Issues requiring Immediate Attention
• Slow progress of Critical Gap Fund (CGF) expenditure on ground
•Needs to be Expedited
•Release of Critical Gap Funding (CGF) from Treasury to RD (Rurban) accounts •Release of State Share into Treasury and further into RD (Rurban) accounts
• Regular monitoring of release of funds to ensure convergence
Works on ground to commence soon after DPRs are approved by SLEC-provided the % sectoral allocation, remains the same and the variation in costper component is within +/- 20%
CGF and Convergence buckets are to be kept separate– CGF - Investment leading to thematic economic activities– Convergence - saturation of basic, social and digital amenities
O&M- States to get approval of O&M mechanisms from SLEC
All States to expedite completion of Master Plans for all clusters
All States to identify thematic needs for all Rurban clusters that can attractprivate investments (EOI)

• 14 desirable components to be saturated in Rurban clusterswithin the Mission period
• Clusters are prioritised based on extent of gaps in saturation.
• Rurban clusters are NRLM intensive clusters with livelihoodfocus
