(C) Programmes conducted by NCOF/RCOFs (i) Training Programmes by NCOF/RCOFs During the year total 05 courses on Certification & Inspection agencies /Service Providers, 22 courses on Production and Quality control of Organic inputs, 08 courses for Field functionaries /Extension officers and 14 courses on Farmer training on organic farming were organized benefiting total 1149 participants from all over the country. (Table 4)
(ii) Field Demonstrations by NCOF/RCOFs Conducted a total of 105 no. Field demonstrations/ Farmer Fairs on organic inputs and 40 no. on enriched biogas slurry by NCOF /RCOFs. (Table 5)
� Others (i) Quality Testing of Biofertilisers and Organic Inputs: Tested total 2007 samples of different biofertilisers and 251 no. of samples of organic manure, out of which 463 sample of biofertiliser and 31 of organic manure samples were found substandard (Table 6 & 7)
(ii) Technical Assistance to Biofertiliser/ Organic Input units: Technical assistance was provided to 142 (Table 9) biofertiliser and organic input production units comprising 44 biofertiliser units, 98 BGA centers and Vermi-composting Units.
During the current year 865 (Table 8) axenic mother culture strains of different biofertilisers were supplied to various agencies involved in biofertiliser production all over the country.
(iii) National /Regional Seminar Organized:
During 2005-06, organised 04 nos seminars by NCOF/RCOFs namely two seminars was organized at RCOF, Bhubneshwar and one seminaris by RCOF, Nagpur and Imhal.
(iv) International Seminar: NCOF sponsored India organic 2005 held at Bangalore on November 06-09, 2005 and
took part in International seminar where approximately 5000 deligates visited.
(v) Publicity: Distributed 2, 98,025 nos. of literature, arranged 26 exhibitions conducted 57 Radio talk and 38 Television programmes and published 204 Newspaper coverage.
(vi) Revenue Realisation: During the year 2005-06, the total revenue realized by NCOF/ RCOFs was Rs. 1, 90,166/- against sale of biofertilizer during National Project on Development & Use of Biofertilizer. (Table 2A)

INTRODUCTION
Background:
The Department of Agriculture and Cooperation, Ministry of Agriculture has launched
a Central Sector Scheme entitled “National Project on Organic Farming” during 10th Plan
on Pilot basis by subsuming National Project on Development & Use of Biofertiliser w.e.f
October, 2004, with the following objectives-
Objectives
� Capacity building through service providers
� Financial support to different production units engaged in production of Biofertilisers,
fruit and vegetable waste compost and vermi hatcheries cum compost etc.
� Human Resource Development through training on certification & inspection, production
technology etc.
� Field demonstration programme on organic farming.
� Development of model organic farm.
� Market development for organic produce.
� Development of domestic standard.
� Support to new initiatives on technology related to organic farming.
� Formulation of regulatory mechanism of organic farming.
� Creation of Awareness.
Under the National Project on Organic Farming there is one National Centre at
Ghaziabad as Head quarter with six regional centres are located at Bangalore, Bhubaneshwar,
Hisar, Imphal, Jabalpur and Nagpur, respectively.

Administrative
1. Budget : A). Brief Report for The Period of 1997-98 to 2003-04 :
During IX th Plan ( w.e.f. 1997-98 to 2001-02), the BE was Rs. 2986 lacs. The
expenditure during the Plan period was figured Rs.1124.98 lakh under MH-2401, following Rs.
60.87 Lakh against MH-4401 and Rs. 471.00 lakh under MH-3601. The total expenditure during
IXth Plan period worked out to Rs.1656.35 lakh. The expenditure during 2002-03 and 2003-04
was 233.00 lakh and 199.90 respectively.

For the financial year 2004-05, the B.E. was Rs. 223.00 lakh .The R.E. and expenditure
for the Major- Head during 2004 (April 04 –September 04) was 151.00 Lakh and 152.49 Lakh respectively. The National project on Development and Use of Biofertiliser was subsumed as National Project on Organic farming w.e.f. October 04. The project had initial fund provision (B.E.) Rs. 3200.00 lakh. But it came into effect from October 04. The R.E. was 469.00 lakh and expenditure was 452.46 lakh. During financial year 2005-06, the B.E was Rs. 2700.00 lakh and the R.E. was 2078.00 lakh and expenditure was 2034.51 lakh (Table 2). B). Revenue Realisation:

2. Building & Land i) NCOF, Ghaziabad a) Building:- NCOF is functioning in Govt. building (rent free) located at CGO-Complex-II, Kamla Nehru Nagar, Ghaziabad. The total covered area is 6355 sft.
b) Land A plot of 9.5 acres of land was allotted by the Directotrate of Estate, M/o Urban Development at the cost of Rs.95 lakhs. The NBDC/NCOF has paid Rs.90 lakhs only as there is a dispute of around 760 sqm. of land, which has not been taken into possession by the NBDC/NCOF. The dimensions of the plot are 253.70 mt x 151.54 mt(38444.57). The physical possession of the land was taken on 05.06.1998 except the disputed area of 760 meters. The boundary wal (841.48 running meters) has been constructed and soil testing etc. has been done. A submersible pump, street light poles etc. have been put in. Total expenditure incurred on construction of boundary wall and soil testing, erection of tubewell, electrical works etc. is Rs 46,74,337/- The layout plan with the estimated cost of Rs.13,75,69,000/- has been approved by DAC and the matter is under process with CPWD.
2. RCOF, Bangalore a) Building:-
The centre is functioning in a private building with total area of 3040.28 sq. ft. The rent per month for the said building is Rs.16000/- as per lease agreement of 04-years w.e.f. 01.09.2002 to 31.08.2006.
b) Land:- The Govt. of Karnataka allotted 05-acres of land for construction of RBDC/RCOF, Bangalore in Kannamangala Coconut Farm of Horticulture at a total cost of Rs.7.5 lakhs which was paid on 04.06.97. The Regional Centre is pursuing the matter with the concerned deptt. for taking possession of the said land.
3) RCOF, Bhubaneshwar a) Building:- It is the private building located at A-156, Sahid Nagar, Bhubaneshwar. The total area is 2884.2 sq. ft. and the rent per month is Rs.10,294/- as per lease agreement w.e.f. 01.06.99 to 31.05.2005.
b) Land:- The land measuring 3.785 acres has been allotted to RBDC/RCOF, Bhubaneshwar by the Directorate of Estates, GA Deptt., Govt. of Orissa. The lease agreement is under process in

DAC and as desired by DAC, a copy of notification authorizing Administrator (Now Joint Secretary) Directorate of Estates, GA Deptt., Govt. of Orissa to sign on behalf of the Govt. of Orissa has been submitted for further necessary action.
4) RCOF, Hisar a) Building:- Presently, Centre is functioning in a rented building at 149, Sector 15-A, Hisar having area of 3046.89 sq. ft. @ Rs.11,240/- p.m. as per lease agreement w.e.f. 01.06.2001 for a period of five years.
b) Land:-
Despite the allotment of 05-acre land from the Govt. of Haryana, no lease agreement has yet been signed due to some administrative problems as Govt. of Haryana has offered the lease for 10-years only which is not acceptable by Ministry of Law. RCOF, Hisar has been advised to pursue the matter with Haryana Urban Development Authority (HUDA) for outright purchase of land.
v) RCOF, Jabalpur a) Building:-
RCOF, Jabalpur is functioning presently in a private building (Adhartal, Jabalpur) with
total area of 3377.03 sft. on the monthly rent of Rs.10,000/- p.m. as per lease agreement w.e.f. 01.08.2000 to 31.07.2005. The lease agreement has been extended for futher period of five years w.e.f. 01/08/2005 to 31.07.2010 on the same rent, terms and conditions as per approval received from DAC.
b) Land:- The centre may get 0.3 ha of land from Govt. of M.P. but it has been observed that the said area of land is not sufficient for the establishment of RCOF, Jabalpur. RCOF, Jabalpur has been advised to send alternate proposal either from other govt. source or for outright purchase.
vi) RCOF, Imphal a) Building:- The centre is functioning in the Govt. building located in the State Agriculture Farm, Mantripukhri. The total area of the centre is 3750 sq. ft. It is rent free.
b) Land:- The Government of Manipur allotted 02-acres of land (90 m x 88.9 m = 8001 sqm) @ Rs.1/- per annum revenue (free of cost). The boundary wall has already been constructed and other construction work is under process by CPWD. During F.Y.2004-2005, sanction for incurring Rs.50.00 lakh towards the construction was issued by DAC but the CPWD has utilized Rs.13,80,661/- only during 2004-05 against the allotted amount of Rs.50.00 lakhs and they have casted out 94-no. of piles against the 126-no. of piles during 2004-05. During 2005-06 an amount of Rs 16.47 lakh was released to CPWD against construction of building.

7) RCOF, Nagpur a) Building:- RCOF, Nagpur is functioning in Govt. Building (N.S. Building, Civil Line, Nagpur). The area of the centre is 4650 sft. roughly. There is no rent charge.
b) Land:- The Govt. of Maharashtra has agreed to allot 01-ha land for the construction of RCOF,
Nagpur in a Village Gondkheri at a distance of approx. 20 kms from Nagpur. DAC has already conveyed the sanctioned for incurring total expenditure of Rs.2.45 lakhs (Rs. 71,000 already sanctioned and Rs. 1,74,000/- sanctioned vide DACs letter No. 6-25/93-FP(INM-A) dated 17.03.2005 for acquiring the said land.

3. Library and Documentation Under the National Project on Organic Farming (formerly National Project on Development and Use of Biofertilisers), a Central Library is functioning since 1988 at its Head Quarter, Ghaziabad, The Library is coordinating with its Regional Centres and other Departments in respect of disseminating information on various aspects. The Library has made considerable progress to establish it as Resource Unit. Sufficient literature on various subjects is available. Considering the instructions of Rajbhasa Vibhag, the libarary has achieved the target of Rajbasha vibhag and procure books/magazines in Hindi during 2005-06, the available documents are as under: A. During 2005-2006, total 174 books on various aspects, 3 reports have been added; 54 periodicals, 2 newspapers, 2 magazines were being subscribed; issues of Biofertiliser Newsletter, Organic Farming Newsletter and other publications including publicity literature have been circulated. Besides above activities, a monthly bulletin on “NCOF Contents-in-Service” has been circulated with the view to disseminate information to Regional Centres which includes the list of contents received during the concerned month.
4. Vigilance
The period during 31st October – 6th November, 2005 was declared as
“Vigilance Awareness Week “by NCOF/ RCOFs, as per the guidelines issued by Central Vigilance Commission (CVC). During this period all the staff took pledge for fighting against the corruption and maintaining transparency in day to day work for helping in creation of corruption-free environment. The posters provided by CVC were also exhibited; debate and discussions were held to create awareness on vigilance matters. Besides this, monthly, quarterly, half yearly and annual vigilance matters i.e. anti-corruption measures, pending disciplinary proceedings, implementation of annual action plan on vigilance and vigilance control measures etc. were sent to vigilance section of DAC, New Delhi ,from time to time. The guidelines/ instructions as sent by CVC and DAC are being implemented strictly at NCOF/ RCOFs level. The NCOF has also sent a letter to all implementing agencies about grieveness if any, faced by them during imlplemntation of the National Project on Organic Farming project.

7. e- Governance and Computerization: Under the Department of Agriculture & Cooperation Network (DACNET), programme
NCOF and RCOFs were equipped with the tools of e-governance and connected with each other and DAC via internet. Now information on Organic Farming is on line.
i. Organic Farming web portal (http://dacnet.nic.in/ncof): The web portal of project is developed with the help of NIC at the URL http://dacnet.nic.in.
This web portal is linked with the web pages/portals of all the six RCOFs. The web portal contains all the relevant information about activities of the centres along with achievements. Important publications of the NCOF/RCOFs are available online. FAQs on Biofertilisers for the citizens are included to satisfy any query of visitors this portal. So far more than 350 persons visited the site and got benefited.
ii. Salient features of NCOF web portal
NCOF web portal is working at the URL http://dacnet.nic.in/nbdc. This web portal is
having links to all the Regional Centre of Organic Farming (RCOFs). Home page of the portal is divided into two sections; one is having all the relevant information about Biofertiliser Online, Databank, Production of BF in the Country, Marketing of BFs, Quality Standards on Biofertilisers, R & D activities, Annual Report of the National Project on Development & Use of Biofertilisers and any other new task like National Conference etc. Another Section of the portal is having links to all the six RCOFs.
Central portion of the home page is containing Messages, related sites, details of
trainings and farmers’ fairs being organized by the NCOF/RCOFs, FAQs for farmers containing more then 100 possible queries based on field experience of the Scientists of the organization. This portal is providing important information pertaining to biofertilisers and organic farming, which is definitely useful for agricultural community, students, Scientists etc. Hindi version of the portal is under progress.

iii. Biofertiliser Informatics Online:
It is web based application/Online Monitoring Information System (G2G, G2C) developed
by NIC consultation with NCOF, which is source of faster and reliable information dissemination across the NCOF, RCOFs, Biofertiliser Production Units, Ministry of Agriculture and farming community.
Biofertilizer Online is a Monitoring System for faster and reliable information
dissemination across the Field Units, Director NCOF and the Ministry. This system will also help the DAC in strengthening and streamlining the existing methods and practices, both administrative and technical. Information desired from any Production Unit, Field Unit or Regional Centre can be retrieved easily using this system. Biofertiliser Production Units in the country are being approached to register themselves on this tool and after registering they can fill their production data online to NCOF. The compiled data will be available for the user of the portal.
iv. Salient features of biofertiliser online: This page is having sections View Reports, Utilities and Data Entry. View Reports
sections is exclusively for NCOF/RCOFs for reports regarding administrative and technical tasks. Utilities, provides information about BF production units. Data entry section is completely password protected and BF units and RCOFs do fill relevant data for the report through these forms online.

Technical
1. Training programmes: To implement any activity successfully training to the persons/staff working at various levels is very important. Organisation of training programmes at various level of functionaries of technical and extension staff of Department of Agril. Of State Government is a regular feature in the Project. The training programmes are classified as under:
i) Training programme on Certification & inspection agencies / Service Providers –
To develop a conceptual frame work about the principle of organic farming, process of certification, inspection and internal control system
Objectives
� To impart skills required for conflict resolutions, if any, during certification and inspection, input management, documentation, market asses.
� Role and responsibilities of certification/inspection agencies, service providers and other stake holders.
� Maintenance of record in certification/ inspection process, service providers and organic farmers.
Eligible Agencies
NCOF/RCOFs / reputed agencies/ State Govts.
Duration and participants The programme is being organized for 10 days during each of 20 participants from certrification/inspection agencies and service providers.
ii) Training on Production and Quality Control of organic inputs- Production & Quality Control of Organic inputs like Vermicompost, phospho compost, NADEP compost, Bio fertilizers, bio control agents etc.
Objectives
� Basic concept of organic farming and its components. � Admissible and non-admissible inputs in organic farming. � Production and quality control of organic inputs like Vermi-compost, phospho compost,
NADEP compost, bio-fertilises, biopesticides, biocontrol agents etc. � Qulaity control of organic inputs, standards and methodology.
Eligible Agencies NCOF/RCOFs/State Govts./ICAR/SAUs/KVKs/NGOs/ etc.

Duration and participants The programme is being organized for 10 days during each of 20 participants from officers / technical personnel of State Government /SAU/ Manufacturing Units engaged in production and quality control of bio-fertilisers and other orgnic inputs.
iii) Training on Field Functionaries / Extension Officers on Organic Farming –
� To create awareness about concept and principals of organic farming.
Objectives
� To impart knowledge about different components of organic farming including organic sources of nutrients and weeds/pest management practices.
� To provide knowledge about the admissible and non-admissible list of nutrients/plant protection measures.
Eligible Agencies NCOF/RCOFs/StateGovts./ICAR/SAUs/KVKs/NGOs/PrivateOrganisations etc.
Duration and participants The programme is being organized for 5 days during each of 20 participants from Extension / Development officers of State Government /SAUs /KVKs /Private Agencies and field functionaries engaged in promotion of Organic Farming.
iv) Training of farmers on organic farming –
Training of farmers will be organized on organic farming to equip them with necessary knowledge and information in organic farming practices with emphasis on practical demonstrations.
Objectives
� Seeing is believing. Training for farmers will be organized on organic farming to equip them with necessary knowledge and information in organic farming practices with emphasis on practical demonstrations.
Eligible Agencies State Government/SAUs/KVKs/NGOs who have an established organic farm.
Duration and participants The programme is being organized for 2 days during each of 20 participants are group of farmers of the area who have decided to convert their land to organic farming.

2. Field Demonstrations
The merit of a demonstration lies in “seeing is believing and doing is learning”. The
field demonstration trial on the farmer’s field is the most effective way of demonstrating the
correct use and effect of organic inputs. Under this pogramme 105 field demonstrations on
organic inputs, 40 no. of Field demonstrations on enricheed biogas slurry were conducted by
NCOF/RCOFs (Table 5)

3. Quality Testing of Biofertilisers & Organic inputs:
Biofertilisers:
The Ministry of Agriculture Deptt of Agriculture & Cooperation has notified the biofertilizer
& Organic manure under FCO-1985 in the Gazette of India Extraordinary Part-II, Sr. No 276
Section-3 sub-sention (ii) published by the authority on 24 March 2006. The includes
specification of Biofertilizers like Rhizobium, Azotobactor, Azospirillum & Phsphate solublising
microorganism & Organic manure like City compost, Vermi compost & Pressmud.
During year 2005-06 a total of 2007 sample of different biofertilisers were analysed, out of
which 23 % samples were found sub-standard. The Centre wise detail of Quality testing is as
under. (Table 6)

During the current year, 2005-06 a total of 251 samples of organic manures were tested out of
this 31 samples of different organic inputs were found sub standard i.e. 12.35%. (Table 7)

4. Microbial Strains:
During the year 2005-06, 05 new strains of different biofertilisers have been developed
and total of 1065 mother culture strains of different biofertilisers were supplied to the production
units generating the revenue of Rs.17,989/- as per the following details. (Table 8)

5. Technical Assistance to Biofertiliser/Organic Input Units:
With a view to support production of high quality biofertilisers, compost and vermi-
compost technical assistance is being provided to the production units from time to time. During
the year 2005-06, technical assistance to 44 nos. Biofertiliser Production Units and 98 BGA
Centres and vermicompost units was done. (Table 9)

6. Publicity Programmes:
Publicity through print and electronic media has been given equal importance, besides organizing programmes like National and Regional Seminars, meets, lectures, exhibitions and distribution of literature on the relevant subject. For promotion of organic farming in the country, a nation vide Awareness Campaign has been launched under the banner of NCOF/RCOFs.
During the year 2005-06, under the publicity programme 2,98,025 nos. of literature on
biofertilisers and organic farming were distributed, 26 exhibitions were arranged, 57 Radio talks, 204 News paper coverage and 38 Television programmes were arranged for creating country wide awareness for promotion of biofertilisers and organic farming. Besides 35 popular articles, 03 research papers, 09 review papers technical bulletins were also published under the project on different aspects of organic farming.
International Trade Fair & National Exhibition:
Besides participation in India International Trade Fair (IITF 2005) in New Delhi, 26 nos of local exhibitions were arranged for promotion of organic farming by different National/Regional Centres in the country.
International Seminar NCOF sponsored India organic 2005 held at Bangalore on November 06-09, 2005 and
took part in International seminar where Joint Secretary (INM) and Director, NCOF were speakers. NCOF and RCOF, Bangalore also arranged stall in this programme where approximately 5000 deligates visited.
National Seminars
In view of increasing & indiscribnate use of synthetic fertilizers & pesticide and deterioating soil health & productivity the concept of organic farming is gaining momentum all over the world. In the present situation intensive agriculture has witnessed soil fatique, yield stagnation & declining of soil organic matters & low fertilizer use efficiency. Looking to the importance of organic farming 04 no, of seminars was organized by NCOF/RCOFs. 1) Seminar on “Strategies for Successful Organic Farming” was organized by RCOF,
Bhubaneswar during April 5-6, 2005 at Jaydev Bhawan, Bhubaneswar that was attended by more than 250 participants and discussed 29 topics in six sessions.
2) Seminar on “Organic Farming: Resurgence of Traditional Agriculture” was organized by
RCOF, Bhubaneswar during February 17-18, 2006 at Jadavpur University Campus, Kolkata which was attended by 250 participants discussed 22 issues in five sessions.
3) Mahaorganic-2006 – under National Project on Organic Farming a two days conference was organized by RCOF, Nagpur and Commissionerate of Agriculture, Government of Maharashtra, Pune at College of Agriculture, MPKVV, Pune during 30-31st January, 2006
4) A two days Regional Conference on Organic Farming was organized by RCOF, Imphal and Department of Agriculture , Govt of Assam during 15-16th February 2006 at Guwahati. About 200 participants belonging to all North Eastern States participated in the conference.
Organic Farming Newsletter (OFNL)
Under National Project on Organic Farming, NCOF is publishing organic farming newsletter on quaterly basis. It contains current information on progress of oragnic farming across the country. There is also coverage of International news related to organic agricultural. Besides, this newsletter shares experience of scientists, policy makers and farmers who actively engaged in promotion of organic farming.

Activities Performed in North Eastern States
The agricultural productivity in north- eastern region of the country is much lower than the average agricultural productivity. The consumption of chemical fertilizers ranges from 20-50 kg /ha, which is very less as compared to the other parts of the country. The steering group committee set up by Planning Commission in Nov. 2000 under the chairmanship of Prof. M.S. Swaminathan has identified Organic farming as a major thrust area in this region, where use of biofertilisers along with organic manure was considered as an important input.
During more than last one decade Regional Biofertiliser Development Centre, Imphal
along with other agencies like state Agri. Deptts., State Agril. Universities, ICAR and other Institutes contributed a lot in promotion of biofertilisers and Organic farming. From October 2004, the centre was subsumed as Regional Centre of Organic Farming (RCOF) under National Project on Organic Farming and emphasized promotion of organic farming in North- eastern state.

Status of Biofertiliser Production in India
Biofertilizer are preparation of living beneficial organisms is one of the components of
integrated nutrient management. Considering its importance, DAC launched National Project on
Development and use of Biofertilizers during 1983-84 and it continued upto October 2004, when
the project was subsumed as National Project on Organic Farming.
In view of the rising demand of biofertilisers in the country a number of Govt. Institute,
NGOs, State Agricultural Universities (SAUs) and State Department of Agriculture, Public sector
and Private organizations are engaged in mass production of biofertilisers. All these organizations
are directly or indirectly associated with NCOF/ RCOFs (formerly NBDC/RBDCs) in terms of strain
supply and other technical problems relating to production and promotion of biofertilisers in their
respective areas. But still there is no system of registration of biofertiliser production Units with
NCOF, therefore, all the data related to production could not be covered. However, NCOF/ RCOFs
have compiled production data of 85 Units as received from them. The present level of biofertiliser
production in the country is estimated to be about 10218.85 tones per annum while the production
capacity is around 18,000 Tones per annum in the country.

The Production data of different biofertilisers in the country during the year 2005-06 is the indicative of increased awareness of farmers regarding use of biofertilisers in the country. Among Biofertilizer, the production of PSB is highest followed by Azotobactor, Azospirillum, Rhizobium and Acetobacter during 2005-06. (Table 16)
