Kerala experienced an abnormally high rainfall from 1 June 2018 to 19 August

2018. This resulted in severe flooding in 13 out of 14 districts in the State. As per IMD data, Kerala received 2346.6 mm of rainfall from 1 June 2018 to 19 August 2018 in contrast to an expected 1649.5 mm of rainfall. This rainfall was about 42% above the normal. Further, the rainfall over Kerala during June, July and 1st to 19th of August was 15%, 18% and 164% respectively, above normal month-wise rainfall for the period. Incessant rain accompanied with the rise of water level in rivers and other water bodies have resulted flooding in many parts of Kerala.

Kerala State has an average annual precipitation of about 3000 mm. The rainfall in the State is controlled by the South-west and North-east monsoons. About 90% of the rainfall occurs during six monsoon months. The high intensity storms prevailing during the monsoon months resulted in heavy discharges in all the rivers.

The continuous and heavy precipitation that occurred in the steep and undulating terrain found

its way into the main rivers through innumerable streams and water courses Low pressure was also a reason. Every year parts of South Asia are hit by a period of heavy Monsoon which usually falls between June and September. It is caused by a change of wind patterns over the region, this change causes heavy rains in the summer and long dry spells over the other months. In India, the monsoon rains can provide 70% of the country's rainfall for the year.

The rainfall so quickly and heavily can easily cause sudden flooding. Unrestricted mining

operations in places have contributed to environmental degradation.

Scientists who have conducted research on the disaster-prone

areas had warned that soil-piping is a major cause for the landslides witnessed in these places and the high ranges of Kerala are likely to be worst hit if this continues. Also known as 'tunnel erosion', soil piping is

the subsurface erosion of soil caused by percolating

waters to produce pipe-like conduits below the ground,

especially in non-lithified earth materials The widespread havoc

to the pressing need for structural, non-structural and institutional measures to mitigate flooding and landslides.

In this context, the skirting of flood control by the Dam Safety Bill, 2019, now passed by the Loksabha, is striking. The fact is that dams, reservoirs and other water storage systems, both natural and man-made, are an effective means for reducing flood peaks. Reservoirs can indeed provide a long-term solution to the problem of flooding. Their effectiveness in moderating floods downstream would, of course, depend on the capacity available for absorbing the flood runoff. National Water Policy 2002 recommended a clear-cut provision for ‘adequate flood cushion’ in water storage projects nationwide, and flood control be given ‘overriding consideration’ when it comes to reservoir operations.

Dams and reservoirs can be effectively used to regulate river levels and flooding downstream of the dam by temporarily storing the flood volume and releasing it later. The most effective method of flood control is accomplished by an integrated water management plan for regulating the storage and discharges of each of the main dams located in a river basin. Each dam is operated by a specific water control plan for routing floods through the basin without damage. This means lowering of the reservoir level to create more storage before the rainy season. This strategy eliminates flooding. The number of dams and their water control management plans are established by comprehensive planning for economic development and with public involvement.

Flood control is a significant purpose for many of the existing dams and continues as a main purpose for some of the major dams of the world currently under construction. In addition to this an ‘early flood detection and warning system’ can be implemented that uses Artificial Intelligence (Al) or Machine Learning (ML) to precisely foresee the incidences of floods. This can aid to make us vigilant early before the actual flood happens. This research will use the application of the Al/ML approaches on big data, collected from previous flood events

to learn from the past to excerpt configurations and statistics and comprehend flood manners to avert destruction and protect lives.

The statistics collected from weather forecast in different localities, alongside with other aspects like soil circumstance, ground situation, prevailing water levels collected over and done with wireless sensors, other surroundings and Google data etc can be used for early detection of flood and warning method. Various ML models can be developed and appraised for categorizing floods, i.e., flash flood, river flood, etc using climate prediction and atmosphere data which can prime to healthier decision-making on any procedures that can be taken for avoidance and readiness and thus develop flood resilience. Moreover Dam automation system’ can be instigated using AI/ML that allows the establishments to repeatedly switch the dam water levels based on weather data and other aspects and elucidate several human miscalculations in liberating the water too early or too late from dams.

Owing to complex and time overriding procedure in manual systems, this will cultivate a prototype for distant monitoring and control of dams that uses AI/ML, present and previous meteorological data, prevailing water levels composed through wireless instruments, other atmosphere and Google data etc to observe and switch water levels in dams. This method can permit the water commissioner to establish preferred flow target automatically or manually, to adjust gates that can then be attuned to deliver the quantified discharge. This will guarantee that the dams will not discharge enormous quantity of water in a little time.

Flood control will become an ever increasing issue in world politics and as more and more countries start feeling the effects of a global increase in the sea level then it will be time for action and Flood control dams and management of existing dams will be the forefront of this action and furthermore Dam management strategies adopted in Kerala will also become an example for many countries when it is time for them to start dealing with issues of the sea.
