As at Friday 15/1/15, There were 32 BME applicants enrolled
on courses which are being funded by TVP. Courses started
on the weekend of 17th/18th January 2015.
Current update confirms 19 out of 24 applicants arrived at
Slough. One of these has been rejected for not meeting the
eligibility criteria for the course so a total of 19/23 eligible
applicants have enrolled. 15/19 students are still attending. Of
the remaining 4, 2 students were found not to have driving

licences, 1 student thought that the course was for one
weekend only and the other individual has not responded to
welfare calls.
For High Wycombe, 11 BME people enrolled on to the CKP
course. 8/11 students arrived on the first day, welfare calls
were made to the non-attendees. 1 is not responding to calls
the other 2 non-attendees reported that they did not attend
due to family bereavement (1 has been deferred to the course
commencing in June).
Recruitment, L&D and Vetting teams are scheduled to present
to the courses to inform candidates about a career with TVP.
The pilot will be evaluated with a view to establishing as an
ongoing scheme in the future.
Christine Kirby & Norma Brown have held meetings with
Oxford Brookes University with a view to expanding the CKP
funding initiative, OBU have received final validation from
College of Policing to be an approved course provider.

Numerous recruitment events held over summer period
involving both Diversity Market Place and TVP staff.
The contract with Diversity Market place has been extended
for a further 12 months and Community engagement events
booked for 2015, which will require support of the workforce.
We are also planning some specific recruitment events to take
place in BME places of worship to inform potential candidates
of how the recruitment process works.
On all promotion boards a question is now asked around what
candidates can do to contribute to building a more diverse
workforce? Coaching and workshops are provided for officers
wishing to apply for promotion.
Monthly recruitment awareness events have been held across the Force area, targeting high populated BME locations. Diversity Market Place have worked with us to access places of worship and BME Community Centres. We now have in the region of 350 Ambassadors who receive weekly newsletters outlining career opportunities with TVP and promote TVP as an employer of choice to BME communities. Community Road Shows have taken place in October 2014 in shopping centres in Oxford, Slough and Reading. Officers and staff

engaged with members of the community to promote a career with TVP. Details were collated and have been used to target applications when opening for recruitment. The table below shows the contacts generated from the events and whilst there is no direct correlation to applications as a result of this activity, it served as an excellent community engagement and awareness piece.

We are working with Corporate Communications to enhance
the use of Digital Media (Facebook; Twitter; Youtube) for
recruitment advertising to reduce costs associated with
mainstream advertising via Advertising Agency.

conduct data analysis, early indications suggest an increase
in BME applications for Police Staff roles – 14.5% in recent
months.
1st October Slough Diversity Board ran a Learning
Opportunities Day which signposted officers and staff with an
aim to advertise and promote opportunities. There are plans in
the pipeline to deliver a second opportunities day where staff
and officers can pop in and speak to special departments /
support groups and get advice on career opportunities and the
support that is available to them from within the force.
A BME Development Day, which is being run by TVP in conjunction with the Support Association for Minority Ethnic (SAME), will take place in Burnham Cricket Club, Burnham, Buckinghamshire, on 17 March. The aim of the event is to aspire and achieve and it will feature inspirational inputs regarding development and progression.
Work is being undertaken to scope the possibility of an
apprentice scheme. This will appear as an item for
progression on the revised 2015/16 SES. Initial meeting has
taken place to establish requirements of the role and

Meeting took place with ACC Alan Baldwin on 24th November
to consider how to better manage governance, process and
reporting of this and SES. Task and finish group established
to amalgamate all activity within one programme for 2015 and
overseen in the SES.
People Services will provide the Diversity Board with an
update on this work until one programme is introduced in April

groups and build relationships, working with officers, youth

Representatives attended formal event with the CoP in
relation to progression 2018 Programme.
People Directorate hosted a summit to discuss representation (attraction/progression/retention), October 15th 2014. Delegates from across the Force, who are responsible for, or have an interest in, representation including staff association representatives were invited to attend. Kam Bria from CoP presented on the national picture and data in relation to BME progression. This event looked at good practice, national agenda, what TVP have done and are doing with a view to understanding what else the Force should/could be doing to improve under representation. Feedback from the event was good with a list of proposed actions produced as an outcome for progression – see attached. Feedback from the Cop is that TVP are performing well in terms of engagement, but results do not reflect this.
The Apprenticeship for Police Officer is being developed
nationally by 10 forces with the support of CoP and BIS. One
of the main benefits being to attract applicants from the wider
community.
Two interns have been recruited to do the academic research
to support and inform the Patrol Strategy moving forward.

NPPF/PIP team - Meeting arranged with Mike Hill from CoP
around all the PIP awards 22/01/15.
Christine Kirby has raised concerns with CoP regarding the
NRAC failure rate of BME applicants, particularly around
written communication. She has invited CoP to a TVP hosted
workshop, made up of key stakeholders, with a view to
gaining better understanding of the assessment criteria, why
candidates are failing and to scope positive action initiatives.

events in relation to BME progression 2018 Programme, and
will share learning. Christine Kirby attended and presented
TVP positive action at a practitioner workshop on 22nd Sept,
and Norma Brown attended Senior Leader’s workshop on
25th.
C.Insp Rai met with ACC Bennett from the CoP to discuss the
BME progression 2018 Programme. TVP have received
several documents relating to this programme for analysis
and consideration as to what areas TVP can engage with.

POLKA site is monitored regularly for updates from the CoP
such as guidance on Positive Action. Received BME
progression 2018 September update paper which details
areas of activities that other forces have put in place that
have had a positive impact in terms of increasing
representation. Findings are being considered, together with
additional force updates from the winter confidence and
equalities practitioners’ network meeting in terms of how TVP
can improve or initiate innovative approaches to improving
BME representation.
In addition Progression 2018 Programme, officers survey
findings, force survey findings and positive action practical
advice reports published early Nov 2014 have been received
from CoP.

Bennett. This programme was delivered with the aim of

sessions. This impacted on enthusiasm of all delegates.
It is recommended that should such a programme be run again, it should be administered through the Talent and Leadership team and have an appropriate selection process.
The programme was not recognised externally, and delegates felt if it were then it may have been recognised more internally.
The CoP will look to develop some positive action training/development courses for underrepresented staff and make the curriculum and lesson plans available to forces however they will not be available until next year. Once received it is hoped that this will enable TVP to provide more positive action interventions. The People Services Business Partner Leadership is involved in national work on the Fast Track/Direct Entry programme, the Defining and Assessing Competence Pilot and the Leadership Review which the CoP presented to Force Leadership leads at Ryton this month. We are one of the few forces that deliver comprehensive leadership training and support at various levels – first line supervisory to further levels higher up the organisation.

1st October Slough Diversity Board ran a Learning

the HoDs to ensure two way communications and initiate
discussions regarding potential new initiatives.
Focus for Business Partners has been escalated in terms of
representation, people directorate summit has further
improved this. PDR objectives set to support strategic
direction of the force.
BME candidates offered mentoring support. We endeavour to
link the individual with a mentor at point of application.
In addition we have included a specific action in the refreshed
2015 SES to look at our exit interview process with the
potential of a positive action initiative for BME officer leaving
TVP to receive a telephone interview.
We will continue to work with the Slough Diversity board and
look at ways to extend this practice across other LPAs.

A strategic group has been established including SCAS CEO and other senior stakeholders to review commissioning, protocols and joint working. An operational group has been established to review ongoing pressures caused by lack of ambulance availability or demand on police resources for assistance. TVP have supported SCAS business case to secure funding for non A&E transport to use for persons in mental health crisis.
Ambulances were used in 19% of s.136 YTD (rise from 10% YTD in August).

Declarations from Berks and Milton Keynes are awaited. Letters have been sent requesting updates. Local action plans remain “works in progress” for each locality. At the National CCC summit on 27/11/14 TVP was congratulated by the Norman Lamb MP for the reduction in the use of custody as a place of safety and use of S136.
5. New Street Triage schemes
Following the mid pilot evaluation of the Oxford Street Triage scheme TVP have supported the development of successful business cases in Buckinghamshire, Milton Keynes, West Berkshire and Oxfordshire. Work to establish a scheme in East Berkshire is ongoing. An innovation fund bid will be submitted to seek police resources to compliment those being committed by partners.

- 81% though presentations were relevant and informative.

Two leadership courses held. Third due in April.
Cadet Policy is complete and signed off
£10k Sponsorship for Bracknell Cadet programme received from counsellors and £10k national funding from Youth United committed to support new programmes. Potential £3K funding for MK from Unysis.
National Curriculum for cadet training received and developed for TVP use.

‘Moving Forward’ training package completed. This will be
incorporated into IPLD course for new officers (weeks 16-21),
the 8 week PCSO Course, and existing LPA staff training. A
number of presentations already made to LPA staff. Awaiting
confirmation of launch date from L&D.
L&D have secured Student Officer placements with Oxon and
Wycombe GRT Services and the Traveller Education Services
in Oxford (who run an education bus which visits GRT Sites).
First visits to GRT Sites by student officers now complete and
feedback very good. Placements also secured with Big Issue
Foundation, and Roma Big Issue Seller (includes includes
going to her settled community to visit family etc).

14th/15th July Roma Police Officers from Czech Republic
visited Slough (international exchange organised by GRTPA).

17th July – national launch at Westminster Palace, TVP
officers attended to support – well represented from Traveller
Movement and other groups, media present. Featured in
Thames View. TVP have agreed to fund GRTPA website for
an initial 2 year period. GRTPA Exec invited to Diversity
Board. Working closely with Exec on training rollout and
design (Moving Forward). Exec now retained as ‘Critical
Friend’ of Op Liberal. Regular updates on Knowzone (e.g.
August – burglary symbols).
