Interconnection Process Map
• The New Resource Implementation (NRI) process ensures that all
ISO requirements are completed:
– For initial synchronization, or
– To declare that a resource for commercial operation
– QF and other types of conversions
• Resources seeking wholesale market participation, but not required
to complete the ISO interconnection process, will start with NRI
processes. Examples could include:
– Distribution-connected resources,
– QF and other types of conversions

Function of the Bucket and File naming System
• Buckets represent a group of required submittals
– Buckets represent NRI checklist items that must be accepted
(not merely received) by the respective bucket due date
– Buckets dates are derived by working backward from the sync,
QF completion, or conversion date
– Email reminders are sent if a bucket deliverables have not been
accepted
• File Naming (of email attachments)
– Filenames are specifically designed for automated identification
– Ensure files are routed to the appropriate business unit for
reviews and acceptabnce
– Automatically “checks off” the bucket item when accepted.

Tips for success: NRI document submission
• Review the NRI Guide and Checklist
• Start the NRI process early and submit documents before
bucket dates
• Include your CAISO Project number (e.g. 16GEN1234)
• One project per email
– Multiple attachments per email per project are okay
• Email sender must be listed on the Project Details Form
• Follow the file naming convention in the NRI Guide
• Please read the email responses from NRI

• NRI deliverables are collected in 6 buckets
• As of Feb. 24, 2016, the number of buckets shrank, however:
– More deliverables are associated with Bucket 1, and
– Bucket 1 now collects what used to be collected in Buckets 1 & 2

Getting Started
• First step of the NRI process:
– Submit a Project Details Form no less than 7 months in advance
of your estimated initial sync, QF, or conversion date
• Your project will be assigned a NRI project number
– Example: “16GEN1234”
• Use the Project Details Form to update:
– Project Description
– Initial Sync, QF, or conversion date
– Email addresses (to designate recipient of project progress
reports and to allow an authorized user to submit documentation
to NRI)

Bucket 1: Full Network Model Preparation
• Deliverables are required to:
– Create a Market Resource ID
• Essential for participation in the ISO market;
– Satisfy requirements for Direct Telemetry (if applicable).
• Bucket 1 items include:
– Copy of executed two-party Interconnection Agreement
– Issued For Construction (IFC), single-line, & three-line drawings
– Communication Block Diagram,
– Network Application information,
– Other itesm (See NRI checklist and guide for complete listing)
• For wind projects only:
– Submit Site Information document and Topographical map

Bucket 2: Regulatory Contracts, Forecasting
Information and Model Testing
• Initiate the applicable ISO Regulatory Contracts
– The type of contracts required for a project depends on the
project type (New resource, QF, Dynamic, etc.).
– Email [email protected] for questions about
specific contract types.
• Submit the initial Generator Resource Data Template (GRDT)
– Resource characteristics recorded in the GRDT are necessary
for preliminary modeling of the resource.
• Meter Configuration Worksheet
– For Initial set up the meter(s) in the meter polling system
• For solar projects only
– Submit Site Information document and Topographical map

Bucket 3: Market Preparation
• Bucket 3 Deliverables:
– Regulatory contracts fully executed
– Final GRDT submitted
– The Interconnection Customer (IC) submits a copy of the SC
Selection Letter
– The SC signs the SC Acceptance Letter, routes to the IC, and the
IC submits
• A resource cannot synchronize or participate in the ISO markets
without an SC association.

– Control & Protection documentation
• If directly connected to CAISO transmission (projects with an
ISO Queue Number)

• During Trial Operations:
– SCs must follow Operating Procedure 5320
– Metering and telemetry data are monitored to ensure data quality
meets CAISO standards
• 72 uninterrupted hours of error-free telemetry required
• Final metering documents are reviewed and accepted, and
validation is completed.
– Then, a Certificate of Compliance will be issued.
• Trial Operations biggest show stoppers:
– Final metering documentation issues
– MET station problems
