to people with disabilities is one ofthe key areas that needsattention. 'Prior to the earthquakeit was usual for those withdisabilities to struggle and theyrarely received an education. There are now many more disabledpeople.'

He also stated that another vitalimmediate and long-term need isbusiness development through thegeneration of employmentopportunities for local people.

The emergency phase for TheSalvation Army in Haiti isexpected to last for another six tonine months. During this time TheSalvation Army will continue tocare for 20,000 displaced peoplewho are living in cramped campconditions on a soccer field inPort-au-Prince. Emergencyassistance will also be ongoing for

those who were adverselyaffected in Jacmel and PetitGoave.

One of the urgent challengesfor The Salvation Army is therelocation of the 20,000people from its emergencycamp to transitional housing. It is hoped this housing will beconstructed before the end ofthe year.

As well as committing to theongoing emergency relief, at acost of up to US$500,000 permonth, the conferencedelegates offered funding forcommunity and buildingprojects costing millions ofdollars that could take morethan five years to complete.Despite the generous offersmany more millions of dollarswill be needed to complete allthat needs to be done and

increased partnerships with non-Army donors will be part of theprocess.

The Salvation Army in Port-au-Prince provides essentialservices to one of the poorestareas in Haiti and conferencedelegates strongly expressedtheir belief that The SalvationArmy's facilities needed to berebuilt as quickly as possible. Most of its buildings have beenso badly damaged that they willneed to be demolished.

Lieut-Colonel Rowe said thatalmost all of the city of Port-au-Prince will have to be demolished. It has been estimated that it willtake a year just to clear awaythe rubble. 'This is a sensitivearea as there are still manybodies in the rubble,' he added.

During the next few monthsprioritisation of the transitionaland long-term projects will takeplace, applications for furtherfunding will be processed andsome projects commenced whileemergency relief servicecontinues.

In working through what needs tobe done the delegates divided intothree groups that covered theemergency phase, community anddevelopment projects andinfrastructure perspectives. These groups provided thefoundational information for thefinal recommendations.

Please help us seek tougheraction on child pornography.

The WA government is acting togive children stronger protectionthrough the introduction of the"Child Exploitation Material andClassification LegislationAmendment Bill 2009". The Billwould prohibit a wider range ofmaterial involving the exploitationof children, child pornography andcruelty to children.

However, the Bill could besignificantly improved by makingtwo changes:

1. In the definition of ‘child’, theage should be increased from 16to 18 years.

2. The 'literary' or 'artistic' meritdefence for child pornographyshould be removed.

Family Voice Australia hasprepared an open letter to WAPremier Colin Barnett whichargues for these two changes tobe incorporated in the Bill.

ou may have seen this beforebut I feel sure as the EasterSeason approaches it will do usall good to read these wordsagain.

ONE SOLITARY LIFE Unknown

Here is a man who was born in anobscure village, the child of apeasant woman. He grew up inan obscure village. He worked ina carpenter shop until he wasthirty, & then for three years hewas an itinerant teacher.(preacher)

He never wrote a book. He neverheld an office. He never owned ahome. He never had a family. Henever went to college. He nevertravelled, except in his infancy, more than two hundred milesfrom the place where he wasborn. He never did one of thethings that usually accompaniesgreatness. He had no credentialsbut himself.

While he was still a young man,the tide of popular opinion turnedagainst him. His friends ranaway. One of them denied him.He was turned over to hisenemies. He went through amockery of a trial. He was nailedupon a cross between two thieves. His executioners gambled for theonly piece of property he had onearth, his seamless robe. When

he was dead, he was taken downfrom the cross and laid in a borrowedgrave through the courtesy of a friend.

Twenty wide centuries have come &gone, and today he is thecentrepiece of the human race andthe leader of all human progress. Iam well within the mark when I saythat all the Armies that evermarched, all the Navies that everwere built, all the Parliaments thatever sat, and all the Kings that everreigned, put together, have notaffected the life of man upon thisearth as powerfully as has this onesolitary life.

QUOTE FROM GENERAL BOOTH

“We hear a good deal about individ-ual prayer but we do not hear nearlyas much as I should like to hear -nor do I see anything like as much asI should like to see - of the congre-gation, the people, praying. Wewant to get our soldiers to pray. Thematter is very simple. When you getunited action you get remarkableresults, and there is no such easyplan of securing united action on thepart of the soldiers as getting themall to pray. Give them a chancethen, encourage them to pray, andbless them when they do pray. It isunited prayer we want. What wehave to struggle after is agreement,in faith locking our arms about oneanother and round about the Christwho is in our midst. If we all agree,if we work for it and believe for it, weshall receive it and go away and actin the power of it.”

Open Letter to Western Australia Premier Colin Barnett

Please get tougher on child pornography

Dear Premier,

I welcome the move to give children stronger protection through the introduction of the Child

Exploitation Material and Classification Legislation Amendment Bill 2009. Particularly

welcome is the proposed prohibition of a wider range of material involving the exploitation of children,

child pornography and cruelty to children.

However, the Bill could be significantly improved by making two changes.

1. In the definition of ‘child’, increase the age from 16 to 18 years

The definition of “child” in the Bill, currently only “a person under 16 years of age”, should be changed

to “a person under 18 years of age”.

The age of 18 years is used for child pornography offences in the Commonwealth, Victoria, Tasmania,

the Australian Capital Territory and the Northern Territory. This age is also used

in the national classification scheme for films and publications when material involving offensive

depictions of persons under 18 is Refused Classification.

The age of persons covered by child pornography offences should be higher than the age of consent

(16) because child pornography involves the exploitation of children, often for

commercial purposes, usually by older males. This is like child prostitution and child sexual servitude.

For these offences a child is defined as anyone under 18.

A pornographic picture of a 16 or 17 year old girl could be circulated to thousands of men and could

remain on the internet for years. Girls and boys in this age range need the

protection of the law from exploitation by older adults.

2. Remove the literary or artistic merit defence for child pornography

The Bill currently allows a defence against child pornography offences by an appeal to the “literary”

or “artistic” merit of the material. The corresponding Commonwealth and

Victorian offences do not allow for this defence and an inquiry has recently recommended that the

defence be abolished in NSW law.

The existence of the defence of artistic or literary merit for child pornography suggests that such

pornography is acceptable if the material is sufficiently artistic or literary. I do not

accept that art or literature can be a valid excuse for child pornography.

Premier, please help protect our children from child pornographers.

Yours sincerely,
