Master Gedala Dillaswar Rao (Son of Bhima Rao Gadela,EF-S, 09041-Y) is an international Para-Badminton playerwith 45% loco-motor disability by birth.

Despite his physical restrictions, fought against all odds andaccomplished remarkable milestones in representing India atmany international tournaments bringing laurels to the Nation.

He is ranked 26th in the world with 02 Medals to his creditand has a National ranking of 7th with 13 Medals.

Coast Guard Headquarters has extended financial support ofRs.1,50,000.00 to enable him to participate in 3rd FazzaDubai Para-Badminton International 2021.

Guidelines for processing cases of voluntary retirement/resignation in respect of Enrolled Persons has beenpromulgated vide Coast Guard Headquarters letterNK/0171/VR/20 dated 16 Oct 20.

Further, the dates of voluntary retirement/ resignation hasbeen amended twice in a year i.e. 31 Jan and 31 Jul videCGHQ letter NK/0171/VR/20 dated 26 Apr 21.

Departmental Promotion Committee -01/2021. EnrolledPersons eligible up to 30 Jun 2021 were considered by DPC-01/2021 for promotion. A total of 390 Enrolled persons (308non-tech, 82 tech) considered for promotion to next higherrank.

Departmental Screening Committee (EP)-01/2021. A total of16 Enrolled Persons; 03 EPs, for First Financial Up-gradation,04 EPs for Second Financial Up-gradation and 09 EPs forThird Financial Up-gradation eligible up to 30 Sep 2021 forgrant under Modified Assured Career Progression Scheme(MACPS) were benefitted.

Departmental Screening Committee (EF)-01/2021. A total of24 Enrolled Followers; 12EFs, for First Financial Up-gradation, 07 EFs for Second Financial Up-gradation and 05EFs for Third Financial Up-gradation eligible up to 30 Sep2021 under Modified Assured Career Progression Scheme(MACPS) were benefitted.

Rendering of Genforms for Removal from Probation &Confirmation in Service/ Removal from Probation in Rank.The Competent Authority has directed that the cases of removalfrom probation/confirmation in service and removal fromprobation in rank of all enrolled persons/ enrolled followers areto be assessed by the Commanding Officer based solely on thework/performance under their command without any referenceto medical fitness.

Such cases are no longer required to be forwarded for medicalopinion/ approval of CGRHQs/ CGHQ. Disposal of the cases ofobesity, Alcohol dependence and substance abuse shall continueto be dealt in accordance with CGHQ policy letter NK/0399/IVdated 10 Sep 2020.

Updation of Self, Spouse and Family Photographs

Provision for updation of self, spouse and family photographis provided on individual interface of Bureau website. EPs canupload their latest photograph in the website. The photoshould be in service pattern. i.e in uniform with bluebackground.

CONFIDENTIAL REPORTS

NICR Module

NICR module has been introduced in unit interface ofBureau website for record keeping of NICR. To avoid delay inupdating NICR status in BUVIK records, NICR has to berendered in NICR module only and web generated copy has tobe printed and forwarded to Bureau for verification andrecords.

NICR periods for more than three months should not besplit into parts. In case NICR for more than three months(hospitalisation, marked Run, stranded due to lockdown, etc)is to be rendered, a separate letter/ fax with properexplanation is to be forwarded to Bureau for updation andrecords.

As per CGO 09/11, SRO’s endorsement is mandatory inCRs of all ranks above U/Nvk, U/Ytk. SRO will also endorsehis remarks for ranks below U/Nvk, U/Ytk if overallassessment is above 8.0 or below 4.5.

TRANSFER

Automation of Block Transfer. As a part of Bureau's resoluteplan to harness optimum usage of available data and technology,Block Transfer is planned to be generated from the automatedsystem, thereby minimising the human intervention. Towardsthis, certain factors have been introduced in the system along-with weightages like sea service w.r.t specialisation, whetherserved earlier at the station, children education, medical fitnessfor sea etc. The System will select EPs in order of priority for thesestations for transfer as per weightages. However, servicesexigencies viz commissioning of new units, requirement ofspecialised trained EPs etc., will take precedence.

Category Of Stations. The existing transfer system has beenreviewed further to ensure equitable rotation of personnelamongst different category of stations and to remove certainrestrictions imposed on opting for choice stations in earlier BT.

Depending upon the class of city, medical, education facilitiesand connectivity, the existing stations have been classified intothree categories for transfer choice and planning as follows:-

Cat-I. Stations located at big cities with adequate education,medical and accommodation facilities with direct rail/ road / airconnectivity.

Cat-II. Stations located at smaller cities with limited education,medical and accommodation facilities with direct road/ railconnectivity.

Cat-III. Hard and remote stations/ Islands having very limitededucation and medical facilities and connectivity.

E-mail (PDF) to Buvik. Bureau has implemented the MailManagement Software for electronic receipt and dispatch ofmail. The system accepts the attachments in PDF only. Allpersonnel may be instructed to forward attachment in PDFthrough icg.gov.in & nic.in domain email ID’s only.

Change of Buvik User Name. Buvik website individualinterface user name standardised with the email ID of icg.gov.in/chakra.icg for easy management.

GPF Statement. Digitally signed GPF statement were uploadedon Buvik website. All EPs are to download and keep in safecustody for future reference. The document will be removed on 30 Sep 21 from Buvik website due to storage constraint onserver.

Other Organisation Deputation details. A new module forupdating deputation details of the personnel borne on deputationin Coast Guard is hosted on Buvik website unit interface forupdating the details for YATRA application.

Assets of Coast Guard. Approval in principle for setting up of29 Maritime Rescue Sub Centers (MRSCs) granted by theGovernment of India. Do you know there are 05 RegionalHeadquarters, 16 District Headquarters, 42 Stations, 03 AirStations (Ratnagiri likely to activated), 07 Air Enclaves, 05CGSD, 02 CGASD and 01 RSD(Port Blair).

Timely Adjustment Of Pay And Allowances For Processing OfPension/IPA Claim. Processing of pension/IPA claim hasbeen delayed due to non-fixation/incorrect pay fixation at thetime of discharge of Coast Guard EPs from service. Theunit/individual should carry out necessary audit/check forcorrectness of pay fixation to avoid future hardship. Camouflage. Digital Camouflage Rig (Jacket & Trouserpattern) has been introduced in the service in Lieu of ExistingDress No. 10A vide Coast Guard Headquarters letterCGHQ/LS/7405/20-21 dated 18 Jan 21. WRILL. Coast Guard EPs are eligible for WRILL(work relatedinjury and illness leave) w.e.f 14 Dec 18. Hospital leave hasbeen subsumed in WRILL. For detailed information in thisregard is available in DOP & T Gazette GSR 1209€ dt 11 Dec2018 and OM 11020/01/2017-Estt.(L) dt 30 Aug 2019. Briefcase/Handbag Allowance. Authorisation/ Entitlement forBriefcase/ Handbag allowance for official use has been revisedby Government of India vide CGHQ letter PA/1012 dated 29 Jun 21 regarding monetary ceiling for purchase/reimbursement of cost of Briefcase/Handbag.

Children Education Allowance. Government of India has issueda memorandum for clarification Children Education Allowance(CEA) during Covid-19 epidemic lockdown period vide CGHQfax AD/0103/GEN dated 02 Jul 21.

Incentive For Acquiring Fresh Higher Qualification. TheGovernment in super-session of all the existing orders/OMs/instructions/ guidelines on the subject of granting incentive foracquiring fresh higher qualifications and promulgated lump-sumrates as incentive for acquiring fresh higher qualifications by aGovernment employee vide CGHQ letter PA/0101/2 dated 02Jul 21. Guidelines For Processing Cases Of Voluntary Retirement.CGHQ has promulgated guidelines for processing cases ofvoluntary retirement- Enrolled Persons vide letterNK/0171/VR/21/Vol-II dated 07 Jul 21.

Dearness Allowance. Revised rates of Dearness Allowance toCentral Government employees from existing rates of 17 % to28 % of the Basic pay w.e.f. 01 Jul 21 vide CGHQ faxAD/0103/GEN dated 02 Jul 21.

PRDIES. Coast Guard EPs discharged with qualifying serviceof not less than 20 Yrs are eligible for PRDIES(PostRetirement Death Insurance Extension Scheme). The individualis eligible for death insurance of 05 Lakhs by paying premium ofRs 42,250/-(Non refundable) at the time of discharge. Period ofinsurance cover is upto 75 yrs age or upto 30 Yrs from the date of discharge, whichever is earlier.

Qualification Allowance. Eligibility criteria for claiming Airqualification allowance is promulgated vide CGHQ policy letter014/2021 vide letter no. AS/0306/QP dated 16 Aug 21. Alleligible EPs through unit forward duly completed applicationalongwith genforms to Bureau.

Bureau has implementedwillingness and acknowledgement module on Bureau website.Nominated enrolled persons including reserve list are requiredto submit willingness on individual interface and units toapprove the same on unit interface of Bureau website.Unwillingness cases to be submitted through Admin authority asper policy in vogue.

Bureau does not verify the higher education qualificationother than basic educational qualification required for entryin ICG Service.

Obtaining of NOC for higher education is mandatory andcopy of the same is also required to be forward to Bureau.

GCB details is available in individual interface of Bureau.

Enrolled Person is entitled for award of GCB in every 04 years with minimum two years continuous VG conduct.

Individual can update their leave details through individualinterface of Bureau.

Nomination form to be filled up in complete set whiledeclaring marriage. Affixing of duly attested jointphotograph with spouse in marriage declaration form ismandatory.

Registration of marriage through authorized marriageregistrar is compulsory while declaring marriage.

PARAM database is managed by PARAM Cell at CGHQ.

Any punishment awarded to individual is effected from thedate of awarding punishment.

While calculating minimum days for Mulcts of Pay in case ofmark run both days (Date of marked run and date ofsurrender) are to be counted.

Deserter to be transferred from the ship’s book to the booksof respective DHQ/Station on completion of three monthsand for more than 6 months the concern DHQ/Station shalltransfer the deserter from station books to Bureau.

The World Bank recently released a report, “Traffic CrashInjuries and Disabilities: The Burden on Indian Society”. Indiatoday has 1 percent of the total vehicles around the world butaccounts for 11 percent of the global road accidents. TransportMinister Nitin Gadkari has informed that 75 percent of low-income households in India reported a decrease in their incomeif there was a road crash in the family. Such families tend tolose over seven months of salary over a road accident. IndianCoast Guard has also lost valuable lives in road accidents. Manypersonnel have been injured grievously in accidents.

World Bank commissioned a survey-based assessment studyin association with the Save LIFE Foundation (SLF) to examineimpact on household economic and social impact. The reportstates that over 1.5 lakh people lose their lives and more than4.5 lakh are injured in road accidents every year in our country;70 percent of the fatalities are in the age group of 18 to 45years, which not only causes trauma to the families butaccidental deaths also result in an economic loss equivalent to amassive 3.14 percent of GDP each year. INFORMATION IS WEALTH.

echnology has evolved so much that information inmany forms is available with a tick of a button. The more ofinformation available, more is chances to tamper with themand mislead/confuse people.

In today’s world, complete facts are a rarity. A wellinformed person is the one who not only reads but alsounderstand the nuances of a particular subject.

Availability of excessive unauthentic information which istermed as fake news is bane to our society. Societies indifferent parts of the world are fighting to controlmisinformation. Indians are also subjected to a lot ofmisinformation and our men falling prey to such unauthenticinformation cannot be ruled out.

It is necessary for leadership at all level to motivate andmentor young Coast Guard personnel so that they do not fallprey to misguiding information and indulge in wrong doings. Involving in such activities that demands initiation ofdisciplinary cases in the initial phases of service will not onlymar their professional carrier; but also hampers personaldevelopment and emotional balance. This also affects the thereputation of the organization. The gravity of the mistakes isrealized later in life.

It is the honour of soldier to obey the commands and followthe rules in letter and spirit. Integrity is doing right thing when no one is watching. It should be the endeavors of everysoldier that he updates himself according to the policies andstrictly follows rules formulated by the organization andinterpret them according to service interest. 2 1

Service practices a strong divisional system which is timetested. Youngsters must understand that following chain ofcommand will ensure systematic approach, builds trust amongstpeers, juniors and seniors and improve transparency.

At the end, ICG is a family, which is ever ready to take careof the welfare of the each person. Junior sailors must beencouraged to have faith and belief in the system and must bemotivated by Divisional SOs to approach the system in case ofany difficulty either in personal or professional front.

Youngsters must understand that acting onmisleading/misinterpreted facts, sharing vital informationknowingly or unknowingly to strangers, misguiding peers orseniors regarding any detail eventually will tarnish the image ofan individual and one must refrain from those activities.

GROWING ISSUE OF MARKED RUN/DESERTION CASES

e are aware that each and every human being needs asettling period to adjust and acquaint himself with newenvironment . All of us have gone through the initial phase ofservice career including training and sea service. It is tough andchallenging phase when we try to gain sea legs. Most of us facethis phase valiantly. But some of us take easy option and preferto shoulder their arms and run away.

A recent analysis of Marked Run/Desertion cases undertakenat Bureau reflects that majority of these cases pertains to youngNaviks/U/Naviks. The cases have occurred during the trainingperiod/afloat attachments and subsequent posting onboardafloat units. We must know that contribution of every individualmatters to the security of this country as well as development ofthis service.

With the growing desertion and marked run cases, it seemsthere is a need to re-iterate the hardships faced by our seniorswho worked tirelessly without any light at the end of tunnel;bringing a great name to the service and to pass on thiscomfortable environment and surrounding we live in today. It isimportant that service personnel sacrifices his comforts for thefuture betterment, safety and security of this country.

With economic development bringing enhanced prosperity,educational standards, there are changes in social set-up,personal ethos. On joining service, a recruit may reconsider hischoice, priority, behaviour and initial orientation towardsservice conditions which are generally very tough as comparedto any civil job.

But he must understand, that with passage of time, everyindividual overcomes these limitations and fear and gets used tothe marine life. The seemingly difficult problems faced todaywill only make a person strong and experienced.

The service provides innumerable benefits of privileges, socialrecognition and security for self and family that eases allhardships a service personnel face.

Being in Armed force is a way of life. The service providesadequate recreational/ sports facilities both at ashore and afloatunits to ease the stress level, maintain the health of thepersonnel and to build esprit-de-corps amongst colleagues.Imbibing habit of half an hour of daily PT in anyone's life canalter his future health for good.

The present divisional system was inherited from IndianNavy and has continued to evolve over the years. Youngstersmust believe in this time tested system for good order, effectivegrooming, mentoring and training throughout their career.

This service gives utmost importance to the welfare of thepersonnel. An example to quote proudly is BUVIK, where,almost every aspect of an individual's service career frominduction, training, promotion, career development,specialization, transfers till release after superannuation isautomated and completely transparent.

Marriage, leave, children education, compassionate activitiesetc., this organisation leaves no stone unturned for ensuring thewelfare of its personnel.

With the activation of Veteran Cell, life after superannuationis going to be well looked after.

In order to align the human resource management policies tomeet the strategic goals of the organisation and alsounderstanding the varying aspirations and expectations ofyoungsters, the service is delegating duties and responsibilitiesat various levels to empower/dignify an individual.

Youngsters therefore, need to develop trust in the systembeing followed to reap the benefits of it. Sometimes, just aheart to heart talk with the Divisional/Department SO orOfficer brings out trivial apprehension or fear of young mindwhich is easy to resolve, if known in time rather than to noticeafter a disciplinary issue comes to light.

On 06 Sep 2020, VLCC MV NewDiamond, off Sri Lanka was under distresswith fire. Due to monsoon season, withswelling waves the Sea was rough. With hislong-acquired sea legs, tackling the roll andpitch from over a height of 40 meters onboard ICGS Samudra Paheredar, a PCVclass ship, the Subordinate - Officer led theships firefighting team in an extremely

organised manner displaying presence of mind, bravery andexemplary courage that brought international recognition toIndian Coast Guard. PRATAP NARAYAN, P/ADH(ME),02433-L has been awarded Tatrakshak Medal (Gallantry) for theselfless service.

On 03 Sep 2020, MV New Diamond, a firedistressed cargo vessel was rendered firefighting assistance by ICGS Shaurya. Thetemperature of the affected section of cargovessel soared upto 1400 deg C. Massiveshocks due to internal explosion in cargowere being felt onboard. Taking controls ofFi-Fi monitors, with utmost resolve,spectacular display of exemplary soldiering,

with grit and determination for crucial eight hours undeterred byscorching blaze, the Subordinate – Officer attacked the fire andrestricted its spread to the highly flammable cargo section untilfurther assistance arrived. For the epitome of exemplaryattitude, YADURAJ YADAV, P/ADH(ME), 02497-Z has beenawarded Tatrakshak Medal (Gallantry).

With heavy smoke, poorvisibility and imminent danger right in front,the Enrolled Person with less than sevenyears of service, stood up to the occasionand provided continuous waterjet at the seat

of the fire from the funnel deck displaying diligence, courage,and extreme willpower. His exemplary courage, resolve to raiseup to the occasion despite seniority are keeping with the finesttraditions of uniform service and RAVI KUMAR U/NVK (ME),13104 – M has been awarded Tatrakshak Medal (Gallantry).

The Subordinate officer joined IndianCoast Guard Service on 25 Jun 1986, andserved selflessly with impeccable records foraround three and a half decades. TheSubordinate Officer has traversed with timeand witnessed every development of theservice. His contribution, efforts and tirelessefforts in materialising the vision of thesuperior officers with highest dedication and

commitment towards his duties has helped the service and itsgrowth. His way of conduct, and guidance to his subordinateshas made him a role model to the juniors, his contribution infurtherance of service has been recognised and he has beenawarded Tatrakshak Medal (Meritorious Service).

My Experience in the Indian Coast Guard

I joined the Indian Coast Guard on 03 Jan 1986. I am dueto retire from service on attaining age of superannuation on 31 Dec 2021. Indian Coast Guard provided me opportunities tolearn skills of the trade: be it professional, communication,leadership, staff work and management.

In addition, I got many chances to participate in sports andadventure activities in our service and with other defenceforces. I represented ICG in 1.5 km sea swimming inInternational Triathlon Federation (ITF) from the year 1990 to1993 in Chennai.

I served in Port Blair from the year 2000 to 2005, duringwhich I got the opportunity to participate in the unifiedcommand operational exercises. In 2004, I boarded Airforcehelo MI-17 by winching up from ICG IPV off Port Blair as aparticipant in the operation. That was a great experience in mylife. I also helped civil populace in Tsunami being In-charge ofrelief material Hut Bay Island.

Once during leave, my teacher asked me, how manycountries have I visited. I told that I got chance to visit 05countries. My teacher said that I was very lucky to join IndianCoast Guard and visit many countries and places in and out ofIndia. He felt that even a rich and well to do families cannotvisit many places in India leave alone foreign countries. Theteacher said that he had not even visited places in Delhiproperly. This was a proud moment for me and I felt happy tohave joined a great service.

I am really happy and enjoyed my life in the Coast Guard.It gave me a complete life. Jai Hind.
