Chapter 5: Spill and Overfill Prevention

Chapter OverviewThischapterfocusesonspillandoverfillpreventionduringdeliveries.Topicscoveredinclude:‣ Spillandoverfillprotectionequipment

suchasspillbuckets,automaticshutoffdevices,ballfloatvalves,andoverfillalarms;

‣ Owner/operatorresponsibilitiesinpreventingoverfills;

‣ Operatorinspectionofspillandoverfillpreventionequipment.

IntroductionRecallthatpreventionofspillsandoverfillsisacriticalcomponentofthepreventionanddetectionrequirementsforUSTownersandoperators.TheU.S.Environmental

ProtectionAgency(EPA)designedpartofthetechnicalregulationsforundergroundstoragetank(UST)systemstoprevent

releasesfromUSTs.TheregulationsrequireUSTstobeprotectedfromspills,overfills,andcorrosion.

Spilloroverfillmeansanyreleaseofaregulatedsubstancethatoccurs:(a) Abovethesurfaceofthegroundata

facilitywhereastoragetankislocated;(b) Fromadispenserformotorfuelabovethe

sheervalveforthedispenser;orc) Fromanyancillaryequipmentforthetanksystemthat:

(1) Isnotincludedinanysystemforthedetectionofaleak;and

(2) Isaccessibletovisualinspection (fromNAC459.996)

Spill Prevention ManyreleasesatUSTsitescomefromspills.Spillsoftenoccuratthefillpipewhenthedeliverytruck’shoseisdisconnected.Althoughthesespillsareusuallysmall,repeatedsmallreleasescancausesignificantenvironmentalproblems.Humanerrorcausesmostspills.Thesemistakescanbeavoidedbyfollowingindustrystandardpracticesfortankfilling.Ifyouandthedeliverydriverfollowstandardpractices,nearlyallspillscanbeprevented.Forthisreason,federalUSTregulationsrequirethatyoufollowindustrystandardpracticesfortankfilling.

SpillBucketsEPArequiresthatallfillpipeshaveaspillpreventiondeviceinstalledaroundthem.OnlyUSTsystemsthatarefilledby25gallonsorlessareexemptedfromthisrequirement.

Spillbuckets,alsocalledcatchmentbasins,arecontainedsumpsatthefilland/orvaporrecoveryconnectionpoints.

Thespillbucketshouldbelargeenoughtocontainwhatmayspillwhenthedeliveryhoseisuncoupledfromthefillpipe.Atypicaldeliveryhosecanholdabout14gallonsoffuel.

Spillbucketsarenormallylocatedontopofthetankandarepositionedbelowgrade.Thetopofawell‐constructedspillbucketisslightlyabovegradetohelpdrainrainandsurfacewaterawayfromthespillbucketopening.Thatpreventsunwantedliquid

fromgettingintothespillbucketonitswaytoyourtank.

Thereisnocapacityrequirementforspillbucketsandmostrangeinsizefrom5to

25gallons,withlids1‐2feetindiameter.Some/messpillbucketlidswillbecolor‐

codedtohelpthedriverputtherightproductintotherighttank.

Spillbucketsmustbeliquid/ghtinorderforthemtofunc/onasintended(andasrequiredbyEPA)—tokeepsmallspillsattheendofadeliveryfromgefngintothe

soil.Asshowninthediagramsthatfollow,spillbucketsmaycomeequippedwitheitherapumpordraintoremovefuel.Drainvalvesallowexcessfueltobedraineddirectlybackintothetank.Aslongasthedrainvalveis/ght,thisdeviceshouldn’tposeaproblemtoopera/ons.Inaddi/ontospilledfuel(andperhapsevenmorefrequently),waterandsedimentcangetintospillbuckets.Ifyourspillbucket

Federalregulations(40CFR280.20(c))requireUSTsystemstobeequippedwithbothspillpreventionandoverfillpreventionequipment.

Federalregulation40CFR280.20(c)(i)requiresspillpreventionequipmentthatpreventsareleaseofproducttotheenvironmentwhenthetransferhoseisdetachedfromthefillpipe(forexample,aspillcatchmentbasin).

Spillbuckets,alsocalledcatchmentbasins,comeinmanydifferentdesignsandsizes.BesuretoselectonethatisappropriateforyourUST.

comeswithadrainthatflowsdirectlyintothetank,youdon’twanttodrainwaterintoyourtank.Waterinthetankisa fuelqualityissue,butanevengreaterconcernisthatwatercanruststeeltanksfromtheinside out,and,inexcess,canimpactyourabilitytodetectleaks.

Ifyourspillbucketdidn’tcomeequippedwithapump,youcanpurchaseasparkfreehandpumptodrawthewaterandsedimentoutofthespillbucket.Note:Ifthismixturecontainsfuelorchemicals,makesureyoudisposeofitproperly,asitmaybeconsideredhazardouswaste.

Spillbucketstakealotofabusefromweather,spilledfuel,drivers,snowplowsandotherfactors.TheyagequicklycomparedtootherpartsoftheUST.Checkthemregularlyandbepreparedtoreplacethemperiodically.

Spillbucketsdon’tkeepthefueloutofthegroundiftheyarenotliquidtight.Monitorthemforcracksorholesinthebottom,keepaneyeonthesealaroundthefillpipe,

andlookforcracksinthebellows.Don’tleavefuelinthem;itdegradestheplasticandcanseepoutthesealorthreadsovertime.Keepthemcleansoyoucandrainexcessfuelintothetankwithoutcontaminatingyourfuel.

Ifaspillbucketisfullofwateritcannotcontainaspill.

Whatshouldyoulookfor?Anyoneofthefollowing:

‣ waterorfuelinthebottom–removeit;‣ debrisofanykindthatdoesn’tbelong

there–removeit;‣ brokenordamageddrainvalve–repairit;

and‣ anyholesorcracksinside‐wallsor

bottom–replacethespillbucket.

Overfill PreventionIfdeliverydriversorUSTownersmakefueldeliverymistakes,atankcanbeoverfilledquicklyandlargevolumescanbereleasedatthefillpipeandthroughloosefittingsonthetopofthetankoralooseventpipe.

Overfillsusuallyresultfromhumanerrorandcanbeavoidedifeveryoneinvolvedinthefueldeliveryfollowsindustrystandardpracticesfortankfilling.

Overfillsusuallyreleasemuchlargervolumesthanspills.Whenatankisoverfilled,largevolumescanbereleasedatthefillpipeandthroughloosefittingsonthetopofthetankoralooseventpipe.Note:Thetightnessofthesefittingsnormallyisnotaproblemifthetankisnotfilledbeyonditscapacity.

Accidentallyoverfillinganundergroundstoragetankcanhappenveryquicklyiftheproperoverfillprotectionmeasuresarenotfollowed.

Thinkaboutthefillingprocess:Ahosefroma10,000‐gallontankertruckisconnectedtoafillpipe.Ifthefillprocessisgravity‐driven(andmostare),thedriverturnsavalvetoopenahoseandthefuelflowsin–atabout300gallonsaminute.

Nowimagineifthere’snotenoughroominthetank—someonedidn’tmeasurethecorrectliquidlevel,orthewrongtankisbeingfilled:ineithersituation,anoverfillwilloccur–atabout300gallonsaminute!

Ownersandoperatorscanpreventthepotentialforoverfillproblemsby:

‣ ensuringthereisenoughroominthetankforthedeliverybeforethedeliveryismade;

‣ watchingtheentiredeliverytopreventoverfillingorspilling;and

‣ usingoverfillprotectiondevices.

OverfillPreventionEquipmentYourUSTmusthaveoverfillprotection.

The water tap on

a bathtub flows at approximately 5 gallons per minute. Filling the average American bathtub at

300 gallons per minute would take

less than 10 seconds!

NewUSTsmusthaveoverfillprotectiondeviceswhentheyareinstalled.OlderUSTsshouldhavebeenupgradedby1998withspillandoverfillpreventiondevices.

Overfillpreventiondevicesworkinoneofthreeways:Placedinthefillpipe,theystoptheflowoffuel.Installedintheventpipe,theysloworrestricttheflowoffuel(butdonotstopitentirely).Alarmsneitherstopnorrestrictflowinandofthemselves,butalertthedriver(andpotentiallytheoperator)thatthetankisnearlyfull.

Thethreemaintypesofoverfillprotectiondevicesare:

1. Automaticshutoffdevices(stopstheflowoffuel)

2. Ballfloatvalves(slowstheflowoffuel)3. Overfillalarms(alertsthedriver).

AutomaRcShutoffDevicesOfthethreetypesofoverfillprotectiondevices,theautomaticshutoffdevice(ASD)istheonlyonecapableofcompletelystoppingtheflowoffuel.DependingonthetypeofASDinstalled,itmayslowtheflowoffuelbeforestoppingitorbesettotrip,stoppingtheflowabruptly.

Federalregulation40CFR280.20(c)(ii)requiresoverfillpreventionequipmentthatwill:

‣ Automaticallyshutoffflowintothetankwhenthetankisnomorethan95percentfull;or

‣ Alertthetransferoperatorwhenthetankisnomorethan90percentfullbyrestrictingtheflowintothetankortriggeringahigh‐levelalarm;or

‣ Restrictflow30minutespriortooverfilling,alerttheoperatorwithahigh‐levelalarm1minutebeforeoverfilling,orautomaticallyshutoffflowintothetanksothatnoneofthefittingslocatedontopofthetankareexposedtoproductduetooverfilling.

Builtintothefillpipe,theASDisessentiallyatubeinsideofwhichisavalve(oftencalleda“flapper”valve)connectedtoafloat.Asthefuellevelrises,itliftsthefloatfromaverticaltohorizontalposition.Whenthetankisnearlyfull(inNevada,therequiredsettingisatamaximumof95%capacity),thefloatarmisatfullheight,andtheshutoffvalveiscompletelyclosed.

IfyouhaveanASDinstalledonyourtank,lookdownthefillopeningandseeifyoucanspotthemechanism.

Ifyouhaveatwo‐valvesystem,afterthemainvalvecloses,abypassvalveallowsasmallamountofproducttoflow(5to10

gallonsperminute)sothatthehosecanbedrained.Ifthedeliverycontinuesbeyondacertainlevel,thebypassvalvealsocloses.

Anopenautoma/cshutoffvalve(A),andclosed(B).

Oncethebypassvalvecloses(onatwo‐valvesystem)orthemainvalveshuts(onaone‐valvesystem),fuelistrappedinthehose.

Thispreventsanoverfill,butthebackupoffuelupthehosemeansthereisnoplaceforthefueltogo(recallthatmosttanksaregravityfilledandfuelcan’tbepumpedbackintothetruck).Asaresult,thehosemustremainconnectedtothetankuntilfuellevelsinthetankdropenoughforthefloattorelax,releasingtheshutoffvalveandallowingtheremainderofthefueltoflowintothetank.

Ifanoverfilldoesoccur,solongasthedeliveryhoseistight,thereshouldn’tbeaspillontheground—atleastuntilthehoseisdisconnected.Beawarethatthereisalotmorefuelinthehosethanwillfitinthespillbucket.

HavinganASDdoesn’tguaranteethatanoverfillwon’thappen.Commonsourcesoffailureinclude:

‣ Brokendevice;‣ Devicebypassedbystickorotherobject;

and

Automatic shutoff devices are commonly referred to as

‣ Deviceinstalledwrongoratincorrectheight.

Sometimesattemptsaremadetooverridetheoverfilldevicebyusingastickorotherobjecttoforcethefloatmechanismdownandkeepthevalveopen.Thiscanoccurifthevalvehasactivatedanddeliverypersonnelareforcedtowaituntilthefuelclearsthehose,orifthevalvehasn’tshutofftheflowoffuel,butisslowingdownanormaldelivery.

Abypassedorbrokendeviceincreasesthechancesofanoverfillthatresultsinasignificantspill.Beawarethatowners(notdrivers)areliableforspillsandoverfillsthatoccurduringdelivery.

EPAsproposedregulationsrequirethatyouhavetheautomaticshutoffcheckedforproperproductlevelheightsettingatleastonce,andthenonceayearhaveatechnicianorthirdpartyinspectorvisuallyinspectthedevice.Keepacopyofyourtestresultsandcorrectanyproblems.

EPAalsoproposestorequirethatUSTownersandoperatorsinspectoverfillpreventionequipmentforfunctionandfillpipesforpotentialobstructionsevery30days.

BallFloatValves

Recallthatalltanksareventedandthattheventpipespreventthebuildupofpressureinthetankbyallowingpetroleumvaporstoescape.Duringafueldelivery,thetank“exhales”outtheventasthefuelcomingintothetankdisplacesthepetroleumvaporsandpushesthemout.

Ballfloatsconsistofashortlengthofpipethatextendsdownintothetopofthe

tankfromtheventopening.Typicallyawirecagecontainingahollowballisfastenedtothelowerendofthepipe.Theballsitsbelowtheendofthepipewithinthewirecage.Aslongastheproductisbelowthatoftheball,thetankventpiperemainsopenandthetankcanbreathe.

Ifthefuellevelistoohigh,theballfloatsupandblockstheventopening(inNevada,theballfloatvalvemustac/vate

whenthetankisnomorethan90%full).

Withthetankbeingunableto“exhale”asitnormallydoes,itbecomesmoredifficulttofillthetank,whichshouldalertthedrivertoclosethetruck’sshutoffvalve.

Whenyourelyonaballfloatventvalve,youwanttowatchoutforthefollowing:

‣ Theballismissing.Thecagecanrustoutorbecomebentoutofshape;

‣ Theballwon’tfloat.Itcanrustontothecageorcorrodethroughandfillwithproduct;

‣ Thevalveisinstalledwrongoratincorrectheight;

‣ Aremotefillopeningorothertank‐topriserisnotliquid/ght.Thisallowsthetanktoexhaleevenauerthefuellevel

Ballfloatsareincompa/blewith:

‣ Pressurizeddeliveries–itcouldblowyourtankoutattheseams,

‣ Stage1coaxialdroptube–itcanpushfuelupthevaporreturnintersticeandbackintothetruck.

Ifyourfacilityhastwo‐pointvaporrecoverywithaballfloat,ensurethatthevaporrecoverypoppetremainsfreeofrocksorotherobstructionsasthesedisabletheballfloatdeviceandcanbeanairqualityviolation.

OverfillAlarmsOverfillalarmsdon’tstopfuelfromflowing,buttheydoalertthedriverthatanoverfillincidentisabouttooccur.Ofthethreeoverfillpreventiontechnologies,theyarethemostversatileinthattheycanbeusedwitheithergravityorpumpeddeliveriesandwithtightorlooseconnections.

Overfillalarmsuseprobesinstalledinthetank(seeillustration)toactivateanalarmwhenthetankiseither90percentfullorwithin1minuteofbeingoverfilled.Typicallyoverfillalarmsaretiedintoanautomatictankgaugingsystem(ATG).Thealarmmaybeeitherablinkingredlight,a

siren(mostcommon),orboth.Makesurethealarmislocatedwherethedrivercanseeorheariteasily.

Althoughnotrequired,someoverfillalarms aresettoactivateatmultiplelevels:

‣ 90%full:Highproductalarm(requiredminimumsetting–youhaveaboutaminute);

‣ 95%full:High‐highproductalarm(youhavelessthan1minute);and

‣ 100%full:Maxproductalarm(it’stoolate).

Overfillalarmsworkonlyiftheyalertthedriverattherighttimeandthedriverrespondsquickly.Problemswithoverfillalarmscaninclude:

‣ Overfillsettingincorrectlyprogrammedsothealarmgoesofftoolate.

‣ Communicationtothetankgaugeisn’tworking.

‣ Alarmboxmalfunctioningorbroken.Driverisn’tnearbytohear/seealarmandrespond.

‣ Overfillalarmactivatesbutnooneresponds.

‣ Overfillalarmconnectedtoanelectricalcircuitthatcanbeturned“off”orthatdoesnotalertifacircuitbreakeristripped.
