LEAs are responsible for the following:
• Providing a secure testing environment
• Training authorized personnel
• Creating and submitting required
documentation to OSSE

OSSE’s goal is for schools and LEAs to deliver a
uniform and equitable statewide assessment
program. For assessments to yield fair and
accurate results, the assessments must be
administered under consistent and standardized
conditions.
Secure Testing Environment

School test coordinators provide test security training for:
– Technology Coordinators
– SPED/EL Coordinators
– Test Administrators
– Proctors
– Other Authorized Personnel

The role of ALL authorized personnel is to ensure a secure testing environment during test administration.
All authorized personnel, must be provided with a test security notification statement and attend test security training.
Attendance must be taken at test security training and a copy must be kept in the school test security file.

• School test security plan – Submitted to OSSE 15 days prior to the first day of testing – Includes staff roles, test window selection, test calendar, policies and
procedures for testing, and assurances
• School test security file – Maintained onsite at the school for four years – Includes test security plan, training attendance sheet, signed test
security affidavits, incident report copies, notes on test schedule changes and any testing irregularities
• Test security affidavits – Signed by School Test Coordinators and LEA Test Coordinators at the
end of all districtwide assessments – Submitted to OSSE no more than 10 days after the last day of testing

Train school test coordinators before testing – Test security training required for all LEA and School Test
Coordinators
Monitor during testing – OSSE staff visit schools and monitor testing to ensure
compliance with testing policies and regulations
Investigate after testing – The purpose of post-administration reviews is to ensure the
validity and reliability of assessment results
– Being identified for post-administration review does not
indicate any wrongdoing by the school

The NAEP assessment is given every other year to a sampling of students from participating schools in the District of Columbia. Most schools in the District of Columbia participate.
NAEP is administered by NAEP employees who provide their own technology and materials.

To continuously supply assessments with new test items, field test items are included on assessments. These items do not count toward a student's score. They provide data that allows decisions to be made about their potential future use on the assessment. PARCC field test items • Math field test items are embedded throughout each
assessment. • ELA field test items are an additional unit to the test and taken
by select grades. For the 2016-17 school year administration of PARCC, students in grades 3 and 6 will take the field test. Take the additional unit into consideration when planning schedules for this assessment.
TestNav8 is the assessment platform for PARCC and DC Science. It is available in a browser version and as an app. Technology coordinators can support with the setup of TestNav8 or provide information about a previous setup on your school’s devices.

www.wida-ams.us is the online plaform for WIDA ACCESS 2.0 and contains test software, test administrator training modules, test demos, and sample items.

All ACCESS for ELLs 2.0 test administrators must take the online
training course, accessible here. They will watch all applicable
modules about the WIDA Assessment Management System
(AMS) and receive a certificate of completion at the end of the
training. Test administrators should complete the modules by
Feb. 27, but it is recommended they begin the modules a few
weeks prior to testing.

Technology Coordinator responsibilities:
• Proctor caching
• Running infrastructure trials
• Assuring compliance with device requirements
• Supporting accommodation technology

Proctor caching will help computers running assessments to load
content more quickly and effectively.
ProctorCache: ProctorCache software pulls and stores content from
Pearson to a local ProctorCache computer. This stored or “cached”
test content is then distributed to TestNav clients during testing
sessions.
Precache: the action of downloading and storing test content to the
local ProctorCache computer.

Infrastructure trials help schools ensure they have a bandwidth and
technology setup that supports effective test administration.
Follow the PARCC Technology Guidelines to be sure that your
school’s technology is prepared for a successful administration.
Accomodation Technology

Students within your LEA or school may need supportive technology
as a component of their accommodations. Share these needs with
your technology coordinator and test the supportive technology to
be sure they will function properly during the assessment.
