Targets

•  Lowering TCO by means of §  OSS/BSS Operator centric approach §  Policy based Management, providing an high level abstraction layer between

network perceived performance, and actual SON functionalities §  Closed loop Self-Management for the configuration, optimisation and failure

recovery of the network, across different RATs and cell layers §  Incorporation of a Integrated SON management system, which interfaces

between operator-defined performance objectives and the set of multi-RAT / multi-layer SON functions

•  Anticipating Network needs by means of: §  Network upgrades or new deployments should be planned just in time:

•  Not too early -> unnecesary waste of resources •  Not too late -> negative impact on QoS/QoE

§  Data mining bottleneck prevention, analysing impact on resources’ usage to detect if any network upgrade is needed

§  Simulation of different upgrade options to solve bottleneck situation

technical objectives, which represent targets for network Key Performance Indicators

and/or KPIs §  Procedures for avoiding network oscillations and instabilities due to multiple SON

functionalities based on is reinforcement learning •  Decision Support System

Bottleneck detection in DSS 03

§ Defining models relating traffic KPIs and configuration parameters to resources load

§  Applying the obtained model to traffic and configuration forecasts will enable to obtain load forecasts, and therefore to predict bottlenecks

§  The obtained models can also be used to analyse performance of different configuration options for overcoming the bottleneck situation

Conclusions and Next Steps •  Current SON approaches trend to include SON functionalities as part of the

different RAT foreseen scenarios, aiming to reduce deployment and maintenance costs

•  A few inter RAT scenarios have been also included for 3G/4G cooperation (as energy saving) in 3GPP

•  Radio Access Networks complexity is increasing year by year, offering huge configuration parameters possibilities

•  New Users Equipment are capable of multiple RATs, and user perceived QoE will greatly depend on the inter RAT Coordination, providing the best possible radio Access in each situation

•  SEMAFOUR Project is proposing a new SON paradigm, with the focus on operators needs instead of focusing in individual RAT scenarios, wiht a multi RAT approach, offering operators an abstraction layer for managing networks at high level policies

•  The full development of high level policies and multi-RAT multi-Layer SON functions, will lead to the operator centred SON system needed to optimize TCO in 5G
