PUBLIC SAFETY HEAD QUARTER (Department Of Public Safety, COA) Total area = 5.34 ± Acre Topographic survey Boundary survey 6 - Plat drawings The proposed new Public Safety Head Quarter Building is a six story structure, that is located within the area where, the old municipal court building off of Garnett Street currently exists. Part of Garnett Street was included within the project site area. The proposed construction area will be on both sides of Garnett Street between Peachtree Street and Pryor Street and existing structures exist within the northwest and southwest quadrants of the intersections of Pryor and Garnett and Peachtree and Garnett Streets respectively. A five to six story above ground parking garage will be constructed to the east of the building where asphalt parking lot exists to the east of Garnett Street.

• Title Review & title reports for the six properties. • Survey Complete boundary survey of the six individual properties and prepared plat drawings. • Legal Descriptions of six individual property. • Tree survey. • SUE services.

FIRE STATION #13, #18 & #28 (Department Of Fire & Rescue, COA)

• Research existing property data from The City Of Atlanta. • Complete a boundary survey of the property as shown on the plat issued by The Fire Department. • Complete a Topographic Survey based on The City Of Atlanta Monument at a 1’-0” interval. • Survey spot elevations of existing curb cuts, sidewalks and driveways. • Survey landscape items, including trees greater than 8” diameter in size and shrubs. • Survey the location of the existing fences on the property. • Research and provide sizes, locations of all existing underground and above- grade utilities.

PUBLIC SAFETY ANNEX (Department Of Public Safety, COA) Neil Engineering, Inc. has performed the overall boundary survey (distance), topographic survey, utility survey, building survey and tree survey for parcel of 10.426 Acre located at 3493 Donald Lee Hollow PKWY, land lot #266, 17th district, Atlanta, GA. The survey must meet ALTA standards and all parcels have to have a separate survey or at least a legal description for each parcel and each parcel be properly labeled on a map. A topographic survey was performed for development of proposed site with existing conditions. The topographic survey is based on one (1) foot contour intervals based on the National Geodetic Vertical Datum (NGVD) system and a map scale of 1 inch equals 40 feet.

• The boundary survey for 10.426 Acre site. • All natural and manmade features will be noted on the survey. Landscape items includes trees greater than 8” diameter in

size and shrubs. • The survey is based on the City Of Atlanta Established Benchmark datum or monument and is completed in accordance

with the City Of Atlanta established coordinates system as per Department Of Engineering Information System.

• All manmade structure includes the following.

• Concrete paved areas. • Asphalt paved areas. • Concrete curbs, curb cuts and driveways. • Existing Buildings. • Fences and gates with heights of fence and widths of gates. • Location of any retaining walls, steps with spot elevations at tops and bottoms or ends. 5) The survey will be

in a 3-dimension digital format compatible with Autocadd software.

• Neil Engineering, Inc. used surveying equipment SOKKIA Set 6E (“total station”) and SDR 83 data collector and software capable of recording x,y,z coordinates for data points.

• Traverse and level runs were closed/ looped and balanced. Closure precision shall be greater than 1 in 10,000. The elevations of pavement, utilities, and structures were established to the nearest 0.01 foot. Ground surface was established to the nearest ± 0.3 foot.

SUB-SURFACE UTILITY:

• The Neil Engineering, Inc. accurately located both underground and above ground utilities and existing utility structures. • Location of all underground utilities (including sewer, water, natural gas, electricity, telephone storm sewer and any other

underground utility not specifically mentioned) with sizes and direction of flow and depths as appropriate. • Location of manholes, drainage gratings. • Location of surface power poles. • Location of all fire hydrants, bollards and any other post type appurtenances.

UNPAVED CITY STREETS (Department Of Public Works, COA) Nisky Lake, Tye Street & Beatie Avenue

• Neil Engineering obtained, enhance and performed topographical mapping of the project corridor and limits at a scale and accuracy acceptable to the City of Atlanta (COA). Neil Engineering established horizontal control based on the Georgia State Plane Coordinate System (NAD 83) applying the appropriate grid factors to each measure. Neil Engineering established vertical control tied to the North American Vertical Datum (NAVD 88). Neil Engineering performed Topographic/ Survey of the roadway, to include roadways, rights-of-way, property lines, culture, topographic features, driveways (including material), utilities, drainage channels, drainage structures, and/or information necessary to design, obtain rights-of-way and easements, and construct the project. Neil Engineering also provided location and depiction of all N.G.S. monuments, project monuments, traverse points, and benchmarks used or set. Neil Engineering will develop a Digital Terrain Model for Beatie Street. All survey data provided in a MicroStation and CAiCE format.

• Neil Engineering obtained all plats and deeds from courthouse records of all properties affected by the project. Compile a

All property boundaries were closed in the database. Research available Georgia State Plane Coordinate Monuments for horizontal and vertical control. Neil Engineering also did research available as-built drawings on file with the COA.

GENERAL Neil Engineering Inc.’s Scope of Services is for the Construction Document Design, Bidding and Construction Administration (CDBCD) Phase of the Maynard H. Jackson Jr. International Terminal (MHJIT) at Hartsfield-Jackson Atlanta International Airport (HJAIA) and Parking Structure subsequently referred to as the Project. Neil Engineering, Inc is providing Sub-Consulting services for MEP/FP in support of Lead Discipline Consulting Services provided by Thompson Company, Inc. for the following Project elements:

A. Landside Terminal and Concourse ‘F’ B. APM Passenger Station C. APM Maintenance and Storage Facility D. APM Tunnels E. Concourse ‘E’ Renovation F. Concourse ‘E’ Connector & Baggage Tunnel

2. DESCRIPTION OF PROJECT ELEMENTS:

A. Landside Terminal and Concourse ‘F’:

The new International Terminal and Concourse ‘F’ consists of a total 16 narrow-body aircraft gates or 12 gates to accommodate two Group IV and eight Group V aircraft gates with the flexibility for utilization by one or more airlines for international and domestic flights. The Terminal shall consist of a five-story structure. Level One (1) is proposed to accommodate the Automated Guideway Transit System (AGTS) extension and passenger station, test track extension, additional ancillary maintenance and storage facility, airport support areas and Georgia Power support. Level Two (2) shall accommodate the arriving passengers, Customs and Border Protection (CBP) processing areas and support offices, and concessions. Level Three (3) is apron level with baggage system and support areas. At this level, a pedestrian bridge from the Parking Structure connects to the Terminal. Level Four (4) accommodates the passengers departure, ticketing processing, security check point, departure gate holdrooms, and concessions. Level Five (5) is proposed to accommodate the airline clubs and the rooftop mechanical equipment.

B. APM Passenger Station :

Level One (1) of the Terminal is proposed to accommodate the Automated Guideway Transit System (AGTS) extension and a double sided AGTS passenger station, test track extension, additional ancillary maintenance and storage facility, airport support areas and Georgia Power support. Secured passengers will interconnect at this level through escalators and elevators to arrival and departure levels of MHJIT and via train from this location to other

concourses.

C. APM Maintenance and Storage Facility:

Level one (1) of the Terminal is proposed to accommodate the Automated Guideway Transit System (AGTS) extension and a double sided AGTS passenger station, test track extension, additional ancillary maintenance and storage facility, airport support areas and Georgia Power support. The design shall provide for a light maintenance and storage facility for the expanded AGTS fleet. This area supplements the existing heavy maintenance/storage facility located under Concourse ‘E’

D. APM Tunnels:

The structure for the two new main line tunnels has been designed by another team. The design scope is to provide the life safety systems, electrical, running surface for the new APM tunnels built by another consultant.

E. Concourse ‘E’Renovation :

Concourse ‘E’ is the existing International Concourse at HJAIA. The renovation scope of work will extend over five levels and within different areas of the concourse. Level One (1): the AGTS mainline and test track will extend to the East. Level Two (2): the tunnels from MHJIT terminal will connect to the existing concourse via vertical circulation cores. The MHJIT secure baggage tunnel connects to the existing system in Concourse ‘E’. Level Three (3): at apron level, the terminating passengers from screening in Concourse ‘E’ will connect via vertical circulation core to the MHJIT sterile tunnel. Areas for passenger circulation from one core to another will be renovated. Level Four (4): the departure level will require renovation of secure passenger circulation going to and from the MHJIT. Level Five (5): CBP new primary escalator and elevator core is added to allow international terminating passengers to flow to apron level.

F. Concourse ‘E’ Connector & Baggage Tunnel:

The connector tunnel to ‘E’ consists of a single tunnel which is divided below AOA into one secure corridor and one sterile corridor. The passenger traffic will rely on a series of moving walkways. After exiting the embankment, a portion of this tunnel becomes an aerial structure connecting to the MHJIT at arrivals level. On the South side following the same footprint is the secure baggage tunnel connecting MHJIT to the Concourse ‘E’ system.

The NEI is a team member of Shaw-AIM JV annual A/E Contract with the City of Atlanta. NEI has provided Geotechnical service for this project. The River Intake and Erosion Control Improvements consists of the design from schematic to 100% and bidding services of various elements of the main water intake to the City of Atlanta from the Chattahoochee River: * Design for replacement of a 48" intake pipe that dates almost back to the Civil War. * Design of a solution to the erosion of a portion of De-Foors Island, which separates the Intake flow from the main river channel. * D e s i g n a s o l u t i o n to removing and relocating silt that has filled the intake basin due to upstream erosion. * Design reinforcement of two

stone sills in the river that channel the water into or around the intake depending on water level. * Design a system of instru-men ta t ion and con t ro l valves to control and monitor the flow of water into the intake at high water levels. Water Lab & Water Lodge Renovations This project scope consists of architectural, engineering and landscape design necessary for the renovation of various facilities at the Chattahoochee and Hemphill Water Treatment Plants. GA Tech Midtown-Bedford Place Water main Replacement

This project scope consists of the replacement design of 182,000 L.F. of water main replacement by Department Of Watershed Management of City Of Atlanta. NEI has provided underground utility locations and SUE services for this project (Quality level C & D). This is an on-going multi year program intended to encompass the entire Atlanta Water System. In the Water Main Replacement/ Rehabilitation Program Report, approximately 25% of Atlanta’s water mains were identified as being more than 75 year old cast iron pipe; lead joint pipe, or 4 inch or smaller galvanized pipe. It was determined that these water mains need to be placed on a schedule for replacement or rehabilitation to maintain our present insurance rating and prevent disruption of water services. The Shaw-AIM Joint Venture has been asked to design a new Public Safety Complex for the Police and Fire Departments. • Our Team Prepared programs for the Advanced Traffic Management System and Control Center Building based on Georgia D.O.T. requirements for 1996 Olympic event.

• Feasibility study was done for the three locations of A.T.M.S. Building. After

Sewer and Storm Water Related experience

All metropolitan Atlanta regions have problems of aging of wastewater and storm-water systems. The city of Atlanta has combined sewer systems built in the 20th century. These old systems have led to problems with reduced capacity infiltration/inflow and deterioration. Our engineers are experienced in evaluating the condition of these systems, determining the main source of the problems, and preparing plans and specifications. Once the problems are identified, our engineers can design needed modifications such as separation of storm drainage connections and sanitary sewers of combined sewers. Trenchless sewer rehabilitation can be achieved without causing substantial disturbance to the public. Our background includes manhole conditions assessment, GPS data collections, general inspections of water and wastewater systems and structures, waste control flow analysis and storm water flow analysis which includes hydrologic and hydrographic analysis. We also prepared record drawings indicating the locations and size, type, and flow parameters of water and wastewater systems. Our background includes designing and inspecting these repairs through a variety of techniques including relining water mains and sewers.

Geographic Information Systems (GIS) GIS is a rapidly evolving technology applicable to the civil engineering discipline. NEI has utilized the GIS technology in watershed assessment and infrastructure projects. Our GIS capability includes modeling and analysis, infrastructure management systems, and the global positioning system (GPS) field survey used for digital imaging and the collection, input, conversion assessment, and integration of data including digitization of data and the integration and creation of CADD data. NEI has developed and infrastructure management system for the call center which automates all work orders, any maintenance scheduling, and furnishes a way to monitor service calls. Detailed sewer information has also been produced and provided to service crews when necessitated. Rehabilitation of the sewer system assessments, including field inspection reports are linked to manholes and main lines to provide a comprehensive management record. The system contains an inventory of the sewer network as well as sanitary sewer evaluation survey. Related Projects:

1) Liberty Highland and Sandy Ridge Basins Sewer and Drainage Rehabilitation, City of Birmingham, Alabama. The principal of the firm as a project manager provided services for sanitary sewer and storm rehabilitation program. The project involved a city sewer system of 35,000 Linear Feet, which was installed in 1980 and covered an area of 4,000 acres. Like most counties and cities in the United States, The City of Birmingham has deteriorating sewers and appurtences which allowed the entry of I/I especially during periods of wet weather. 2) Loch Lomond Sewer Rehabilitation and Replacement, Fulton County, Atlanta, Ga. NEI in association with Shatari Engineering Associates were retained by Fulton County under standby engineering contracts to evaluate the existing conditions of sewers, analyze the sewer system drainage area to determine likely areas of major infiltration and inflow, design and construction plans and construction observation services for the approximately 75,000 linear feet of 8 inch to 24 inch sewer lines and approximately 250 Manholes..

3) Burnt Fork Creek Sewer System. This project involved the design of a new sewer that replaced

approximately 8,000 linear feet of 8-inch sewers and addition of 4,000 linear feet of 12-inch outfall sewer lines. Services included a complete evaluation of the service area and construction drawings for the project, also prepared construction documents and construction observation during the construction of the project.

4) Water Main and Sanitary Sewer Extensions. NEI was asked by Fulton County, Georgia to

provide surveying, design, construction drawings, specifications and construction observation services for the design of Spruill Road and Buice Road water and sewer system approximately 30,000 Linear Feet of 12-inch sewer and 20 inch water main.

5) Dekalb County Sewer Improvements. This project involved the design of a new sewer that

replaced approximately 10,000 linear feet of 10 inch and 12-inch sewer lines. Another 5,000 linear feet of sewer lines were replaced with 10-inch pipes. The project included a complete evaluation of the service area and construction drawings for the project.

6) Orme Street Relief Sewer for the City of Atlanta. The Orme Street combined trunk sewer services

the principal sanitary and storm sewer for a significant portion of downtown Atlanta. Because of the growth of Atlanta, Orme Street trunk sewer has become increasingly overloaded.

Because of the Olympic Games in 1996, the City of Atlanta hired our team of three consultants to analyze the performance of the Orme Street Sewer System under both existing and proposed conditions and performed a runoff hydrograph for the 25 year storm period and 24 hour design storm. These hydrographs were put into a hydraulic model used to analyze the performance of the sewer system.

The relief sewer consisted of a dual box section approximately 1,380 feet long and an eleven-foot diameter tunnel, approximately 7,720 feet long, based on hydraulic analysis. Plans call for the first two phases of the relief sewer, which have a combined length of 6,330 feet long, to be completed before Olympic Games in 1996, which was successfully completed before the schedule. The remainder of the relief sewer was completed after the Olympics. City Of Atlanta SSES/ Sewer Rehabilitation project: City Of Atlanta replaces old Sewer lines and M.H. with new Sewer Lines and new M.H. Currently Neil Engineering, Inc. is providing field support services to this project. This project is divided into different contracts. Currently NEI is providing field inspector services for Contract “D”, phase-II CIPP, which is

Electrical Engineer 2003 – present Sr. Investigative Engineer with a Norcross engineering services company providing engineering investigations and disaster recovery operations for insurers of industrial and commercial facilities. Responsible for quickly reestablishing operation of building and plant power systems utilizing both alternative circuiting and on site emergency generation. Additionally responsible for determining causes of failure, deciding on repair or replace options and providing cost estimates. 1997 – 2003 Worked together with a small, informally organized group of contract engineers on a wide variety of projects. Approximately one quarter of the work was with Georgia Power on substation and power generating auxiliary system design with the balance devoted to commercial buildings, light industrial plants and process industries. Kevin D. Champion, P.E.

WORK EXPERIENCE The most relevant and recent airport project that Mr. Champion had is a project at Harts-Jackson Atlanta International Airport to expand Concourse C North. This is a design-build project, the general contractor being New South Construction, the electrical subcontractor is Uptime, Robert and Company is the design firm, and the owner is Delta. The scope of this project was to renovate (11) existing gates, add (9) new gates, and expand Concourse C North apron and boarding levels a total of 12,000 ft2. To accomplish this electrically, a new Georgia Power transformer and switchgear room including 5000A double ended switch was designed, busduct was run from the switchgear room almost the entire length of Concourse C North to (2) 1200A switchboards and (1) 600A switchboard. Mr. Champion designed all of the associated drawings including single line diagrams, power, lighting, fire alarm, telecommunications, lightning protection plans, and provided voltage drop and lighting calculations and equipment sizing per NEC code and most importantly per “DOA Standards” for this project. This project was done in (2) phases/packages. The switchgear room and busduct package has been approved and permitted by DOA; the 12,000 ft2 addition package is correctly being reviewed by DOA. Mr. Champion also currently have an airport bag valid until July of this year.

Mr. Champion was also the lead electrical engineer on a design build project at Baltimore Washington International Airport for Southwest Airlines. The general contractor was Poling and Bacon, Robert and Company was the design firm, and Southwest Airlines is the owner. The scope of this project was to design a jet fuel storage tank farm with four 30,000 bbl tanks, (5) 200HP variable speed drive operated hydrant pumps, truck loading and off loading facilities, and a maintenance and operations building. This project electrical included a 2500A motor control center, 1200A emergency generator, and all associated power, lighting, controls, fire alarm (including EFSO), grounding, and telecommunications systems required for a new tank farm. Mr. Champion’s programmable logic controller design experience really helped this project be successfully electrically. This new tank farm is correctly operating; Southwest Airlines is very pleased with the project and has expressed that this facility is the only one they have that is operating properly using the VFD system and that they will use it as a model for all new tank farm designs.

The third project was for Charlotte/Douglas International Airport and is very similar to the BWI Southwest Airlines project. $3M, Mechanical, plumbing and fire protection engineering design services for a 8,000 sqf., public library. The building consists of administrative area, a public conference room and the main library. The HVAC system design included an under floor system with single hydronic variable air volume (VAV) AHUs with a 40-ton air-cooled chiller and a heat recovery unit. Zone control was accomplished with underfloor power induced unit with electric reheat coils. The hydronic loops were designed for low pressure to minimize water damage to the library paper media. The HVAC system was provided with an energy management system for critical temperature and humidity control and energy savings. A life cycle analysis for the HVAC system was preformed for comparison and evaluation. The plumbing design incorporated two public and one private restroom plus a kitchen and water coolers. The sprinkler system was a wet pipe system designed and specified in accordance to NFPA guidelines.

The support facilities in this 50,000 sqft space includes judges’ chambers, public area, jury rooms and secured receiving/detention center. The HVAC system consists of four chill water variable volume AHUs with VAVs for the center zones and PIUs w/electric heat for perimeter zones. Plumbing design included new fixtures to meet ADA for public and private restrooms and SS fixtures for the detention areas. Three new hot water heaters with re-circulation pumps were provided to meet the hot water demand for the entire floor. Restroom exhaust was tied to existing building exhaust risers. Existing fire protection system was modified to meet the new occupancy. This was accomplished by reuse of partial existing piping and the use of high response sprinkler heads to meet the existing building fire pump pressure.
