China surpassed South Korea to become the world’s largest shipbuilder in 2010 in terms of shipbuilding capacity and new orders, according to recently released statistics from China’s Ministry of Industry and Information. China’s shipbuilding enterprises are mainly distributed among Jiangsu, Shanghai, Zhejing, Shandong and Guangdong, with Jiangsu ranking first. MEYER WERFT DELIVERS DISNEY FANTASY Disney Cruise Line takes the helm and prepares for the journey home to Florida

Disney Cruise Line took possession of its newest ship – Disney Fantasy – today from the Meyer Werft shipyard in a traditional maritime ceremony aboard the ship. The Meyer Werft flag was lowered, while the Disney Cruise Line flag was raised, transferring ownership from the shipbuilder to Disney.

This final milestone closes the book on the ship’s construction journey and signals her readiness to welcome guests on her maiden voyage, set for March 31, 2012, from Port Canaveral, Florida. The Disney Fantasy is the second of two newly designed Disney ships that take the family cruise experience to new heights and features many of the innovations found on her sister ship, Disney Dream.

“Today we celebrate the culmination of a wonderful partnership, as we take possession of the Disney Fantasy and prepare for the journey home to Florida. bring this ship to life,” said Karl Holz, president of Disney Cruise Line. “We are eagerly anticipating our guests, who will experience storytelling in enchanting new ways onboard the Disney Fantasy while making magical memories that will last a lifetime.”

Known for establishing the family cruise market when the business launched in 1998, Disney Cruise Line continues to build upon this success with a focus on the legacy and heritage of The Walt Disney Company’s most known assets – master storytelling, world-class entertainment and legendary guest service.

“The Disney Fantasy, along with her sister ship, the Disney Dream, are the largest ships that Meyer Werft has ever built,” said Bernard Meyer, managing partner of Meyer Werft. “Over the last five years we have developed an outstanding partnership working with Disney, and together, we have seen two magnificent ships become reality. The collaboration among Disney Cruise Line, Meyer Werft and its suppliers has been exemplary.”

The Disney Fantasy leaves the Main Building Hall at the Meyer Werft Shipyard at Papenburg.

Meyer Werft and Disney first signed a contract to build two new ships in April of 2007. Shortly thereafter, planning for the design of the ships began and construction started on the Disney Dream, the first of the two new ships, with the first steel cutting on March 2, 2009. Since the recent completion of the ship’s float out and conveyance on the River Ems, the test-and-adjust period has been in full swing. The ship will remain in Bremerhaven for another week while additional crew members board, and supplies and provisions are loaded. The Disney Fantasy is scheduled to depart on February 16 for its transatlantic voyage to the U.S., with an expected arrival to its homeport in Port Canaveral, Florida on March 6.

Captain Tom Forberg will officially take the helm of the Disney Fantasy for Disney Cruise Line. As part of the Disney Cruise Line ship construction team, Captain Forberg has been with the

company for more than 15 years and was responsible for launching Disney’s first three ships, the Disney Dream, the Disney Magic and Disney Wonder.

Expanding Itineraries

With the addition of two new ships, Disney Cruise Line is able to expand its itineraries, adding new homeports and new destinations, bringing the Disney family cruise vacation to more guests than ever before.

Fireworks emanates from the Disney Fantasy following the successful launch.

The Disney Fantasy will sail seven-night alternating eastern and western Caribbean itineraries beginning in 2012, from Port Canaveral, Fla., where she will join sister ship, Disney Dream, sailing three-, four- and five-night cruises to the Bahamas. New in 2012, the Disney Magic will offer eight-night cruises to the Bahamas and five-night cruises up the New England coast sailing from New York, and seven-night western Caribbean itineraries departing from Galveston, Texas. The Disney Wonder will continue sailing seven-night Mexican Riviera cruises from the Port of Los Angeles, while spending its second summer sailing Alaskan itineraries from Seattle.

Based in Celebration, Florida, the Disney Cruise Line experience is focused on providing a setting where families can reconnect, adults can recharge and kids can immerse themselves in worlds of fantasy only Disney can create.

CHINA POISED FOR RECORD JUMP IN LNG IMPORTS IN 2012 China is set to post the largest increase in import volumes amongst LNG purchasers this year, and the growth surge has a long way to run yet.

GOLAR SPIRIT was built by the Kawasaki Shipbuilding Corporation in 1981 as an LNG carrier. She was the first Japan-built and first Asia-built LNG carrier.

China is rising up through the ranks of the LNG importing nations. A total of 12.07 million tonnes (mt) of LNG were shipped to the country last year, as China edged past Taiwan to become Asia’s third largest LNG importer. Taiwan received 11.95 mt of LNG in 2011. Over 50 per cent of China’s 2011 imports were received by the Guangdong Dapeng LNG terminal alone.

China will consolidate its third place position in 2012 as shipments to PetroChina’s recently commissioned Dalian and Rudong terminals build steadily. Dalian and Rudong are China’s fourth and fifth baseload import terminals and between them the new facilities received six cargoes in January 2012. During the month China imported an aggregate 1.3 mt of LNG, the country’s second highest monthly total ever.

Annual LNG shipments to China in 2012 are forecast to jump 40 per cent, reaching 17 mt or more than three times the 2009 level. By 2015 China is set to have 10 LNG import terminals in operation and shipments to the country that year are likely to fall somewhere in the 30-35 mt range. One of these facilities will be China National Offshore Oil Corp’s (CNOOC) proposed Tianjin floating storage and regasification unit (FSRU), China’s first offshore LNG terminal. The country’s National Energy Administration awarded preliminary approval for the project earlier this month.

Over the following five years, from 2016 to 2012, Chinese LNG purchases are forecast to double once again. Many of the 60 or so LNG carriers that will be required by 2020 to meet China’s LNG needs will be built in domestic shipyards. To date Hudong-Zhonghua is the country’s only shipyard which has built conventional size LNG carriers. The shipbuilder has constructed five such ships and has a further five on order.

Hudong will require some assistance in the drive to supply domestically built LNG carriers in the years ahead and Dalian New Shipyard, STX Dalian Shipbuilding and Jiangsu Rongsheng Heavy Industries have announced that they are prepared to enter the LNG market after completing extensive research and development programmes.

China is also poised to add a new dimension to its LNG carrier fleet and, in taking the step, could establish a role as a global leader. CNOOC Energy Technology & Services has been investigating an in-house design for a 30,000 M3 LNG carrier as a means of distributing cargo along the country’s long coastline and balancing regional demand. The company is also looking into the possibility of positioning two additional FSRUs – in Shandong and Jiangsu provinces – to augment its growing receiving terminal network.

Rongsheng to deliver 11 Super Ore Ships in 2012 to VALE - Mar 20, 2012

China Rongsheng Heavy Industries Group Holdings Limited, China’s biggest non state-owned shipbuilder by order book–said it expects to deliver this year the bulk of a dozen supersized vessels ordered by Brazilian miner Vale S.A. (VALE).

Rongsheng Chief Executive Chen Qiang said the company plans to deliver two supersized vessels originally due for delivery last year–to Vale within the next two months and all but one of the remaining supervessels by the end of the year. The final ship will be delivered in 2013. The first was delivered in November.

The Valemax ships–a class also known as “very large ore carriers”, or VLOCs–have a capacity of 400,000 deadweight tons. The larger vessels can help reduce the Brazilian miner’s shipping costs to China.

Chen said the company received a total of US$1.8 billion in new orders in 2011 and expects to secure more than that this year.

OSX enters in US$732 m contract for building 11 Tankers - Mar 16, 2012

OSX was hired by Kingfish do Brasil Navegação S/A to build 11 medium range tankers, with 45,000 DWT (Deadweight Tonnage) each, for transportation of oil and clear products. These vessels shall be chartered by Kingfish to Petrobras. The approximate total value of the shipbuilding contract between Kingfish and OSX is US$ 732 million with deliveries expected to take place until 2017, at the Açu Shipbuilding Unit, located in the north of the State of Rio de Janeiro.

Kingfish do Brasil is dedicated to providing logistics and marine transportation solutions to the Brazilian oil and gas market, by means of cabotage and long haul shipping. The company was founded by Kingfish Trading in 2009. The founders and shareholders of the company have over 25 years of experience, both in Brazil and internationally, in ship building and commodity transportation and trading, with a focus in oil, gas and petroleum derivatives.

“Fourteen shipbuilding projects now comprise OSX’s task list at our Açu Shipbuilding Unit. Our team will build, in São João da Barra, 11 MR tankers for Kingfish, 1 PLSV for Sapura Seadrill and realize the integration of FPSOs OSX-4 and OSX-5 for OGX. At OSX, each one of us is proud to be able to dedicate our work to the development of oil production in Brazil.” stated Luiz Eduardo Guimarães Carneiro, CEO of OSX.

On February 28th, OSX signed a contract with Sapura Navegação Marítima S/A for the construction of one PLSV (Pipe-Laying Support Vessel), for a total amount of approximately US$ 263 million. A PLSV is used for laying and installing flexible pipelines on the seabed.

Jamaica pushes to give full effect to MARPOL Convention - Mar 15, 2012

Protection of the Caribbean Sea and meeting the International Maritime Organization (IMO) International Convention for the Prevention of Pollution from Ships (MARPOL) 1973 will take centre stage in Jamaica this week when the Maritime Authority of Jamaica (MAJ) joins the National Solid Waste Management Authority to present a training course on the Collection & Disposal of Ship Generated Garbage and Commercial Solid Waste.

The accredited course, on Wednesday November 9th, is designed to build awareness of the provisions of the MARPOL Convention, as well as to standardise procedures relating to the collection and disposal of ship generated garbage.

Bertrand Smith, MAJ Director of Legal Affairs, who will present on the MARPOL Convention at the workshop, explains: “The obligations of Port States to give full and complete effect to the provisions of Annex V extends beyond the presence of reception facilities to ensuring that those who receive and manage the garbage are appropriately qualified.”

In May this year the Wider Caribbean Region was designated a special area for the prevention of pollution by garbage generated by ships in accordance with Annex V of MARPOL which regulates ship generated garbage.

Maersk Supply Service wins major contracts in Brazil - Mar 7, 2012.

Maersk Supply Service has won three new major contracts with the Brazilian state oil company Petrobras.

The three contracts will each have a duration of four years commencing December 2012, and have a total value of approximately DKK1.6 billion (US$280 million). The deals involve the anchor-handling tug supply vessels ‘Mærsk Leader’, ‘Mærsk Lancer’ and ‘Mærsk Launcher’. The vessels will be involved in ultra-deep-water anchor handling with both conventional and torpedo anchors.

Maersk Supply Service has a significant position in the Brazilian market with eleven vessels currently operating offshore Brazil for Petrobras and five vessels for international oil companies. Petrobras is Maersk Supply Service’s biggest customer.

US NAVY FUNDS AUSTAL TEAM TO BUILD TWO SHIPS Additional contracts affirm commitment to the Littoral Combat Ship (LCS) Programme

Austal USA successfully launched the second 127-meter Independence-Variant

Littoral Combat Ship, “Coronado” (LCS 4).

Austal’s order backlog has grown by US$691 million as a result of two additional Littoral Combat Ship (LCS) contract options being exercised by the United States Navy.

The contract options fund construction of the Gabrielle Giffords (LCS 10) and Omaha (LCS 12), the third and fourth ships in the 10 ship block buy award made to an Austal-led team in December 2010. That 10 ship program is potentially worth over US$3.5 billion.

Reflecting Austal’s growing stature in naval shipbuilding, Austal USA now holds confirmed contracts for 14 U.S. Navy ships while its Australian operation has a contract to build and support eight patrol boats for the Australian Customs and Border Protection Service.

The U.S. Navy work includes contracts for nine Joint High Speed Vessels (JHSVs), two of which were confirmed in February. It also includes the Coronado (LCS 4) which Austal was contracted to build as part of a General Dynamics Bath Iron Works team prior to taking over as the prime contractor for the 10 ship LCS award. LCS 4 and the first JHSV, USNS Spearhead, are currently being prepared for sea trials, with three other ships currently under construction in Austal’s Mobile, Alabama shipyard.

Austal’s Chief Executive Officer Andrew Bellamy said the company’s U.S. Navy programmes provide predictable revenue and workload for years to come.

“The LCS and JHSV programmes alone are likely to generate nearly $900 million in revenue per year for the next few years. With series production on both ship classes now underway, we can focus on achieving higher production efficiency and bringing our Navy customer improved cost and schedule performance,” he said.

“The LCS award called for two ships to be contracted by the end of March this year, and each of the next three years. While these options were expected, it is still pleasing to see the contracts executed, particularly in a period when the U.S. government budget is under pressure.

“Looking ahead, we can now focus on the Defense budget request for the next fiscal year which foreshadows the award of our next two LCSs and our tenth Joint High Speed Vessel. The Navy’s effort to continue procuring these vessels demonstrates the value the U.S. military sees in our platforms,” he said.

Mr Bellamy noted that the Secretary of Defense, Leon E. Panetta, had restated the importance of the LCS when announcing major Budget decisions in January.

“Secretary Panetta said the Navy was protecting what he described as its ‘highest-priority and most flexible ships’ and included Littoral Combat Ships in that category,” he said.

More recently Secretary of the Navy, Ray Mabus, reaffirmed the Navy’s intention to acquire 55 LCSs. In testimony to the House Appropriations Subcommittee on Defense on 1st March SECNAV Mabus stated: “I think the LCS is clearly going to be one of the backbones of the fleet as we go forward. We are committed to buying over 55 of these very capable ships.”

He reaffirmed the 55 ship plan to the Senate Appropriations Subcommittee on Defense on the 7th of March, adding that “we’re very pleased with the shipyards that are building them, we’re very pleased with the product that’s coming out.”

“These are very positive signs for the LCS programme’s long term future and for Austal’s prospects in securing additional work beyond the current 10 ship award,” Mr Bellamy said. “The LCS and JHSV platforms will continue fuelling company growth for a long time to come.”

SIGNAL MARITIME RECEIVES NEWEST RAMPARTS 3200 OFFSHORE TUG

SIGNET WEATHERLY is the latest RAmparts 3200 Class ASD from Robert Allan Ltd.

Recently delivered to her proud owner, Signet Maritime Corporation, the tug will be based in Corpus Christi, Texas and is named after the winner of the 1962 America’s Cup. The new vessel will enhance Signet’s Gulf operations, providing ship-assist capabilities along with long range towing.

The RAmparts 3200 design is configured for low-manning operation, with a high standard of machinery automation. The vessel is equipped with both a bow winch for ship assist work and a stern winch and tow pins for towing and other operations over the stern, as well as for offshore duties. Extended fuel capacity gives her extended range for towing rigs in and around the Gulf of Mexico and Caribbean.

The vessel has been outfitted to the highest standards for a crew of up to 10 people. The large main deckhouse contains a spacious galley and mess, and 2 cabins with shared en suite WC for the Chief Engineer and Master. The lower deck contains 3 crew cabins, WC and 2 showers, a galley store and a deck stores room. The wheelhouse is designed for maximum all-round visibility with forward and aft control stations providing maximum visibility to both fore and aft deck working areas.

The deck machinery is comprised of a 50 HP Markey DEPC-48 Render / Recover Hawser Winch on the foredeck with a brake holding power of 300,000 lbs. Line pull is rated at

15,000lbs at 100 ft/min and 3,500lbs at 200 ft/min. Maximum stall pull is 40,000lbs. Capacity is 500 ft of 9″ circ. line.

Located on the aft deck is a 100HP Markey TESD-32 side-by-side double drum towing winch with a brake holding capacity of 400,000lbs. and carrying 2300 ft of 2″ dia wire. Maximum line pull at stall is 135,000lbs., with rated capacities of 92,000lbs at 30 ft/min and 11,000lbs at 90 ft/min.

There is a Smith Berger 12T-214 tow pin / roller / hold-down block integrated into the bulwarks aft.

Propulsion comprises a pair of MTU 16V 4000M60 diesel engines, each rated 1760kW at 1800 rpm, driving a pair of Niigata ZP31 Z-drives with 102.4 inch diameter fixed pitch propellers.

The electrical plant comprises 2 Northern Lights M1066 diesel gen-sets, each with power output of 130 kW.

Ship-handling fenders at the bow comprise one tier of 32 inch hollow rubber fenders with a lower run of 14 inch “W” block fenders. A 14 x 14 inch hollow “D” fender provides protection at the main and foc’sle deck sheer lines, and 14 inch “W” block type fendering is used at the stern.

EXXON VALDEZ TO BE SCRAPPED YEARS AFTER WORST U.S. SHIP SPILL The EXXON VALDEZ has been sold for scrap 23 years after causing the worst tanker spill in U.S. history, which led to new designs for oil carriers.

EXXON VALDEZ ran aground March 24, 1989 and spilled 11 million gallons of crude oil into Prince William Sound off Alaska.

Now called the ORIENTAL NICETY, the vessel was sold for about $16 million, Maryland-based Global Marketing Systems Inc., the world’s biggest cash buyer of ships for demolition, said in a report March 16. Converted into an ore carrier in 2007, it changed owners and names four times since the 1989 accident, American Bureau of Shipping records show.

The spill, which dumped 11 million gallons of oil in Alaska’s Prince William Sound, was the largest in U.S. waters until the 2010 accident at BP Plc’s Macondo oil well in the Gulf of Mexico. It’s still the country’s largest leak from a tanker, and it led to the U.S. requirement for ships to have two hulls.

“The accident pointed out that the biggest risk involved in oil transport is the impact an accident can have on the environment,” Thomas Zwick, an analyst at Oslo-based shipping

consultant Lorentzen & Stemoco AS, “Large companies can go under as a consequence of the financial liabilities bestowed upon them following an accident.”

Exxon Mobil Corporation, the largest U.S. oil company, still faces litigation from the spill. The Irving, Texas-based company spent three years and $3.86 billion to clean up the spill, which damaged 700 miles of coastline and killed more than 36,000 birds, according to the Environmental Protection Agency.

Damage Claims

Exxon agreed in 2009 to pay $470 million in interest on a $507.5 million judgment won by local victims, including fishermen and small businesses, in addition to a $900 million civil settlement. Last month, a judge ruled that U.S. and Alaskan governments could pursue further damage claims.

LA BREA PROTEST FOR JOBS

La Brea residents burned tyres and blocked the entrance to the La Brea Industrial Development Company (Labidco) and Union Industrial Estates yesterday, demanding they be employed.

The residents have accused companies in the industrial estates of failing to keep the promise to hire people living in surrounding communities.
