KwaZulu-Natal province. Its population is sparsely spread
throughout an area of 11 127. 89997 square kilometers. The Harry Gwala District municipality forms part of the border between KwaZulu-Natal and
Eastern Cape Province. The District Management Area
(DMA) is located to the West of the District and it forms part of the
border between the KwaZulu-Natal Province and Lesotho.
The Harry Gwala District Municipality (DC43) is composed of the following
five local municipalities: Ubuhlebezwe; Ingwe; Kwa-Sani;
Greater Kokstad and Umzimkhulu.

The Harry Gwala District Municipality (DC43) is one of the ten District Municipalities in KwaZulu-Natal Province and is located
South-West of the province. The District Municipality forms part of the
boarder between KwaZulu-Natal and Eastern Cape Province. The District Management Area
(DMA) is located to the West of the District and it forms part of the boarder between the
KwaZulu-Natal Province and Lesotho (Harry Gwala IDP).
It includes the southern most part of the UKhahlamba
Drakensberg National Park adjacent to Lesotho and borders Eastern Cape Province in the west. The municipality area size is 11 127. 89997 km2
(COGTA). Key rivers in the district are the Umzimkhulu and Umkomaas rivers.

NATIONAL DEVELOPMENT PLAN
On the 11th May 2010 President Zuma appointed the National Planning Commission with a task to take a critical, cross cutting and long term view of South Africa and advise the President, Cabinet and the country on a long term vision and plan. On 15 august 2012, the Commission handed over the revised National Development Plan (NDP): Vision 2030 to the President and the country. The following are the Priorities in the NATIONAL DEVELOPMENT PLAN to eliminate poverty and reduce inequality by 2030:• Job Creation (decent jobs)• Education• Health• Rural Development• Fighting crime and corruption
PROVINCIAL GROWTH AND DEVELOPMENT STRATEGY/PLAN
On the same breath (with the NDP), KZN Provincial Growth and Development Strategy (PGDS) was adopted in principle by Cabinet in August 2011, noting the need to prepare a detailed implementation plan in the form of a Provincial Growth and Development Plan (PGDP) and final alignment with the NDP. PGDS Alignment processes were undertaken to the NDP after August 2012. The KZN PGDS was adopt-ed with the following as Priorities:• Job Creation• Human Resource Development• Human and Community Development• Strategic Infrastructure• Environmental Sustainability• Governance and Policy, and• Spatial Equity.
DISTRICT GROWTH AND DEVELOPMENT PLAN
Subsequent to the adoption of the PGDS, the Cabinet Lekgotla resolved in February 2012 that District family of municipalities should develop District Growth and Development Plans (DGDP). This is to ensure that there is alignment between the District Planning and implementation processes, and the Provincial Growth Development Strategy (PGDS). In that KZNCoGTA was given a mandate to support District family of Municipalities in the process of development of DGDPs as part of the 2012/13 - 16/17 Integrated Development Plan (IDP). It is expected that this DGDP sets out to:• Acknowledge and address the Provincial Priority Intervention Areas.• Describe the desired outcome in respect of each relevant Strategic Objective;• Identify the Key Performance Indicators (KPI) in respect of each relevant Strategic Objective that will be used to measure progress and performance;• Plot the trajectory in respect of each (KPI) in five yearly intervals;• Identify the Strategic Interventions in relation to each of the Strategic Objectives that will be required to achieve the desired outcomes as expressed by the Vision 2030.• Identify Catalytic Projects that will receive priority attention and support, based on the potential and scale of these projects to fast track achieving PGDP Goals and Objectives;• Establishing a District Wide platform for Monitoring, Evaluation, Review and Reporting.

ESTABLISHMENT OF LOCAL HOUSES OF TRADITIONAL LEADERS
A Local House is hereby established in the areas of district municipalities where there are five or more traditional communities. In the event that less than five traditional com-munities exist in the area of any district municipality, the traditional leaders within that
district municipality, must choose one from amongst their number to represent traditional communities at the sitting of meetings of such district municipalities.
COMPOSITION OF LOCAL HOUSES
Each Local House consists of all the Amakhosi within the district municipality. A local House may establish and elect an executive committee comprising no more than 7
members of that Local House. An executive committee of a Local House has the roles and functions conferred or imposed upon it by that Local House.
MEETINGS OF LOCAL HOUSES
The MEC for COGTA must, by notice in the Gazette, convene the first meetings of Local Houses. At the first meeting of a Local House a person appointed by the MEC must act as Chairperson until such time as the Chairperson and Deputy Chairperson of that Local
House have been elected by the members of that House.
Meetings of Local Houses must be convened by written notice to all the members at least four days prior to the date of the meeting.
ROLES AND FUNCTIONS OF LOCAL HOUSES
For purposes of the roles and functions of a Local House, the provisions of section 17(3) of the Traditional Leadership and Governance Framework Act, 2003, apply with the
necessary changes. If the members of a Local House have reason to believe that one of the members of that Local House is neglecting his or her traditional roles or functions,
they may counsel that member, provided however that their role is advisory, and they do not have any disciplinary authority over that member.
