L. BACKGROUND INFORMATION ABOUT THE PRE-PROJECT

In December 1995, Trio and FAOjointly organized a Regional Consultation onthe Implementation of Sustainable Forest Management in Asia and the Pacific, inBangkok, Thailand. Two key recommendations emerging from that consultation

b) a call for the Asia-Pacific Forestry Commission (APFC) to establish an adhoc Working Group on Sustainable Forest Management, anda suggestion to develop a regional code of practice for forest harvesting. Atits 16th Session in January 1996, the APFC subsequently established an adhoc Working Group on Sustainable Forest Management with a prioritymandate to develop the recoinmended regional code.

Between 1996 and 1998, the APFC qd hoc Working Group on Sustainable ForestManagement, developed the Code of Practice for Foresi Halvesling in 11st@-Pacific, trough an exhaustive participatory process involving variousstakeholders. Technical and financial support for developing the Code wasprovided by the Food and Agriculture Organization of the United Nations(FAO), and the Governments of Australia, Japan (tlirough the Japan internationalForestry Promotion and Cooperation Centre, 11FPRO), and the United States ofAmerica (through the Us DA Forest Service). The Code is intended tocomplement the 1770 Guidelines for the 83,310inob/e MQncigeme, It of NaturalTropic"! Foresis and the JITO Criteria grid Indicators for SustainableMdnogeme"! of Natural Tropical Forests. It focuses on practical field-orientedapproaches to improve forest management.

The Code was fomially endorsed by the 28-member country APFC at its 17''Session in Yogyakarta, Indonesia, in 1998. In endorsing the Code, the APFCcalled on member countries and supporting international organizations toimplement the Code.

Published in early 1999, the Code serves as an expression of the Asia"Pacificregion's comintttnent to sustainable forest management. The Code is a modeland as such assists all countries in the development of national codes that need to

be appropriateIy modified to reflect national circumstances. The Code representsbest practice procedures and is not a legally binding document.

In March 1999, the APFC Working Group organized a Reduced Impact Logging(RIL) study tour to Sabah, Malaysia. The tour provided an excellent opportunityto discuss follow-up activities. Tliey include measures that can be taken in theshort-terni and activities that can be followed up in the medium - to long-term,The pre-proj ect directly responds to the needs for additional support to improveharvesting activities and to adopt reduced impact logging techniques.

The pre-project addresses the following four main problems:. Lack of LIP-to-date and relevant information on:

biophysical issues (including on-site and off-site as well asbiodiversity impacts);economic issues (including financial and economic aspects);the role of incentives in encouraging improved harvesting;occupational health and ergonomics issues;relevant technologies; andthe link of the Code to the application of C & I and certification.

. Poor awareness of the Code, opportunities for improving forest harvestingpractices, and the potential of reduced impact logging, and consequentlyweak political support;

. Lack of comprehensive capacity building strategies specifically designed todeliver cost-effective training tailored to country needs; and

. Insufficient demonstration of the applicability of improved harvestingsystems at national levels and lack of appropriate and accessible forestareas for training, research and testing,

The specific objectives of the pre-project are:I. To increase awareness of the issues and potential for improved forest

harvesting practices and reduced impact harvesting, which contribute tosustainable forest management. This awareness raising needs to occur atthe policy, planning and operational levels within the forest sector.The outputs of this specific objective are: state-of-the-art report onimproved forest harvesting and reduced impact logging produced anddisseminated, brochure for awareness raising for policy and planning Ie\, elsproduced and disseminated, and reduced impact logging network(inLNET) operational and disseminating information.

? To develop a practical and comprehensive training strategy and appropriatetraining guidelines and modules for meeting the training and educationalrequirements for effective implementation of the Code of Practice forForest Harvesting in Asia-Pacific at the policy plan^ling and operationallevels.

The outputs of this specific objective are: generic strategy for "Training~of-Trainers" developed and disseminated, and training guidelines and modulesappropriate for national level training discussed, prepared, anddisseminated.

To review the experiences of alternative model forest management areas(including the Canadian initiative, the Bulungan Forest in Indonesia (EastKanmantan), model forest management areas in Sarawak (supported byITTO) and smaller initiatives by the private sector and forestry departmentsin the region), developing a concept and detailed plan for the establishmentof operational-scale demonstration sites and preparing a full projectproposal for submission to In'O for implementation of a comprehensivetraining program and operationalization of demonstration sites to supportinitiatives directed at improving the management of natural forests.The outputs of his specific objective are: Review of existing model forestmanagement areas and concept and criteria for establishing demonstrationsites, institutional requirements for establishing and operationalizing sitesand costs identified, and full proposal for training programs and. operatingdemonstrations sites prepared according to I'm'O guidelines.

The Pre-Project concept addresses directly the current requirements forintroducing improved forest harvesting. The Pre-Project concept recognizes theclose interrelationship among awareness raising, training and demonstration.

The Pre-Project needs to be viewed as a contribution to current efforts topromote improved forest harvesting. The managerial aspects require closeconaboration between partners of the private and public sectors and thoseorgamzations directly supporting the proposal and individual activities,

Initially, the Pre-Project' s PIarmed duration 12 months. However due to someactivities that related to the APFC and has to be done with cooperation with otherrelated institution, the committee has agr'eed to grant an extension on this pre-project until October 2001, without any additional funds. further extended to 30 June 2002 to enable the Pre-Project to finalize full projectproposal and to operate the 1<1L Network.

The Pre-Project plumed budget was Us $ 127,655 , which is the contribution ofITTO, Us $ 34,250 , the contribution of the JIFPRO, Us $ 40,000, thecontribution of the Us DA Forest Services, and Us $ 10,000 , the contribution ofthe Govenmient of Indonesia.

I (F) became one of the sponsor for theconduct of International Conference on the Application of Reduced impactLogging to Advance Sustainable Forest Management; Constraints, Challengesand Opportunities held on 26 February - I March 2001 in Kuching Sarawak.This Pre-Project sponsored participation of 17 forestry officers from 7 countries.The workshop proceedings was prepared and disseminated by FAO-1<,:\. P. Project Proposal entitle: "Establishment and Development of Reduced ImpactLogging Training Centre for Asia-Pacific Region" was prepared by Mr. MardoMCLeod (International Consultant) and Dr. Elias (National Consultant), Thisproject proposal was submitted to ITTO Secretariat in November 2001 and wasreviewed by ITTO Expert Panel in January 2002. The project proposal wasrevised based on the recommendation made by the Expert panel with involvingMr. I^, Blakeney as International Consultant, This revised project proposal wassubmitted to ITTO Secretariat in May 2002 with new project title: "Program toFacilitate and Promote Adoption of Reduced impact Logging (RIL) ill Indonesiaand the Asia Pacific Region".

This pre-project has promoted the adoption of environmentally sound harvestingpractices through the conduct of international conference, workshop, publicationof training strategy guidelines and awareness raising brochures.

The pre-project has also provided state of the art report and review of ReducedImpact Logging demonstration area as well as selection criteria for establishingnew Reduced impact Logging demonstration sites.

The above project outputs will support the implementation of sustainable natureforest management.

The regional action plan for promoting sustainable forest management could befurther developed during the implementation of the forthcoming project beingproposed

3. TARGET BENEFICIARIES INVOLVEMENT

The main direct beneficiaries of the pre-project is the forest agencies in the Asia-Pacific region, which strive towards reaching the ITF0 2000 Objective. Theoutputs will address in particular the needs of institutions concerned withproviding training, which includes the private sector. Forthennore, staff at thepolicy and PIaiming level will benefit from receiving relevant infonnation fordecision-making. The full proposal will have more far-reaching benefits at theoperational levels as well as the SOCietal level due to reduction in theenvironmental costs of forest harvesting, the conservation of global forestvalues, and the increased resources availability for the future. Various outputs of

the pre-project will also be beneficial to ITTO member outside the Asia-Pacificregion.

LESSONS LEARNED

The pre-project was implemented by the hidonesia Ministry of Forestry incooperation with FAO-RAP/APFC, JIFPRO, Us DA and other related forestryinstitutions in the region,

The partnership actions need to be strengthened in the implementation of theproposed project. To ensure the success implementation of this 1<1L initiatives, itis recommended that:

L. Development Lessons

Application of Reduced Impact Logging should be supported by systematichuman resources development. The conduct of training on IUL for local andnational level as well as for regional level should be prepared carefullyconsidering the variation of physical, social, and economical conditions of thetargeted areas.

From the pre-project implementations and results, it is recommended that :I . Focus should be given to the strengthening of provincial and national

capacity to plan and implement RIL training;

2, Training modules, curriculum, and syllabus for the training on RIL willthen to be standardized for national level.

This approach is in line with national policies for the application of IUL,which is also: associated with related national regulations and standards.

3. International support is needed to assist countries to enhance regionallinkage, which is intended to promote more effective and efficient efforts.Experience and potential capacity owned by individual country could bebenefited to other countries in the region.

2. Operational Lessons

Learned from the implementation of the pre-project, there are two aspects to beconsidered and recoimnended for the next project on RIL, namely:I . Information eXchange among national institutions and regionaV

international agencies.

2. The conduct of training on I^. IL should be supported by establishment andmaintenance of inL demonstration areas.

The web-site, which has been designed and initiated by the pre-project would becontinued and improved during the implementation of the project. I

There are several RIL demonstration areas in the Asia Pacific region and some othem have been investigated during the implementation of project. T eseinfomiation need to be completed with other infonnation on established RILdemonstration areas in the region. Potential review to utilize the existingdemonstration areas will be conducted for I^. IL training activities during t ecoming projectimplementation,

Coordination between the project executing agency with related authorities inseveral countries in the region for the utilization demonstration areas should bestrengttiened.

3. Recommendations for future project.

These following reconnnendations for future project are in line with the projectstrategy, outputs and activities as indicated in the Project Proposal entitled:" Frogi. am to Facilitate Promote Adoption of Reduced impact Logging (RIL) inIndonesia and the Asia Pacific Region",:

I, The main goal of the project will be promoting and facilitating theimplementation of RIL in the country (ies) in Asia Pacific Region.

2* The proposed project include a number of component activities:- awareness raising

training of trainerstraining for RIL planners and techniciansregional workshopinformation eXchange on RIL

The main technical ministry responsible for Rrr, training is Ministry ofForestry. The implementing agency will cooperate with private sectors andgovenrrnent institutions in the region for the conduct of the project,

Since the focus of the project is mainly related with training inforrnationeXchange, the active participation of Forest Training Center is absolutelyneeded.

International organizations, which have experience in inL training willsupport implementation of the project. These international organizationsinclude: TFF, CIFOR, WWF, TNC, and others,
