1.- A personal touch. How do you become one of the most important figures in maritime security?

It is due to three facts:• One was to be the

director of CEDRE, whichgave me great access to all aspects of marine dischar-guesinFrance.

2.- If I had to identify the most critical event or occur-rence in recent history in maritime safety, what would you quote and why?

Globally,Iseenomentionevent.AtEuropeanlevel,thecreationofEMSAhasbeeninstrumental inthecreationofanetworkofEurope’sabi-lity to prevent and combatthe discharge step.

4.- Was communication one of the weaknesses in the management of crises that have affected Europe?

Communicationisvitalinacrisis.Youcanwinthefightagainst pollution and losethebattleofcommunication.ThishappenedtotheFrenchauthoritiesintheErikaoilspillandtheSpanishauthoritiesinthe Prestige oil spill.

7.- What value do you de-serve transnational research

projects-as-NETMAR in the task of improving maritime safety?

Ifyoudonothaveawellidentifiedfunctionincontroloperations,youwillinevitablycriticize other countries. Inthe late twentieth century,very little effort had beenspentonthisissueandtherewasvery little inter-regionalcooperation. The NETMARprojectandothersimilarpro-jects inthisareaarecorrec-tingthesedeficiencies.

8.- What do you think about NETMAR objectives?

Theobjective is to facili-tatetheintegrationof inno-vativetechniquesincontrol

plansbeforeaccidentsoccurbecauseiftheyoccur,therewillbenoavailability todothingswell.

9.- What is his desire or aspiration for future gene-rations on maritime secu-rity?

Mywishisthatdonotputthe direct leader in chargeofavoluntarypollution.Wehavetoreachallpersonnelinvolvedinthechainofau-thority,tilltheGeneralDirec-tor.

Allactorsshouldberequi-red to participate at the fore-frontforcleaningcoasts,asthis is the only solution tostopsuchillegalactions.

1. What´s the Observa-tory of the Coast and who is its director?

Shortlyaftertheaccidentof the tanker “AegeanSea”,whichoccurredonthecoastofthecityofACoruñaintheearlyninetiesofthetwentiethcentury, a group of resear-chersfromtheFacultyofLawofACoruña,concludedthatwe should offer we realizethat, sinceworlduniversity,weshouldoffer thebestofourknowledgetopreventorminimizethesekindofmari-time disasters. Almost simul-taneously,mydedicationtoenvironmentallawguidedmetodothistaskfromthepers-pectiveofthelegalsystem.

2. The region where you live was hit by significant marine casualties. Has it developed a collective awa-reness on maritime safety?

Althoughwehavesufferedserious tankeraccidentsonourshoressincethebegin-ningoftheseventiesofthetwentiethcentury,thePres-tige disaster in November2002, was the one whichmadeoursocietyconscious

andsensitivetosucheventsin Galicia. People reactedagainstthelackofefficiencyandcoordinationoftheau-thorities.

3. Has the European Union taken the right actions to improve the situation of the countries affected by ma-rine casualties? What is the main task to be done?

AsaconsequenceoftheErika disaster in December1999,whichoccurredoffthecoastofBrittany,the«package

ofmeasures»ErikaIandIIin2000,andafter2009,haveset up a regulatory systeminmaritime safety, perhapsoneofthebestintheworld.However, it´sstillnecessarytoimprovetheimplementa-tionofthenewstandardsinthedifferentcountries.

4. How would you consi-der the situation in Spain?

After the Prestige disaster certainrulesweretakenintoaccountinSpain.However,itisnotapoliticalpriorityno-

wadays,asaconsequenceoftheeconomiccrisis.Infact,itisquitedifficulttounderstandwhy the «National Contin-gencyPlanforMarinePollu-tion»hasnotbeenreformedsince2001.

5. Is there any country plan the perfect one to fight against maritime disasters?

W believe that Govern-mentsmustnotleadthisfight.Itisaprioritythecreationofa group of experts to takethe right measures to fight

pollutionwhenanaccidentoccurs. This is the solutionadopted in theUKwith theintroductionoftheSOSREPsystem.

6. Is it necessary to in-form the population of the location of the main places to refuge ships when facing a risk?

Ibelievethat it isanobli-gationintheEuropeanUnion.Ontheotherhand, Iconsi-der that some informationmust be preserved as has

happenedinmostEuropeancountries.

7. Your suggestions have had experiences in trans-national research projects, such as SOSMER, MARINE or NETMAR. Are there rele-vant in improving maritime safety?

Maritimeaccidentsareallvery different and dependonmanycircumstances,butthemainlinesofactionand“goodpractices”inmaritimesafetycanbeestablished.Inthis sense, it is relevant tolearnfromthedifferentexpe-rienceswehavehad.Trans-nationalprojectshavebeenfocusedonthis.Cooperationand collaboration amongcountriesareveryvaluable.

8. What your next plans regarding this subject?

Ourmain goal is to un-derline the importance ofthemaritimesafety.TheXXIcentury is highlighting thesocio-economicvalueoftheseasandoceans.Soweareworkingindifferentfieldsofresearchandmanagementofcoastalandmarineareas,andprotectionofthemarineen-vironmentitself.Wearealsoworkingontheimplementa-tionofappropriateeconomicactivities at sea (fisheries or energylinkedtothesea,forinstance).

9. Your main desire on maritime security for future generations is…

AstheInternationalMari-timeOrganization(IMO)says:«Shipsinasafercleanerseas».

The new Demo of Net-marProjectwilltakeplaceinOctober1st.2014.Thecho-senlocationisPortofPobrado Caramiñal, in SW of LaCoruna. Inthissecondtest,wewillshowthesimulationofamaritimeincidentatsea,withredirectionoftheshiptoasafeport(APobradoCara-miñal),thatwillbetheplacewherewewill carryout anexerciseofflightagainsttheaccidentalmaritimepollution.

AreeferhavingproblemsmaneuveringduetoaheavystormregisteredinFinisterretrafficseparationdevice(VTS)proceedstoanchorintheRiadeArosa toassesspossibledamage,escortedbyares-cue ship.

TheFinisterreCCSinformsGardacostasoperatingroom,andthisinstitutionalertsPor-tosdeGaliciaandothersres-ponsiblesforportsandsailingintheestuaryarea.

Onthemooringmaneu-ver, it isfoundthattheshipleaking fuel causing a spill,assumedtobeduetoacrack

inoneofthedoublebottomtanksconsumption.

Oncethedischargeisveri-fied,theresponsesystemisactivated when contingen-ciesdischargesanddecidedthattheshipdockingattheport Pobra do Caraminal.Spilled product is IFO 180fueltype.

In the evolutionof pol-lution is observed that partof the product is extendedby the harbor basin, and asignificantspotdrifttowardsVilagarcíaestuaryandbeach

Arenalbytidesandcurrentseffect.Spraydrift is favoredby weather conditions andcauses spots fragmentedbytheriver,thepierandthebeacharea.

What are the goals?-Proofofconstitutionand

functioning «in situ»of thecoordination of operationsat sea and on land with aresponse system contin-gencies faced with pollu-tingdischarges.Capacityforcoordination and commu-

-Plan and implement acoordinatedresponseexer-ciseduetocontingencyforpollutingdischargesintothesea,where theconclusionsderived from the ShannonexerciseofNETMARProjectwillbeapplied,especially interms ofmethodology andorganization decision ma-king and technical control.Collaboration between po-licy makers, technical, andeconomic, social andenvi-ronmental actors, which isessentialgiven theenviron-mentalandsocialsensitivityoftheareawheretheDEMOwilltakeplace.

- Deploy new technolo-gies for the detection andcontrol of polluting dis-charges, andcoordinate itsusewithconventionaltools,usedinthestandardresponseofthesetypesofincidents/accidentstoshowtheirspe-cificcapabilities,andassessitsmerits in an operationalexercise. These new tech-nologies (UAV-unmanedAirVehicle and AutonomousUnderwater Vehicles AUV-mainly) are developed and/or improvedby industriesandEuropeanscientific ins-titutionswhoparticipante inNETMAR project.

-Planningandexecutingco-ordinatelyanexerciseofemergencyresponse,wherethe lessons learned in theexecution of the NETMARprojectwillbeapplied,espe-

cially thoseconcerning themethodologyandorganiza-tionof thedecision-makersandtechnicians.

At this stage, the support of INTECMAR, with a keyroleintheprotectionofthesustainability of themarineenvironmentandinthemari-timesafety,willbedecisive.ThisrolehasbeenintensifiedalongwiththeirparticipationinEuropeanprojectssuchasArcopolPlus, MDS or Raia.

The conclusions of theexercise will improve theEmergencyPlanswhicharebeingdraftingbytheGalicianGovernment.

-Displayingnewtechno-logiesforthedetectionandcontrolofpollutingspillages,andcoordinatinghisusewiththeconventionaltools.Thesenewtechnologies(UAV-Un-manedAirVehicleandAUV-Autonomous UnderwaterVehicles,fundamentally)aredevelopedand/or improvedby IndustriesandEuropean

scientific institutions in theframe of the NETMAR pro-ject.

Theorganisationsinvolvedinthisdemonstrationarethefollowing:

ThepublicentityPortosofGaliciawillbetheresponsiblefortheconception,prepara-tionandcoordinationoftheexercise,but:

a)IntheconceptionoftheexercisethecontributionsofthepartnersoftheNETMARprojectwillbeessential,sincethedemonstrationmust in-cludenewtechnologiesde-velopedintheframeoftheproject.

b) Inthepreparationandoperative coordination ofthe exercise we will countontheassistanceandparti-cipationofSASEMAR(Natio-nalGovernment),CoastguardofGalicia(RegionalGovern-ment), INTECMAR(RegionalGovernment), EnvironmentDepartmentofXuntadeGa-licia(RegionalGovernment)andCivilProtectionDepart-ment(MunicipalityofAPobradoCaramiñal).

Afterwards the participa-tionoftheNETMARpartnersin theexecutionof thede-monstrationwillbeusedtoshow the performances ofthenewtechnologies.

All Netmar partners areinvited to propose sugges-tionsandcomplements, soastocreatesituationsofbestvalueforthedemonstrationof the innovativetools theypropose.

* X8–UnmannedAerialVehicle(UAV)easy-to-launch,quick-recovery solution in-tendedforsmalloperationalteams.Withthissystemwehavebeenabletorunawidevarietyofexercisesfromterrain-mappingtowild-lifesurveillance.Wehavealsobeenabletousethesevehiclestocreate/extendWi-Fiopera-tionalnetworksthatcanbeusedbytherestofthemission´selements.

Due to its portability and ability to belaunchedfromacatapult,thisUAVsolutionhasbeenusedformaritimesurveillanceope-rations,aswellhavingrecoveryperformedbyanet.Toaccommodatedifferentmissionneces-sitiestheplatformiscompatiblewithdifferenttypesofcameras,forspecificuses,thatrangefromthevisiblespectrumtotheIRspectrum.

* LAUV–TheLightAutonomousUnde-rwaterVehicle (LAUV)Xplore is tailoredforlongendurancemissions.

LAUVXploreiscapableofroundtheclockcontinuousmissions(upto24h)bycarryingtwicethebatterypacksthanitscounterparts.

Thesystemsupportsalighterpayloadtosaveenergybut still has thenosemodulereserved foroceanography and/oroil spilldetectionmissions.

Systemmodularity allows us to have acombination of CTD, dissolved oxygen,chlorophyll, turbidity,crudeoilandrefinedoilprobes.

2013European Space Agency Lands in Cork to Deliver Course in Ocean Satellite Remote Sensing University of Limerick and NMCI-CORK partners

Over 50 students fromIrelandandacrosstheworldattendedaweeklongcourseonoceanremotesensingattheNMCIduringSeptember.ThisthematictrainingcoursewasorganisedbytheEuro-peanSpaceAgency(ESA)totrainthenextgenerationofEarthObservation(EO)scien-tiststousedatafromESAandoperationalEOMissionsforscienceandapplicationsde-velopment.NedDwyerandRory Scarrott from Beau-fort Research supported the organisationof the course,ensuringthatitransmoothlyand successfully. Ned andRoryworkonseveralESAfun-ded projects dedicated to a numberofapplicationareas,includingmaritimesecurity,stormsurgeforecastingandsoilmoisturedetermination.TheESAcoursewasdelive-redby internationalexpertsinanumberofmarinethe-matic areas including theuseofsatellitealtimetryandSyntheticApertureRadarformonitoring waves, winds

andoceancurrents, oceancolour instruments for theretrievalofmarinebiologicalproductsandradiometersforthe retrieval of sea surface temperature.Studentswereveryhappywith thecourseandremarkedthattheNMCIfacilitieswere idealfordeli-veryofsuchacourse.Moreinformation on the coursecanbefoundat:

Arcopol Plus WorkshopNMCI hosted an ARCO-

POLPlusworkshopon the4th of September 2013.OverfiftydelegatesfromIre-

landand theEUattend theworkshopentitled“Opportu-nitiesforthedevelopmentofAUVs,UAVsandmarinesen-sorsfordetectingandmana-gingthreatsfromHNSinthemarineenvironment”.

Thepresentationcontai-nedpresentations fromtheHSE, Irish Coastguard, IN-TECMAR, UL marine robo-ticsdept.,UniversityofPorto,NMCIandtheIrishNavalSer-vice.TheworkshoplookedattheadvantagesofusingUn-mannedAerialVehiclesinthemanagementofHazardousNoxious Substances in themaritime domain, with ex-pertsinvariousfieldspresen-tinganalysisan informationonthecapabilitiesofvarioustypesofnewanddevelopingequipment.

Seabed survey seminar bridging gap between research and industryOctober, 9-10, 2013. University of Limerick Partner.

TheAnnualINFOMARSe-minarononeoftheworld’slargestseabedmappingpro-grammetookplacethisweekatUniversityofLimerick(9-10thOctober)withupdatesonIreland’snationalseabedmappingprogramme.

Archie Donovan, Geo-logical Survey of Ireland,highlighted INFOMAR’s re-centmappingachievements

saying,“Wehavemadesigni-ficantprogress towards thedelivery of national targetsidentifiedinournationalinte-gratedmarineplan,Harnes-singOurOceanWealth,andsupporting ocean energy,marinetourism,environment,andshippingandtradedeve-lopmentandmanagement“.

Akeyfocusoftheconfe-rence is to bridge the gap

between research and in-dustryandthepotential forinnovation,research,andbu-sinessopportunitiesfromthemappingdataandactivities.AmongtheSME’spresentingtheirinnovationsinthisareawereGavinDuffy,RealSimLtdwhopresentedtheirmappingandvisualisationtechnologyandFrancisFlannery,Sonar-SimLtd,whospokeaboutthebenefitsofmultidisciplinaryresearchcollaborationfromanSMEperspective.

TommyFurey,MarineIns-titute,said “Therearesigni-ficant scalable commercialopportunitiesrelatingtoIN-FOMAR supported techno-logyoutputs,linkingindustryneeds to research applica-tions. The programme hasalready generated industrypartnerships, for example,Geomar&HighlandGeoso-lutions,andthereareglobalopportunities for Ireland todeliver marine technologysolutions, leveraging theinternationally recognisedINFOMARbrand”.

The Netmar workshop in La Coruna established the need of new refuge areas for ships in distress07/November/2013. NETMAR workshop in La Coruña

ThisseminarheldonNo-vember7,2013wasplannedas a place of reflection onthecurrentstateofmaritimesecurity.Themain ideawastocreatethepillarsonwhichtobuildtheprojectactivitieswiththemarineenvironmentasapriority.

The reflection wentaroundtwoaxes:firstly, theprogressmadeintheEUma-ritimesafety,especiallyfromtheErikaandPrestigecrisis,secondly,theneedtoregu-latethemarineenvironmentunderthe integratedmana-gementperspective,wheremaritimesecurityisone,butnottheonlyaspiration.

To achieve the proposed objectives were organizedtworoundtables:

The first panel,modera-tedbyMarta García Pérez, memberoftheCoastalOb-servatoryof the InstituteofMaritimeStudies,wasbasedon«Thenewchallengesofmaritime security». It wasattended by the followingexperts:

Fernando González Laxe (UniversityofACoruña),whomadeapresentationonthedamage caused by majormarinecasualtiesanditseco-nomicquantificationmainlyreparationsandcompensa-tionpurposes.

F. Javier Sanz Larruga (University of A Coruña),which outlined the majorlegalchallengesofmaritimesecurity,followingananalysis

ofprogressinSpainasaresultof the Prestige disaster.

Garbiñe Ayensa (INTEC-MAR.XuntadeGalicia),whoexplainedthesystemtores-pondtomarinepollutioninGalicia.

Maria Remedios Zamora Rosello (University of Ma-laga),whogaveanoverviewofcurrentlegislationonmari-timesafety,highlightingtheadvancesbroughtaboutasa

result of the major maritime accidents.

Michel Girin (Ex-DirectorofCEDRE-France),presentedhisexperienceonplacesofrefuge as an interventiontechniquetoapossiblemari-time disaster.

Silvia Torres López (CET-MAR,Galicia),whichexposedtheARCOPOLprojectandde-fended the need to createmechanismsofcollaborationamong institutions whoselinesofactionand/or inves-tigationarefocusedonmari-timesafety.

Thesecondpanel,mode-ratedbyF. Javier Sanz Lar-ruga, Director of the Coastal Observatory, discussed thechallenges of integratedcoastal management. Thisfeaturedthreerelevantspe-cialistsontheworldscene:

Stephen Olsen(UniversityofRhodeIsland,USA),consi-

deredoneoftheworld’slea-ding authorities on coastalmanagement,presentedhisexperienceasdirectoroftheCoastal

ResourcesCenter(CRC)oftheStateofRhodeIslandinthe U.S. François Feral(Uni-versityofPerpignan,France),aspecialistinlegalissuesre-latedtomarinefisheriesandmarineprotectedareas;FAOadvisorandexpertonissuesofartisanalfisheriesandma-rineprotectedareas.

Fatima Lopes Alvez (Uni-versityofAveiro,Portugal),aspecialistinIntegratedCoas-talZoneManagement.

Each of the roundtablesgeneratedaninterestingdis-cussion,inwhichparticipantsengaged,amongthem,seve-ralpeoplefishingandmari-timeindustry,lawyersoftheStateAdministrationandportauthorities.

CONCLUSIONS

After intense debate, the Conference resulted in the following conclusions:

1. The significant progress that has occurred in maritime safety in the past decade as a result of Erika and Prestige crisis. Experts agreed that it’s the best time in history in terms of legal regulation of maritime safety.

2. It is essential to maintain the investment and research in the field of maritime safety. Over time, the recovery of the damaged areas and remoteness in memory of major accidents, should not stop the progress that has occurred in recent years.

3. Progress must be made in the preparation of refuge areas where shelter to vessels in distress, you must be prepared against a possible crisis.

4. Channels of intercommunication and cooperation among research groups should be established in maritime security issues, in order to spread the results to the scientific community.

5. It is still an outstanding issue the collaboration between regional, statal and european administrative bodies in the struggle to achieve greater levels of maritime safety.Jurisdictional wars must be avoided and efforts must be jointed in the way of achieving common objectives of improving the marine environment.

Since last summer 2012,newDirectiveandCommuni-cationsoftheEuropeanUnionconcernmaritimepollutionaswellasnewPolicies,PracticesandInvestmentsattheNationalandlocal levels.Novelformsappearininternationalcoope-rationinIndustryandmarine-maritime research.

With the emphasis for ma-rine energy andmarine pol-lution,worksonthe«shallowwater andoceanmodelling”arewellattended,andhaveastrongeconomicappeal.

Toprogressinthedomainofcivilprotectionandpollu-

tionpreparedness is amulti-disciplinarytask;thisworkshopinvolving several disciplinesconstitutesabeginning:mathe-maticsandoceanmodelling,economy and laws, marineenergy.This5thworkshopwasagainameetingforadiversifiedassistance: stakeholders, ex-pertsindifferentfields,mana-gers, industry-ports,offshore,oilandgasoperations,publicauthority (local, national andinternational).TheEngineeringSchool EIGSI of La RochellewithitsfriendinstituteofCasa-blancaEIGSICAconstitutesaleadingindependentresearchanddevelopmentinstitutiononenvironmentalandtransporta-tionissues.

1. Oceanology Internatio-nal 2014.

The event OceanologyInternational2014(OI2014),Excel(London),Englandtookplaceon 11th,12th and 13thMarch,withthemainobjectiveto disseminate technology,productsandservicesusedinthepreventionandresponsetoincidentsthatoccurinmari-timeenvironment.

OI 2014 has been thelargesteventofitsserieswithanattendanceofapproxima-tely 8400 persons and 528exhibiting companies fromaround35countries.

Theexhibitionhallhostedtheworld´slargestdisplayofstate-of-art in marine tech-nologies,encompassing theexclusive launchofmanyofthem.

Severalworld-classconfe-rences took place in thisexhibition, as well as threenewpaneldiscussionswithahighlevelofattendanceandconnecteddelegateswiththelatestdevelopmentsandtech-nologytransferopportunities

indevelopingoffshore,marineandsubseasectors.

Besides featuring free-to-attendconferenceprogramsonkeyissuesfacedbyindus-try,OI2014providedendlessopportunitiesfornetworkingamongst visitorsandexhibi-torsinarelaxedandinformalenvironment.

The Royal Victoria dock,just next the exhibition hall,has seen a record breakingamountof148vesselmove-mentsduringthethreedays,encompassingapproximately

1200 people aboard the 13different vessels. These ves-selswere fromdifferentdis-ciplinesallaroundtheworldwith the intent to demons-trate new technologies andhost networking function atOI2014.

2. Spillex at Oceanology International 2014.

InacooperationwithUKS-pill,ourpartnerintheNETMARproject, and Killspill project(http://www.killspill.eu/) wehadtheopportunitytoparti-cipateinasharedstandwiththese two entities, that areintegrated in a groupcalledSpillex.

Spillex participation inOI2014focusedonthepre-ventionof, and response toenvironmentalincidentsinthemarineenvironment,featuringthefollowingtechnologyandservicesolutionsforassessingthe potential of spill relatedimpacts, mitigating againstand,ifnecessary,respondingto them:
