One of the biggest food trends of 2016, Mexican cuisine is
rising in popularity worldwide and Jozi is no di erent. Here are
three new Mexican restaurants to try out this year.
Baha Taco in NorwoodThe only place in the country pressing their
own tortillas from non-GM South African corn, Baha Taco is the real
deal. Specialising in Mexican street food using locally grown
organic produce, Baha Taco used to be a mobile unit that operated
only at festivals and events, but owner David Smale opened a
permanent bricks and mortar store last year. Smale calls it a
taqueria, not
a restaurant, which has been built inexpensively, using
corrugated iron counters and a fi re in the middle of the space.
Smale fell in love with the fi sh tacos he ate while spending time
in Baja California on the US/Mexico border, which was also the
inspiration for the name of his store. Try the pulled pork tacos
and the chicken wings, as well as the jalapeno poppers.
La Santa Muerte in MelvilleFrom the crew who brought you Hells
Kitchen, La Santa Muerte is situated right next door, adding
another eclectic eatery to the cosmopolitan suburb of Melville. A

combination of decorating genres and is the design embodiment of
the phrase global village. Sian says, The essence of the considered

M is for marketSundays are for relaxing, spending time with
family and friends, and eating delicious food and theres no better
place to do that than at the Fourways Farmers Market. A now
well-established Joburg gem, the market has seen steady growth over
the last few years, and its increasing popularity means that its
bound to be around for years to come.
If you havent yet had the chance to spend a few lazy hours at
the market, make sure that you arrive hungry when you do. With 107
stalls, theres something for everyone, and youll want to set aside
enough time to wander around.
There are stalls selling everything from handmade jewellery to
home-brew kits, but the real star of the market is the fresh food
whether youre hungry for a burger, sushi, ribs, pizza, or pretty
much anything else. Pick one stall, fi nd a spare seat, and sit
down to enjoy, or do what we did and sample a bit of everything a

Thembeka Johnsons spa, LOngle Spa and Mane Salon, has been in
its place since the mall opened seven years ago. Then three years
ago she opened the hair salon for ethnic and Caucasian hair as
well.
Q: How did your business start?A: I studied to be a teacher
and
completed my honours in early childhood development, but then
moved into the beauty industry. Iworked as the features editor on
True Love, and as the beauty editor on Oprah magazine after that. I
then opened a retail store in HydePark and another in Menlyn Park.
This involved lots of overseas travel to source goods, and when I
got married for a second time, I decided to settle down. I started
researching the idea of a nail spa and then opened my doors in
Melrose Arch. Four years later, the mall management approached me
to open a hair salon as well, so I did.
Q: Why did you choose this area to set up shop?
A: I live near Melrose Arch and my kids go to school in the
area, so I watched the development of the mall. I could see it
wasnt going to be the same as other malls, so I knew that I had
found the right place for my new business.
Q: How did you find your premises?A: They were advertising space
in the
new mall, and I had my business plan ready, so we arranged to
meet each other. I was lucky to get in at the beginning, when I
could request a specific space.
Q: Why are they ideally suited to your business?
A: The space is fantastic and theres a lot of foot traffic.
Theres a good mix of family and business people in the centre.
Q: Who are your neighbours?A: In between our two shops is a
Tea
Merchants. Next door theres a shop selling robotic toys for kids
and adults, and in front we have a body products store.
Q: How many people go through your store each day?
A: It varies, but Id say around 50 to 60 people a day. The spa
is older and well-established, so 70% of our customers are from
bookings. The hair salon is a little bit less than that with around
60% of our business coming from bookings, and the remainder from
walk-in customers.
Q: Do you have any expansion plans?A: Yes, especially on the
hair
side. Weve just been licensed to distribute a hair product from
the United States, so the distribution base will also be running
out of Melrose Arch.
Q: Do you operate online as well?A: Were obviously an
in-person
kind of business, but we do have websites for both shops.
Q: Whats your most popular service?
A: We are quite busy with pedicures all the time even for men.
Gelish (gel nail polish) has of course taken over the nail
industry. And for hair we do colour and cutting, which is unusual
for a black hair salon.

A budget that respects the public
Whether or not you felt that Finance Minister Pravin Gordhan
delivered a successful budget last month, you should be glad of one
thing according to the latest Open Budget Index, South Africas
budget is the third most transparent in the world.
This is an incredible statistic. South Africa ranks behind only
New Zealand and Sweden in terms of the information that the
government provides to the public about its finances. That places
it ahead of the likes of the US, Germany and the UK.
A countrys standing in the index is significant because it shows
how transparent a government is about revenue collection and
spending.
The more disclosure there is, the more the media, economists,
academics and civil society are able to scrutinise what the
government does with public money and hold officials accountable
for where it goes.
Its really quite simple. The more the public knows, the more it
can engage with trying to improve things. When access to
information is restricted, everyone outside of the government is
effectively disempowered.
In South Africa, the presentation of the budget is a big
occasion, and this year it was particularly so. For days leading up
to it and for days afterwards, the discussion around the issue was
robust. That shows that this is a process that South Africans feel
they are involved in.
We could all have our opinions about what was included or
excluded, we could praise or lament the introduction of a sugar
tax, and we could immediately calculate how much income tax we
could expect to pay in the coming year. All of this was possible
because the information was available for us to analyse and
debate.
It is crucial that we dont take this for granted. We should not
gloss over the fact that despite the many difficulties in the
government, the Treasury remains open, accessible and credible.
For a start, this shows that the department takes its work
seriously. It understands it obligations.
But, just as importantly, it indicates that it has respect for
the public that it is serving. Governments that dont care about
public opinion, dont tell the public anything. They certainly dont
produce transparent budgets.
It is very encouraging that in South Africa we dont have this
problem. Despite the many pressures on it, the Treasury still acts
in a way that includes the public in what it does. That must be
celebrated, just as much as it must be protected.
We should not
gloss over the fact that despite the many difficulties in the
government, the Treasury remains open, accessible and credible

Africa Rising to roll out R1,6bn in developments
A frica Rising, a Durban-based independent property development
company, purchased properties worth R300m from Tongaat Hulett
Developments during 2015. It plans to roll out over R1,6bn worth of
developments in the Umhlanga Ridge area.
Africa Rising has purchased 12 pieces of land from Tongaat
Hulett Developments. The properties, recently added to the companys
portfolio, include The Madison, The Marina, Park Avenue, Aria and
Jefferson in the Umhlanga Town Centre, and a commercial property at
Sibaya.
Four of these are currently under development. The Madison is a
mixed-use development that will cater to the medical sector
benefitting from its strategic location opposite the Gateway
Private Hospital. It comprises 97 apartments and 27 medical suites
and is expected to be completed by August this year. It is already
90% sold.
Construction has started on Park Avenue, a joint venture which
comprises upmarket apartments which are 85% sold.
Aria, providing retirement apartments, and Jefferson, providing
student accommodation of 300 and 240 units respectively, will
launch this year.
On retirement development trends
Accommodation for the elderly is increasingly moving away from
nursing
home-style facilities towards independent living. Sectional
title retirement villages are the way to go for senior housing. The
involve-ment of attorneys with extensive sectional title experience
from the inception of a new development is, however, essential to
ensure that there is the necessary balance between the developers

Where South Africans investA recent survey on where South
Africans choose to invest reveals that 28% invest in local
property, and 3% in property offshore, while almost half (45%) have
no money in any investment assets at all.
The global investment trends survey was commissioned by property
investment firm IP Global and conducted by YouGov. Over 1,000
online South African adults were asked what investment assets they
held, as well as their preferences and key concerns when it comes
to investing in overseas real estate.
When asked to pick where they would consider investing in
property abroad
from a list of eight locations, the majority of South Africans
chose the UK (36%), the US (34%), and Australia (29%).
Commenting on the results, George Radford, Africa Director, IP
Global, says, The United Kingdom remains a favourite for South
African investors who are looking to pockets of value in outer
London and to Northern Powerhouse Manchester where property prices
are expected to grow by 26,4% between 2016 and 2020. In the United
States, Chicago is emerging as a major city to watch with average
yields of 7,9%, while in Australia were still seeing huge amounts
of interest in Melbourne and Brisbane.
Expropriation Bill gets passedWith all eyes on the budget during
the last week of February, the government hurried through the
Expropriation Bill.
On 23 February, Parliament passed the Expropriation Bill that
will allow the state to pay for land at a value determined by a
government adjudicator and then expropriate it. This effectively
scraps the willing buyer, willing seller approach to land
reform.
Despite the proposed intention of the bill to redress racial
disparities in land ownership, there are a number of problematic
clauses that make it possible for land to be
expropriatedunfairly.
Dr Anthea Jeffery, head: policy research, the Institute of Race
Relations, says the bill leaves property owners open to massive
losses should the government decide to expropriate their homes,
land or other property.
Now that the bill has been passed by Parliament, it still has to
be passed by the National Council of Provinces, after which it will
be sent to President Jacob Zuma to be signed into law. None of
these concerns were addressed, andI doubt that the National Council
of Provinces will not pass it, so it willbe up to the president to
make a decision, and given the current focus on land reform in SA,
Iam fairly certain he will sign, says Jeffery.
Go passports
With a growing number of countries vying to attract
international property investors, the time is right to do some
passport shopping. But, warns James Bowling, CEO and founder,
Monarch & Co International, maintaining an investment in a
foreign country isnt the only requirement for residency or
citizenship.
Investors can lose their residence or citizenship status if they
dont meet other requirements, such as a minimum stay, says Bowling.
For example, the UK requires investors to make the country their
primary residence by spending at least 50% of their time there,
while Malta residence holders cant spend more than 183 days a year
in another jurisdiction.
When it comes to the perks such as free education and health
care, the rules are different for citizens and residents. Residency
holders are entitled to receive free state education only in the
country of residency, and should always be covered by comprehensive
international health insurance.
In Portugal, however, you need to be a citizen contributing to
social security as a taxpayer living and working in Portugal to
qualify for free health care and education, according to Chris
Immelman, MD, Pam Golding Properties International and Projects
Division. He says residency doesnt provide holders with free health
care or education, though they have access to it.
China doesnt acknowledge dual citizenship, so investors would
have to sacrifice their current one. SA recognises dual
citizenship, so our investors dont have to worry, says Bowling.

About the area
With its large, stately properties and elegant tree-lined
streets, Atholl is a prestigious Joburg suburb in anyones books.
But despite its premium pricing, the suburb somehow retains an
unassuming air.
For starters, its relatively small with a neighbourly feel in
the early evenings youll see residents walking their dogs, or
taking the kids for a bike ride around its quiet, leafy streets.
The beautifully lush trees and large gardens attract a wide range
of birds, ducks and even owls.
But this feeling of being close to nature belies how close
Atholl is to Sandton, as well as to some of Joburgs major arterial
roads. Even though youre centrally situated, Atholl has an
atmosphere of peace and tranquility, says resident Isabel Madelung.
Along with a close-knit community, security is tight here, with
most properties protected by high walls and CCTV cameras.
At the top end of the property scale, you can expect to pay

2,000m2. Architectural styles vary from the very traditional to the
ultra modern, which widens the suburbs appeal. The contrasting mix

Private Property, those properties up for sale constitute
approximately 5% of the total sale listings in the Sandton and
Bryanston (North) area.

properties, says that stock has increased substan-tially year on
year. She estimates that the sector has grown by as much as 50%.
Most sectional title units are found in Froome Street with a few in
Central Avenue and Dennis Road. Prices vary from R1,6m for a
one-bedroom apartment, going up to R2,5m for four bedrooms. The
middle level is pegged at R2,5m and luxury units start at around
R4m.
