National Earthquake Hazards

Reduction Program (NEHRP)

• Authority: National Earthquake Hazards Reduction Program (NEHRP) formed by U.S. Congress in 1977 to “...reduce the risks to life and property from future earthquakes in the United States...” (PL108-360).

• Program Mission: To develop, disseminate, and promote knowledge, tools, and practices for earthquake risk reduction – through coordinated, multi-disciplinary interagency partnerships among the NEHRP agencies and their stakeholders – that improve the nation’s earthquake resilience in public safety, economic strength and national security.

• Primary Role: NEHRP is the coordination point for all U.S earthquake-related activities. NEHRP is a multi-agency program including NIST (lead agency), NSF, USGS, and FEMA.

NEHRP Outreach Best Practices

1. Use of science and research

2. Clear, consistent, and

persistent messaging

3. Risk perception and

identifying good audience

4. Link seismic safety to other

issues

5. Identify potential opponent

6. Use media wisely

7. Create multi-disciplinary

partnerships& coalitions

8. Make seismic safety efforts

permanent

NEHRP Outreach Challenges

• Selling Earthquake Mitigation: – A culture where the public demands safety

• Decision Making and Strategy Development: – Actionable policies and user-friendly tools

– Inclusive stakeholder participation

• Incentives and Mandates to Encourage Investment: – Code adoption and enforcement

– Grants and cooperative agreements

– Integration of earthquake mitigation into EM Planning

– Tax credit or increase in property value

• Future of Mitigation: – More research, better tools and technologies

– More inter-disciplinary approach to the science of risk assessment and the practice of engineering

– Greater coordination of mitigation and sustainability goals
