More workforce support programs are vital to the development of a sustainable rural and regional optometric workforce.
The Optometrists Association of Australia and the Rural Optometry Group are lobbying the Federal Government for additional scholarships for continuing professional development and a rural retention program, similar to that available to GPs, to address the shortage of optometrists in rural and remote areas.
ROG Convenor Associate Professor Phil Anderton, an optometrist based in Manilla, NSW, said it was important to enhance access to eye care through more rural optometry programs.
“Rural optometry offers the best environment for clinical training because of the intrinsic multidisciplinary positive collaboration with GPs and ophthalmologists,” he said.
Optometrists Association Australia clinical policy adviser Jules Baggoley commenced her career as a rural optometrist, relocating as a graduate from inner Melbourne to Horsham in country Victoria.
“As a start to my career it offered me tremendous experience in terms of patients I saw and conditions I was able to help manage,” she said.
“My skills as an optometrist benefited as a result. I lived there for seven years before settling in Canberra.
“Optometrists are different in that, not being based in a public health setting, we can often be isolated from health colleagues and extra effort has to be made to ensure that optometrists considering a life in rural areas are made to feel welcome and make contacts to establish relationships.
“Positive personal experiences only increase the likelihood of someone remaining in a rural location for longer.”
The OAA is also calling for a HECS reimbursement scheme for graduates working in rural and regional Australia along with relocation grants for optometrists.

A new nurse-led clinic in New Zealand’s Horowhenua district will provide immediate health care for more than 500 patients waiting to be enrolled with a GP.
The Waiting-List Clinic opened its doors this week in the district, situated on the west coast of the North Island.
The area, which has a population of 30,600, has a shortage of GPs.
Central Primary Health Organisation clinical director Chiquita Hansen said the GP shortage coupled with a bid to up-skill nurses sparked moves to open the clinic.
“The clinic is for the many hundreds of people in the Horowhenua who are currently without a GP,” she said.
“The health services provided will be led by nurses, with support from doctors.
“The Waiting-List Clinic will increase collaboration
with Maori and Kiwi health providers and district health board services.
“Our service will ensure that everyone in our community has access to high quality health care.”
The New Zealand Nurses Organisation, which represents more than 45,000 nurses and health workers, has welcomed the initiative.
NZNO policy adviser and researcher Dr Jill Clendon said the service, which would refer patients to GPs when necessary, would provide medical care for sick people and others who required tests, had small wounds, and needed immunisations and health information.
“Nurses are clinicians who are trained to recognise when medical or other intervention and referral is necessary,” Dr Clendon said.
“Using nurses to give frontline health care ensures much wider access to health services and frees doctors to deliver medical care.”

More workforce support programs are vital to the development of a sustainable rural and regional optometric workforce.
The Optometrists Association of Australia and the Rural Optometry Group are lobbying the Federal Government for additional scholarships for continuing professional development and a rural retention program, similar to that available to GPs, to address the shortage of optometrists in rural and remote areas.
ROG Convenor Associate Professor Phil Anderton, an optometrist based in Manilla, NSW, said it was important to enhance access to eye care through more rural optometry programs.
“Rural optometry offers the best environment for clinical training because of the intrinsic multidisciplinary positive collaboration with GPs and ophthalmologists,” he said.
Optometrists Association Australia clinical policy adviser Jules Baggoley commenced her career as a rural optometrist, relocating as a graduate from inner Melbourne to Horsham in country Victoria.
“As a start to my career it offered me tremendous experience in terms of patients I saw and conditions I was able to help manage,” she said.
“My skills as an optometrist benefited as a result. I lived there for seven years before settling in Canberra.
“Optometrists are different in that, not being based in a public health setting, we can often be isolated from health colleagues and extra effort has to be made to ensure that optometrists considering a life in rural areas are made to feel welcome and make contacts to establish relationships.
“Positive personal experiences only increase the likelihood of someone remaining in a rural location for longer.”
The OAA is also calling for a HECS reimbursement scheme for graduates working in rural and regional Australia along with relocation grants for optometrists.

6329 in 2008.
Applications to the United States also fell from 1238
in 2009 to 735 in 2010. It was a similar situation in
New Zealand, with 1241 applications in 2008 and
just 641 in 2010.
Industry experts have questioned whether the trend
could be due to the introduction of the academic-
based English language test, which was introduced
in July 2009, or as a result of UK employees
struggling with economic limitations in the wake of
the recession.
ANF senior professional officer Julianne Bryce
speculated several issues might have contributed
to the decline in UK nursing numbers.
Ms Bryce said a substantial number of newly
graduated nurses have been unable to secure
employment in the acute sector in a number of
Australian states, including Queensland and New
South Wales.
“This news may act as a deterrent to international
nurses wishing to work in Australia,” she said.
“This is not to imply that there are adequate nursing
numbers in Australia, as the union considers that
safe nurse staffing ratios are not consistently
applied across the country.”
Ms Bryce said there used to be a large number
of Australian nurses who went to work in the UK
but that changed with the stricter requirements for
registration in the UK.
“This may have created more job prospects for UK
nurses locally,” she said.

Nganampa Health Council is an Anangu controlled community health organisation providing primary health care services on the Anangu Pitjantjatjara Yankunytjatjara Lands in the north west of South Australia.
The Aged Care Facility is located at Pukatja (Ernabella) and provides respite care and some long term care for elderly Anangu from across the APY Lands. We currently have a vacancy at the Aged Care Facility for a Registered Nurse.

The Australian Nursing Federation has begun talks
with almost 9000 practice nurses in medical clinics
across the country.
The industrial relations talks will pave the way for
advancing enterprise bargaining in the sector in a
bid to boost wages and conditions.
ANF federal senior industrial officer Nick Blake said
the move comes as an Australian General Practice
Network survey found the number of practice
nurses in 2009 had grown 15.3% since 2007 with
56.9% of general practices employing one or more
nurses.
“It’s not just the numbers of practice nurses that
has grown but also the diversity of the clinical role
and responsibility of the nurse delivering primary
care services in a general practice environment,”
he said.
“Recent Federal Government initiatives will see
further growth in the number of practice nurses and
an expansion of the services they provide.
“It is important the experience and expertise of
nurses in this sector is properly recognised and
rewarded.”
Mr Blake said some enterprise agreements
covered nurses in the sector but the vast majority
of nurses were working under individual contract
of employment arrangements underpinned by
relevant awards which were now “well below”
current standards.
The National Practice Nurse Workforce survey
found 84.8% are registered nurses and 15.2% are
enrolled nurses, 79.6% work part-time and 20.4%
work full time.
It also found 32.3% are employed in at least one
other nursing job, while 49% are located in major
cities, 37% are in regional areas and 14% are in
remote and rural areas.

The Pharmaceutical Society of Australia has welcomed a $10 million Federal Government campaign to clear up confusion surrounding generic drugs.
PSA acting president Grant Kardachi said the campaign was a positive move.
“PSA supports the government’s campaign to clear up confusion,” he said. “With the ageing population taking more medications, the potential for medication misadventure through confusion is heightened.”
The campaign comes as a Galaxy poll of more than 500 people, commissioned by drug company Nycomed Australia, found 42% accepted the offer of a generic “every time” while 32% did so “most times”.
One in five, or 21%, said they worried a generic drug could lead to getting the wrong medicine while 8% said they never accepted a generic.
Mr Kardachi said pharmacists, as the medication experts, were there to help consumers and answer questions about their medication in a bid to clear up confusion between generic versus name-brand drugs.
He said a few consumers had reported different reactions with generics compared to branded products, which had been attributed to non-active ingredients, such as coatings on pills.
“Where possible the pharmacist should talk directly to the consumer about the implications of changing to a generic medicine and what exactly the generic medicine is.”
Mr Kardachi said under Australian law, generic and brand name drugs must pharmacologically be the same and all new drugs must go through a rigorous testing process.
“Pharmacists will make a judgement as to whether they should even consider a generic – a person’s circumstances, eyesight, age, etc, can be taken into consideration.
“Generics are not recommended as a matter of course.”

The Australian Nursing Federation has met with Federal Minister for Ageing Mark Butler to discuss concerns over the Productivity Commission’s draft report into aged care.
ANF federal secretary Lee Thomas met with Mr Butler to call on the government to urgently review the controversial Caring for Older Australians report.
The call comes as the organisation prepares a national day of action on February 14 as part of its Because We Care campaign.
The Valentines’ Day campaign will urge Prime Minister Julia Gillard to show some love for older Australians through better funding, to ensure quality nursing home places for older Australians, improve the ratio of nurses to residents and to bolster residents’ resources.
As part of the day, union branches will host morning and afternoon teas with Federal MPs and Senators
in a range of nursing homes across the nation while
calling on staff, residents and families to sign its
petition demanding urgent reform.
Ms Thomas said it was vital the government
reviewed the report and its recommendations and
then intervened, in a bid to guarantee that aged
care residents, their families, nurses and assistants
are included in reforms.
“It is crucial that any decisions made around the
reform of the aged care sector must take into
account the care needs of elderly residents,” she
said.
The ANF has criticised the PC report for failing
to deliver on minimum care hours, extra staffing
levels and for not recommending the licensing of all
workers in the sector.

A newly employed nurse mistakenly used the same
needle on 55 people at a New South Wales clinic.
More than 50 cancer patients and two staff
members, who were tested at the Gosford clinic
between November 28 last year and January 28, are
now being tested for HIV and hepatitis B and C.
The nurse made the blunder while using the Accu-
Chek Multiclix, a device used to check blood sugar
levels.
PRP Diagnostic Imaging chairman Dr Michael Jones
told media the nurse mistakenly believed the device
automatically changed needles when instead the
needle should have been changed manually for
each patient.
The error was uncovered when a staff member with
diabetes asked the nurse to perform the test on
her.
“The moment we found out, we withdrew it (the device) from service,” Dr Jones said.
The clinic, which is part of the largest private radiology company in Australia, has now changed to single-use devices to prevent the mistake from reoccurring.
Patients have been sent letters of apology, urging them to undergo blood tests for HIV and hepatitis B and C.
Dr Jones said the chance of infection remained “low or very low”.
“It was very regrettable and we are extremely distressed it happened,” he said.
The patients visited the clinic for a positron emission tomography (PET) scan used to determine the severity of cancers, neurological conditions and
cardiovascular disease.

Aged care staff need specialised training to care for survivors of genocide and mass trauma, according to a La Trobe University report.
The Caring for Older Survivors of Genocide or Mass Trauma report, initiated by Jewish Care, focused on the ageing population of survivors from the Jewish Holocaust and Cambodian Genocide.
Project investigators Karen Teshuva and Dr Yvonne Wells found aged care staff were not equipped to care for the distinct needs group and needed specialised training for genocide survivors.
Ms Teshuva said providing appropriate and sensitive care for elderly survivors and their families was challenging for the sector.
“There is a lack of information about the issues faced by survivors, their caregivers and their families,” she said.
“Consequently, there is little information to inform policy and practice in the aged care
sector about models of service provision.”
The report found the onset of dementia could trigger memories of genocide and holocaust while survivors could have challenging behavioural issues and often mistrusted authority figures.
One holocaust survivor told how she felt “humiliated” when male staff members assisted her in the bathroom.
“…in the camp … we didn’t have a toilet in the barracks. We went out in the open and on the other side of the barbed wire were men looking.
“So it is most embarrassing for me. I didn’t mind men for anything else but not in the toilet.”
Ms Teshuva said it was vital for staff to understand the history of survivors in a bid to improve their quality of care.
She said a training model had been developed for all levels of aged care staff and the university was investigating opportunities to include their resources in new and existing training programs.

Project investigators Karen Teshuva and Dr Yvonne Wells found aged care staff were not equipped to care for the distinct needs group and needed specialised training for genocide survivors.
Ms Teshuva said providing appropriate and sensitive care for elderly survivors and their families was challenging for the sector.
“There is a lack of information about the issues faced by survivors, their caregivers and their families,” she said.
“Consequently, there is little information to inform policy and practice in the aged care
sector about models of service provision.”
The report found the onset of dementia could trigger memories of genocide and holocaust while survivors could have challenging behavioural issues and often mistrusted authority figures.
One holocaust survivor told how she felt “humiliated” when male staff members assisted her in the bathroom.
“…in the camp … we didn’t have a toilet in the barracks. We went out in the open and on the other side of the barbed wire were men looking.
“So it is most embarrassing for me. I didn’t mind men for anything else but not in the toilet.”
Ms Teshuva said it was vital for staff to understand the history of survivors in a bid to improve their quality of care.
She said a training model had been developed for all levels of aged care staff and the university was investigating opportunities to include their resources in new and existing training programs.

Australia last year compared with 3648 in 2009 and
6329 in 2008.
Applications to the United States also fell from 1238
in 2009 to 735 in 2010. It was a similar situation in
New Zealand, with 1241 applications in 2008 and
just 641 in 2010.
Industry experts have questioned whether the trend
could be due to the introduction of the academic-
based English language test, which was introduced
in July 2009, or as a result of UK employees
struggling with economic limitations in the wake of
the recession.
ANF senior professional officer Julianne Bryce
speculated several issues might have contributed
to the decline in UK nursing numbers.
Ms Bryce said a substantial number of newly
graduated nurses have been unable to secure
employment in the acute sector in a number of
Australian states, including Queensland and New
South Wales.
“This news may act as a deterrent to international
nurses wishing to work in Australia,” she said.
“This is not to imply that there are adequate nursing
numbers in Australia, as the union considers that
safe nurse staffing ratios are not consistently
applied across the country.”
Ms Bryce said there used to be a large number
of Australian nurses who went to work in the UK
but that changed with the stricter requirements for
registration in the UK.
“This may have created more job prospects for UK
nurses locally,” she said.

The Australian Nursing Federation has begun talks
with almost 9000 practice nurses in medical clinics
across the country.
The industrial relations talks will pave the way for
advancing enterprise bargaining in the sector in a
bid to boost wages and conditions.
ANF federal senior industrial officer Nick Blake said
the move comes as an Australian General Practice
Network survey found the number of practice
nurses in 2009 had grown 15.3% since 2007 with
56.9% of general practices employing one or more
nurses.
“It’s not just the numbers of practice nurses that
has grown but also the diversity of the clinical role
and responsibility of the nurse delivering primary
care services in a general practice environment,”
he said.
“Recent Federal Government initiatives will see
further growth in the number of practice nurses and
an expansion of the services they provide.
“It is important the experience and expertise of
nurses in this sector is properly recognised and
rewarded.”
Mr Blake said some enterprise agreements
covered nurses in the sector but the vast majority
of nurses were working under individual contract
of employment arrangements underpinned by
relevant awards which were now “well below”
current standards.
The National Practice Nurse Workforce survey
found 84.8% are registered nurses and 15.2% are
enrolled nurses, 79.6% work part-time and 20.4%
work full time.
It also found 32.3% are employed in at least one
other nursing job, while 49% are located in major
cities, 37% are in regional areas and 14% are in
remote and rural areas.

The Pharmaceutical Society of Australia has welcomed a $10 million Federal Government campaign to clear up confusion surrounding generic drugs.
PSA acting president Grant Kardachi said the campaign was a positive move.
“PSA supports the government’s campaign to clear up confusion,” he said. “With the ageing population taking more medications, the potential for medication misadventure through confusion is heightened.”
The campaign comes as a Galaxy poll of more than 500 people, commissioned by drug company Nycomed Australia, found 42% accepted the offer of a generic “every time” while 32% did so “most times”.
One in five, or 21%, said they worried a generic drug could lead to getting the wrong medicine while 8% said they never accepted a generic.
Mr Kardachi said pharmacists, as the medication experts, were there to help consumers and answer questions about their medication in a bid to clear up confusion between generic versus name-brand drugs.
He said a few consumers had reported different reactions with generics compared to branded products, which had been attributed to non-active ingredients, such as coatings on pills.
“Where possible the pharmacist should talk directly to the consumer about the implications of changing to a generic medicine and what exactly the generic medicine is.”
Mr Kardachi said under Australian law, generic and brand name drugs must pharmacologically be the same and all new drugs must go through a rigorous testing process.
“Pharmacists will make a judgement as to whether they should even consider a generic – a person’s circumstances, eyesight, age, etc, can be taken into consideration.
“Generics are not recommended as a matter of course.”

The Australian Nursing Federation has met with Federal Minister for Ageing Mark Butler to discuss concerns over the Productivity Commission’s draft report into aged care.
ANF federal secretary Lee Thomas met with Mr Butler to call on the government to urgently review the controversial Caring for Older Australians report.
The call comes as the organisation prepares a national day of action on February 14 as part of its Because We Care campaign.
The Valentines’ Day campaign will urge Prime Minister Julia Gillard to show some love for older Australians through better funding, to ensure quality nursing home places for older Australians, improve the ratio of nurses to residents and to bolster residents’ resources.
As part of the day, union branches will host morning and afternoon teas with Federal MPs and Senators
in a range of nursing homes across the nation while
calling on staff, residents and families to sign its
petition demanding urgent reform.
Ms Thomas said it was vital the government
reviewed the report and its recommendations and
then intervened, in a bid to guarantee that aged
care residents, their families, nurses and assistants
are included in reforms.
“It is crucial that any decisions made around the
reform of the aged care sector must take into
account the care needs of elderly residents,” she
said.
The ANF has criticised the PC report for failing
to deliver on minimum care hours, extra staffing
levels and for not recommending the licensing of all
workers in the sector.
ANF Demands PC Report Ahead of National Action Day
A newly employed nurse mistakenly used the same
needle on 55 people at a New South Wales clinic.
More than 50 cancer patients and two staff
members, who were tested at the Gosford clinic
between November 28 last year and January 28, are
now being tested for HIV and hepatitis B and C.
The nurse made the blunder while using the Accu-
Chek Multiclix, a device used to check blood sugar
levels.
PRP Diagnostic Imaging chairman Dr Michael Jones
told media the nurse mistakenly believed the device
automatically changed needles when instead the
needle should have been changed manually for
each patient.
The error was uncovered when a staff member with
diabetes asked the nurse to perform the test on
her.
“The moment we found out, we withdrew it (the device) from service,” Dr Jones said.
The clinic, which is part of the largest private radiology company in Australia, has now changed to single-use devices to prevent the mistake from reoccurring.
Patients have been sent letters of apology, urging them to undergo blood tests for HIV and hepatitis B and C.
Dr Jones said the chance of infection remained “low or very low”.
“It was very regrettable and we are extremely distressed it happened,” he said.
The patients visited the clinic for a positron emission tomography (PET) scan used to determine the severity of cancers, neurological conditions and
cardiovascular disease.

The results will be used to advocate, where possible, for better lives for mental health carers. Nurses working in the mental health area, however, are no doubt sceptical that this survey will change anything long term for them.

Nurses employed within the mental health sector have raised some grave concerns about the lack of training and education being offered to them in a new report.
The Mental Health Carers Report, released in November last year, saw mental health nurses put their collective hands up to raise concerns about a lack of training in a move that hope will ultimately bring about change.
Respondents believe that a national approach to training clinical and non-clinical staff working in the mental health field is vital and also advocate the importance of ongoing professional development.
Thereportprovidesthefirstquantifiablemeasure of the issues and concerns of Australianmentalhealthcarersincludingnurses. It is the first in an ongoing series of surveys to record, compare and comment upon the changing experiences of mental health carers.
The report came about after more than 1500mentalhealthcarersattended116fulldayworkshopsthroughoutAustraliaduring2008and2009,whichwerefundedby the Federal Government and run by the MentalHealthCouncilofAustralia.
Asurveyfollowedtoworkshopparticipantsin 2010 and the results were released late
lastyear.Inall,756carersfromeachstate
and territory completed the survey. Of
those respondents, 211 were mental health
nurses(around27%ofoverallresponses).
Interestingly, while carers to respond to the
50-questionsurvey,whichformsthebasis
for the report, were asked to concentrate
their remarks on issues of caring that
affected their own lives, they continually
highlighted that carers’ most pressing
concerns were those of consumer care
and service provision.
While a lack of education and training was
raised an issue, it was just the tip of the

A new report is the first real statisticalevidence that Australian mental healthworkers are lacking education and training, which raises serious concerns for patients. But will anything be done about it?
Nurses employed within the mental health sector have raised some grave concerns about the lack of training and education being offered to them in a new report.
The Mental Health Carers Report, released in November last year, saw mental health nurses put their collective hands up to raise concerns about a lack of training in a move that hope will ultimately bring about change.
Respondents believe that a national approach to training clinical and non-clinical staff working in the mental health field is vital and also advocate the importance of ongoing professional development.
The report provides the first quantifiablemeasure of the issues and concerns of Australian mental health carers includingnurses. It is the first in an ongoing series of surveys to record, compare and comment upon the changing experiences of mental health carers.
The report came about after more than 1500 mental health carers attended 116full day workshops throughout Australiaduring2008and2009,whichwerefundedby the Federal Government and run by the MentalHealthCouncilofAustralia.
Asurveyfollowedtoworkshopparticipantsin 2010 and the results were released late
lastyear.Inall,756carersfromeachstate
and territory completed the survey. Of
those respondents, 211 were mental health
nurses(around27%ofoverallresponses).
Interestingly, while carers to respond to the
50-questionsurvey,whichformsthebasis
for the report, were asked to concentrate
their remarks on issues of caring that
affected their own lives, they continually
highlighted that carers’ most pressing
concerns were those of consumer care
and service provision.

Australia last year compared with 3648 in 2009 and
6329 in 2008.
Applications to the United States also fell from 1238
in 2009 to 735 in 2010. It was a similar situation in
New Zealand, with 1241 applications in 2008 and
just 641 in 2010.
Industry experts have questioned whether the trend
could be due to the introduction of the academic-
based English language test, which was introduced
in July 2009, or as a result of UK employees
struggling with economic limitations in the wake of
the recession.
ANF senior professional officer Julianne Bryce
speculated several issues might have contributed
to the decline in UK nursing numbers.
Ms Bryce said a substantial number of newly
graduated nurses have been unable to secure
employment in the acute sector in a number of
Australian states, including Queensland and New
South Wales.
“This news may act as a deterrent to international
nurses wishing to work in Australia,” she said.
“This is not to imply that there are adequate nursing
numbers in Australia, as the union considers that
safe nurse staffing ratios are not consistently
applied across the country.”
Ms Bryce said there used to be a large number
of Australian nurses who went to work in the UK
but that changed with the stricter requirements for
registration in the UK.
“This may have created more job prospects for UK
nurses locally,” she said.

The Australian Nursing Federation has begun talks
with almost 9000 practice nurses in medical clinics
across the country.
The industrial relations talks will pave the way for
advancing enterprise bargaining in the sector in a
bid to boost wages and conditions.
ANF federal senior industrial officer Nick Blake said
the move comes as an Australian General Practice
Network survey found the number of practice
nurses in 2009 had grown 15.3% since 2007 with
56.9% of general practices employing one or more
nurses.
“It’s not just the numbers of practice nurses that
has grown but also the diversity of the clinical role
and responsibility of the nurse delivering primary
care services in a general practice environment,”
he said.
“Recent Federal Government initiatives will see
further growth in the number of practice nurses and
an expansion of the services they provide.
“It is important the experience and expertise of
nurses in this sector is properly recognised and
rewarded.”
Mr Blake said some enterprise agreements
covered nurses in the sector but the vast majority
of nurses were working under individual contract
of employment arrangements underpinned by
relevant awards which were now “well below”
current standards.
The National Practice Nurse Workforce survey
found 84.8% are registered nurses and 15.2% are
enrolled nurses, 79.6% work part-time and 20.4%
work full time.
It also found 32.3% are employed in at least one
other nursing job, while 49% are located in major
cities, 37% are in regional areas and 14% are in
remote and rural areas.

The Pharmaceutical Society of Australia has welcomed a $10 million Federal Government campaign to clear up confusion surrounding generic drugs.
PSA acting president Grant Kardachi said the campaign was a positive move.
“PSA supports the government’s campaign to clear up confusion,” he said. “With the ageing population taking more medications, the potential for medication misadventure through confusion is heightened.”
The campaign comes as a Galaxy poll of more than 500 people, commissioned by drug company Nycomed Australia, found 42% accepted the offer of a generic “every time” while 32% did so “most times”.
One in five, or 21%, said they worried a generic drug could lead to getting the wrong medicine while 8% said they never accepted a generic.
Mr Kardachi said pharmacists, as the medication experts, were there to help consumers and answer questions about their medication in a bid to clear up confusion between generic versus name-brand drugs.
He said a few consumers had reported different reactions with generics compared to branded products, which had been attributed to non-active ingredients, such as coatings on pills.
“Where possible the pharmacist should talk directly to the consumer about the implications of changing to a generic medicine and what exactly the generic medicine is.”
Mr Kardachi said under Australian law, generic and brand name drugs must pharmacologically be the same and all new drugs must go through a rigorous testing process.
“Pharmacists will make a judgement as to whether they should even consider a generic – a person’s circumstances, eyesight, age, etc, can be taken into consideration.
“Generics are not recommended as a matter of course.”

The Australian Nursing Federation has met with Federal Minister for Ageing Mark Butler to discuss concerns over the Productivity Commission’s draft report into aged care.
ANF federal secretary Lee Thomas met with Mr Butler to call on the government to urgently review the controversial Caring for Older Australians report.
The call comes as the organisation prepares a national day of action on February 14 as part of its Because We Care campaign.
The Valentines’ Day campaign will urge Prime Minister Julia Gillard to show some love for older Australians through better funding, to ensure quality nursing home places for older Australians, improve the ratio of nurses to residents and to bolster residents’ resources.
As part of the day, union branches will host morning and afternoon teas with Federal MPs and Senators
in a range of nursing homes across the nation while
calling on staff, residents and families to sign its
petition demanding urgent reform.
Ms Thomas said it was vital the government
reviewed the report and its recommendations and
then intervened, in a bid to guarantee that aged
care residents, their families, nurses and assistants
are included in reforms.
“It is crucial that any decisions made around the
reform of the aged care sector must take into
account the care needs of elderly residents,” she
said.
The ANF has criticised the PC report for failing
to deliver on minimum care hours, extra staffing
levels and for not recommending the licensing of all
workers in the sector.
ANF Demands PC Report Ahead of National Action Day
A newly employed nurse mistakenly used the same
needle on 55 people at a New South Wales clinic.
More than 50 cancer patients and two staff
members, who were tested at the Gosford clinic
between November 28 last year and January 28, are
now being tested for HIV and hepatitis B and C.
The nurse made the blunder while using the Accu-
Chek Multiclix, a device used to check blood sugar
levels.
PRP Diagnostic Imaging chairman Dr Michael Jones
told media the nurse mistakenly believed the device
automatically changed needles when instead the
needle should have been changed manually for
each patient.
The error was uncovered when a staff member with
diabetes asked the nurse to perform the test on
her.
“The moment we found out, we withdrew it (the device) from service,” Dr Jones said.
The clinic, which is part of the largest private radiology company in Australia, has now changed to single-use devices to prevent the mistake from reoccurring.
Patients have been sent letters of apology, urging them to undergo blood tests for HIV and hepatitis B and C.
Dr Jones said the chance of infection remained “low or very low”.
“It was very regrettable and we are extremely distressed it happened,” he said.
The patients visited the clinic for a positron emission tomography (PET) scan used to determine the severity of cancers, neurological conditions and
cardiovascular disease.

Aged care staff need specialised training to care for survivors of genocide and mass trauma, according to a La Trobe University report.
The Caring for Older Survivors of Genocide or Mass Trauma report, initiated by Jewish Care, focused on the ageing population of survivors from the Jewish Holocaust and Cambodian Genocide.
Project investigators Karen Teshuva and Dr Yvonne Wells found aged care staff were not equipped to care for the distinct needs group and needed specialised training for genocide survivors.
Ms Teshuva said providing appropriate and sensitive care for elderly survivors and their families was challenging for the sector.
“There is a lack of information about the issues faced by survivors, their caregivers and their families,” she said.
“Consequently, there is little information to inform policy and practice in the aged care
sector about models of service provision.”
The report found the onset of dementia could trigger memories of genocide and holocaust while survivors could have challenging behavioural issues and often mistrusted authority figures.
One holocaust survivor told how she felt “humiliated” when male staff members assisted her in the bathroom.
“…in the camp … we didn’t have a toilet in the barracks. We went out in the open and on the other side of the barbed wire were men looking.
“So it is most embarrassing for me. I didn’t mind men for anything else but not in the toilet.”
Ms Teshuva said it was vital for staff to understand the history of survivors in a bid to improve their quality of care.
She said a training model had been developed for all levels of aged care staff and the university was investigating opportunities to include their resources in new and existing training programs.

Aged care staff need specialised training to care for survivors of genocide and mass trauma, according to a La Trobe University report.
The Caring for Older Survivors of Genocide or Mass Trauma report, initiated by Jewish Care, focused on the ageing population of survivors from the Jewish Holocaust and Cambodian Genocide.
Project investigators Karen Teshuva and Dr Yvonne Wells found aged care staff were not equipped to care for the distinct needs group and needed specialised training for genocide survivors.
Ms Teshuva said providing appropriate and sensitive care for elderly survivors and their families was challenging for the sector.
“There is a lack of information about the issues faced by survivors, their caregivers and their families,” she said.
“Consequently, there is little information to inform policy and practice in the aged care
sector about models of service provision.”
The report found the onset of dementia could trigger memories of genocide and holocaust while survivors could have challenging behavioural issues and often mistrusted authority figures.
One holocaust survivor told how she felt “humiliated” when male staff members assisted her in the bathroom.
“…in the camp … we didn’t have a toilet in the barracks. We went out in the open and on the other side of the barbed wire were men looking.
“So it is most embarrassing for me. I didn’t mind men for anything else but not in the toilet.”
Ms Teshuva said it was vital for staff to understand the history of survivors in a bid to improve their quality of care.
She said a training model had been developed for all levels of aged care staff and the university was investigating opportunities to include their resources in new and existing training programs.

Australia last year compared with 3648 in 2009 and
6329 in 2008.
Applications to the United States also fell from 1238
in 2009 to 735 in 2010. It was a similar situation in
New Zealand, with 1241 applications in 2008 and
just 641 in 2010.
Industry experts have questioned whether the trend
could be due to the introduction of the academic-
based English language test, which was introduced
in July 2009, or as a result of UK employees
struggling with economic limitations in the wake of
the recession.
ANF senior professional officer Julianne Bryce
speculated several issues might have contributed
to the decline in UK nursing numbers.
Ms Bryce said a substantial number of newly
graduated nurses have been unable to secure
employment in the acute sector in a number of
Australian states, including Queensland and New
South Wales.
“This news may act as a deterrent to international
nurses wishing to work in Australia,” she said.
“This is not to imply that there are adequate nursing
numbers in Australia, as the union considers that
safe nurse staffing ratios are not consistently
applied across the country.”
Ms Bryce said there used to be a large number
of Australian nurses who went to work in the UK
but that changed with the stricter requirements for
registration in the UK.
“This may have created more job prospects for UK
nurses locally,” she said.

The Australian Nursing Federation has begun talks
with almost 9000 practice nurses in medical clinics
across the country.
The industrial relations talks will pave the way for
advancing enterprise bargaining in the sector in a
bid to boost wages and conditions.
ANF federal senior industrial officer Nick Blake said
the move comes as an Australian General Practice
Network survey found the number of practice
nurses in 2009 had grown 15.3% since 2007 with
56.9% of general practices employing one or more
nurses.
“It’s not just the numbers of practice nurses that
has grown but also the diversity of the clinical role
and responsibility of the nurse delivering primary
care services in a general practice environment,”
he said.
“Recent Federal Government initiatives will see
further growth in the number of practice nurses and
an expansion of the services they provide.
“It is important the experience and expertise of
nurses in this sector is properly recognised and
rewarded.”
Mr Blake said some enterprise agreements
covered nurses in the sector but the vast majority
of nurses were working under individual contract
of employment arrangements underpinned by
relevant awards which were now “well below”
current standards.
The National Practice Nurse Workforce survey
found 84.8% are registered nurses and 15.2% are
enrolled nurses, 79.6% work part-time and 20.4%
work full time.
It also found 32.3% are employed in at least one
other nursing job, while 49% are located in major
cities, 37% are in regional areas and 14% are in
remote and rural areas.

The Pharmaceutical Society of Australia has welcomed a $10 million Federal Government campaign to clear up confusion surrounding generic drugs.
PSA acting president Grant Kardachi said the campaign was a positive move.
“PSA supports the government’s campaign to clear up confusion,” he said. “With the ageing population taking more medications, the potential for medication misadventure through confusion is heightened.”
The campaign comes as a Galaxy poll of more than 500 people, commissioned by drug company Nycomed Australia, found 42% accepted the offer of a generic “every time” while 32% did so “most times”.
One in five, or 21%, said they worried a generic drug could lead to getting the wrong medicine while 8% said they never accepted a generic.
Mr Kardachi said pharmacists, as the medication experts, were there to help consumers and answer questions about their medication in a bid to clear up confusion between generic versus name-brand drugs.
He said a few consumers had reported different reactions with generics compared to branded products, which had been attributed to non-active ingredients, such as coatings on pills.
“Where possible the pharmacist should talk directly to the consumer about the implications of changing to a generic medicine and what exactly the generic medicine is.”
Mr Kardachi said under Australian law, generic and brand name drugs must pharmacologically be the same and all new drugs must go through a rigorous testing process.
“Pharmacists will make a judgement as to whether they should even consider a generic – a person’s circumstances, eyesight, age, etc, can be taken into consideration.
“Generics are not recommended as a matter of course.”

The Australian Nursing Federation has met with Federal Minister for Ageing Mark Butler to discuss concerns over the Productivity Commission’s draft report into aged care.
ANF federal secretary Lee Thomas met with Mr Butler to call on the government to urgently review the controversial Caring for Older Australians report.
The call comes as the organisation prepares a national day of action on February 14 as part of its Because We Care campaign.
The Valentines’ Day campaign will urge Prime Minister Julia Gillard to show some love for older Australians through better funding, to ensure quality nursing home places for older Australians, improve the ratio of nurses to residents and to bolster residents’ resources.
As part of the day, union branches will host morning and afternoon teas with Federal MPs and Senators
in a range of nursing homes across the nation while
calling on staff, residents and families to sign its
petition demanding urgent reform.
Ms Thomas said it was vital the government
reviewed the report and its recommendations and
then intervened, in a bid to guarantee that aged
care residents, their families, nurses and assistants
are included in reforms.
“It is crucial that any decisions made around the
reform of the aged care sector must take into
account the care needs of elderly residents,” she
said.
The ANF has criticised the PC report for failing
to deliver on minimum care hours, extra staffing
levels and for not recommending the licensing of all
workers in the sector.
ANF Demands PC Report Ahead of National Action Day
A newly employed nurse mistakenly used the same
needle on 55 people at a New South Wales clinic.
More than 50 cancer patients and two staff
members, who were tested at the Gosford clinic
between November 28 last year and January 28, are
now being tested for HIV and hepatitis B and C.
The nurse made the blunder while using the Accu-
Chek Multiclix, a device used to check blood sugar
levels.
PRP Diagnostic Imaging chairman Dr Michael Jones
told media the nurse mistakenly believed the device
automatically changed needles when instead the
needle should have been changed manually for
each patient.
The error was uncovered when a staff member with
diabetes asked the nurse to perform the test on
her.
“The moment we found out, we withdrew it (the device) from service,” Dr Jones said.
The clinic, which is part of the largest private radiology company in Australia, has now changed to single-use devices to prevent the mistake from reoccurring.
Patients have been sent letters of apology, urging them to undergo blood tests for HIV and hepatitis B and C.
Dr Jones said the chance of infection remained “low or very low”.
“It was very regrettable and we are extremely distressed it happened,” he said.
The patients visited the clinic for a positron emission tomography (PET) scan used to determine the severity of cancers, neurological conditions and
cardiovascular disease.

More workforce support programs are vital to the development of a sustainable rural and regional optometric workforce.
The Optometrists Association of Australia and the Rural Optometry Group are lobbying the Federal Government for additional scholarships for continuing professional development and a rural retention program, similar to that available to GPs, to address the shortage of optometrists in rural and remote areas.
ROG Convenor Associate Professor Phil Anderton, an optometrist based in Manilla, NSW, said it was important to enhance access to eye care through more rural optometry programs.
“Rural optometry offers the best environment for clinical training because of the intrinsic multidisciplinary positive collaboration with GPs and ophthalmologists,” he said.
Optometrists Association Australia clinical policy adviser Jules Baggoley commenced her career as a rural optometrist, relocating as a graduate from inner Melbourne to Horsham in country Victoria.
“As a start to my career it offered me tremendous experience in terms of patients I saw and conditions I was able to help manage,” she said.
“My skills as an optometrist benefited as a result. I lived there for seven years before settling in Canberra.
“Optometrists are different in that, not being based in a public health setting, we can often be isolated from health colleagues and extra effort has to be made to ensure that optometrists considering a life in rural areas are made to feel welcome and make contacts to establish relationships.
“Positive personal experiences only increase the likelihood of someone remaining in a rural location for longer.”
The OAA is also calling for a HECS reimbursement scheme for graduates working in rural and regional Australia along with relocation grants for optometrists.

A new nurse-led clinic in New Zealand’s Horowhenua district will provide immediate health care for more than 500 patients waiting to be enrolled with a GP.
The Waiting-List Clinic opened its doors this week in the district, situated on the west coast of the North Island.
The area, which has a population of 30,600, has a shortage of GPs.
Central Primary Health Organisation clinical director Chiquita Hansen said the GP shortage coupled with a bid to up-skill nurses sparked moves to open the clinic.
“The clinic is for the many hundreds of people in the Horowhenua who are currently without a GP,” she said.
“The health services provided will be led by nurses, with support from doctors.
“The Waiting-List Clinic will increase collaboration
with Maori and Kiwi health providers and district health board services.
“Our service will ensure that everyone in our community has access to high quality health care.”
The New Zealand Nurses Organisation, which represents more than 45,000 nurses and health workers, has welcomed the initiative.
NZNO policy adviser and researcher Dr Jill Clendon said the service, which would refer patients to GPs when necessary, would provide medical care for sick people and others who required tests, had small wounds, and needed immunisations and health information.
“Nurses are clinicians who are trained to recognise when medical or other intervention and referral is necessary,” Dr Clendon said.
“Using nurses to give frontline health care ensures much wider access to health services and frees doctors to deliver medical care.”

More workforce support programs are vital to the development of a sustainable rural and regional optometric workforce.
The Optometrists Association of Australia and the Rural Optometry Group are lobbying the Federal Government for additional scholarships for continuing professional development and a rural retention program, similar to that available to GPs, to address the shortage of optometrists in rural and remote areas.
ROG Convenor Associate Professor Phil Anderton, an optometrist based in Manilla, NSW, said it was important to enhance access to eye care through more rural optometry programs.
“Rural optometry offers the best environment for clinical training because of the intrinsic multidisciplinary positive collaboration with GPs and ophthalmologists,” he said.
Optometrists Association Australia clinical policy adviser Jules Baggoley commenced her career as a rural optometrist, relocating as a graduate from inner Melbourne to Horsham in country Victoria.
“As a start to my career it offered me tremendous experience in terms of patients I saw and conditions I was able to help manage,” she said.
“My skills as an optometrist benefited as a result. I lived there for seven years before settling in Canberra.
“Optometrists are different in that, not being based in a public health setting, we can often be isolated from health colleagues and extra effort has to be made to ensure that optometrists considering a life in rural areas are made to feel welcome and make contacts to establish relationships.
“Positive personal experiences only increase the likelihood of someone remaining in a rural location for longer.”
The OAA is also calling for a HECS reimbursement scheme for graduates working in rural and regional Australia along with relocation grants for optometrists.

Tjuntjuntjara Health Service is an Aboriginal Medical Service located 700 kms north east of Kalgoorlie in the Great Victoria Desert Nature Reserve (WA). Our Health Service supports a close knit community of around 150 Spinifex People, the traditional owners of this beautiful and remote area of sand hills and salt lakes.
ABOUT THIS OPPORTUNITYWe are seeking a Remote Area Nurse who is excited about working outside the square and committed to Closing the Gap. We are also looking for Locum nurses to join our professional team. Your dedication will be rewarded with an attractive remuneration package, including $105,000 base salary and generous leave allowances, relocation assistance, salary sacri�cing and fully furnished subsidized accommodation.
