Then continue in the auditorium for professional development. The activities will begin at 9:00am with the Full Breakfast and busi-ness meeting followed by professional development. The subject for this session will be iPads and tablets for the fire service. Portsmouth & Greenland to Co-Host August Meeting

Chief Steven Achilles and the Portsmouth Fire Depart-ment and Ralph Cresta and the Greenland Fire Depart-ment will co-host the August 8, 2013 meeting of the NHAFC. This meeting will take place at the Portsmouth Country Club located at 80 Country Club Lane, Green-land NH. Golf will be available at the Pease Golf Course, 200 Grafton Road, Portsmouth. We have set aside a block of Tee Times beginning at 1130am, under the NHAFC. To secure a Tee Time please call 603.433.1331. The Buffet Dinner will consist of Chicken Piccata, Beef Burgundy w/ mushroom and egg noodles, salads, starch, vegetables and chef’s dessert all for $25.00 per person. NFPA'S ANNUAL FIREFIGHTER FATALITY REPORT SHOWS LOW NUMBER OF ON-DUTY DEATHS FOR SECOND CONSECUTIVE YEAR NFPA reports 64 on-duty firefighter deaths in 2012, the second lowest annual total in 35 years

June 11, 2013 – Today the National Fire Protection Association (NFPA) released its annu-al Firefighter Fatality Report. There were a total of 64 on-duty firefighter deaths in the U.S. in 2012, making 2012 the second consecutive year that the total has been below 65 deaths. For the past four years, now, the annual total has been well below 100, dropping the annual average over the past 10 years to 88 deaths. NFPA released the results during a special session at the NFPA Conference & Expo in Chicago.

“NFPA has been tracking this data since 1977 and it is certainly good news that the num-ber of firefighter deaths has continued to decrease over the years,” says Dr. Rita Fahy, NFPA’s manager of fire databases and systems. “We are grateful for the sacrifices of the-se brave individuals and are hopeful that with expanded use of codes and standards and other safety initiatives the downward trend in the number of firefighters dying on duty will continue.

Of the 64 firefighters who died while on duty in 2012, 30 were volunteer firefighters, 23 were career firefighters, four were members of the military, three were federal contractors, two were employees of federal land management agencies and two were prison inmates. The largest share of deaths occurred while firefighters were operating on the fire ground (21 deaths). This is the lowest number of fire ground deaths since this study began.

The decline of firefighter deaths occurred in the following areas:

Lowest number of sudden cardiac deaths

Lowest number of deaths at structure fires

Lowest number of volunteer firefighter deaths

Fourth consecutive year the total number of road vehicle crash deaths has been 10 or lower

Fifth consecutive year of decreasing on-duty cardiac-related deaths

The firefighter fatality study is made possible by the cooperation and assistance of the United States fire service, the Public Safety Officers’ Benefits Program of the Department of Justice, CDC's National Institute for Occupational Safety and Health, the United States Fire Administration, the Forest Service of the U.S. Department of Agriculture, and the Bu-reau of Indian Affairs and the Bureau of Land Management of the U.S. Department of the Interior.

These two web sites provide the fire service community with a comprehensive resource

identify, prepare, and file grants. They also offer a grant-writing service for departments

that need additional assistance. For a fee, their grant writers can prepare the depart-

ments’ narrative section of the targeted grant application. This can be a big asset for a

volunteer department that does not have a grant writer but relies on grants to obtain the

necessary funding to operate effectively and secure needed gear and equipment.

Meeting Minutes

Prior to the meeting being called to order Incoming Pres-ident Jason Lyon presented outgoing President Christo-pher LeClaire, Portsmouth Fire Chief with the past-president’s plaque and offered words of thanks to Presi-dent LeClaire for a very positive year.

The meeting was called to order by President LeClaire at 1835 hours.

Following a salute to the flag and a moment of silence, a quorum was declared.

Host Chief Jeff Phillips welcomed everyone to the New Hampshire Fire Academy and they were once again honored to host the annual meeting.

The minutes of the March meeting were accepted as sent electronically. There was no meeting in April. Mo-tion to same carried unanimously.

Treasurer Richard Mason gave the financial report for January. A MOTION to accept his report carried unani-mously.

Communications: none.

New Members: none.

President’s remarks: As his last meeting Chief LeClaire thanks all those officers and committee members who helped make the year special for him. This is also his last meeting as an active member as he will be assum-ing the position of Chief of Department in Newburyport, MA on June 1st. President LeClaire urged membership to step up and be an active member of this Association to show strength and unity as a fire service. The Chief thanked a few special members who were there for him during his career, then congratulated Chief Steven Achil-les who has been promoted to Portsmouth Fire Chief.

Chief (ret) Doug Aiken was voted for another term on the NH 911 Commission.

Chief Klauber reported that the scholarship recipients Trevor Giroux (Meredith) and Nick Perrault (Hudson) will be awarded at a future meeting and both are attending the Lakes Region Community College in the Fire Tech-nologies Program.

The State Fire Marshal reported about the Keene arson “cold case” and the arrest made. The third grade poster contest and several house and senate bills that are pending. No written report received.

FST-EMS- Jeff Phillips reported that Chip Cooper will be the acting bureau chief for EMS after the retirement of Clay Odell. The Firefighter I program will be voted on at the June Commission meeting for its update to comply with the 2013 standard. The Governor signed the 2013 EMS weel proclamation.

Chief Fraitzl reported on the National Volunteer Fire Council and that they met at the Congressional Fire Ser-vice Institute activities last week.

New England Division-International Association of Fire Chiefs – Chief Chris Christopoulos reported that the Fire-Rescue Internationals Conference will be in Chicago in August.

New England Association of Fire Chiefs – Chief Shawn Murray reported that Wolfeboro Fire Chief Phil Morrill will be installed as the Association president at the confer-ence in June. He then asked for a $500 donation to the conference for networking (Klauber/Sullivan – motion passed)

New Members: Chief Nathan Emery of Shelburne NH was accepted as a new member.

President’s remarks: Some goals that have been set for 2013 include; increase of Membership, have more Professional Development, (this will start with the July breakfast meeting, the topic of IPADS and Tablets), visit Mutual Aid groups to learn their ex-pectations and needs of the Association, working on communications and the website, completing the Membership Directory, increasing the number of Press Releases and investigating partnering with other like thinking groups to meet our goals.

1st VP Parenti:

Reported there are a number of committee openings that need to be filled, 2 positions on the Building Code Review Board and one the Trauma Medical Review Board.

Legislative Committee – A/C Parisi will be the 2013 committee chair, we continue to follow- HB124-Director of H/S-E/M, HB278-Sprinklers and HB2 w/ the retirement buyout, all have been retained.

Scholarship Committee:

Request that the checks be cut and the Presi-dent invite the winners to a future meeting for presentation.

Forest & Lands:

The issue of the Nuisance Smoke bill has been going back and forth and was recently brought back from the rules committee at the urging of the American Lung Association. From the Asso-ciation’s stand point the issue is enforcement. DRED is looking for feedback on the issue. Some Chiefs are in favor and some are op-posed. The Health Officers don’t want to en-force the law. It is requested that the NHAFC take a position to oppose the nuisance smoke bill that would include any enforcement by the local fire chief or forest fire warden whereas this is not viewed as an area of our expertise where-as it is not a public safety issue but that this deals with a health issue and is outside our ar-ea of authority and jurisdiction.

Fire Standards and Training Commission:

The number of hours for the FFI program has been reduced to 187 hours by the reduction of Wildland Firefighting training from 24 to 8 hours and the change of the CPR requirement that this training maybe accomplished outside the course as long it is completed before the final test. The Commission is investigating the re-quirements for medical evaluations prior to tak-ing firefighting classes.

Added to the FFII are Foam fire Stream and Courage to Safe program.

LSOP – no current legislation pending as they await a modification of the tax code.

NVFC-updates should be sent out in press release soon.

Advisory Council on Emergency Preparedness and Security

Emergency Planning- there is an attempt to re-focus the task of this group

A $50k grant has been awarded to assist with planning for School Emergency Planning and Implementation, they are working on infor-mation analysis through the Superintendents, they have completed floor plans of all High Schools and working on the remaining schools.

IAC-SP is hoping to better integrate fire depart-ment personnel to work in the Fusion Center and to find out what you really want or need and to bring EMS to the table.

Need to update the information on file as who receives information from the IAC

NED-IAFC

The Annual Meeting will be held Thursday, June 20 at 1300hrs at the Sheraton. We are hoping to get a quorum so we may elect offic-ers and support Roger Bradley for re-election as International Director.

A strategic planning was held yesterday and the results will follow in the near future.

NEAFC

The Fire/Rescue/EMS will be next week in Springfield and we hope everyone will turn out to support the incoming President our friend and fellow member Butch Morrill.

The conference pre-registration numbers are down but we still hope to see you all there.

New Business

There was discussion of the W-2/1099 issue. Evan Davis of the IAFC is requesting email re-sponses to people having issues with this sub-ject. He is working with Senator Ayotte to look into this as a result of meetings with our delega-tion at CFSI.

If you are an employee covered by the depart-ment with Worker Comp, receiving department owned equipment and work under the direct supervision of other officers you need to re-ceive a W2.

If you receive a 1099 you also have to file a Schedule C with you Federal income tax return.

Good of the Order

There will be a benefit on 6/29/13 at the Center of NH for Salem Firefighter McKennna who is suffering from the effects of cancer.

A motion to endorse and support Chief Bradley for IAFC International Director passed unani-mously.

Next meeting will be on Thursday, July 11, 9am at the Fire Academy

Following the raffle, (all winner proceeds donated to the McKenna Fund) the meeting was adjourned at 1714 hours.

ATTORNEY GENERAL ERIC HOLDER ANNOUNCES IMPROVEMENTS TO THE PUBLIC SAFETY OFFICERS’ BENEFITS PROGRAM WASHINGTON – Attorney General Eric Holder and Acting Assistant Attorney General for the Office of Justice Programs Mary Lou Leary announced several improvements to the Public Safety Officers’ Benefits (PSOB) Program following the completion of a comprehen-sive review of the program ordered by the Attorney General in May 2012. In the coming months, the PSOB office will move to an entirely paperless electronic case management system that will allow claimants to file and monitor the progress of their claims online, in order to improve efficiency, increase timeliness and reduce duplication in its claims administration process. The PSOB claims process will also be streamlined, consolidating legal and other functions within the Bureau of Justice Assistance (BJA) and eliminating du-plicative documentation requirements. As part of the department’s ongoing efforts to improve the PSOB, BJA will continue to convene its series of stakeholder listening sessions in order to ensure transparency and a positive dialogue between the PSOB Office and its public safety partners in the field. “These fundamental improvements to the Public Safety Officers’ Benefits Program will help us cut through red tape – and ensure that fallen or injured officers and their families can get the benefits they need in a timely manner,” said Attorney General Holder. “These improve-ments are representative of the value that I, the women and men of the Justice Department, and our entire country, must always place on the work of our law enforcement officers. And it’s emblematic of our commitment to standing with all who bravely serve our nation, espe-cially in the toughest of times.” “Over the past five years, the PSOB Office has provided more than $426 million in benefits to fallen police officers, firefighters and other first responders, processing more than 2,857 claims,” said Acting Assistant Attorney General Leary. “But we can do even better. These improvements will allow BJA to process cases and serve claimants even more efficiently. Emergency PHMSA Recall: Propane Tanks

What the Fire and Emergency Service Needs to Know Fairfax, Va., July 2, 2013- The Pipeline and Hazardous Materials Safety Administration (PHMSA) has issued an emergency recall order of 55,000 propane tanks manufactured by the Lite Cylinder Company. The order directs that certain two-piece, fully wrapped fiber composite cylinders be removed from service. These composite cylinders are commonly used as portable fuel tanks for lique-fied petroleum gas (LPG). The International Association of Fire Chiefs (IAFC), under the leadership of the IAFC Hazard-ous Materials Committee, has issued this bulletin to assist fire departments in educating their personnel about this recall effort and developing a process to answer questions from their citi-zens on the matter. They should also know what to do with unsolicited cylinders that might be dropped off at public-safety facilities. Use Caution If you come into contact with the tanks subject to the recall, please use caution. PHAMSA has advised that these cylinders may leak flammable gas or suddenly rupture. Recall Details Cylinders manufactured by Lite Cylinder with any of the following markings are subject to this recall:

- DOT-SP 14562 - DOT-SP 13957 - DOT-SP 13105 (only if manufactured by the Lite Cylinder Company) - Any cylinder requalified under requalification approval H706 - Any cylinder manufactured under M5729

The Emergency Recall Order directs anyone who is in possession of one of these specific bot-tles to

- stop using it - close the valve - safely disconnect the cylinder once the valve is closed - store the cylinder in a space that is well ventilated and not enclosed - protect the cylinder from heat and keep it away from all heat sources

The order directs questions to PHAMSA's Hazmat Info Center at 800-467-4922. In addition to the order, PHMSA has issued additional guidance on disposal and transportation of the cylinders. The public has not and will not be directed to take the bottles to their local fire stations. Department Education and Planning Suggestions Fire departments should become familiar with the information on the recall flyer and formu-late an internal plan to inform the public of proper recall steps to take. For the community:

- Share a link to the PHMSA Recall webpage through your public communication vehicles and provide copies of the Emergency Recall Order Flyer (available through the recall webpage) at prominent and appropriate locations around your community - Review and implement your community's Household Hazardous Waste program for proper and safe disposal of these cylinders. - Stress the importance of calling the Hazmat Info Center at 800-467-4922.

- If a cylinder is dropped off at a public-safety facility, call the Hazmat Information Center and implement your community's Household Hazardous Waste program - Recalled cylinders that are leaking or involved with fire - follow your agency's SOG/SOP on hazmat emergency response for LPG cylinders.
