RESERVATIONS
i. The nominees of Government of India will be admitted over & above the sanctioned intake
provided these candidates fulfill the conditions of eligibility as laid down by All India Council
of Technical Education.
ii. 85% seats of the total sanctioned intake of the Institution will be filled up from amongst the
students who pass their qualifying examination from School/Colleges recognized by
Chandigarh Administration & situated in the Union Territory, Chandigarh, as regular students
of the mentioned School. These seats will be termed as “U.T. Pool”. The remaining 15% seats
will be filled from amongst the students who pass their qualifying examination from the
institutions other than those located in the Union Territory, Chandigarh or other States. These
seats will be termed as “General Pool”.
iii. In case the list of applicants of General Pool exhausts & the seats of general pool are still
vacant, the same will be filled up out of U.T. Pool. Similarly the vacant seats of U.T. Pool will
be filled out of General Pool in case the list of applicants of U.T. Pool is exhausted.
iv. In case requisite number of students of Scheduled Caste community in the Union Territory
Pool is not available, the seats will be open to the students belonging to general category of the
mentioned pool. In General Pool, if the requisite number of students belonging to S.C./S.T.
community is not available, the reservation will be interchangeable amongst the students of
these communities. However, if the seats remain vacant from the students belonging to these
communities, these shall be open amongst the students belonging to the general category of the
mentioned pool.
The reservation of seats of SC/ST is 15% & 5% respectively for General Pool &
15% seats are reserved for SC in the U.T. Pool, - vide DTE letter Endst.
No. F/703/E(3)2014/2749 dated 14.05.2014 (Copy Enclosed at End).
The students belonging to these communities shall be allowed a concession of 5% marks for
admission to the courses in which a certain percentage of minimum marks has been prescribed,
if permitted by the rules/regulations of the University/Board to which the Institution is
affiliated.
v. The reservation to the tune of 5% within the sanction intake shall be granted to the children of
military personnel/para-military personnel like CRPF, BSF, Intelligence Bureau, National
Security Guards& Special Services Bureau. For these seats, the order of priority will be as per
Chandigarh Administration, Home Department (Technical Education Branch) vide - DTE
In supersession of all the previous letter issued on the subject, the competent authority has approved the following priorities for reservations or preferences to the words of Armed Forces personnel by States/ UTs/Central/State Universities/Autonomous Institutions for admission in medical / professional/ non- professional courses:-
Priority – I : Widows/ Wards of Defence personnel killed in action. Priority- II : Words of disabled in action and boarded out from service.

Priority- III : Widows/ Wards of Defences personnel who died while in service with death attributable to military service.
Priority- IV : Wards of disabled in service and boarded out with disability attributable to military service.
Priority- V : Wards of Ex-Servicemen and Serving personnel who are in receipt of Gallantry Awards:- (i). Param Vir Chakra

(iii). Sarvottam Yudh Seva Medal
(iv). Maha Vir Chakra

Priority – VI : Words of Ex- Servicemen Priority –VII : Words of Serving Personnel.
The domiciliary restriction of minimum stay in the states/ UTs and condition of passing
10th and 12th standard examination from the same states/UT is not applicable for the wards
of serving defence personnel/ex-servicemen.
85% quota of U.T. Pool of the total sanctioned intake of the Institution will be filled up
amongst the students who pass qualifying examination from schools recognized by
Chandigarh Administration and situated in the U.T., Chandigarh, as a regular student of the
said school.
vi. Three per cent (3%) seats are reserved for physically challenged candidates (one in each pool)
from within the sanctioned intake of the institution subject to the production of certificates by
the candidates.
vii. One seat in each course is reserved over & above the sanctioned strength for Kashmiri
Migrants.
Note:- (a) Two percent seats in each pool are also reserved for the Children or Grand Children of freedom
fighters. The wards of freedom fighters who have been sanctioned pension, awarded “TamraPatra”
by the Government of India would be eligible for reservation under the category. In the case of
such freedom fighters, it would be a necessary condition for them to obtain a certificate from the
Deputy Commissioner of the concerned district.
(b) ‘Grand children’ means son’s sons/daughters or daughter’s sons/daughters.

viii. ECONOMICALLY WEAKER SECTION-
As per Chandigarh Administration Home Department Letter No.19/1/13-IH(10)-
2019/7185, dated 1.5.2019 (copy enclosed at the end).
Seats up to 10% (Supernumerary in nature) of sanctioned intake per course shall be
available for the admission 2020-2021 under EWSs for students belonging to economically
weaker section of the society as per guidelines of AICTE.
“Persons who are not covered under the existing scheme of reservations for the
Scheduled Castes, the Scheduled Tribes and the Socially and Educationally Backward Classes
and whose family has gross annual income below Rs.8.00 lakh are to be identified as EWSs for
the benefit of reservation. Family for this purpose will include the person who seeks benefit of
reservation, his/her parents and siblings below the age of 18 years as also his/her spouse and
children below the age of 18 years. The income shall include income from all sources i.e.
Salary, Agriculture, Business, Profession etc. and it will excluded from being identified as
EWSs, irrespective of the family income.
i) 5 Acres of Agricultural Land and above;
ii) Residential flat of 1000 sq.ft. and above;
iii) Residential plot of 100 sq.yards and above in notified municipalities;
iv) Residential plot of 200 sq.yards and above in areas other than the
notified municipalities.
The income and assets of the families as mentioned above would be required to be certified by
an officer not below the rank of Tehsildar in the States/UTs. The officer who issues the
certificates would do the same after carefully verified all relevant documents”.

ix. INCENTIVE TO NCC CADETS:
NCC “A” certificate holder has been given one seat in each Diploma course.
x. INCENTIVE TO NSS CANDIDATES:
As per Chandigarh Administration order dated 17/05/2013 copy of order enclosed.
As per Chandigarh Administration Education Department
Separate notification for Lateral Entry will be issued by the Punjab State Board of Technical
Education & Industrial Training, Chandigarh.

LATERAL ENTRY FOR DEGREE COURSES
(i) Lateral Entry for B. Pharm. Course :- The council has decided that henceforth admission
at the 3rd Semester of second year regular B. Pharm., course may be allowed for the
students who have acquired a Diploma in Pharmacy with a minimum of 60% marks
(aggregate) from AICTE & Pharmacy Council of India approved Institutions. In addition
to the sanction intake at first year level a minimum of 10% of the sanctioned intake will be
allowed to be reserved for such students, under lateral entry scheme of AICTE.
(ii) Lateral Entry to Engg. Courses:-Diploma holders shall be eligible for admission to
second year of Engineering degree programmes up to a maximum of 10% sanctioned
intake under Lateral entry scheme vide AICTE notification No. F 37-3/Legal/2007.
The details of guidelines of lateral entry scheme may be obtained from the Office.

iii) Only attested copies of required certificate are to be attached with the Admission Form.
Original Certificates are to be shown at the time of seat allotment by the Central
Admission Committee.

Fees and Charges are subject to the following conditions:
1. (i) Half freeship on tuition fee shall be admissible to the students belonging to the Scheduled Castes/Scheduled Tribes.
(ii) Half freeship on tuition fee shall be admissible to the students belonging to economically weaker sections, whose parent/guardian income from all sources does not exceed Rs. 1,00,000 p.a. The student concerned shall be required to file an affidavit on the non-judicial stamp paper of Rs. 3/- duly attested by a Magistrate, stating the above fact. If at any stage affidavit is found to be false then the student shall be liable to be expelled from the college and further action will be taken as per provisions of law. The number of students seeking this concession should be restricted to 5% of the total students in the class on the basis of the income of their parents.(The enhancement of Income limit is under consideration)
(iii) Full freeship on tuition fee would be provided to 5% of the students admitted in every academic year of every course. The Freeship will be purely on merit list of J.E.T./qualifying examination for those who are admitted to the college & on the merit list of the students in the following year. Individual student continue to avail freeship from year to year if he/she continue to remain on the top 5% of her class.
(iv) Half freeship on tuition fee would be admissible to next 5% of the students upon the same merit criteria as mentioned in para (iii) above.
(v) The freeship as mentioned (i),(ii),(iii) & (iv) above shall be available after the first year
subject to the following conditions :--
(a) The student concerned clears all the examinations of the previous year in the first available opportunity, and
(b) She had not been punished for any type of misconduct during the qualifying previous year.
(i) The meritorious students who have been granted freeship can also avail the facility of any other scholarship, for which she is otherwise eligible.
(ii) Tuition Fee Waiver Scheme(TFWS) seats up to maximum 5% (supernumerary in nature) of sanctioned intake per course shall be available for the admission under Tuition Fee Waiver Scheme (TFWS) for students belonging to economically weaker section as per guidelines of AICTE., Chd. Admn. from time to time.
2. The security deposit referred to above is refundable on completion of the course or earlier, if a student leaves the Institution provided refund is claimed within one year of leaving, otherwise the
REFUND OF FEES In event of a student/candidate surrendering the seat before starting of the course , the entire fee collected from the student after a deduction of the processing fee of not more than Rs. 1000/- shall be refunded. However if a student leaves after joining the course and the seat consequently falls vacant is filled by another candidate by the last date of admission , the fee shall be refunded after making proportionate deduction of fee and hostel rent(where applicable). The request for refund of fee should be made to the board within 30 days of the end of counseling through online submission of the application in the counseling website. No application will be entertained after the stipulated time.

amount shall be forfeited. However, the securities will be refunded only after 2 months of admission.
3. All fees is payable once in a year/semester in the month of January and July or within fifteen working days the date on which the session starts (except in the Case of a student who is Admitted at later stage to any vacant seat & in whose case the date payment of fee will be the date on which she joins the Institution).
4. If any fee or subscription remains outstanding beyond the dates given above a further charges of Rs. 10/- for every ten working days or part thereof for which the dues remain unpaid be levied. Any student whose fee is more than a month in arrear will not be allowed to continue attending the institution. A student thus suspended will not be admitted until arrears have been paid.
At the time of admission only half of the dues as mentioned above in sub-para (1) are chargeable from the students belonging to SC/ST who secure admission in the polytechnic & the balance are chargeable/adjustable on receipt of Scholarship/Stipend by either under the Government of India Post-Matric Scholarship Scheme or State Harijan Welfare Scheme. This concession is subject to the following conditions:-
A) (i) The parent/guardian of the student claiming the concession would be required to execute a bond to the effect that in case no scholarship is awarded to his daughter/ward or if his daughter/ward leaves the Institution without paying the balance the parent/guardian will be liable to pay the dues, if any. The specimen of the requisite may be obtained from the office of principal.
(ii) The concession shall be allowed only in genuine cases.
B) At the time of admission half of the dues as mentioned above in sub-para (1) are chargeable from those students who secure admission in the Institution but above applied for Scholarship under the National Loan Scholarship Scheme. Government of India& the balance be charged/adjusted on receipt of Scholarship by them under the aforementioned scheme. This concession is subject to the following conditions :-
(i) The parent/guardian of the student claiming the concession would be required to execute a bond to the effect that in case no scholarship under the National Loan.Scholarship Scheme of the Govt. of India is awarded to his ward or daughter/ward leaves the Institution without paying the balance the parent or guardian will be liable to pay the dues, if any. Government Stipends
The institution awards stipends to 33

of economic status are tenable for one year excluding the period of vacation & preparatory leaves, as per stipend rules.
The students interested to avail the stipends are required to submit an affidavit/undertaking &
income certificate of their father/guardian duly attested by Magistrate I/II class, after result of
1st quarterly examination in Diploma Pharmacy &other courses, however the stipend will be
withdrawn if they do not pass in 1st semester / 1st year of that particular course.

The award of stipend is governed by the Stipend rules framed by the Chandigarh Administration. Note :-
i. The undertaking should include the particulars of all family members who are wholly
& solely dependent on the student’s father/guardian & residing with them.

grant of stipend.

HOSTEL FACILITY IS AVAILABLE FOR THE STUDENTS
The resident students will be required to pay fees mentioned under Annual Tuition Fee & other
charges. The hostel students shall have to abide by rules & regulation as laid by the Principal given
in the hostel booklet. Any breach of the rules of the hostel by any candidate is liable for severe
punishment amounting to expulsion from both the hostel & Institution.
Each student shall have to furnish Medical Fitness Certificate issued by Govt. Hospital/Govt.
Dispensary/Pvt. Medical Practitioner counter signed by S.M.O/C.M.O of concerned District.
The Hostel Fee/Mess Fee is subject to change without prior notice.
STUDENTS EXTRA CURRICULAR ACTIVITIES The Institution provides facilities for different kinds of extra-curricular activities for the students
like Sports & Games, N.C.C./N.S.S. Every student is encouraged to take part in music, drama,
environment club & other group activities. The Institute also has a Gym & Cyber Café .
The institution is equipped with Multimedia & Computational facilities & 35 mm Projector for
Film Shows.
MEDICAL FACILITIES
The institute has its own dispensary where medical facilities exist for the students & staff.

LIBRARY & READING ROOM The institute maintains a good collection of books on technical, professional & general interest.
The students are allowed free use of these books under the following regulations :-
(i) Books must be returned or renewed within 15 days but the Librarian may summon to return of
books earlier as & when urgently required. Not more than two books will be issued at a time.
(ii) A fine or Rs. 1 per day will be imposed for every book returned late.
(iii) Students will be required to pay the current price of book (s) if lost by them with additional
fine of Rs. 2.
(iv) Marking on books, defacing or tearing of papers is not permissible & the defaulters will
ordinarily be required to pay the price of the book, Technical journals & other periodicals are
also provided in the library room for the students. These should not be removed.
(v) Reference books shall not be issued to the students under any circumstances.

Cyber Cafe Facility is also available in the Institute.

GENERAL RULES & REGULATIONS
a. To benefit from the facilities available in the Institution the student must abide by the conduct & regulation of the institution. These are solely designed to safeguard the students’ welfare & privileges & the students are advised to keep themselves informed about the day-to-day instructions. Ignorance of any rule or instruction cannot be accepted as an excuse for breaking it.
b. Students are expected to behave with decorum & pay due respect to its faculty & subordinate
officials. Every member of staff has authority to forbid.
c. Disorderly behaviour either within or outside the Institution will not be tolerated.
d. Loud talking, loitering or congregating in the corridors, being a source of distraction &
annoyance to others, is not permitted.
e. Late arrivals & early departure to or from a class will be considered as absent from the class for
the period concerned.
f. It is misdemeanour to interfere with any apparatus or enter any department other than direct.
g. No student has any authority over the employees of the Institution.
h. Instruments, tools & other apparatus must be left in good order after the use. If damaged, the
fact must be immediately reported for necessary action.
i. No responsibility can be accepted for any loss or damage to students property while in the
Institution premises.
j. Students shall observe all safety precautions. The institution is not responsible for accident of
whatsoever nature, in the Institute, Hostel, Workshop or Laboratories.
k. Conduct inconsistent with general good order, or persistent neglect of work or failure to
respond promptly to official notices shall be punished with levy of fines & even expulsion from
the Institution.
l. No society shall be formed in the Institute without the permission of the Principal.
m. In all matters concerning the Institute administration & regulation, the decision of the Principal
is final.
n. Ragging in any form inside or outside campus is banned as per the ruling of Hon’ble Supreme
Court of India.

Attendance & Leave Rules
Every student must have attendance not less than 75 per cent of all lectures & tutorials & not less
than 75 per cent of all laboratories, practical & project work (separately) in all the subjects &
further must have secured at least 60 per cent attendance in each subject i.e. Theory & Practicals,
separately. For the purpose of counting attendance project work shall be counted as practical work.
Note: -- Shortage of attendance can be condoned up to 5 per cent on medical grounds by the
principal & further up to 5 per cent by the State Board of Technical Education, Punjab in genuine
case, on recommendations of the Director, Technical Education, U.T., Chandigarh. Only Medical
Certificates issued by the Government Hospital/Government Dispensary/Private Medical
Practitioner Countersigned by S.M.O./C.M.O. of the concerned District shall be considered valid.
The name of a student is liable to struck off the rolls if she is found absent for consecutive seven
working days without proper leave. A student whose name has been struck off from the rolls, may
however, be re-admitted by the principal if satisfied that the absence of the student was due to
circumstances beyond her control. Re-admission of such student will be made on payment of
special fine of Rs. 500 in addition to other fines up to the date on which her name was struck off &
all other dues accumulated during her absence. Re-admission on account of absence can be granted
only twice during the course of study. Casual leave of 15 days in academic year shall be granted to
the students. The application for such leave shall be signed or attested by the parent/guardian &
presented to the Head of Department of the course and then to the principal. The student before
proceeding on leave should make sure that her leave has been granted. Leave in one spell should
not exceed 6 days at a time.
The absentee will be fined @ Rs 5 per day. Sick leave of 15 days in an academic year shall be granted to a student on the basis of medical
certificate from a registered medical practitioner. In case of a student who is continuously sick, she
can be granted further leave provided she is able to secure the minimum percentage of attendance
laid in para above.
No separate/extra classes of the students shall be held for purpose of covering the
deficiency/shortage of the lectures.

HOSTEL RULES & REGULATION
For the efficient functioning of the College Hostel, there will be a Hostel Warden/Hostel Supdt. alongwith Student Representatives to look into the day to day difficulties and problems of resident students. Every resident student will be expected to follow the hostel rules strictly. General Rules: 1. Allotment of room is done by the Warden in consultation with the Principal. 2. Furniture will be provided by the Hostel Supdt. However, they will bring with them their own
bedding, bed linen, locks etc. 3. Each student will have to return the furniture issued to her. Any loss or damage to the hostel
property including furniture will be recovered from the defaulters. 4. The students are not permitted to use any private Electrical appliances, radio, transistors, electric
press, electric rods, record players etc. In case of default, electric appliance will be confiscated from the defaulter and a fine will be imposed. Parents are requested not to give such articles to their wards.
5. The Principal/ Hostel Supdt. reserves the rights of censorship of all correspondence of all the resident students.
6. Silence hours should strictly be observed by the resident students after 9:30 PM daily so as to allow the students to study without any kind of interference or disturbance.
7. Students must not bring costly jewellery or keep excessive cash with them. The hostel/college authorities will not be responsible for the loss of any personal property.
8. Admission form for Hostel must have photo & signature of the local guardian. Parents/Guardians must furnish a list of visitors & relatives with their specimen signature to the Hostel Supdt. They should appoint one Local Guardian whose house the student can visit when permitted on holidays. They must specify if the local guardian is authorized to give permission of any kind such as attending parties, going out of station etc. to their wards failing which students will not be permitted to go out.
9. The visitors will meet their wards in the visitor’s room or sick room in case of illness. No visitor can go to the students’s room.

hostel with them to visit their wards. 11. The resident students going out to the local guardians must have gate pass before they leave and
return the pass to the warden duly signed by the local guardian. 12. Resident Students are not allowed to leave the hostel without the prior permission of the
warden/Principal. 13. They can avail outing every Saturday from 9:00 AM to 5:00 PM. If they report after 5:00 PM they
will be gated. 14. They can be allowed to spend a night out once in a month with their local guardian/parents
provided they take responsibility of taking them from the hostel & leaving them back. A maximum of Four days leave shall be granted.
15. After the Board Examination (Theory & Practical) no student will be allowed to stay in the College Hostel during Summer Vacation i.e. Only hostel residents undergoing Practical training will be allowed to stay.
16. Hostel will be allotted for 1 year only. After watching the conduct and behavior of the student extension will be given. No student can claim the Hostel Seat.
17. Breach of hostel or college rules shall render the Students subject to disciplinary action/expulsion from the hostel & college.
18. Old students who want to take seat in the Hostel must fill the Old Student Hostel Proforma available in the office.

MESS RULES
Mess is run on Contract basis. A Mess Committee and student representatives look after the
functioning of the hostel Mess. However mess charges are as per Contract rate approved by
the Committee.
1. Mess dues are to be deposited before 10th of every month. If late, a fine of Rs. 10/- per
day will be charged. If the students fail to pay the dues within 15 days they will not get
food from Mess.
2. Mess Cut will be given once during Summer Vacations only.
3. Students are required to dine in Dining Hall. No article can be removed or taken into the
room.
4. Students must be punctual for meals & must come properly dressed.
5. The Mess Committee is to meet at least once in a month.
6. All complaints requiring immediate action of the Warden/Supdt. should be made in writing
through a member of the Mess Committee.
Note:-
1. The Principal has the right to change any of the college or hostel rules at any time without
prior notice.
2. Parents are requested to make a note of the above rules and to assist their wards in
