορίζεται από το “Συμβούλιο Νέων Υπουργών” (Council of Youth Ministers) και

ακολούθως κάθε χώρα του Τρίο Προεδρίας θέτει τις δικές της προτεραιότητες. Αυτή τη

στιγμή, βρισκόμαστε στο δεύτερο κύκλο εργασίας του δομημένου διαλόγου (Πολωνία,

Δανία, Κύπρος). Η κύρια θεματική αυτού του κύκλου είναι η “Ενεργός Συμμετοχή των

Νέων”.

The Structured Dialogue is an essential part of the EU Youth Strategy.

It involves the young people in the decision making process for topics

that directly concern them through national and European

consultations. The youth consultations take place at a national and a

local level in each EU member-state and the European Youth Summit takes place in

the Presidency Country. The young people express their views on certain topics, then

they are collected through the process of national and local consultations and the also

through the process of the European Youth Summit. The opinions of the young people

are included in a common paper. The results of the consultations and the European

Youth Summit are submitted to the Council of Ministers of the EU. The thematic priority

of each cycle of the Structured Dialogue is aligned by the “Council of Youth Ministers”

and then each country of the Trio Presidency sets it’s own priorities. Currently, we are

in the second working cycle of the structured dialogue (Poland, Denmark, Cyprus). The

main theme of the current cycle is the “Youth Participation” .

Θεματικές προτεραιότητες των δύο πρώτων κύκλων Δομημένου Διαλόγου

Πρώτος Κύκλος 1 Ιανουαρίου 2010– 30 Ιουνίου 2011:

ΤΡΙΟ ΠΡΟΕΔΡΙΑΣ: Ισπανία-Βέλγιο-Ουγγαρία

Κύρια Θεματική : Απασχόληση των νέων

Η θεματική προτεραιότητα της Ισπανικής Προεδρίας (1 Ιανουαρίου – 30 Ιουνίου 2010)

ήταν η Κοινωνική Ενσωμάτωση. Τα κύρια θέματα ήταν η ενσωμάτωση των νέων με

λιγότερες ευκαιρίες και ο ρόλος των τοπικών και περιφερειών αρχών σχετικά με την

πολιτική για την νεολαία. Η Ευρωπαϊκή Σύνοδος Νεολαίας πραγματοποιήθηκε στις

13-15 Απριλίου 2010 στη Χερέζ, Ισπανία.

Η θεματική προτεραιότητα της Βελγικής Προεδρίας (1 Ιουλίου-31 Δεκεμβρίου 2010)

ήταν η Ενασχόληση στον τομέα της νεολαίας (youth work). Το κύριο θέμα συζήτησης

ήταν η πρόσβαση των νέων με οικονομικές δυσκολίες σε δραστηριότητες νεολαίας.

Η Ευρωπαϊκή Σύνοδος Νεολαίας έγινε στις 2-4 Οκτωβρίου 2010 στη Λούβεν, Βέλγιο.

Η θεματική προτεραιότητα της Ουγγρική Προεδρίας (1 Ιανουαρίου-30 Ιουνίου 2011)

ήταν η Συμμετοχή των νέων. Τα κύρια θέματα ήταν η πολιτότητας και ενεργό

συμμετοχή των νέων με έμφαση και στα Ανθρώπινα Δικαιώματα και η εμπλοκή των

νέων σε εθελοντικές δραστηριότητες. Η Ευρωπαϊκή Σύνοδος Νεολαίας έλαβε χώρα από

τις 2-4 Μαρτίου 2011 στο Γκοντόλο, Ουγγαρία.

Δεύτερος Κύκλος 1 Ιουλίου 2011– 31 Δεκεμβρίου 2012:

Κύρια Θεματική : Ενεργός Συμμετοχή των Νέων

Η θεματική προτεραιότητα της Πολωνικής προεδρίας (1 Ιουλίου 2011– 31 Δεκεμβρίου

2011) ήταν οι Νέοι και Κόσμος. Το κύριο θέμα ήταν η ενδυνάμωση της συνεργασίας με

χώρες της Ανατολικής Ευρώπης και του Καυκάσου. Η Ευρωπαϊκή Σύνοδος Νεολαίας

έγινε στις 5-7 Σεπτεμβρίου 2010 στη Βαρσοβία, Πολωνία.

Η θεματική προτεραιότητα της Δανικής προεδρίας (1 Ιανουαρίου 2012-30 Ιουνίου 2012)

είναι η Δημιουργικότητα και η Καινοτομία. Τα κύρια θέματα ήταν η συμμετοχή των νέων

στις εκλογές και η δημιουργικότητα των νέων. Η Ευρωπαϊκή Σύνοδος Νεολαίας

πραγματοποιήθηκε από τις 18-21 Μαρτίου 2012, στο Σόρος, Δανία.

Η θεματική προτεραιότητα της Κυπριακής Προεδρίας (1 Ιουλίου 2012-31 Δεκεμβρίου

2012) είναι η Συμμετοχή και η Κοινωνική Ενσωμάτωση των Νέων με ιδιαίτερη έμφαση

στους νέους μετανάστες. Η Κυπριακή Προεδρία θα εστιαστεί στην ενδυνάμωση των

Μη-Κυβερνητικών Οργανώσεων και των νέων στη διαδικασία λήψης αποφάσεων, στην

ενίσχυση της συμμετοχής των νέων σε τοπικό επίπεδο και στην προώθηση της

ενσωμάτωσης όλων των νέων στην ευρύτερη κοινωνική και δημοκρατική ζωή. Η

Ευρωπαϊκή Σύνοδος θα λάβει χώρα στην Κύπρο από τις 11-13 Σεπτεμβρίου 2012, για

Theme Priorities of the First Two Cycles of Structured Dialogue

First Cycle 1 January 2010– 30 June 2011:

TRIO PRESIDENCY: Spain-Belgium-Hungary

Overall Priority: Youth Employment

The theme priority of the Spanish Presidency (1 January-30 June 2010) was the Social

Inclusion. The main highlights were the inclusion of the young people with less

opportunities and the role of local and regional authorities in youth policy. The

European Youth Summit took place on 13-15 April in Jerez, Spain.

The theme priority of the Belgium Presidency (1 July-31 December 2010) was the Youth

Work. The main highlight was the access of youngsters with economic difficulties to

youth activities. The European Youth Summit took place on 2-4 October 2010 in Leu-

ven, Belgium.

The theme priority of the Hungarian Presidency (1 January-31 June 2011) was the

Active Participation. The main highlights were the citizenship focusing on the Human

Rights and the involvement of young people in voluntary activities The European Youth

Summit took place on 2-4 Μarch 2011 in Gödöllő, Madžarska.

Employment of young people.

Second Cycle 1 July 2011– 31 December 2012:

TRIO PRESIDENCY: Poland-Denmark-Cyprus

Overall Priority: Participation and Social Inclusion

The theme priority of the Polish Presidency (1 July- 31 December 2011) was Youth and

the World. The main highlight was the cooperation with the Eastern Europe and

Caucasus countries. The European Youth Summit took place on 5-7 September 2011,

in Warsaw, Poland .

The theme priority of the Danish Presidency (1 January- 30 June 2012) is Creativity and

Innovations. The main highlight was the participation of the young people in the

elections and the creativity. The European Youth Summit took place on 18-21 March

2012, in Soros, Denmark.

The theme priority of the Cyprus Presidency (1 July- 31 December 2012) is Participation

and Social Inclusion with special emphasis on community youth and legal immigrants.

The Cyprus Presidency will focus on the empowerment of young people and NGOs, the

youth participation at a local level and to the promotion of the inclusion of all the

youngsters in the wider social and democratic life. The European Youth Summit will

take place in Cyprus from 11-13/09. For more information on the Structured Dialogue,

Result of the First Working Cycle: It is expected after the end of the Cyprus Presidency.

Ο ρόλος της Εθνικής Ομάδας Εργασίας είναι η διασφάλιση της συμμετοχής των νέων στη

διαδικασία των διαβουλεύσεων.

Το Eurodesk Κύπρου έχει ρωτήσει τη Λειτουργό Νεολαίας, Στέλλα Ρούσσου, πώς ο

δομημένος διάλογος συμβάλλει στην ενεργό συμμετοχή των νέων:

«Με τη συμμετοχή των νέων στις διαδικασίες του Διαρθρωμένου Διαλόγου (ΔΔ) τόσο στις

διαβουλεύσεις όσο και στην ετοιμασία των κατευθυντήριων ερωτήσεων της έκαστης

Προεδρεύουσας χώρας, αφού αυτές ετοιμάζονται σε συντονισμό με τα Συμβούλια

Νεολαίας, δίδεται η ευκαιρία σε όλους τους νέους να καταθέσουν τις απόψεις τους σε

θέματα που τους αφορούν και σε προκλήσεις που πιθανό να αντιμετωπίζουν και να

επηρεάζουν με τον τρόπο αυτό πολιτικές νεολαίας. Ως εκ τούτου, οι πολιτικές αποφάσεις

που λαμβάνονται είναι πιο άμεσες με την πραγματικότητα των νέων μας αφού

αντικατοπτρίζουν τις δικές τους απόψεις, θέσεις και προσδοκίες.»

The National Working Group ensures the youth participation in the process of the struc-

tured dialogue.

In Cyprus the Working Group is consisted by the following

The Eurodesk Cyprus asked the Youth Officer, Stella Roussou how the

structured dialogue endorse the youth participation.

“The young people have the opportunity to pose their views on topics that directly concern

them and challenges they may face, influencing the youth policy by participating in

Structured Dialogue (SD) consultations and being involved in the preparation of the guiding

questions of each Presidential country. The guiding questions are prepared under the coor-

dination of the National Youth Councils. Consequently, the political decision they derived

through that process are more direct regarding the reality of the young people, since they

reflect their own views, positions and expectations.”

1.Η συμμετοχή των νέων οδηγεί στην κοινωνική συμπερίληψη

Η ενδυνάμωση του κάθε νέου και νέας για να αξιοποιήσει στο μέγιστο βαθμό τις

δυνατότητές του/της και να συμμετάσχει ενεργά σε τοπικό, περιφερειακό, εθνικό και

ευρωπαϊκό επίπεδο είναι ένας απαραίτητος παράγοντας για την επίτευξη της

κοινωνικής συμπερίληψης (όλων των νέων) και για τη συγκροτημένη, βιώσιμη και

δημοκρατική λειτουργία των κοινωνιών μας.

Συμμετοχή σημαίνει κάτι περισσότερο από την απλή εξάσκηση του εκλογικού

δικαιώματος. Υπάρχει μια ποικιλία μορφών συμμετοχής (Ψήφισμα Συμβουλίου για τη

«Ενθάρρυνση νέων και αποτελεσματικών μορφών συμμετοχής όλων των νέων στη

δημοκρατική ζωή της Ευρώπης», 2011), μερικές από τις οποίες συγκαταλέγονται στην

κατηγορία των μη συμβατικών/εναλλακτικών μορφών συμμετοχής . Για τους σκοπούς αυ-

τού του ερωτηματολογίου η συμμετοχή των νέων σημαίνει το να έχουν οι νέοι το δικαίωμα,

τα μέσα, το χώρο, την ευκαιρία και όποτε χρειάζεται την υποστήριξη για να εκφράζουν

ελεύθερα την άποψή τους ∙ σημαίνει να ακούγεται η άποψή τους και να λαμβάνεται υπόψη

στις αποφάσεις ∙ σημαίνει να έχουν οι νέοι τις ικανότητες και τα κίνητρα για να λαμβάνουν

μέρος σε δράσεις που συμβάλουν στη δημιουργία μιας καλύτερης κοινωνίας.

Παρόλο που η ανάγκη για παροχή ίσων ευκαιριών σε όλα τα πεδία, για όλους τους νέους

είναι ευρέως αποδεκτή, εντούτοις παρατηρείται ότι υπάρχουν ορισμένες περιστάσεις οι

οποίες παρεμποδίζουν τη συμμετοχή συγκεκριμένων ομάδων νέων, όπως οι νέοι με

μεταναστευτικό υπόβαθρο . Αυτές οι περιστάσεις παίρνουν τη μορφή εμποδίων τα οποία

παρεμποδίζουν αυτούς τους νέους από του να συμμετέχουν (ή σε ορισμένες περιπτώσεις

τους οδηγούν στην επιλογή να μη συμμετάσχουν). Η επιτυχημένη ενσωμάτωση των νέων

με μεταναστευτικό υπόβαθρο στην ευρύτερη κοινωνία δεν είναι μόνο μια προϋπόθεση για

δημοκρατική συμμετοχή, αλλά και μια δυναμική και διαρκής, αμφίπλευρη διαδικασία

αμοιβαίας προσαρμογής. Με την αυξανόμενη μετανάστευση προς και ανάμεσα στις χώρες

της ήδη πολιτισμικά ποικιλόμορφης ΕΕ και με ένα ψηλό ποσοστό μετανάστευσης να

προέρχεται από χώρες των οποίων οι κοινωνικές και πολιτισμικές παραδόσεις είναι

διαφορετικές δημιουργείται επιτακτικά η ανάγκη για ενδυνάμωση των πολιτικών που

προωθούν τη συμμετοχή και οδηγούν στην κοινωνική συμπερίληψη των νέων με

μεταναστευτικό υπόβαθρο.

1.α. Ποια είναι τα κύρια εμπόδια για την κοινωνική συμπερίληψη των νέων με

μεταναστευτικό υπόβαθρο;

β. Ποια μέτρα και δράσεις μπορούν να υιοθετηθούν σε τοπικό/περιφερειακό/εθνικό και

Ευρωπαϊκό επίπεδο για να ενθαρρυνθεί η κοινωνική συμπερίληψη των νέων με

μεταναστευτικό υπόβαθρο;

2.α. Ποιες είναι οι κύριες μορφές διακρίσεων προς τους νέους με μεταναστευτικό

υπόβαθρο στην χώρα σου;

β. Ποια μέτρα μπορούν να υιοθετηθούν σε τοπικό/περιφερειακό/εθνικό και Ευρωπαϊκό

επίπεδο για να καταπολεμηθούν αυτές οι διακρίσεις;

3.α. Πώς μπορεί να ενδυναμωθεί η αλληλεγγύη μεταξύ των νέων με μεταναστευτικό

υπόβαθρο και νέων με μη μεταναστευτικό υπόβαθρο;

β. Πώς μπορεί να αναπτυχτεί η διαπολιτισμική κατανόηση όλων των νέων;

χής στη διαδικασία λήψης αποφάσεων;

5.Ποιες καλές πρακτικές χρησιμοποιούνται στη χώρα/περιφέρεια/ κοινότητα/οργάνωσή σου για την αύξηση της κοι-

νωνικής συμπερίληψης και της συμμετοχής όλων των νέων; Ποιες καλές πρακτικές αφορούν ειδικά τους νέους με

μεταναστευτικό υπόβαθρο;

2.Υποστήριξη των Νέων και των μη κυβερνητικών Οργανώσεων Νεολαίας και αναγνώριση του έργου και

της συμβολής τους.

Οι νέοι και οι οργανώσεις νεολαίας θα πρέπει να εμπλέκονται στην ανάπτυξη, στην εφαρμογή και την αξιολόγηση

όλων των πολιτικών, ειδικά όσων τους επηρεάζουν. Με το να λαμβάνεται υπόψη η φωνή των νέων στη λήψη

αποφάσεων και τη διαμόρφωση των πολιτικών, μπορούν να βρεθούν πιο ολοκληρωμένες και βιώσιμες λύσεις στις

προκλήσεις που αντιμετωπίζουν τόσο οι ίδιοι οι νέοι όσο και η κοινωνία ευρύτερα.

Ρόλος των οργανώσεων νεολαίας είναι η αντιπροσώπευση των συμφερόντων των νέων. Μέσω της δράσης τους,

μπορούν να υποστηρίξουν τη δημιουργία συμπεριληπτικών κοινωνιών, όπου όλοι οι νέοι, περιλαμβανομένων και

των νέων με μεταναστευτικό υπόβαθρο, να υποστηρίζονται και ενθαρρύνονται να καταστούν ενεργοί πολίτες.

Επιπρόσθετα, οι οργανώσεις νεολαίας μπορούν να συμβάλουν στην προώθηση στρατηγικών για την κοινωνική

συνοχή και να υποστηρίξουν τη δημιουργία πολιτικών που να αναβαθμίζουν την συμμετοχή των νέων με λιγότερες

ευκαιρίες όπως οι νέοι με μεταναστευτικό υπόβαθρο.

Παράλληλα, μέσω της συμμετοχής τους σε οργανώσεις νεολαίας, οι νέοι με μεταναστευτικό υπόβαθρο, μπορούν να

αναπτύξουν τις γνώσεις, τις δεξιότητες και τις ικανότητές τους. Η μη τυπική και άτυπη μάθηση, όπως αυτή που

παρέχεται από τις οργανώσεις νεολαίας διαδραματίζει βασικό ρόλο ως μέσο υποστήριξης της κοινωνικής και

οικονομικής τους ένταξης στην ευρύτερη κοινωνία.

1.Youth Participation leading to Social Inclusion

Empowering every young person to fulfill his/her potential to participate actively at local,

regional, national and European level is an essential factor for the achievement of greater

social inclusion and for the sound, sustainable and democratic functioning of our societies.

Participation means more than just turning up at elections. There is a wide variety of forms

of participation (Council Resolution on “Encouraging new and effective forms of

participation of all young people in democratic life in Europe” 2011), some of them

pertaining to the category which can be labeled as non-conventional/alternative forms of

participation . In a broader sense, and for the scope of this questionnaire, youth

participation is about young people having the right, the means, the space, the opportunity

and where necessary the support to freely express their views; it is about being heard and

being able to influence decisions; it is about having the competences and motivation to

engage in actions and activities which contribute to the building of a better society.

Although the need for the provision of equal opportunities in all fields, for all young people

is widely accepted, at the same time, it is observed that there are certain circumstances

which prevent the participation of specific groups of young people such as young people

with migrant background . These circumstances take the form of obstacles which prevent

these young people from participating (or, in certain occasions, lead them to choosing not

to participate). The successful integration of young people with migrant background in the

wider society is not only a pre-condition for democratic participation and for social

cohesion, but also a dynamic and continuous two-way process of mutual accommodation.

With increasing migration into and within an already quite culturally differentiated EU and

with a high proportion of this immigration from countries whose social and political cultures

are significantly different, there is an urgent need to strengthen policies that enhance the

participation and lead to social inclusion of young people with migrant background.

2.Support of Youth and Youth NGOs and recognition of their work and contribution

Young people and youth organizations should/need to be involved in the development, implementation and

evaluation of all policies especially the ones which affect them. By taking into account the voice of young people in

decision making and in the shaping of policies, more meaningful and sustainable solutions pertaining to the

challenges young people face, as well as to various societal problems can be found.

Youth organizations’ role is to provide a concrete representation of the interests of young people. Through their

actions, they can support the establishment of inclusive societies where all young people, including young people

with migrant background, are supported, motivated and encouraged to become active and engaged citizens.

Furthermore, youth organizations can contribute in promoting social inclusion strategies and in advocating for

policies which enhance the participation of young people with fewer opportunities such as young people with migrant

background.

At the same time, through their participation in youth organizations, young people with migrant background can

enhance their knowledge, skills and competences. Non formal and informal learning such as the one provided by

youth organizations has a key role to play as a means of supporting their social and economic inclusion in the wider

society.

Το Συμβούλιο Νεολαίας Κύπρου (ΣυΝΚ) είναι επικεφαλής της “Εθνικής Ομάδας Εργασίας”

για το δομημένο διάλογο. Αξίζει να σημειωθεί ότι το ΣυΝΚ είναι μέλος του Ευρωπαϊκού

Φόρουμ Νεολαίας. Το Eurodesk Κύπρου είχε μία ενδιαφέρουσα, εφ’ όλης της ύλης

συζήτηση, με τη Σόφη Τσουρή, Πρόεδρο του ΣυΝΚ.

Χαίρεται Σόφη, σ’ ευχαριστούμε που αποδέχτηκες την πρόσκλησή μας και

καλωσόρισες στο γραφείο του Eurodesk Κύπρου. Μπορείς να μας εξηγήσεις με απλά

λόγια τι είναι ο δομημένος διάλογος, πώς προέκυψε και γιατί είναι σημαντικός;

Καλώς σας βρήκα. Ο δομημένος διάλογος είναι μία διαδικασία που άρχισε, με τη μορφή που

έχει σήμερα, το 2009 μετά από Ψήφισμα του αρμοδίου για θέματα νεολαίας Συμβουλίου της

ΕΕ. Το εν λόγω ψήφισμα προνοούσε τη συνεχή διαβούλευση με τους νέους και τις

οργανώσεις νεολαίας, ώστε να διασφαλίζεται η εμπλοκή τους στη λήψη αποφάσεων για τα

θέματα που τους αφορούν. Προηγουμένως, κάθε προεδρεύουσα χώρα του Συμβουλίου της

ΕΕ διεξήγαγε απλά μία διάσκεψη νεολαίας, όπου οι νέοι συναντιόντουσαν και συζητούσαν

θέματα χωρίς να υπάρχει ουσιαστική συνέχεια. Τώρα ο διάλογος μεταξύ των νέων και των

αρμόδιων φορέων παίρνει μία δομή και έχει κάποιο αποτέλεσμα. Διεξάγονται, δηλαδή

συζητήσεις για ορισμένους μήνες σε κάθε κράτος μέλος ξεχωριστά πάνω σε συγκεκριμένα

θέματα τα οποία καθορίζονται ανά εξάμηνο. Τα αποτελέσματα συγκεντρώνονται και

συζητούνται στη διάσκεψη νεολαίας κάθε προεδρίας, όπου συμμετέχουν τόσο εκπρόσωποι

των αρμόδιων κρατικών φορέων κάθε κράτους, όσο και νέοι. Στόχος είναι τα αποτελέσματα

κάθε διάσκεψης νεολαίας να αποτελέσουν μέρος ψηφισμάτων ή άλλων επίσημων εγγράφων

του Συμβουλίου της ΕΕ. Ο διάλογος μεταξύ των νέων και των αρμόδιων φορέων μπορεί να

φέρει κάποιο ουσιαστικό αποτέλεσμα και σε τοπικό και σε ευρωπαϊκό επίπεδο, επομένως ο

δομημένος διάλογος είναι σημαντικός γι´ αυτό ακριβώς το λόγο.

Τι βήματα έχουν γίνει μέχρι σήμερα όσο αφορά την περαιτέρω προώθηση του

δομημένου διαλόγου;

Κατά αρχή, σε κάθε χώρα έχει συσταθεί μία Εθνική Ομάδα Εργασίας για το δομημένο

διάλογο, στην οποία συμμετέχουν τα Συμβούλια Νεολαίας και οι αρμόδιοι για θέματα

νεολαίας φορείς κάθε χώρας. Στην Κύπρο οι αρμόδιοι φορείς είναι ο Οργανισμός Νεολαίας,

το Υπουργείο Παιδείας και η Εθνική Υπηρεσία του προγράμματος “Νέα Γενιά σε Δράση’’. Με

αυτό τον τρόπο υπάρχει κάποιος συντονισμός σχετικά με την υλοποίηση του δομημένου

διαλόγου σε κάθε χώρα εμπλέκοντας τους νέους και τους κρατικούς φορείς. Η Εθνική Ομάδα

Εργασίας αποφασίζει με ποιο τρόπο θα διεξαχθεί καλύτερα ο δομημένος διάλογος στην

χώρα της. Στην περίπτωση της Κύπρου, είχαμε αρχίσει με 2 διαβουλεύσεις ανά εξάμηνο.

Πλέον όμως διοργανώνονται περίπου 5 διαβουλεύσεις ανά εξάμηνο οι οποίες γίνονται σε

διάφορες πόλεις. Σιγά-σιγά προσπαθούμε να βελτιώσουμε τον τρόπο με τον οποίο

εμπλέκονται οι νέοι στην διαδικασία του δομημένου διαλόγου, για παράδειγμα,

χρησιμοποιούμε κοινωνικά μέσα δικτύωσης, όπως το Facebook, on-line ερωτηματολόγια,

ενώ πρόκειται να δημιουργηθεί σύντομα μία σχετική ιστοσελίδα. Ακόμη, τα ερωτήματα

στέλνονται και μέσω email, ούτως ώστε οι νέοι που δεν μπόρεσαν να παρευρεθούν στη

διαβούλευση, να μπορούν να εκφράσουν την άποψη του η οποία λαμβάνεται εξίσου υπόψη.

Με ποιο τρόπο επιλέγονται οι θεματικές;

Οι θεματικές επιλέγονται σε επίπεδο αρμόδιων

κρατικών φορέων. Κάθε Τρίο Προεδρίας θέτει

μία γενική θεματική και ακολούθως κάθε προεδ-

ρεύουσα χώρα του Τρίο θέτει μία ειδική θεματική

για το δικό της εξάμηνο. Παραδείγματος

χάρη, κατά τη διάρκεια του Τριο Βέλγιο-Ισπανία-

Ουγγαρία, η κύρια θεματική ήταν η “Νεανική

Απασχόληση ” όπου άρχισε η συζήτηση με τον

εντοπισμό των προκλήσεων σχετικά την

απασχόληση των νέων και ακολούθως

προτάθηκαν κάποια μέτρα. Στο Τριο Προεδρίας

στο οποίο συμμετέχει η Κύπρος, η ευρύτερη θεμα-

τική είναι η “Ενεργός Συμμετοχή των Νέων”. Η

Πολωνική προεδρία έχει επιλέξει ως ειδικό θέμα

το “Νέοι και Κόσμος” και ασχολήθηκε γενικά με

την πτυχή της εκδημοκρατικοποίησης και πώς μπορεί να συμβάλει προς αυτήν την κατεύθυνση η συνεργασία με

γειτονικές χώρες. Η Δανέζικη προεδρία έχει επιλέξει το θέμα “Δημιουργικότητα και Καινοτομία”, ενώ δόθηκε

έμφαση και στη συμμετοχή των νέων στις εκλογές. Για τη δική μας προεδρία, για την οποία οι διαβουλεύσεις θα

ξεκινήσουν τον επόμενο μήνα, το κύριο θέμα που επιλέχθηκε είναι η “Κοινωνική Ενσωμάτωση των Νέων”, όπου

θα δοθεί έμφαση σε ορισμένες ευαίσθητες κοινωνικές ομάδες, περιλαμβανομένων των μεταναστών. Με τον όρο

“μετανάστης” δεν εννοούμε μόνο τους νέους που προέρχονται από Τρίτες Χώρες αλλά και αυτούς που

προέρχονται από κράτη-μέλη της ΕΕ και μεταναστεύουν σε άλλα κράτη-μέλη της ΕΕ.

Σχετικά με την “Εθνική Ομάδα Εργασία” ποιος είναι ο ρόλος του κάθε φορέα;

Στην ουσία όλοι οι φορείς έχουν τον ίδιο ρόλο και συμμετέχουν ισότιμα στην Ομάδα Εργασίας. Βάση του

ψηφίσματος του Συμβουλίου της ΕΕ το 2009, για το οποίο έχω μιλήσει πιο πάνω, τα κράτη-μέλη της ΕΕ

ενθαρρύνονται να δώσουν τον συντονιστικό ρόλο στα Εθνικά Συμβούλια Νεολαίας εντός της ομάδας εργασίας,

γεγονός που συμβαίνει και στην Κύπρο. Με αυτό τον τρόπο οι νέοι εργάζονται από κοινού με τις αρμόδιες αρχές

και έχουν τη δυνατότητα να προωθούν και τις ανάγκες των νέων και να θέτουν τα θέματα υπό την οπτική γωνία

των νέων. Παραδείγματος χάρη, έχουν γίνει συστάσεις από διάφορα Συμβούλια Νεολαίας για το γεγονός ότι η

περίοδος για τις διαβουλεύσεις δεν ήταν φιλική προς τους νέους διότι μπορούσε να συμπέσει είτε με εξετάσεις είτε

με διακοπές, με αποτέλεσμα οι νέοι να μην ενθαρρύνονταν να συμμετάσχουν στις διαβουλεύσεις. Εάν τα

Συμβούλια Νεολαίας δεν συμμετείχαν στην Εθνική Ομάδα Εργασίας ενδεχομένως να μην είχε εντοπιστεί το

συγκεκριμένο ζήτημα. Γενικώς έχουν γίνει αρκετές συστάσεις από τα Εθνικά Συμβούλια Νεολαίας και το γεγονός

ότι εισακούονται είναι σημαντικό.

Πώς μπορούν να εμπλακούν οι νέοι της Κύπρου ούτως ώστε να αντιληφθούν ότι η Ευρώπη είναι κάτι

που τους αφορά;

Τα θέματα που επιλέγονται είναι από τη μία ευρωπαϊκού ενδιαφέροντος και από την άλλη σχετίζονται αρκετά και

την τοπική πραγματικότητα. Για παράδειγμα, το θέμα της συμμετοχής των νέων ή της κοινωνικής ενσωμάτωσης

είναι θέματα που αφορούν τους νέους όλων των χωρών. Στις διαβουλεύσεις εκφράζονται και οι τοπικές ανησυχίες

αλλά υπάρχει και το ευρωπαϊκό στίγμα. Στο τέλος κάθε κύκλου διαβούλευσης κάθε κράτος-μέλος ετοιμάζει μία

έκθεση που αποστέλλεται στον αρμόδιο κάθε ομάδας ο οποίος ετοιμάζει μία σύνθεση από τις εκθέσεις όλων των

κρατών-μελών. Όλες οι εκθέσεις έχουν την ίδια βαρύτητα επομένως η άποψη των νέων της Κύπρου μετρά εξίσου

με την άποψη των υπόλοιπων Ευρωπαίων νέων. Οι νέοι της Κύπρου έχουν επίσης ίση εκπροσώπηση στην

ευρωπαϊκή διαβούλευση. Είναι πολύ σημαντικό το γεγονός ότι η νεολαία κάθε χώρας μπορεί να συμμετάσχει στη

Πώς μπορούν να συμβάλουν οι υφιστάμενες δομές πληροφόρησης νέων

(Eurodesk και Κέντρα Πληροφόρησης Νέων), όσο αφορά, την

πληροφόρηση και κινητοποίηση των νέων σχετικά με το δομημένο

διάλογο;

Ήδη, γίνεται καλή προώθηση μέσω του Eurodesk Κύπρου, το οποίο προωθεί

όλες τις ανακοινώσεις και τις ερωτήσεις. Κατά τη διάρκεια της Δανέζικης

Προεδρίας, έχουμε χρησιμοποιήσει τα Κέντρα Πληροφόρησης Nέων ως χώρο

διεξαγωγής των διαβουλεύσεων διότι τα επισκέπτονται αρκετοί νέοι.

Προβλέπεται, να χρησιμοποιήσουμε τα Κέντρα Πληροφόρησης Νέων ως χώρο

διεξαγωγής των διαβουλεύσεων και στον παρόν κύκλο διαβουλεύσεων“. Επιπρόσθετα, επιδιώκουμε συνεχώς να βρίσ-

κουμε και άλλα μέσα επικοινωνίας με τους Κύπριους νέους ώστε να έρθουμε σε επαφή μαζί τους.

Τέλος, θα θέλαμε να μας πεις με ποιο τρόπο αξιοποιούνται όλα αυτά τα αποτελέσματα-απόψεις που

μαζεύτηκαν από τις διαδικασίες των διαβουλεύσεων;

Ο στόχος του πρώτου κύκλου δομημένου διαλόγου, ήταν με την κατάληξη του ΤΡΙΟ της Προεδρίας να έχουμε ένα

ψήφισμα το οποίο θα περιλάμβανε στοιχεία από τις διαβουλεύσεις. Το αποτέλεσμα όμως θα μπορούσε να ήταν

ουσιαστικότερο, διότι αν και υπήρξε ένα σχετικό ψήφισμα σε επίπεδο Συμβουλίου Υπουργών της ΕΕ αρμοδίους σε

θέματα νεολαίας, οι νέοι που συμμετείχαν στις διαβουλεύσεις ένιωσαν ότι αυτά που είχαν συζητήσει δεν είχαν

συμπεριληφθεί επαρκώς στα έγγραφα που τελικά υιοθετήθηκαν. Ως αποτέλεσμα, τα Εθνικά Συμβούλια Νεολαίας και το

Ευρωπαϊκό Φόρουμ Νεολαίας απαίτησαν να δοθεί η απαραίτητη βαρύτητα στο δομημένο διάλογο και ευελπιστούμε ότι

πλέον τα αποτελέσματα κάθε κύκλου διαβούλευσης θα αντικατοπτρίζονται με πιο αποδοτικό τρόπο στα τελικά επίσημα

κείμενα του Συμβουλίου Υπουργών. Πρέπει να τονίσω ότι τα πορίσματα του πρώτου κύκλου των διαβουλεύσεων δεν

θα πεταχτούν στο καλάθι των αχρήστων. Οι απόψεις των νέων της Ευρώπης για τα θέματα της νεανικής απασχόλησης

είναι πρωτίστης σημασίας και μπορούν να προωθηθούν σταδιακά σε εθνικό και πανευρωπαϊκό επίπεδο. Δηλαδή να

τοποθετηθούν στην ατζέντα των κρατών-μελών και των αρμόδιων φορέων της Ένωσης και να αποτελέσουν σύντομα τη

αφετηρία ή την βάση για να συζητηθούν πολιτικές, που να απαμβλύνουν το πρόβλημα σε τοπικό και περιφερειακό

επίπεδο. Επομένως, δεν πρέπει να βλέπουμε την όλη προσπάθεια μέσα από το πρίσμα του άσπρου ή του μαύρου. Τα

αποτελέσματα τόσο των εθνικών όσο και των ευρωπαϊκών διαβουλεύσεων μπορούν και πρέπει να χρησιμοποιούνται

από τους νέους και τις οργανώσεις νεολαίας ως εργαλείο για ενισχύεται η φωνή των νέων παντού.

Ο δομημένος διάλογος από τη στιγμή που μόλις τώρα έχει ξεκινήσει, βρισκόμαστε ακόμη στο δεύτερο κύκλο,

είναι λογικό να υπάρξουν κάποια προβλήματα. Πριν οι νέοι δεν είχαν δυνατότητα να εμπλακούν στη

διαδικασία λήψης αποφάσεων, τώρα όμως την έχουν άρα θα πρέπει με κάποιο τρόπο όλοι οι νέοι να

στηρίξουν τη συγκεκριμένη διαδικασία μέσω της συμμετοχής έτσι ώστε να λυθούν τα επιμέρους προβλήματα.

Σωστά, το προηγούμενο δεκαοκτάμηνο ήταν ο πρώτος κύκλος αυτής της διαδικασίας άρα είναι απόλυτα λογικό να

υπήρξαν κάποια κενά και περιθώρια τροποποίησης προς το καλύτερο. Με το τέλος αυτού του κύκλου, η Ευρωπαϊκή

Εβδομάδα Νεολαίας που διοργανώθηκε είχε ως κύριο αντικείμενο την αξιολόγηση του δομημένου διαλόγου, επομένως

φαίνεται ότι οι αρμόδιοι φορείς ενδιαφέρονται για τη βελτίωση της διαδικασίας και λαμβάνουν υπόψη τις εισηγήσεις των

member of the European Youth Forum. The Eurodesk Cyprus had an interesting

conversation with Sophie Tsouris, the President of the Cyprus Youth Council.

Hello Sophie, thank you for accepting our invitation and welcome to the office of

the Eurodesk Cyprus. Could you please explain briefly what the structured dialogue

is, how it was emerged and why is it important?

Hello, the structured dialogue is a process that begun in 2009 after a decision of the

Council of the European Union which is in charge for youth topics. According to the

resolution, there is a continual consultation between the institutions with the young people

and the youth organizations, in order, to ensure the participation of the young people in

the decision-making process for topics that directly concern them. Before, each

presidency used to organize just a youth summit, where the young people gathered and

discussed some topics without any follow-up. Now, the dialogue between the young

people and the policymakers has a structure that leads to certain results, for a couple of

months, in each member-state discussions are organized on topics that had been

established six months ago. The purpose is, the results of each summit to be part of

resolutions or other formal documents of the Council of Europe. The dialogue between the

young people and the institutions may bring practical results also at a local and European

level, consequently, the structured dialogue is important for that reason.

Which actions have been done until now, regarding the further promotion of the

structured dialogue?

First of all, in each country a National Working Group has been established, which is

consisted by the National Youth Councils and national shareholders who are in charge for

youth topics in each country. In Cyprus, the institutions who are in charge for youth topics

are the Youth Board of Cyprus, the Ministry of Education and Culture and the National

Agency of the “Youth in Action” Programme. So, there is a coordination regarding the

implementation of the structured dialogue in each country by engaging the young people

and the public institutions. The National Working Group discusses and shares views

regarding the optimal implementation of the structured dialogue nationally. In Cyprus we

started with 2 consultations per semester. Now, almost 5 consultations per semester are

organized, which take place in different cities. Slowly-slowly, we are trying to improve the

way the young people get involved, for instance, we use the social networks, such as

facebook, online questionnaire and soon a website is going to be created. It should be

mentioned that, the questions are sent by email as well, for youngsters who couldn’t come

to the consultations, in order to express their opinion which is taken into account as well.

Concerning the theme priorities, how are they chosen?

The themes are chosen at institutionally. Each Trio presidency sets a thematic priority and

then each country of the Trio sets a particular theme for its own presidency. For

example, during the TRIO Belgium-Spain-Hungary the main theme was the “Youth

Employment” which established a discussion regarding the identification of the problems

in the field of youth employment and then some measures were proposed. In the current

TRIO Presidency, Cyprus is one of the countries; the wider theme is the “Youth

Participation”.

The Polish presidency had chosen the particular topic “Youth

and the World” and dealt with the perspective of the

democratization and the contribution of the collaboration with

the Third countries. The Danish presidency chose the topic of

“Creativity and Innovation”, however, it was given emphasis in

the participation of the young people in the elections. In our

presidency, the theme “Social Inclusion” is chosen. It is

going to be focused on some social groups with fewer

opportunities, such as the immigrants. With the term

“immigrant” we don’t refer only to the young people who come

from Third Countries but also to youngsters who come from

EU member-states and migrate to other EU

member-states. The consultations are going to be launched in

the next month.

Regarding the National Steering Committee, which is the role of each institution?

Basically, all the institutions have the same role and participate equally into the National Working Group.

According to the Resolution of the Council of the European Union in 2009, which I have made a reference just

before, the member-states of the EU are encouraged to give the coordinative role to the National Youth Councils

something that has been established in Cyprus, as well. As a result, the young people work together with the

engaged institutions and they have the means to promote the youngsters’ needs and set the topics from the point

of view of the young people. For example, some of the National Youth Councils made suggestions about the

period of the consultations which wasn’t “youth friendly”, due to the fact that sometimes coincided either with

exams or with holiday, so the young people weren’t motivated to participate in the consultations. If the Youth

Councils didn’t participate to the National Working Group, the particular issue wouldn’t have been spotted.

Generally speaking, the National Youth Councils have done many recommendations and the fact that are taken

into account is important.

The young people who live in Cyprus how can they get involved in that process in order to realize that

Europe is something that concerns them?

In the one hand, the themes are related to European topics, on the other hand are closely related to the local

reality, for instance, the youth participation or the social inclusion are topics that concern the young people of all

the countries. During the consultations, the local concerns are expressed, however, there is the European

aspect as well. At the end of each structured dialogue cycle, each member-state prepares a report which is sent to

the head of each group who prepares a composition of the reports of all the member-states, all the reports are

taken into account equally, consequently, the opinion of the Cypriot youngsters is as important as the opinion of

the rest Europeans. It should be mentioned that the youth of Cyprus is equally represented in the European youth

summit. It is really important the fact that the young people of each country may participate in the development of

a decision for topics that directly concern them and will influence them in the future. For this reason, the young

people and the youth organizations should participate in such procedures and realize that the EU decisions affect

their everyday life.

According to you, how could the existing youth information structures

(Eurodesk and Youth Information Centres) contribute, in order to

provide better quality of information to the young people about the

structured dialogue?

The Eurodesk Cyprus does a really good job by promoting all the

announcements and the questions. During the Danish Presidency we

organized the consultation in the Youth Information Centres, due to the fact that

many young people go there. Probably, we will use the Youth Information

Centres as the place of the consultations in the present cycle as well. Additionally, we are intending to find other

means of communication to approach the young people.

Finally, we would like you to tell us how the results-views that were collected during the consultations

process, are used.

The goal of the first cycle of the structured dialogue, after the end of the TRIO Presidency was to have a resolution

which would contain elements from the consultation. The results could be more substantial, even though there was a

resolution in the Council of Ministers, in charge for youth topics, however, the young people who participated in the

consultations felt that the topics they had discussed, were not included in the conventions that were finally adopted. As

a result, the National Youth Councils and the European Youth Forum, demanded to be given more attention to the

structured dialogue and we hope that from now on the results of the consultation of each cycle will be reflected more

efficiently to the final documents of the Council of Ministers. I have to point that the results of the consultations of the

first cycle will not be thrown out. The opinions of the youth of Europe about the youth employment are high importance

topics and they will be gradually promoted at a national and pan-European level, by being part of the agenda of the

member-states and the relevant EU institutions in order to set the starting-point or the base of policy discussion that

will lead to the alleviation of the problem locally and regionally. As a result, we shouldn't regards the whole effort under

the scope of "black or white". The outcomes of the national and the European consultations must be used by the

young people and the youth organisations as a tool for the enforcement of the voice of the young people everywhere.

The structured dialogue has just been launched. Now, we are in the second cycle, consequently, some

problems might have occured. Before, the young people didn’t have the chance to be engaged in the

process of decision making but now they have it. As a result, this effort should be supported by all the young

people through their participation and the tiny issues will be solved.

That’s right, the last eighteen months, the first cycle of that process was launched so, it is quite normal for the

appearance of some gabs but, there is space for improvement. After the end of this cycle, the main topic of the

European Youth Week was the evaluation of the structured dialogue. Consequently, it is seems that the relevant

institutions are keen on the improvement of the process and take into account the suggestions of the National Working

Groups. The improvement comes through the experience, which means that we reconsider the procedure through the

issues that arise.

συμμέτοχη μου σε Ευρωπαϊκή σύνοδο νεολαίας. 20000 νέοι σε όλη την Ευρώπη

ενεπλάκησαν στη διαδικασία του δομημένου διαλόγου, κατά τη διάρκεια του οποίου

τέθηκαν διάφορες προτάσεις στην Ευρωπαϊκή Επιτροπή σχετικά με θέματα χάραξης

πολιτικής που αφορούν τη νεολαία στην Ευρωπαϊκή Ένωση.»

Μιχάλης Καϊρίνος, 27 χρονών: «Γνωρίζοντας νέους απ’ όλη την Ευρώπη, που

συγκεντρώθηκαν και αντάλλαξαν απόψεις σε θέματα που τους αφορούν άμεσα, ήταν για

μένα μια μοναδική εμπειρία. Αποτελεί ευκαιρία να ακουστεί η φωνή μας και να

διαμορφώσουμε το μέλλον μας, με διαφορετικούς ανθρώπους, έχοντας όμως τις ίδιες

ανησυχίες.»

The Eurodesk Cyprus hosts testimonies of Cypriot young people who participated in a

European Consultation.

Angelos Parmatzias, 26 years old: "It was a joyful, inspiring and unique learning

experience for me attending an EU Youth Conference. 20000 Young people across

Europe got involved in the Structured Dialogue process giving their views to the EU

Commission regarding the formation of youth policies in the EU."

Michalis Kairinos, 27 years old: “Meeting young people, from all over Europe, who gοt

together to discuss themes that are of great interest, was an amazing experience. It’s an

opportunity to be heard and shape our future, with different people, sharing same

concerns”.
