Purpose of meeting

The aim of this meeting is to…

• Update on the work that has taken place since September 19th

Issues raised - space

• The square meter of internal space per child that will be available after expansion based on the current expansion plans

• The school's internal design • The square meter of external play space per

child that will be available after expansion based on the current expansion plans

• Where the above 2 measurements rank borough-wide when compared with other primary schools

Alternative colour option

• Classroom sizes will be 60m2 for Reception and between 48-55m2 for other age groups

• We have continued to develop the design proposals and have recently discussed a different option with Governors

• If all children were out at once - each child would have approx 5.2m space

• Classroom size is in line with the majority of Lewisham schools

• Given the growth in numbers across all schools, Holbeach retains its relative position. There are 4 3FE schools with smaller playgrounds

Alternative colour option

• There are different models of playground management and we would be happy to work with the school to explore these

• The school is better situated than many in having access to facilities such as St Dunstans and Ladywell Arena

Special needs

• The considerations that the LA have given to the needs of the children within the school community who have behavioral difficulties and for whom outdoor playtime is essential and how this may be impacted based on the expansion plans and period of building works

Alternative colour option

• The building proposals include smaller areas for quiet working

• The overall scheme will include landscaping of the playground to provide a variety of areas for both active and more sheltered play

Health & Safety

• The considerations that the LA have given to the severe health risk any building work will cause to children who are asthma sufferers and will be exposed to building dust

• Risk and Healthy & Safety assessments that have been conducted to ascertain the implications of the 2 major building projects (Barratt homes and Holbeach) occurring within close proximity to each other  and Holbeach school. The assessments should cover – air pollution, noise pollution, traffic increase, parking issues, access issues to school, impact on local businesses and residents,

Alternative colour option

• We will undertake risk assessments and follow the working practices adopted when building work is carried out in hospitals or other sensitive areas

• The programme would be phased so that noisy work would be undertaken in school holidays or outside school hours and will always meet the Considerate Constructor guidelines

• The programme will ALWAYS be discussed with the school so that it respects the fact that the school must function during the building works

Nursery

• The projected date for when the nursery on the Barratt site will open

• The projected date for when the nursery at Holbeach will close if the plans go ahead

Alternative colour option

• We are looking at other options around the nursery so I will defer an answer on that

• The nursery on the Barrett’s development is intended to be part of Phase 2 of the programme

• Colleagues in Planning will be working on our behalf to ensure the necessary join-up between the schemes

Finance

• The financial budget that will be provided to the school to cover the costs of this major change

• A list of costs that you believe the school will incur as a consequence of this change

• The provision in finances that has been allocated to the increased project costs that will incur should asbestos be found during building works. Is a contingency fund ringfenced for possibilities such as this ?

Alternative colour option

• The current estimate of the cost is £3.3m to be met from the LA’s Basic Need funding and additional Government Grant

• The budget includes sums to deal with building condition including the removal of asbestos

• The Revenue budget will increase in line with pupil numbers

• Funding is available for the school to bring in additional Project Management during the enlargement process

When?

• A timeline that details the major milestones and specifies what works will occur at what time and what will be the impact on the availability of the school playground at each point on the timeline, what will be the impact in terms of closure to roads, parking access at these times, what must be in place for these milestones to be met

• Details of the contingency plans for where milestone are not met. For example, you mentioned that the major building work will occur next summer. If this is not delivered on schedule, is there a plan to decant the school children elsewhere or will the works continue during school term?

Alternative colour option

• Surveys of the fabric of the building, the services and the utilities will be undertaken over half term and the next months

• We will prepare a detailed timeline when the building proposal is finalised, but we would expect to start work next summer

• There are no decant facilities locally so we do understand the importance of minimising the likelihood of delays through a full understanding of the building

When?

• The planning that is in place currently to cater for the growing population in terms of secondary school places

• We expect to need additional secondary places from 2017.

• We have proposals under development. Once funding is confirmed we will publish proposals

Character of the school

• A definitive answer as to whether the school’s catchment area will expand or alter in any way as a result of these plans

Alternative colour option

• There is no defined catchment area for the school. The statutory, national, Admissions Code sets out the criteria for admissions.

• We are required to publish the distance of the last child admitted under the distance criteria and we have seen that distance reduce year on year so that the school no longer serves the community it did 10 years ago, The additional places will help to restore that. The school will continue to serve the local community in Rushey Green.

• Meanwhile we will continue to work on refining the proposal, discussions with Planners and preparing the planning application.

What happens next?

• If the Mayor agrees to the scheme going ahead, a Statutory Notice will be published which gives another opportunity to comment.

• The Mayor will make his final decision in the spring after these 2 phases of consultation.

• If he agrees, we would need to start work on the building by next summer.
