Detective Joseph Soniogye DSN 3913, Fred Lathan DSN 5240, and I were assigned toa Ticket Scalping^ detail in the downtown area near Busch stadium. Thisinvestigation involved Home Game #2 of the Major League Baseball Playoffs, St.Louis Cardinals vs New York Mets,
I approached James P. in the 500 block of Chessnut. I asked him if he wasselling any Cardinal Baseball tickets, and if he had any in the field boxsection. James P. stated *Yes, I have two. He further stated that he did notwant to discuss price until he determined I was not a Police officer. Heinsisted I show him an ID, and then he asked me how much I wanted to spend, hestated he could give me the field box ticket he had for $150.00. I agreed tothe price.
It should be noted that the ticket he was going to sell me had a face value of$63.00.
Detective Somogye approached and we identified ourselves as police officers bydisplaying my department badge and credentials. I issued James P. a summonsfor ^Resale Tickets Too High."
The ticket had a face value of $63.00 and is listed as follows:Section 167 Row 21 Seat 22

Detective Ehnes and I advised Eric J. that we were Police Officers and displayedour department badge and identification and advised him that he was under arrestfor Reselling Tickets at a Higher Price and advised him of the ConstitutionalRights per MPD Form GEN-19, which he stated he understood. Eric J. became iratethat he was being placed under arrest and stated "Now I"m out the money for thetickets- This is bullshit. I ain"t hurting no one. If I"m going to jail# Iwant you to count my money. I know exactly how much I have and I don''t trustany of you motherfuckers."
Eric J. was conveyed to the Central Patrol Division. A computer check of Eric• revealed no active wanteds or warrants. The tickets were seized as evidence.

On the above date, I was working the 'World Series, Ticket Scalping Detail' inthe Four District in St. Louis, City.
While working the detail, I was walking in the area Broadway and Market, when Iobserved a white male standing on the sidewalk asking pedestrians if they wantedto buy some tickets to the 2006 World Series game. I approached the subjectlater identified as Chris H. and asked him how much he wanted for the tickets.
Chris H. stated he had two tickets and he wanted four hundred dollars for each
tickeit. I agreed to purchase the tickets at which time Chris H, produced twotickets for the lodge box, section 277, row 2, seats 1 and 2, with the facevalue of two hundred.and dollars.
I retrieved my badge and advised Chris H. I was the police and placed him underarrest for 'Resale Tickets Too High^.
After a computer check on Chris H. revealed no active wanteds or warrants, ChrisH. was issued a summons and released at the scene.
The tickets were seized, marked and packaged as evidence.

Detective Fredrick Lathan, DSN 5240 and I were assigned to a "Ticket Scalpingdetail in the downtown area near Busch Stadium. This investigation involvedGame 3 of the Major League World Series, between the St. Louis Cardinals VsDetroit Tigers.
Detective Lathan and I were approached by Jeffery B. in the 400 block of Market.I asked him if he was selling any Cardinal Baseball tickets. Jeffery B. stated,'Yes, I have three and I am asking $400.00 a piece." I agreed to the price.
Detective Lathan and I identified ourselves as police officer by displaying ourdepartment badge and credentials. We advised Jeffery B. that he was underarrest for "Resale Tickets Too High" and read him his Miranda Rights, perGen-19, which he stated that he understood and made the following statement, 'Iwas just selling these to get my money back".
The tickets had a face value of $150.00 and are listed as follows:
Section 431, Row 7, seats 13 and 14 for 10/25/06 and Section 431, Row 7, seat
13.
The listed tickets were seized. I marked, packaged, and placed the property inthe Property Custody Room as evidence.
