Supporting a Faster and More Effective Response to National Emergencies Client: UK Home Office Location: United Kingdom Scope: Service Support Status: Ongoing - Awarded 2005 Details: • A 10-year program in which KBR worked closely with the Home Office and the Police’s Disaster Victim Identification (DVI) Team to meet needs nationwide by developing a framework agreement which can be used by all UK local authorities. • Experts and key stakeholders consulted to shape designs for a large-scale 5,000 m² temporary mortuary site, including reception area and cold storage area for bodies, suites for post mortem, evidence and forensics, and area for relatives, plus staff facilities and offices. • Two-phase rollout identified as best solution. A core mortuary capability of portable PVC and aluminum structures was planned to be created in modules and stored “on the shelf” at a central site - ready to be on the road within three hours. With key structures in place, a second phase rollout from a tightly-managed supply chain can then complete the full facility - including staff offices and facilities - within 72 hours. • Pre-planning was identified as key to meeting the demand for speed, with short-no- tice contracts agreed with national carriers and labour providers to ensure people and vehicles could be deployed 24/7.
