HIGHER EDUCATION CAPITAL PROJECT PRIORITIZATION CRITERIA

Green Screen for Buildings: Although this request is for planning funds only, any resulting proposal for construction or remodel would be based on LEED guidelines to foster sustainable design and energy efficiency.

Safety: Although this request is for planning funds only, any resulting proposal for construction or remodel would be based on state-of-the-art technology to secure and protect buildings and to provide maximum fire and life safety protection, including the installation of sprinkler systems and complete fire alarm systems. For all projects parking is very accessible and convenient. Where needed, video cameras will be installed to provide additional security.

Capital Outlay Request NMSU Carlsbad

• Priority 2: Infrastructure Upgrades and Replacement - $2,487,000

• Instructional Building HVAC upgrade • Computer Building HVAC System Upgrade • Biology Laboratory Improvements • Energy Management System Improvements • Replace Aging T-Bar Ceiling systems in classrooms • Remove peeling vinyl wall coverings • Renovate or relocate IT Equipment Rooms

Page 21: New Mexico State University Carlsbadhr.nmsu.edu/ofs/wp-content/uploads/sites/57/2013/...•Fall 2011 Semester* o1,744 HC and 835 FTE oDecrease of 7.6% HC o Decrease of 8.9% FTE ...

Infrastructure Upgrades

• IT equipment rooms are in poor shape. Neither room that houses the critical gear to provide IT services was designed to house this type of equipment. This gear has always been housed in area that had been convenient at the time. • Both rooms lack the proper cooling system capacity and battery back-ups to keep our critical systems going in times of power outages or related emergencies. • A recent power outage left our entire campus without internet/email services for a day and left an entire building without these services for an entire week, • We now utilize a VOIP telephone system that depends on these services, too.

Page 22: New Mexico State University Carlsbadhr.nmsu.edu/ofs/wp-content/uploads/sites/57/2013/...•Fall 2011 Semester* o1,744 HC and 835 FTE oDecrease of 7.6% HC o Decrease of 8.9% FTE ...

(22) 2013 NM Higher Education Department New Mexico State University Capital Outlay Presentation Carlsbad Campus

Infrastructure Upgrades

• Years of roof leaks before roof replacement along with HVAC project from 2006 has taken a serious toll on our lay in ceilings. Much of the T-bar in the main and instructional buildings is discolored by age and/or bent. There are several instances where ductwork does not allow for a uniform level appearance throughout a classroom. In other areas, there are visible rust stains from roof leaks that occurred prior to the roof replacement of 2009. • The main building is just over 30 years old, and the instructional building is just shy of 30 years old. Past classroom renovation left out the lay in ceilings, so in many cases we have a great looking classroom until you look up and see the 30 year old ceiling system with dull dingy T-bar and ceiling tiles of various ages and styles.

Infrastructure Upgrades

• Vinyl wall covering was the covering of choice for our hallways and office spaces when our Main and Instructional buildings were designed and built. • Years of roof leaks (up until the 2009 roof project) have left this wall covering in bad shape. • 30 plus years of people hanging pictures, bulletin boards, etc. haven’t helped matters because once the vinyl is punctured it never really can be made to look good. • The volume of work in the hallways is fairly significant, lots of square footage and in some cases at heights of up to 20 feet.
