The new plan is to be followed with the purpose of increasing the useful- ness and availability of the parcel post as a convenient means of trans- portation and delivery for merchan- dise. The new ruling will permit the mailing of parcel post packages ¦weighing up to 70 pounds and having a maximum combined girth and length of 100 inches to all eight zones. Formerly this class of mail was limited to packages weighing 70 pounds or less in the first three zones and not more than 50 pounds outside of this district. The present maximum size is a combined length and girth of not more than 84 inches. However parcels measuring more than 84 but not more than 100 inches in length and girth combined the minimum postage charge shall be the zone charge applicable to a 10-pound package. Mail of the fourth class or parcel post must weigh in excess of 8 ounces and includes books, circulars, and other matter wholly in print (except newspapers and other periodicals en- tered as second-class matter), proof sheets, corrected proof sheets and manuscript copy accompanying same, merchandise (including farm and factory products), and all other available matter not included in the first or second class. This matter must not be over the maximum size and weight limits set nor can it be in any form or kind likely to injure the person of any postal employee or damage the mail equipment or other mail matter and not of a character perishable with period reasonably required for transportation and de- livery.
