1. Aim of the specifications
The aim of these documents is to summarize the minimum
requirement of MOL for inspection and testing of piping elements,
pressure vessels, rotating machinery and complete unit
• These specifications give instructions for the suppliers and
contractors for the required in-spection for parts of equipments,
equipments or whole units.
• These specifications also define the procedure what will be
inspected by the Client.
• These specifications highlight also the minimum required
documentation what shall be sup-plied to the Client in the
different phases for the inspection of the design, manufacturing
and installation of the given product.
• This specification nominates those meeting at that Client
intends to participate.
• Maintenance projects and also in investment CAPEX projects are
covered by these specifi-cations.
This specification shall be adapted in all cases to the given
project. The Client overviews of the inspection viewpoints and
select which shall be check by the parties.
2. Definitions
2.1 Definition of the parties
2.1.1 Client MOL group 2.1.2 Contractor The company who is
responsible for the day-to-day oversight of the construction site,
man-agement of vendors and trades, or the company who is keeping
communication between the involved parties open and clear
throughout the course of a project. In case in the project no main
contractor is involved, then the checking issues of the Contractor
will be performed by the Client. 2.1.3 Supplier The company, who
manufactures and provides the product.
2.2 Definition of handover/procedure categories There are 4
handover/procedure categories for the product, they are the
followings: 2.2.1 Handover Category 1 Product handover verified by
relevant standard (non-certified bulk materials). These products
can be handled as bulk material and all parameters and required
quality is defined by the rele-vant standard. By the handover only
the relevant standard shall be followed. 2.2.2 Handover Category 2
Product handover verified by certification (certified bulk
materials). These products can be handled also as bulk material and
all parameters and required quality is defined by the rele-vant
standard. These products shall have certification, so by the
handover the relevant stand-ard shall be followed and the
certifications shall be inspected.

2.2.3 Handover Category 3 Product handover verified by defined
handover procedure. This category covers the main parts or
assemblies of equipment or machines and piping elements which are
interesting mainly in maintenance point of view. The detailed list
of this category can be found in the MGS-S-REF-M-6.1.3. 2.2.4
Handover Category 4 Product handover of complete equipment,
rotating machines, piping systems and complete unit verified by
defined inspection and checking procedure during design,
manufacturing, FAT, installation and SAT. The detailed list of this
category can be found in the MGS-S-REF-M-6.1.4. 3. Responsibilities
The project specification and the Contract shall be followed in any
case. In the event of con-tradiction between these standards and
the Contract or project specification, the Contract and the project
specification shall be followed. In this case the contradiction
shall be highlighted to the Client. The requirements given bellow
do not replace requirements and provisions of the relevant
technical standards of Supplier (either Licensor, or Manufacturer
of equipment). They state, refine or add only such requirements
that represent the specific technical need and experience of Client
in the field of deliveries, installation, trial starting up,
operation, maintenance of the machinery etc. In the event of any
conflict of those requirements with the above given other standards
and specifications it shall be required to clarify this conflict in
discussion with Client to find a solu-tion. In any case it shall be
required that Supplier shall in writing inform Contractor and
Client about all such conflicts, describing this conflict and
proposing a solution thereof as well as the reason: • why the
requirements given bellow cannot be met, or • Why they are not the
best solution for the given case. In addition, the Supplier shall
carefully consider and identify which of the solutions is more
strictly. Such Supplier’s stance in writing shall be a basis for
statement by Client with the goal of finding acceptable solutions,
while the solutions are preferable that: • Comply with from the
view of unification and standardization within Client (where it is
tech-
nically possible and feasible); • Are on technically higher
level and are more suitable for the given application; • Are on a
higher level from the view of security, reliability, and protection
of the environment; • Are economically acceptable The final
solutions shall always be subject of Client’s written approval.
Supplier shall be fully responsible for complete and correct
implementation of those proce-dures as well as into the all
documentation, including specifications of machinery within the
given delivery. These requirements do not discharge the Supplier
from any its responsibility regarding quality, correctness,
reliability, safety and life time of the machinery delivered and
installed as well as regarding its accessories and documentation
and regarding for its mechanical guarantees.

4. Documentation Unless otherwise defined the documents referred
in these specifications shall be supplied in electronic format for
the Client, there shall be minimum 2 copies of CD/DVD provided to
the Client. All the original certificates shall be supplied in
paper format also.
Structure and usage of the standards
4.1 Handover category 1 This category is relevant for the
handover based on relevant standards for bulk materials. This
inspection and checking steps will be done when these materials
arrive into the warehouse of Client. The checking shall be made in
front of shipper and together with warehouseman and technical
responsible of the delivered part from Client’s side. This
procedure shall be before sign of the delivery documentation. For
the details for the category 1 please see the MGS-S-REF-M-6.1.1
document.
4.2 Handover category 2 This category is relevant for the
handover for certified bulk materials. Over the bulk materials
belong to this specification are the following machine- and
equipment parts: mechanical seal, piston, piston rod, crankshaft,
connecting rod, crosshead, etc... This inspection and checking
procedure will be done when these materials arrive into the
warehouse of Client. The checking shall be made in front of shipper
and together with warehouseman and technical responsible of the
delivered part from Client’s side. This procedure shall be before
sign of the delivery doc-umentation. For the details for the
category 2 please see the MGS-S-REF-M-6.1.2 document.
4.3 Handover category 3 There are tables where the steps of
inspections are given. By the handover these steps shall be
followed by the Client, Supplier and Contractor, and the product
shall be checked based on these points of view. In the “Applicable
document and acceptance criteria” are shown the relevant document
for the checking. This column shows the minimum required
documentation of the product. The men-tioned documents and also the
relevant inspection list shall be having by the Client, Supplier,
and Contractor during the inspection of the product. The column of
verification document shows the result of the inspection, there is
typically MOM or test report, ITP will be prepared or filled out,
or signed. By the required column the need of the inspection by the
given party is defined. In the cells in the column “inspected by”
the signature of the inspector can be taken. For the details for
the category 3 please see the MGS-S-REF-M-6.1.3 document.
4.4 Handover category 4 There are tables where the steps of
inspections are given. By the handover these steps shall be
followed by the Client, Supplier and Contractor, and the product
shall be checked based on these points of view. In the “Applicable

4.5 Phases All of the standards included into Category 4 are
divided based on the phases of the supply. There are 5 phases
distinguished, they are the followings:
4.5.1 Design phase The design phase covers all the engineering
activities which are require to prepare the tech-nical
documentation for the manufacturing, installation, erection of the
product. The design phase starts by the studies and finish at issue
of the detail design documentation. During the design phase the
Client will follow the engineering works, and by the Category 4 are
given inspection steps where the Client will be reviewed. The
Client starts the following of the engineering documentation at the
end of the basic design. At the end of the basic design phase the
Client review and inspect the basic document of the design, such as
piping and instrumentation diagrams, plot plans, and general
specification. Later in the detail design phase the Client also
shall review the design documentation. In this design phase the
details of the static equipments, rotating machines, piping details
are worked out. The Client shall be reviewed these document, if
they are fulfilled the Client requirement. The most important point
of view of the inspection in the design phase based on the
operating and maintenance experience are the followings: −
Operability − Maintainability − Lifetime − Exchangeability The
inspection viewpoints are more general in the beginning of design
phase, and getting spe-cific for the exact product at the end of
the detail design. In the start of a project more general rules
shall be followed by the Suppliers and Contractors and inspected by
the Client, and shall be followed all the specific rules at the end
of the design phase.
4.5.2 Manufacturing, FAT (Factory acceptance test) This phase
covers all the physical activities to make the product except the
installation and testing at the site. The goal of the Factory
Acceptance test and inspection during the manufac-turing phase is
the Quality Control of the manufacturer activities. At the start of
the manufacturing the Client shall inspect the manufacturer and the
factory if the manufacturer is able to make the product in the
required quality. After the inspection of the manufacturer, the
exact product manufacturing is inspected by the Client. The
manufacturing of the product shall be accordance to the
documentation prepared in the design phase.

At the end of the manufacturing shall be made tests by the
Supplier. The result of these test are included in the Inspection
and Test Plan. The result of the tests, and in some cases also the
tests are inspected by the Client and/or Contractor during the
factory acceptance test (FAT). During the manufacturing inspection
and FAT the viewpoints mentioned in the design phase shall be also
kept in mind.
4.5.2.1 Documentation of factory acceptance
1. According to the schedule recorded in the Contract before the
factory test the Supplier shall issue a schedule concerning the
handing over procedure and supplied documenta-tion.
2. Each test shall be recorded. 3. Certification of handing over
procedure shall contain at least the following:
• determination of the tested system, product, service or their
part • place and date of the test • people performing the test •
description of the test (with referring to an individual
specification or description and/or
schematic) • determination of devices used during test (e.g.
factory number, denomination, certificate
on calibration if it has been prescribed, etc.) • description of
the test and results (e.g. measured data) list of required
modifications
given the executor (Supplier, Customer, etc.) and deadline •
authentic signature of participants with possible notes.
Documentation, photo, records, calculation sheet, etc. can be
enclosed to the record, but these shall be indicated in the
record.
4. The Supplier shall ensure one copy of as built documentation
as enclosure of the record.
4.5.3 Installation, assembly, SAT (Site acceptance test) This
phase covers installation and testing at the site. The goal of the
Site Acceptance test and inspection during the installation,
erection, assembly work is the Quality Control of the site
ac-tivities. The end of this phase is the mechanical completion.
The installation and assembly works are controlled by Site
Acceptance Test. During the erection, installation, assembly work
shall follow the documentation of the detailed design. In case of
there is changes are required shall co-work with the designer. At
the end of the installation, erection, assembly work also test
shall be made by the Supplier and/or erec-tion company. The result
of the tests, and in some cases also the tests are inspected by the
Client and/or Contractor during the erection, or during the Site
acceptance test (SAT). During the erection, installation and
assembly work inspection and SAT the viewpoints mentioned in the
design phase shall be also kept in mind.

4.5.3.1 Documentation of site acceptance 1. The site test shall
be performed in accordance with schedule made in co-operation
by the Customer and the Supplier. 2. If the controlled system
has a FAT, the completeness of the system shall be
checked on the basis of FAT record. 3. Quantity control of
documentation has been compiled on the basis of Supplier’s own
examination. 4. Each test shall be recorded. 5. Certification of
handing over procedure shall contain at least the following:
• determination of the tested system, product, service or their
part • place and date of the test • people performing the test •
description of the test (with referring to an individual
specification or descrip-
tion and/or schematic) • determination of devices used during
test (e.g. factory number, denomination,
certificate on calibration if it has been prescribed, etc.) •
description of the test and results (e.g. measured data) •
authentic sign of participants with possible notes. • person
responsible for reparations • deadline of reparations.
Documentation, photo, records, calculation sheet, etc. can be
enclosed to the rec-ord,but these shall be indicated in the
record.
6. The Supplier shall ensure one copy of as built documentation
as enclosure of the record (in case of smaller changes a
modification enough).

1. General description
1.1 Scope The aim of this document is to summarize the minimum
requirement of MOL for inspection at handover based on relevant
standards for bulk materials. This inspection and checking
procedure will be done when these materials arrive into the
warehouse of MOL. The checking shall be made in front of shipper
and together with warehouseman and technical responsible of the
delivered part from MOL side. This procedure shall be before sign
of the delivery documentation. For the definition of the bulk
materials please see the MGS-M-REF-M-6.1 document.
2. Steps of the handover
2.1 Identification of the product The product has to indentify
based on the order number as first step of the handover.
2.2 Quantity check of the supply Vendor shall submit a list of
supplied products. The quantity of the supplied product shall be
check by the Contractor or Client during the handover.
2.3 Visual inspection By the handover the part shall be checked
visually if there is any fail, rust, etc. can be found on the given
product.
2.4 Conservation By the handover the conservation of the product
shall be checked. For these products there is no specific
conservation requirement is foreseen, so it has to conservation
accord-ing to the practice. In case of the missing conservation
that shall be replaced.
2.5 Inspection based on relevant standards Vendor has to define
during the purchasing the relevant standard(s) for the supplied
prod-uct. During the handover the relevant standards has to be
checked, and the inspection shall be made based on the instructions
or requirement of the relevant standards.

1. General description
1.1 Scope The aim of this document is to summarize the minimum
requirement of MOL for inspection at handover for certified bulk
materials. Over the bulk materials belong to this specification are
the following machine- and equipment parts: mechanical seal,
piston, piston rod, crankshaft, connecting rod and crosshead. This
inspection and checking procedure will be done when these materials
arrive into the warehouse of MOL. The checking shall be made in
front of shipper and together with warehouseman and technical
responsible of the deliv-ered part from MOL side. This procedure
shall be before sign of the delivery documenta-tion. For the
definition of the certified bulk materials please see the
MGS-M-REF-M-6.1 docu-ment.
2. Steps of the handover
2.1 Identification of the product The product has to identify
based on the order number as first step of the handover
2.2 Quantity check of the supply Vendor shall submit a list of
supplied products. The quantity of the supplied product shall be
check by the Contractor or Client during the handover.
2.3 Visual inspection By the handover the part shall be checked
visually if there is any fail, rust, etc. can be found on the given
product.
2.4 Conservation By the handover the conservation of the product
shall be checked. For these products there is no specific
conservation requirement is foreseen, so it has to conserved
according to the practice. In case of the missing conservation that
shall be replaced.
2.5 Certification The supply of the certifications shall be
checked. For the metallic product the certifications shall be
according to the standard EN 10204.

1. General description
1.1 Scope The aim of this document is to summarize the minimum
requirement the procedure of the handover of product. These
products are typically the main parts of rotating equipments, some
piping items, and main parts of the static equipments. To identify
the relevant MOL standard please check section 1.2 in this document
and the delivered part. This data spec-ify together the relevant
inspection list and checking procedure. This inspection and
checking procedure will be done when these materials arrive into
the warehouse of MOL. The checking shall be made in front of
shipper and together with warehouseman and technical responsible of
the delivered part from MOL side. This proce-dure shall be before
sign of the delivery documentation.
