Egypt’s Embassies Begin Declaring Results of Expatriates
Votes
Amid the heat of presidential race, indicators from the results
announced by 17 embassies and consulates have shown a progress for
Dr. Abdel Moneim Aboul Fotouh followed by Hamdeen Sabbahi, in
addition to a fierce competition between Amr Moussa and Mohamed
Morsi. Meanwhile, Ahmed Shafik came in the fifth position.
These indicators still await the confirmation of the biggest
bloc of expatriate voters in
Saudi Arabia and Kuwait. Representatives of presidential
candidates praised the integrity of the process of voting and
counting votes.
Ministry of Foreign Affairs confirmed that the Presidential
Elections Commission
granted embassies the right to declare the results and present
written documents of the detailed results to representatives of
presidential candidates.
Al-Azhar considered voting in elections a religious and a
national duty. The religious
institution called on all Egyptians to refuse to accept any
forms of bribes and confirmed that buying votes is prohibited.
Presidential candidates intensified their campaigns in the
remaining 48 hours before the
pre-election silence.

“Catch a Remnant” Campaign Protests against Shafik and
Moussa
A small number of citizens demonstrated in Tahrir Square
yesterday holding signs of the campaign titled “Catch a Remnant,”
which was created to demand the exclusion of former figures of the
Mubarak regime from Egypt’s political life.
Protesters chanted against Ahmed Shafik and Amr Moussa and
accused them of using
bribes to mobilize their supporters. Protesters also warned
against attempts to rig the presidential elections.
Tahrir protesters demanded the new president to fulfill all the
demands of the January 25
revolution; particularly releasing all political prisoners and
purging the state institutions from corrupt officials.

MB and Al-Nour Agree on Issuing a Complementary Constitutional
Declaration
The Muslim Brotherhood’s Freedom and Justice Party and Al-Nour
Salafi Party both agreed that SCAF issues a complementary
constitutional declaration that determines the powers of the new
president. Other political forces were divided between those who
supported the step and those who stood against it.
The Freedom and Justice Party’s executive bureau held a meeting
yesterday to discuss
the outcome of their previous meeting with other political
parties and determine their position from the complementary
constitutional declaration. FJP Deputy Head Dr. Farid Ismail said
his party reached an agreement with other political parties that
they present their proposal to SCAF to ensure that constitutional
amendments will create a balance between the powers of the
president and of the parliament.
MP Gamal Hanafi, member of the Parliament’s Constitutional and
Legislative Affairs
Committee, said that SCAF can only issue a constitutional
declaration by presenting a draft of the declaration to the
parliament to discuss and approve it.
Dr. Tareq Al-Sahri, member of Al-Nour’s supreme committee and
deputy head of the
Shoura Council, said deliberations are underway between Al-Nour
and other political parties to determine the powers of the
president.

Judges to Visit UK to Discuss Return of Egypt’s Stolen Funds
Assistant Minister of Justice for Illicit Gains Senior Judge
Assem Al-Gohari said a judicial delegation will head to the UK on
May 27 to follow up on the legal efforts taken to return public
funds stolen by former president Hosni Mubarak and his cronies.
Stolen funds smuggled to the UK are estimated at EGP390
million.
“Negotiations with the British officials resulted in a decision
to form a judicial
delegation that will attend a meeting on May 27 in London to
discuss two major demands; the return of stolen funds and handing
over fugitive former figures of the Mubarak regime including Yousef
Boutros Ghali, former minister of finance, and Rashid Mohamed
Rashid, former minister of industry and trade,” said Al-Gohari.
The UK has frozen assets worth £40 million which belong to
Mubarak and 39 officials in
his former regime.

Governors Prepare for Presidential Elections
Governorates around the country witness a state of alert as
preparations are underway for holding presidential elections next
Wednesday and Thursday.
Governors, executive officials and heads of security held
several meetings to discuss all
the procedures necessary to ensure transparent and free
elections. Governors stressed on their complete neutrality towards
all presidential candidates and
confirmed that their goal is to hold elections in the best ways
possible.

Sufis Support Shafik and Sabbahi in Presidential Race
Several groups of Sufis declared supporting Ahmed Shafik for
presidency and said he represents a shield that will protect Egypt
from the surrounding dangers. Sheikh Alaa Aboul Azayem, leader of
Al-Azmiya Sufi Order, said Egypt needs an experienced military
leader to help the country pass this critical phase. He called on
Egyptians not to give their votes to the Muslim Brotherhood because
they will turn Egypt to another Afghanistan.
Al-Nasr Sufi Party also declared giving its support to Sahfik.
Meanwhile, the General
Coalition of Sufi Orders declared supporting Hamdeen Sabbahi for
presidency. They said he is the most suitable presidential
candidate because he does not belong to the Muslim Brotherhood or
to Salafi parties and he was not a part of the former regime.

Results of Egyptian Expatriates Votes
Initial indicators of the results of Egyptian expatriates’ votes
in a large number of countries have shown a progress for Islamist
presidential candidates, particularly in the results of votes in
Saudi Arabia.
The Muslim Brotherhood’s candidate Mohamed Morsi came first,
followed by Dr. Abdel
Moneim Aboul Fotouh, then Hamdeen Sabbahi, while the rest of the
votes were divided between Amr Moussa and Ahmed Shafik. Votes of
Egyptian expatriates in Saudi Arabia pushed Morsi ahead of Aboul
Fotouh, who gained the majority of votes in other countries.
The majority of political observers expected Morsi to gain less
votes because he lacks
charisma and his political discourse is not developed compared
to other presidential candidates.
A judicial source said the vote counting process continues in a
number of countries,
including Saudi Arabia, Qatar and Kuwait, and each head of a
polling station is required to announce its results in the presence
of representatives of presidential candidates, media and civil
society organizations.

Securing Presidential Elections
Security sources told Al-Shorouk newspaper that the Ministry of
Interior will undertake 30% of security operations needed during
presidential elections, while the Armed Forces will be responsible
for providing security in the majority of areas around the
country.
Army forces have already taken measures to prepare for assuming
responsibility of
polling stations and sub-stations. Sources also explained that
policemen will not be allowed to enter polling stations or
transfer ballot boxes and their role will be limited to
preventing campaigns outside polling stations and dispersing
protests or gatherings which might hinder the process of
elections.

El-Baradei: SCAF Will Determine President’s Powers
Unilaterally
Representatives of various political parties and movements will
hold an emergency meeting today at the headquarters of Al-Wafd
Party to discuss the powers of the new president.
Dr. Ayman Nour, head of Ghad Al-Thawra Party, said a group of 15
political parties is
preparing a proposal and they will present it to SCAF to add it
to the Constitutional Declaration. It will be effective for a
period that ranges between six months to a full year until the new
constitution is drafted.
Dr. Mohamed El-Baradei, co-founder of Al-Dostour Party and
former head of the IAEA,
attacked the role played by SCAF generals. “How will SCAF
determine the powers of Egypt’s coming president without holding a
referendum before presidential elections begin?” asked El-Baradei.
“The revolution broke out to build a new Egypt and what we see now
is a crude attempt to restore and revive the former political
regime with its figures, policies and ideas,” he stressed

Presidential Race Heats Up in Governorates
Minor clashes took place yesterday between supporters of the
Muslim Brotherhood’s candidate Dr. Mohamed Morsi and supporters of
Dr. Abdel Moneim Aboul Fotouh as they exchanged insults and threw
rocks at each other.
Supporters of Dr. Mohamed Morsi accused Aboul Fotouh’s campaign
coordinator of
planning an attack against the human chain organized by the
Freedom and Justice Party to support their candidate. They accused
Aboul Fotouh’s supporters of hiring thugs to attack them in the
city of Al-Minya in Upper Egypt.
Dr. Aboul Fotouh’s campaign completely denied these allegations
and confirmed that
their role is to campaign for their presidential candidate
without attacking supporters of other candidates.
In addition, Hamdeen Sabbahi’s campaign filed a complaint
against supporters of Dr.
Morsi accusing them of tearing down Sabbahi’s banners in various
cities. Morsi’s campaign denied saying that over 200 banners of
their candidate were torn down.
A new version of the incident in which former US President
George W. Bush, was
thrown with a shoe by an Iraqi during a press conference,
appeared in Egypt. One of the members of the Revolution Youth
Coalition, Ahmed Hazem, hurled his shoe at Ahmed Shafik,
presidential candidate and former prime minister, during a press
conference held in Aswan, to protest against his presidential bid.
Participants attacked and beat up Hazem right after he threw his
shoe. Revolution Youth Coalition in Aswan organized a stand in
front of the conference and minor clashes took place between the
coalition’s members and Shafik’s supporters.

Egyptian streets by forming human shields. The first campaign took

before" - factually true but totally different situation.

Al-Ahram: Egyptian state-run official daily newspaper
Founded in 1875, is the most widely circulating Egyptian daily
newspaper, and the second oldest after al-Waqa'i`al-Masriya
(English: The Egyptian Events, founded 1828). It is majority owned
by the Egyptian government.
Al-Akhbar: Egyptian state-owned semi-official daily
newspaper
It was founded in May 1952 as a part of Akhbar El Yom.
Al-Gomhoria: Egyptian state-owned daily newspaper
An influential state-owned Egyptian Arabic language daily
newspaper. It was established in 1954.
Al-Shorouk: Egyptian daily independent newspaper
Are a prominent Arabic newspaper published in Egypt [1] and
several other Arabic nations It is a daily independent newspaper,
covering mainly politics, militant affairs and sport.
Al-Masry al-Yom: Independent daily newspaper
On 7 June 2004, it published its first edition. The paper
initially circulated primarily amongst Cairo’s intellectual elite,
providing objective news coverage in the belief that good news
would beat sensationalist reporting found in other Egyptian print
media. After 3 years, it was challenging Al-Ahram for the status of
